What Documents Should Businesses Keep to Support GST ITC Claims?

For an Indian GST-registered business, the primary evidence for an input tax credit (ITC) claim is determined by the transaction. A domestic purchase normally requires the supplier’s tax invoice or, where relevant, debit note. An import of goods uses the bill of entry or another prescribed customs document showing integrated tax. Credit distributed by an Input Service Distributor (ISD) requires the prescribed ISD invoice, credit note or other ISD document.

Those documents are only the starting point. Keep the related records that establish what was supplied, that the goods or services were received, how the transaction was recorded in the accounts and how the credit was treated. The operative CGST Act and rules for the relevant period control the claim, so confirm current wording before relying on a document or destroying a record.

The document you need depends on the transaction

Transaction Core document for the ITC route Records to keep with it
Purchase of goods or services from an Indian supplier Supplier tax invoice, or supplier debit note where applicable Evidence of receipt, purchase and payment entries, and other records that apply to the supply
Import of goods Bill of entry or another prescribed customs document used to assess integrated tax Customs and transport records, accounting entry and evidence that the imported goods were received
Credit distributed by an ISD Prescribed ISD invoice, credit note or other ISD document The ISD document, allocation records and the recipient unit’s accounting and receipt records
Any transaction requiring a fuller audit trail The applicable tax document above Relevant invoices, bills of supply, delivery challans, credit or debit notes, receipt, payment or refund vouchers, e-way bills and books of account

A file containing only a PDF labelled “invoice” may not explain whether the supply was received or correctly entered in the books. Organize the core tax document and the related records as one transaction file.

What the CGST Act requires beyond possessing a document

The CBIC-rendered text of the Central Goods and Services Tax Act, 2017 describes possession of a tax invoice, debit note or another prescribed tax-paying document as a general condition for claiming credit. It also states the condition that the recipient must have received the goods or services and the statutory condition concerning payment of the tax to the Government. A document that exists but does not correspond to a received supply does not, by itself, establish entitlement.

Apply those conditions to the facts of each supply rather than treating them as a universal checklist of extra papers. The evidence needed for a delivered machine may differ from the evidence for a remote professional service, a recurring subscription or an import. The rules identify the tax document and its particulars; your books and transaction records should make the receipt and accounting treatment understandable to an auditor or tax officer.

Evidence of receipt

Keep a record that reasonably connects the supplier’s document to receipt. Depending on the transaction, this can be a goods-receipt entry, delivery challan, inward register, warehouse record, service-acceptance record or another contemporaneous business record. The applicable law does not turn every possible record into a mandatory form for every supply; use records that fit the nature of what was supplied and retain them with the invoice.

Evidence of the tax treatment

The purchase or import should be traceable from the source document to the accounting entry and the ITC treatment in the relevant records. Preserve adjustments such as a credit note or debit note rather than leaving the original invoice as the only explanation of the final amount.

Domestic purchases: invoices and debit notes

For a domestic purchase of goods or services, retain the supplier’s tax invoice. If the supplier issues a debit note that changes the taxable value or tax, keep that debit note with the original invoice and the related accounting entry. The document must correspond to the recipient and the actual supply; a document issued to a different legal entity or for a different transaction is not cured by filing it in the right folder.

Check the invoice particulars

The invoice rules list particulars such as the supplier’s name, address and GSTIN; a unique consecutive serial number and issue date; recipient particulars where applicable; a description of the goods or services; value; and tax-related details. Which fields are required in a particular case depends on the applicable rule and the type of supply. Check the operative rule text instead of assuming that every invoice has an identical field set.

Particular What to verify
Supplier identity Name, address and GSTIN shown as required for the document
Document control Unique consecutive serial number and date of issue
Recipient details Business name, address and GSTIN or other recipient information where the rule requires it
Supply description Goods or services described clearly enough to connect the invoice to the purchase
Value and tax Taxable value and the applicable tax details, checked against the accounting entry

If a correction is made, retain the original document, the correcting document and a note explaining the accounting treatment. Do not overwrite the original file in a way that removes the audit trail.

Imports of goods: preserve the bill of entry route

For imported goods, the documentary route is different from a domestic supplier invoice. The ITC rules expressly recognize the bill of entry or a similar prescribed customs document used for assessment of integrated tax. Retain the document issued through the customs process and make sure the imported consignment can be connected to the goods received and the accounting entry.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build the import file

  • Keep the bill of entry or other prescribed customs document on which the integrated tax assessment is based.
  • Attach commercial and transport records that identify the consignment, where those records are part of the business’s transaction file.
  • Record receipt of the imported goods in inventory, warehouse or inward records appropriate to the business.
  • Reconcile the tax amount used for ITC with the amount shown on the customs document and the accounting entry.

Do not substitute an overseas commercial invoice for the prescribed customs document. The commercial invoice can help explain the transaction, but the documentary basis for import IGST credit is the bill of entry or other document specified by the rules.

ISD-distributed credit: keep the distributor’s document

When an Input Service Distributor distributes eligible input-service credit to recipient registrations, retain the prescribed ISD document issued for that distribution. Depending on the adjustment, this may be an ISD invoice or credit note, or another document allowed by the applicable rules.

The invoice rules identify controls such as the distributor and recipient identifiers, the document date and serial number, and the amount of credit distributed. Check that those details identify the ISD registration and the recipient registration that actually received the allocation. Keep the allocation working papers or system report that explains how the amount in the ISD document was posted in the recipient unit’s books.

An ISD document is not interchangeable with an ordinary supplier invoice. The supplier’s invoice supports the underlying input service, while the ISD document supports the distribution of credit to a particular recipient registration. Retain both when the underlying service record is available to the business.

Related records required by the accounts-and-records rules

The accounts and records rules refer to a wider set of documents, including invoices, bills of supply, delivery challans, credit notes, debit notes, receipt vouchers, payment vouchers, refund vouchers and e-way bills. Not every item applies to every purchase. Select the records that arise from the transaction and keep them in a way that allows the supply, receipt, value and tax treatment to be followed from beginning to end.

How the records fit together

  • Invoice or bill of supply: identifies the supplier’s charge and the nature of the supply.
  • Delivery challan: can explain movement or delivery where a tax invoice is not the transport document for the particular movement.
  • Credit or debit note: records a later increase, reduction or correction to the original transaction.
  • Receipt, payment or refund voucher: records the relevant money movement when such a voucher is generated for the transaction.
  • E-way bill: supports the movement record where an e-way bill applies.
  • Books of account: show how the source document was posted and how the resulting ITC was treated.

These records should agree on the supplier or importer, recipient, description, value and dates to the extent those attributes apply. An unexplained mismatch is a signal to investigate before the credit is claimed or left unreconciled.

A practical filing procedure for every ITC transaction

The following workflow is an internal control for assembling evidence. It does not replace the statutory test or turn each step into a mandatory document for every supply.

  1. Identify the route. Classify the transaction as a domestic purchase, import of goods, ISD distribution or another category with its own prescribed document.
  2. Collect the primary document. Save the supplier invoice or debit note, bill of entry, or ISD document that applies to that route.
  3. Validate identity and particulars. Check supplier or distributor details, recipient registration, serial number, date, description, value and tax fields against the applicable invoice rule.
  4. Link receipt to the document. Attach the goods-receipt, delivery, service-acceptance, warehouse or other record that demonstrates receipt in a manner suited to the transaction.
  5. Capture adjustments. Add credit notes, debit notes, refunds or replacement documents and explain how each one changed the accounting entry or ITC amount.
  6. Reconcile the books. Match the tax amount and taxable value to the purchase, import or allocation entry and retain the relevant voucher or ledger reference.
  7. Preserve an audit trail. Store the final file in a system that keeps the original document, readable date and source information, and any approval or correction history used by the business.

How long must GST records be retained?

The CGST Act text hosted by CBIC states that a registered person required to keep books of account or other records must generally retain them until the expiry of 72 months from the due date for furnishing the annual return for the year pertaining to those accounts and records. The period is therefore anchored to the annual-return due date, not simply to the invoice date.

For example, if the legally relevant annual-return due date for a particular year were 30 November 2026, a 72-month calculation would ordinarily run to 30 November 2032. That is only an arithmetic illustration: use the actual due date applicable to the year and the current statute rather than assuming that date for every taxpayer or year.

When a proceeding or investigation is involved

If the records relate to an appeal, revision, another proceeding or a specified investigation, the Act text provides a later endpoint: retain them until one year after final disposal or until the ordinary retention period expires, whichever is later. Do not destroy records merely because 72 months have passed if a covered matter is still open or was disposed of less than a year ago.

Set a defensible destruction date

  • Identify the financial year to which the records pertain.
  • Confirm the annual-return due date that applies to that year and the currently operative retention wording.
  • Add 72 months to that due date for the ordinary deadline.
  • Check for appeals, revisions, proceedings or investigations before authorizing destruction.
  • Keep the record longer when the proceeding-based rule produces the later date.

Tax law and due dates can change. Reconfirm the calculation for the relevant year before deleting paper originals or electronic files.

Digital storage and controls that make records usable

Electronic copies are useful only if the business can retrieve and read them when the claim is reviewed. Use a consistent naming convention that includes the supplier or importer, document number, date and registration. Keep the original electronic file where available, rather than relying only on a screenshot or a retyped spreadsheet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Restrict deletion rights, back up the repository and record corrections without replacing the earlier version. Scan paper documents at a resolution that preserves all fields, including small tax numbers and serial numbers. Store the source file and its associated receipt, voucher and adjustment records together or maintain a reliable cross-reference between them.

These are operational safeguards, not a substitute for the prescribed tax document. A well-organized folder cannot turn a missing bill of entry, an incorrectly identified recipient or an unreceived supply into a valid ITC claim.

Common gaps and how to fix them

The invoice is present but receipt cannot be shown

Locate the appropriate inward, delivery, service-acceptance or inventory record and link it to the invoice. If the business genuinely did not receive the supply, investigate the credit rather than treating the invoice alone as sufficient.

The supplier issued a debit or credit note

Keep the note with the original invoice and update the accounting and ITC trail. The final file should show why the amount changed and which document controls the resulting credit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An import file contains only the overseas invoice

Obtain and retain the bill of entry or other prescribed customs document used to assess integrated tax. Keep the overseas invoice as supporting commercial evidence, not as a replacement for the customs document.

The ISD allocation cannot be traced to a recipient

Preserve the ISD invoice or credit note, confirm the distributor and recipient identifiers, and retain the allocation report or working paper that ties the distributed amount to the recipient’s ledger.

Records are scheduled for deletion after six years from the invoice date

Recalculate from the annual-return due date for the relevant year. Then check whether a proceeding or investigation requires a later date. Invoice age alone is not the statutory starting point described in the Act text.

Pre-claim checklist

  • Is the transaction classified under the correct documentary route?
  • Is the primary invoice, debit note, bill of entry or ISD document present and readable?
  • Do the supplier, importer, distributor and recipient identifiers match the legal entities involved?
  • Are the applicable serial number, date, description, value and tax particulars present?
  • Can the business show receipt of the goods or services?
  • Does the accounting entry agree with the document and the ITC amount?
  • Are related challans, vouchers, notes, e-way bills and other applicable records attached or cross-referenced?
  • Has the retention date been calculated from the relevant annual-return due date, with any live proceeding considered?

Keeping the right primary document and the records that explain receipt, accounting and adjustments gives an ITC claim a coherent evidence trail. The exact document set remains transaction-specific, and the current CGST Act and rules should be checked for the period in which the claim is made.
