Start with the company’s available audited financial statements, historical operating data, public disclosures, regulatory filings, and any pro forma or asset-level evidence relevant to the business. Also prepare a concise company presentation and the executives who can explain the records. There is no single universal agency checklist: the final request depends on the issuer, sector, rating type, engagement scope, and the agency’s current analytical needs.

Why there is no one-size-fits-all document list

A credit rating assessment is an analytical process, not a standardized application in which every company submits the same packet. Agencies combine information supplied by the issuer with information already available publicly. The exact composition of data required to assign and maintain a rating can change as the company’s profile, financing structure, sector conditions, or external risks change.

Before assembling a large data room, ask the assigned analytical team for the current request list for the specific engagement. Confirm whether the work concerns an issuer rating, a rating on a particular debt issue, a public or confidential outcome, or another assessment product. Those distinctions determine which documents and explanations matter most.

Core financial documents

Audited financial statements

Provide the company’s available audited financial statements in the versions accepted by the agency. Include the relevant notes, accounting policies, auditor’s report, and any restatements rather than sending only a summary income statement or balance sheet. Fitch’s corporate criteria, dated 9 January 2026, says its analysis may consider three or more years of audited financial statements. That is an analytical input described by Fitch, not a universal rule that every issuer must produce exactly three years.

Organize the statements by fiscal year and label the reporting currency, accounting framework, fiscal year-end, consolidation perimeter, and whether figures are reported, restated, pro forma, or management-adjusted. If a subsidiary, acquisition, disposal, or change in consolidation materially affects comparability, explain it in a short schedule that points to the relevant note.

Interim and management accounts

Include the latest interim financial statements and management accounts available for the period after the last audit. Mark clearly which figures are audited, reviewed, or unaudited. Agencies need to understand the company’s current position, so provide the period covered, comparison period, and date on which the information was prepared.

Reconciliations and explanations

Prepare a bridge between reported figures and the measures used by management in forecasts, lender reporting, or investor presentations. Explain material movements in revenue, margins, cash flow, working capital, debt, capital expenditure, provisions, and liquidity. A simple schedule showing the reason and timing of each major change is more useful than unexplained spreadsheet adjustments.

  • Off-balance-sheet obligations, guarantees, leases, litigation provisions, pensions, and contingent liabilities.
  • Dividends, share repurchases, capital injections, refinancing transactions, and other financing events.

Historical operating information

Operating data for the business model

Financial statements show outcomes; operating data helps analysts understand the drivers. Fitch says its corporate analysis may consider three or more years of operational data. Assemble the measures that explain how the company earns and spends money, using consistent definitions across periods.

Depending on the sector, that can include units sold, production volumes, capacity and utilization, customers, churn, bookings, order backlog, average prices, occupancy, traffic, claims, loss ratios, subscribers, or geographic mix. State whether each number is actual, estimated, unaudited, or calculated from another source. If definitions changed, show the old and new definitions and provide a comparable history where possible.

Forecasts and scenario information

Provide the board-approved budget or the forecast used by management, together with key assumptions and downside sensitivities. Explain expected changes in prices, volumes, margins, working capital, capital expenditure, acquisitions, disposals, financing, and dividends. Agencies assess forward-looking credit risk, so a forecast without assumptions is difficult to test.

Include a base case and realistic stress cases when requested. Show the effect on cash, leverage, interest coverage, covenant headroom, and refinancing needs. Identify assumptions that management controls and those driven by markets, regulation, customers, suppliers, or commodity prices.

Early-stage or asset-heavy evidence

For an early-stage company or an issuer whose credit strength depends on major assets, ask whether additional evidence is relevant. Fitch’s criteria identify pro forma financial statements and expert assessments of early-stage key assets as possible inputs. They are not mandatory documents for every company. Where applicable, provide construction budgets, independent technical reports, reserve or capacity studies, permits, contracts, valuation work, or other expert material that establishes the asset’s expected contribution and risks.

Public disclosures and regulatory filings

Published company information

Make sure the agency team can locate the current public record. Fitch lists published financial and operational statistics among the information it may use. Create an index of annual reports, earnings releases, investor presentations, trading updates, sustainability or risk reports, and material event notices. Include publication dates and identify superseded versions.

Regulatory material

Collect applicable regulatory filings and correspondence that could affect credit quality. Depending on the jurisdiction and industry, this may include securities filings, banking or insurance returns, concessions, licenses, environmental approvals, enforcement notices, capital requirements, or restructuring documents. Do not assume that a filing is obvious to an analyst in another country; provide the regulator’s name, filing period, document title, and a short description of relevance.

Legal-entity and group structure

Supply a current organization chart showing parent companies, operating subsidiaries, joint ventures, minority interests, guarantors, and entities that issue or hold debt. Add ownership percentages, jurisdiction, principal activity, and whether each entity is consolidated. A separate debt-structure diagram should show guarantees, security, structural subordination, and cash-transfer restrictions.

The company presentation for the first analytical meeting

Moody’s describes the issuer preparing company information and a presentation before the meeting with analysts. Treat the presentation as a map to the evidence, not a marketing deck. Keep claims consistent with the financial statements and provide an appendix that identifies the source and period for important figures.

Recommended presentation sections

  1. Business profile: products, customers, markets, competitive position, geographic footprint, and the factors that make revenue durable or volatile.
  2. Strategy: objectives, acquisitions or disposals, capital allocation, growth plans, and the assumptions behind them.
  3. Financial profile: historical performance, cash generation, leverage, liquidity, debt maturity profile, and material changes since the last reporting date.
  4. Risk factors: concentration, cyclicality, regulation, litigation, operational disruption, refinancing, foreign exchange, interest rates, commodities, and climate or transition exposures where relevant.
  5. Outlook: forecast assumptions, downside scenarios, mitigants, and actions management would take if conditions deteriorate.

Keep a version-controlled copy of the slides and all supporting schedules. If a number in the presentation differs from a filed number because of a different perimeter, date, or definition, disclose the reason on the slide or in an appendix.

Management and treasury preparation

Identify the executives who can answer questions about operations, accounting, liquidity, funding, risk, and legal structure. Fitch says management or sponsor meetings and other communications are common in many solicited ratings, although the format varies. The participants should know the records well enough to explain an unexpected variance without speculating.

Suggested participants

  • Chief executive or business leader for strategy and competitive position.
  • Chief financial officer, controller, or finance director for accounting and performance.
  • Treasurer for debt, liquidity, hedging, covenants, and refinancing.
  • Operations or asset executives for volumes, capacity, projects, and service reliability.
  • General counsel or risk leader for litigation, regulation, guarantees, and contingencies.

Prepare a question log before the meeting. For each unresolved item, assign an owner, the supporting document, and a deadline. Do not conceal adverse information: an incomplete answer usually creates more follow-up work than a well-supported explanation of a weakness and its mitigation.

Confirm the scope of the rating engagement

Engagement question Why it changes preparation What to confirm
Issuer rating or issue rating? An issuer rating addresses the entity’s general creditworthiness; an issue rating also considers the specific debt’s terms and priority. Instrument, maturity, guarantees, security, covenants, ranking, recovery features, and expected issuance date.
Public or confidential outcome? Publication, disclosure, and ongoing communication expectations differ. Who may receive the rating, what can be disclosed, and the rules for handling confidential information.
Which sector criteria apply? Analysts use sector-specific measures and may request operating or regulatory data that is not central in another industry. Applicable criteria, methodology version, definitions, and any sector supplements.
Full rating or another assessment? Different products can have different evidence, committee, and publication requirements. Product name, deliverables, process stages, and whether the result is an assigned rating.

S&P Global Ratings distinguishes issuer ratings from issue ratings and notes that issue-specific features can affect the analysis. Confirm the scope in writing before building the final data room.

A practical document-room workflow

  1. Nominate a coordinator. Give one person responsibility for the index, permissions, version control, and responses to follow-up questions.
  2. Build the folder structure. Use sections for financials, operations, forecasts, debt, legal and regulatory matters, organization, public disclosures, and presentation materials.
  3. Index every file. Record title, period, entity, currency, status, publication date, confidentiality level, and owner.
  4. Check consistency. Reconcile presentation figures, management accounts, filings, debt schedules, and forecast models. Investigate differences before the agency does.
  5. Separate facts from estimates. Label audited, reviewed, unaudited, actual, forecast, pro forma, and expert-derived information.
  6. Protect sensitive information. Use the agency’s approved transfer method, limit access, and mark material subject to confidentiality restrictions.
  7. Send the initial package and maintain a query tracker. Record each request, response, source file, date supplied, and whether the analyst confirmed it is sufficient.
  8. Refresh before committee. Tell the team about events after the initial submission, including acquisitions, defaults, covenant changes, litigation, outages, or revised forecasts.

Timing, review and the rating committee

Moody’s states that a typical new issuer rating process takes four to six weeks. That is a typical process description, not a guaranteed deadline. Information availability, opportunities for management discussion, the complexity of the issuer, and the speed of follow-up responses can shorten or extend the work.

After analysis and discussions, a rating committee reviews the case and assigns the rating. Supplying a complete, internally consistent package can reduce avoidable delays and give the committee relevant evidence; it cannot guarantee a particular rating. Moody’s describes ratings as forward-looking opinions about relative credit risk, so the result reflects both historical records and the agency’s view of future capacity and willingness to meet obligations.

Common preparation mistakes

  • Treating three years as an automatic rule: Fitch identifies three or more years as information its corporate analysis may consider, while also stating that requirements vary.
  • Sending only audited accounts: Without operating metrics, forecasts, debt detail, and current events, analysts may not be able to connect past performance to future risk.
  • Using inconsistent definitions: Changing the meaning of adjusted EBITDA, customers, backlog, or net debt without a reconciliation undermines comparability.
  • Ignoring the issue structure: A bond’s ranking, security, guarantees, and covenants can matter even when the issuer’s general profile is unchanged.
  • Overloading the presentation with unsupported claims: Every important assertion should have a source, period, definition, and responsible executive.
  • Failing to disclose recent negative events: A late discovery of a covenant breach, refinancing problem, litigation event, or forecast change can delay the process and damage confidence.
  • Assuming public information is enough: Agencies use public material, but issuer-specific explanations and current data may still be necessary.

Final pre-submission checklist

  • Audited statements and notes for the available relevant history, plus current interim accounts.
  • Historical operating metrics with definitions and reconciliation for changes.
  • Forecasts, assumptions, downside cases, liquidity projections, and covenant calculations.
  • Debt, guarantees, security, maturities, hedging, leases, and contingent obligations.
  • Group structure, legal entities, ownership, joint ventures, and cash-transfer restrictions.
  • Published financial and operating information and current regulatory filings.
  • Pro forma statements or expert asset assessments when relevant to an early-stage or asset-dependent issuer.
  • Company presentation, management attendee list, question log, and contact details.
  • Written confirmation of rating scope, applicable criteria, confidentiality, and the agency’s current request list.

The strongest preparation is a controlled, explainable record set tailored to the actual engagement. Start with the documents above, then let the agency’s analytical team refine the request rather than presenting any fixed list as universal.
