For a commercial shipment entering a Gulf Cooperation Council (GCC) country, prepare five core documents first: a detailed commercial invoice, the transport document for the shipment’s mode, a certificate of origin when the destination requires one, a packing list for cargo with multiple packages or items, and the destination customs declaration. Depending on the country, product, route and Incoterm, you may also need a delivery order, insurance evidence, import licence, conformity certificate, laboratory report, Arabic translation, document attestation or preferential-origin proof.
The importer, an authorised representative or a licensed customs broker submits the declaration through the relevant national system. The exact list is not uniform across the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman, so reconcile the documents with the destination customs authority and importer before dispatch. This guide reflects official procedural guidance available on 17 October 2026.

The five-document baseline
These documents form the starting set for most commercial imports. A customs office can request additional evidence, and a document that is optional for one route can be mandatory for another.

- Commercial invoice: The seller’s invoice must identify the exporter and importer and describe every item accurately. Include the HS code where required, quantity, unit price, total value, currency, package marks, net and gross weights, country of origin and transport details. Kuwait and Bahrain publish particularly detailed invoice-field requirements.
- Mode-specific transport document: Use a bill of lading for ocean freight, an airway bill for air freight, or a land manifest or truck waybill for road freight. It identifies the carrier, consignor, consignee, routing and cargo. A transport document is not interchangeable with the commercial invoice.
- Certificate of origin: Many customs administrations require evidence of where the goods were manufactured. The certificate may need issuance or certification by a chamber of commerce, competent authority or other approved body. Requirements differ when the importer claims preferential tariff treatment under a trade agreement.
- Packing list: This reconciles cartons, pallets or other packages with their contents. Show item quantities, package marks, net and gross weights and dimensions. It is especially important for multiple stock-keeping units, measured goods and chemical or hazardous cargo.
- Customs declaration: The importer or authorised representative files the declaration and attaches the supporting documents in the destination’s electronic or customs system. The declaration is the formal request to release the goods and must match the invoice, transport document and packing list.
Documents that become mandatory in specific situations
Delivery order and cargo-release paperwork
A carrier or shipping agent may issue a delivery order authorising release of cargo to the importer or its representative. UAE guidance identifies delivery-order requirements for some sea and air imports. Whether it is needed depends on the mode, port procedure and carrier workflow.

Insurance and the Incoterm
Insurance evidence is conditional rather than universal. Saudi ZATCA identifies insurance documentation where the delivery term is CIF. Check the agreed Incoterm and the customs valuation method: the party responsible for insurance and freight must be able to substantiate the declared value when requested.
Import licences and agency permits
Restricted or regulated products can require an import licence, prior approval or a permit from a specialist government agency. Examples include goods subject to health, safety, telecom, food, pharmaceutical, environmental or hazardous-material controls. The requirement is product-specific; a standard invoice and bill of lading do not replace a permit.
Conformity certificates and laboratory reports
Customs may ask for a conformity certificate, an approved laboratory report or another technical approval. Qatar’s guidance expressly allows the customs office to request conformity certificates from the country of origin or a report from a public or private laboratory approved by the competent authorities, and to take random samples according to risk-assessment criteria. Oman provides an item-level search for permits, restrictions and approvals before import.

A normal certificate of origin establishes non-preferential origin. A reduced tariff under a trade agreement can require additional wording, a prescribed form, exporter declarations or authentication. Confirm the agreement’s origin rules before shipping; do not assume that a chamber-issued certificate automatically supports a preferential claim.

Country-by-country requirements
| Destination | Core documents and filing details | Important qualifications |
|---|---|---|
| United Arab Emirates | Commercial invoice addressed to the importer, certificate of origin, detailed packing list and bill of entry or airway bill. | The UAE trade guide directs users to the Ministry of Foreign Affairs for attestation of commercial invoices and shipping documents. Sharjah Customs separately lists a packing list, original invoice, attested original certificate of origin and bill of lading. Sharjah may take a deposit until missing essential documents are produced. |
| Saudi Arabia | Commercial invoice, bill of lading and certificate of origin; a packing list is added for multiple items or measurements. Importers complete Fasah clearance procedures. | ZATCA says documents should be presented at least 48 hours before shipment arrival. The certificate of origin may be unnecessary when origin is clearly established. Insurance is identified when delivery is CIF, and ZATCA’s declaration guidance calls for an original invoice. |
| Qatar | A single customs declaration with a bill of lading for air or sea shipments. A packing list is required for multiple goods and should show HS codes and international chemical or hazardous-goods codes when relevant. | Customs can request conformity evidence or an approved laboratory report and may select random samples using risk assessment. An invoice copy may be accepted against an undertaking to submit the original within 90 days. |
| Kuwait | Commercial invoice, certificate of origin, packing list and bill of lading or airway bill. | The invoice must accurately describe the goods and show marks and numbers, net and gross metric weights, quantities, units, total value, origin, port and transport information. |
| Bahrain | Bill of lading, original invoice and certificate of origin submitted with the customs declaration, subject to the exceptions and certification rules in Decision No. 7 of 2018. | The invoice must state the detailed description, HS code, quantity, weights, values, packages, marks, parties, date and clear origin. Customs may request an accredited Arabic true translation. Origin certificates can require competent-authority or diplomatic certification. |
| Oman | Commercial invoices, a manufacturer country-of-origin certificate and an exporter-country declaration attached to the Bayan declaration. | Bayan is an electronic declaration service that supports document attachment and payment. Oman Customs offers a search service covering item-specific permits, restrictions, approvals and other government-agency procedures. |
How transport documents differ
Bill of lading
A bill of lading is used primarily for ocean freight. It records the shipped cargo, ports, carrier and parties and can function as a document of title depending on its form and the transaction. Customs uses it to connect the declaration with the arriving vessel and cargo manifest.
Airway bill
An airway bill accompanies air freight. It identifies the airline or air carrier, shipper, consignee, airport routing and shipment details. Unlike a negotiable ocean bill of lading, an airway bill is generally a non-negotiable transport record.
Land manifest or truck waybill
Road shipments use a truck waybill or land manifest showing the vehicle, carrier, consignor, consignee, route and cargo. Border authorities may require additional transit or vehicle information, so the broker should confirm the land-border procedure for the selected crossing.

Invoice content that prevents mismatches
Customs compares the invoice with the declaration, packing list and transport record. Use a line-by-line description that a customs officer can classify, not a marketing name such as “parts” or “samples.” For each line, reconcile:

- Unit price, extended value, currency and total invoice value.
- Country of origin, package marks and package count.
- Net and gross weights and, where relevant, dimensions.
- Exporter, importer, consignee and notify-party details.
- Port of loading, destination, carrier and transport reference.
For Kuwait and Bahrain, omitting marks, metric weights, package information or origin can make an otherwise complete invoice fail the stated field requirements. Keep the invoice data identical across electronic entries and paper or electronic attachments.
Language, originals, copies and attestation
Document format rules vary by administration. Some procedures accept electronic attachments; others reserve the right to demand an original or a certified translation. Bahrain may request an accredited Arabic true translation of a foreign-language invoice. UAE guidance points to Ministry of Foreign Affairs attestation for commercial invoices and shipping documents. Bahrain’s origin-certificate rules can require certification by a competent authority or diplomatic channel.
Qatar’s guidance allows an invoice copy in some circumstances if the importer gives an undertaking to present the original within 90 days. That is an exception with a stated follow-up obligation, not a general permission to ship without originals. Ask the destination customs office or broker which scan quality, signature, stamp, electronic certificate and retention format it accepts.
Electronic filing systems and timing
Saudi Arabia: Fasah
Saudi importers must complete Fasah clearance procedures. ZATCA’s current guidance says the documents should be presented at least 48 hours before the shipment arrives. Build that lead time into the freight schedule; late data can leave a declaration incomplete even when the physical cargo is already at the port.

Oman: Bayan
Oman’s Bayan declaration service requires the commercial invoice, manufacturer country-of-origin certificate and exporter-country declaration as electronic attachments, followed by declaration processing and payment. Use Oman Customs’ item-specific search before dispatch to identify permits and approvals tied to the exact goods.
Other national procedures
Qatar uses a single customs declaration for commercial imports. The UAE, Kuwait and Bahrain also require a declaration supported by the country’s accepted electronic or customs-channel workflow. The importer or authorised representative should obtain the declaration reference and confirm that every attachment is legible before the carrier’s arrival notice.
A practical pre-dispatch workflow
- Classify the goods. Confirm the HS code, origin, quantity, value and whether the goods are restricted, chemical, hazardous, measured or subject to technical regulation.
- Check the destination procedure. Use the relevant customs authority’s current tariff and import-requirements tools. For Oman, run the item-level permits and restrictions search. For Saudi Arabia, confirm Fasah requirements and the 48-hour presentation rule.
- Prepare the invoice. Populate all required parties, descriptions, codes, quantities, values, weights, origin and transport fields. Make the invoice currency and Incoterm consistent with the commercial contract.
- Build the packing list. Number packages and reconcile each SKU, package mark, dimension, net weight and gross weight. Add chemical or hazardous-goods codes where Qatar or another authority requires them.
- Obtain origin evidence. Request the standard certificate of origin, manufacturer certificate or exporter declaration required by the destination. If claiming preferential duty, use the agreement’s prescribed proof rather than a generic certificate.
- Secure permits and conformity evidence. Obtain import licences, conformity certificates, approved laboratory reports and agency approvals before cargo departure when the product is regulated.
- Collect transport and conditional documents. Obtain the bill of lading, airway bill or land waybill, plus delivery order, insurance evidence or manifest details when the mode, Incoterm or local procedure calls for them.
- Complete language and authentication steps. Arrange Arabic translation, chamber or competent-authority certification, diplomatic authentication or UAE attestation when required.
- Submit and reconcile. The importer, broker or authorised representative uploads the declaration and attachments. Compare every key field across the declaration, invoice, packing list and transport document before final submission.
- Retain originals and resolve exceptions. Keep the originals or certified electronic records. If customs requests a sample, laboratory report, original invoice or missing certificate, respond through the filing channel and meet any undertaking deadline.
Common failure points and fixes
“General merchandise” descriptions
Vague descriptions prevent reliable classification and may trigger a request for clarification. Replace them with the product’s function, material, model and intended use, then confirm the HS code.

Unusable origin certificate
A certificate can be rejected when it lacks required authentication, identifies the wrong manufacturer or does not support a preferential claim. Confirm the issuing and certifying authority for the destination before the goods leave the origin country.
Missing product approval
Do not wait for customs to discover a regulated product. Search the destination’s permit and conformity requirements using the exact item and HS code, and obtain approvals before booking transport.
Assuming a broker transfers responsibility
An authorised broker can prepare and submit a declaration, but the importer remains responsible for checking the accuracy of the data, the validity of permits and the completeness of the document set. Give the broker the final commercial invoice, packing list, transport reference and origin evidence rather than an unverified draft.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Can a customs broker file everything?
Yes. GCC procedures refer to authorised representatives, customs agents or brokers submitting declarations for importers. A broker can help classify cargo, upload attachments, monitor requests and coordinate release. The importer should still verify the broker’s licence, destination coverage, authority to act, document-retention policy and escalation process. Broker assistance does not remove the importer’s obligation to provide truthful descriptions, correct values and valid permits.
Shipment-specific document checklist
- Single-SKU, non-regulated air shipment: commercial invoice, airway bill, certificate of origin if required, customs declaration and any destination-specific licence.
- Multi-SKU ocean shipment: detailed invoice, bill of lading, packing list, certificate of origin, declaration, delivery order where required and insurance evidence when applicable to the Incoterm.
- Chemical or hazardous cargo: all baseline documents plus the required chemical or hazardous-goods codes, safety or conformity evidence and agency permits.
- Preferential-tariff shipment: baseline documents plus the agreement-specific origin proof and any exporter declaration or prescribed wording.
- Oman shipment: Bayan attachments, including the commercial invoice, manufacturer country-of-origin certificate and exporter-country declaration, after checking Oman’s item-level approvals search.
- Saudi shipment: Fasah filing, commercial invoice, bill of lading, certificate of origin where applicable, packing list for multiple items or measurements, and CIF insurance evidence where relevant, submitted on the stated timetable.
Because requirements can change by product, route, Incoterm and country, perform a final check with the destination customs authority and the importer or licensed broker immediately before dispatch.
