Use a business capability map as the stable anchor, then maintain explicit links through strategy, value streams, capability gaps, applications, data, technology components, initiatives, transition architectures and the implementation roadmap. That chain gives decision-makers traceability from a business outcome to a funded technical change.
The documentation chain that creates traceability
A technical roadmap is credible when every major item can be traced back to an outcome the business wants and to a capability that must improve. The documentation is not one oversized diagram. It is a connected set of records, each answering a different question and sharing stable identifiers.

- Strategy and outcome statements: What outcome, priority, measure and time horizon are being pursued?
- Business capability map and glossary: What must the enterprise be able to do, regardless of its current departments or systems?
- Value-stream-to-capability matrix: Where does each capability contribute to a stakeholder journey?
- Strategy-to-capability matrix: Which capabilities are required by each strategic statement?
- Capability heat map and gap assessment: What is the current state, target state, importance, risk and investment need?
- Capability-to-organization view: Who owns, uses or supplies each capability?
- Capability-to-application, data and technology traceability matrix: Which information systems and technical building blocks support it?
- Initiative and work-package register: Which projects or epics close the identified gaps?
- Target and transition architectures: What future and intermediate structures are needed to deliver the increments?
- Implementation and migration roadmap: In what sequence, with which dependencies and decision gates, will work be delivered?
- Governance and measurement record: Who decides, how is progress measured, and when are links reviewed?
The business capability map is the anchor because capabilities describe what the enterprise must do without tying the definition to a particular org chart, product or application. Systems and teams change; a well-defined capability can remain stable long enough to support planning across those changes.

Record the intent before the architecture
Create a strategy record for each material priority. Include the outcome statement, the stakeholders affected, measures of success, strategic horizon, constraints and the date approved. A statement such as “reduce onboarding friction for small-business customers” is more useful when paired with a measurable outcome and a target period than when it appears only as a slogan in a presentation.

Give every statement an identifier
Assign a stable strategy ID and use it in the strategy-to-capability matrix. Store the source decision, assumptions, owner and last review date. If a priority changes, preserve the previous decision in the change history rather than silently rewriting the rationale for work already approved.
Build a capability map that can survive reorganizations
Define capabilities, not departments
A capability is an enduring ability such as customer identity management, demand forecasting or regulatory reporting. It is not “the sales department” or the name of a current software package. Keep names independent of the organization chart and application portfolio so the map remains valid when responsibilities or systems move.
Use a capability glossary
For every capability, record a stable ID, name, definition, hierarchy level, scope, business owner and desired maturity. The definition should describe the ability and its boundaries, not the process steps or a preferred technology. The glossary prevents two domains from using different names for the same ability or the same name for different abilities.
Make ownership explicit
Record the accountable business owner, architecture owner, delivery owner and decision forum. A separate capability-to-organization view can show the business units, partners and other groups that possess or use the capability. Distinguish accountability from participation: a team may use a capability without owning its target state.
Explain why capabilities matter with two matrices
Value-stream-to-capability matrix
Map each stage of a value stream to the capabilities that enable it, and identify the stakeholder outcome served. For example, a “fulfil order” stage might depend on inventory visibility, payment authorization and delivery orchestration. Marking the relationship at the stage level shows where a weak capability disrupts an end-to-end outcome.
TOGAF identifies this matrix as a core Business Architecture artifact. Keep the value-stream definition and stakeholder outcome beside the relationship, not in a separate document that cannot be maintained with it.
Strategy-to-capability matrix
Link each strategic statement to the capabilities it requires. A strategy can depend on several capabilities, while one capability can support multiple priorities. Add a relationship type or rationale when useful, such as “primary enabler,” “risk reduction” or “regulatory prerequisite.” This prevents technical teams from treating every capability as equally urgent.

Turn current and target states into a capability heat map
Use comparable state definitions
The heat map should show the baseline state, target state, importance, risk and investment need for each capability. Define maturity levels consistently across domains; otherwise a “3” in one area may not mean the same thing as a “3” elsewhere. Include the assessment date and confidence because a score based on sparse evidence should not look as certain as a validated assessment.
Document the gap, not just the color
For every material difference between current and target, write a gap statement describing what is missing, why it matters and which outcome is affected. Record dependencies, assumptions, evidence and the expected capability increment. Heat maps can show the increments needed to reach a desired state, but the gap record explains what each increment actually changes.
Prioritize with business context
Use importance, risk, regulatory exposure, strategic contribution and dependency constraints to rank gaps. Do not infer priority from color alone. A low-maturity capability may be intentionally deferred, while a moderate gap may block a time-critical outcome. Preserve the rationale and the decision date with the assessment.
Connect capabilities to applications, data and technology
Build the traceability matrix
The capability-to-application, data and technology matrix is the bridge from Business Architecture to a technical roadmap. For each capability, map the supporting information systems, applications, data products, technology components and architectural building blocks. Include the relationship type where it changes the decision: system of record, consuming application, shared platform, integration dependency or planned replacement.
Capture state and quality
For each mapped element, record baseline, target or transition state, relevant date, confidence and dependencies. Add evidence and the last review date. A capability supported by an aging application may need a modernization initiative; a capability with duplicated data products may need a data-governance or consolidation work package. The matrix should make those distinctions visible without requiring readers to infer them from a diagram.
Keep identifiers consistent
Use the same capability ID in the heat map, gap register, application inventory, initiative register and roadmap. Stable IDs matter more than a particular software tool: they allow a spreadsheet, repository or modeling platform to exchange records without losing traceability.
Translate gaps into initiatives and work packages
Register the change that closes each gap
Create an initiative or work-package record for every material capability increment. Include the linked capability gap, intended outcome, scope, dependencies, cost and risk fields maintained by the portfolio process. Identify whether the work changes an application, data product, technology component, operating model or several of these together.

Separate outcomes from deliverables
A deliverable might be a new service, migration or integration. The outcome is the capability improvement that deliverable enables. Keep both fields so a project can be assessed after implementation against the target capability state rather than being marked successful solely because a technical component was deployed.
Show dependency direction
Record prerequisites and consumers explicitly. For example, a data-standardization work package may precede an analytics capability increment, while a platform upgrade may support several initiatives. Dependency links should identify whether the relationship is mandatory, conditional or a sequencing preference.
Use target and transition architectures to organize increments
Describe the target architecture
The target architecture defines the future arrangement of business, application, data and technology elements needed for the desired capability state. It should be specific enough to guide investment decisions while remaining independent of an implementation vendor unless a decision has already been made.
Define transition architectures
Most portfolios cannot move directly from the baseline to the target. Define intermediate states that are coherent, usable and governed. TOGAF describes transition architectures as structures for project increments. Each transition state should identify the capabilities improved, the technical changes introduced, constraints that remain and the conditions for moving to the next state.
Attach decision gates
Place architecture conformance checks and funding or readiness gates between increments. A gate can require evidence that a data dependency is resolved, a security control is in place or a capability measure has improved before dependent work proceeds.

Sequence by outcome and dependency
Organize roadmap rows around capability outcomes, not merely technology components. Each row should link to the strategy ID, capability ID, gap, initiative, transition state, dependencies, owner, expected measure and decision gate. Sequence work according to prerequisite relationships, value-stream impact, risk and the time horizon of the strategy.
Make roadmap increments readable
A useful roadmap lets an executive start with an outcome and trace down to a capability gap and then to the applications, data and technology changes funded to address it. A delivery team should be able to start at an initiative and trace upward to the rationale, target state and measure. Both directions are necessary for governance.

Handle uncertainty honestly
Include confidence, assumptions and unresolved decisions on roadmap items. A date based on an unconfirmed dependency should be visibly provisional. When a strategy or architecture changes, update the affected links and retain the change history so the reason for resequencing remains clear.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose a documentation approach that fits the portfolio
The right medium depends on the number of domains, relationships and people who must keep views synchronized. Compare approaches on traceability strength, detail, update effort, governance ownership, dependency representation, tooling interoperability and the ability to show business outcomes alongside technical sequencing.
| Approach | Best fit | Strength | Trade-off |
|---|---|---|---|
| Lightweight spreadsheet with linked tabs | Small portfolio with few domains and limited dependencies | Fast to start and easy for business and delivery teams to edit | Manual controls are needed to prevent broken links, duplicate IDs and stale views |
| Governed repository | Multiple domains, formal ownership and recurring architecture reviews | Central records, permissions, review dates and change history | Requires agreed data ownership and maintenance discipline |
| Enterprise-architecture modeling tool | Many synchronized viewpoints, complex dependencies and formal architecture governance | Relationship visualization, reusable elements and cross-layer traceability | Higher setup effort and a need for modeling skills and tool stewardship |
ArchiMate is a useful common notation when teams need to visualize relationships across business, application, data and technology concerns. The Open Group describes it as an open, independent enterprise-architecture modeling language supported by multiple tool vendors and intended to describe, analyze and visualize relationships among business domains in an unambiguous way. A notation does not create governance by itself; the IDs, owners, review cadence and decision records still have to be maintained.
Define the minimum record for every relationship
Whether the repository is a spreadsheet or a modeling platform, require the same core fields:
- Identity: stable ID, name, definition, level and scope.
- Accountability: business owner, architecture owner, delivery owner and decision forum.
- Traceability: links from strategy to capability, value stream, gap, initiative, application, data, technology change and roadmap increment.
- State: baseline, target, transition state, effective date, confidence and dependencies.
- Evidence: measure, assumption, source, decision and last review date.
These fields turn a collection of diagrams into an auditable planning system. If a relationship has no owner or review date, treat it as provisional rather than silently presenting it as current.
Operate the chain as a governance cycle
Review at a fixed cadence
Set a review cadence appropriate to the rate of strategic and technical change. At each review, check whether outcomes, capability assessments, application mappings, dependencies and roadmap dates still agree. Record the review date and decisions even when no changes are required.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Use architecture conformance checks
Before an initiative reaches a major gate, verify that its planned changes support the target or an approved transition architecture, that required dependencies are represented and that the capability measure is defined. Exceptions should have an owner, expiry or review date and decision forum.
Best Value
Measure realized capability improvement
After delivery, update the capability state with evidence from the agreed measure. Record whether the increment achieved the intended outcome, what assumptions changed and which follow-on gaps remain. This closes the loop between roadmap execution and strategy rather than ending documentation at project approval.
Common failure modes and corrections
A roadmap starts with products instead of capabilities
Symptom: the plan lists platforms and migrations but cannot explain which business outcome they improve. Correction: require every major item to carry a capability ID, gap statement and outcome measure.
The capability map mirrors the org chart
Symptom: reorganizations make the map obsolete. Correction: define enduring abilities independently, then maintain a separate organization-and-ownership view.
Recommended Free Tools
Heat-map colors substitute for analysis
Symptom: a red capability has no documented reason, target or action. Correction: attach a gap record with evidence, importance, risk, target maturity, increment and owner.
Application inventories are disconnected
Symptom: architects know which systems exist, but not which capability gaps each change addresses. Correction: maintain the capability-to-application, data and technology matrix with shared IDs and state dates.
Transition states are omitted
Symptom: the target architecture is attractive but impossible to fund or sequence. Correction: define intermediate architectures, dependencies and decision gates for each increment.
Links become stale
Symptom: owners, dates and dependencies no longer match delivery reality. Correction: assign review responsibility, display last-review dates and preserve change history.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsA practical implementation sequence
- Agree on the strategy outcomes, measures, horizons and decision owners.
- Establish the capability hierarchy and glossary with stable IDs.
- Map value-stream stages and strategic statements to capabilities.
- Assess baseline and target states, then document prioritized gaps and increments.
- Map each capability to organizations, applications, data products, technology components and architectural building blocks.
- Create initiatives and work packages that close the gaps, including outcomes, dependencies, cost and risk.
- Define target and transition architectures and attach decision gates.
- Build the implementation and migration roadmap with bidirectional links to strategy and capability records.
- Set ownership, review cadence, conformance checks, measures and change-history rules.
- After delivery, update capability evidence and feed the result into the next planning cycle.
TOGAF summarizes the purpose of this approach by stating that capability-based planning focuses on the planning, engineering and delivery of strategic business capabilities, and that it frames architecture-development phases in the context of business outcomes. The documentation chain makes that principle operational: strategy explains the “why,” capabilities define the durable “what,” architecture and matrices show the dependencies, and the roadmap sequences the “how” and “when.”
