Share threat indicators, relevant attacker behavior, defensive measures, and concise incident-analysis findings that let recipients identify, assess, monitor, contain, or prevent an attack. Include the context needed to interpret each item, but remove personal and unrelated sensitive information. Before sending anything, decide who may receive it, whether they may redistribute it, which handling label applies, and what your contracts, policies, laws, sector rules, and jurisdiction require.

The right disclosure is platform- and community-specific. CISA’s Automated Indicator Sharing (AIS) program, for example, has its own privacy and anonymization rules; those defaults must not be assumed for another service.

What belongs in a useful threat-intelligence submission

NIST defines cyber threat information broadly. A practical test is simple: could a recipient use this data to take a defensive action? If not, leave it out or keep it inside your incident-management system.

Category Useful examples Context to include
Indicators of compromise Malicious IP addresses, domains, URLs, file hashes, email artifacts, certificates, registry paths, or persistence locations. When and where the indicator was observed, the related malware or campaign if known, confidence level, and expiration or revocation information.
Attacker tactics, techniques, and procedures Credential theft, phishing delivery, command execution, lateral movement, privilege escalation, exfiltration, or persistence methods. The observed behavior, affected technology, prerequisites, and telemetry that allowed detection.
Defensive measures Detection rules, blocking guidance, host-isolation steps, patch or configuration changes, and recommended monitoring. What the action protects against, implementation limitations, and any expected false positives or service impact.
Incident-analysis findings A concise timeline, initial access vector, scope, root cause, and lessons that can help another organization detect or contain a similar event. Separate confirmed facts from assumptions, identify the observation source, and state unresolved questions.

An isolated hash or IP address is often less useful than the same indicator tied to a behavior, timestamp, affected asset type, and confidence assessment. Follow the receiving platform’s schema and handling rules; do not add fields that the community cannot protect or interpret.

How much context is enough?

Record the observation time and time zone, the sensor or investigative source, the affected environment, and whether the item is current, historical, or still active. Explain how the indicator was validated and whether it could be shared safely outside your organization. If an address belongs to shared infrastructure or a legitimate service, say so and describe the malicious activity rather than labeling the entire service harmful.

Use confidence language that matches your evidence. For example, “confirmed by malware analysis” is different from “suspected from a single alert.” If an indicator may be benign in another context, document the condition that makes it suspicious. This prevents recipients from deploying an overly broad block.

What personal and sensitive information should be removed?

Apply data minimization before upload. CISA’s AIS 2.0 submission guidance says personally identifiable information (PII) should not be submitted unless it is directly related to a cybersecurity threat, and instructs participants to remove unrelated PII from a cyber threat indicator or defensive measure. Its examples of information that should not typically appear include names, email addresses, Social Security numbers, credit-card numbers, phone numbers, and precise location coordinates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That is AIS-specific operational guidance, not a universal legal rule for every platform. Your organization remains responsible for reviewing payloads for unnecessary customer, employee, contractor, victim, or third-party information. A platform’s schema or privacy review does not replace that inspection.

Keep identity only when it changes the defensive decision

An individual’s identity may be relevant when the person is an attacker, a sanctioned account, or a necessary point of contact for an active response. Even then, share the minimum identifying detail and confirm that the recipient community is authorized to receive it. If identity is not operationally necessary, use an organizational identity or the platform’s supported anonymization and attribution controls.

Do not upload complete email threads, help-desk exports, customer records, screenshots containing faces or addresses, or raw endpoint logs merely because they contain an indicator. Extract the relevant artifact and redact unrelated content. Replace exact coordinates with a broader location when geography matters but precision does not; remove account numbers and contact details that do not help detection or response.

AIS anonymization is not a general platform default

CISA states: “CISA respects organizational privacy; AIS anonymizes submissions by default when transmitting them, meaning that the identity of the submitter is not revealed without the prior express consent of the submitter.” This statement applies to AIS. Verify another platform’s identity, attribution, logging, retention, and disclosure settings instead of assuming the same behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set recipient, redistribution, and handling rules before sharing

Define the purpose and audience before preparing the payload. NIST recommends rules governing publication and distribution and encourages engagement with established sharing communities. Decide whether the data is for your organization’s members, a sector group, government partners, trusted vendors, or public release.

  • Confirm exactly which organizations and user roles can view the submission.
  • Determine whether recipients may pass it to contractors, customers, regulators, or other communities.
  • Decide whether the source identity is included, hidden, or available only to a designated coordinator.
  • Check whether a restriction is technically enforced by access controls or merely stated in policy.
  • Record retention, deletion, export, and breach-notification terms before sending sensitive material.

Do not treat a handling marking as a substitute for authorization. A label communicates the sender’s expectation, but the platform must provide controls and recipient agreements that make the expectation meaningful.

Use the current handling vocabulary

Use the markings recognized by the actual community and verify its current rules. CISA’s 2022 notice described changes in Traffic Light Protocol (TLP) 2.0: TLP:CLEAR replaced TLP:WHITE for information that may be shared publicly, while TLP:AMBER+STRICT clarified that information is for the recipient organization only. That notice also documented a delayed AIS transition at the time, so it is historical context rather than proof of AIS’s present configuration.

When STIX and TAXII make sense

For structured exchange, use STIX and TAXII when both the platform and participating partners support them. STIX provides a machine-readable representation for indicators, observations, relationships, threat actors, malware, vulnerabilities, and defensive measures. TAXII provides machine-to-machine transport and collection mechanisms for exchanging that information.

CISA’s AIS is an example of this model. UK government guidance updated 29 January 2026 likewise recommends STIX 2 and TAXII 2 for machine-readable intelligence exchange among government departments, industry, and international partners. Interoperability does not eliminate the need for privacy review: a correctly formed STIX object can still contain an unnecessary name, customer identifier, or precise location.

Validate structured objects before transmission

  • Use the version and object types accepted by the receiving service.
  • Set timestamps, confidence, labels, and relationships consistently.
  • Remove unrelated PII from descriptions, notes, embedded screenshots, and custom properties.
  • Check that indicators have an expiration, revocation, or review process so stale data is not treated as current.
  • Test access permissions with a non-production account before publishing to a broad collection.

A practical pre-submission workflow

  1. Define the defensive question. Write what recipients should be able to do: block an infrastructure address, detect a technique, hunt for persistence, or prepare a mitigation.
  2. Extract the minimum useful artifacts. Pull indicators, relevant behaviors, defensive actions, and confirmed incident findings from the case record. Leave unrelated logs and correspondence behind.
  3. Add interpretation. Include observation time, source, affected technology, confidence, limitations, and relationships among indicators. Distinguish confirmed observations from hypotheses.
  4. Run a privacy review. Search descriptions, attachments, screenshots, and custom fields for names, email addresses, phone numbers, government identifiers, payment data, customer references, and precise locations. Redact or generalize anything that is not directly related to the threat.
  5. Check authorization and contracts. Confirm that your incident-response plan, customer agreements, employment policies, sector requirements, and applicable law permit the disclosure.
  6. Choose recipients and handling. Select the narrowest community that can act on the information. Apply the community’s current TLP or other marking and document redistribution limits.
  7. Verify platform controls. Review identity and attribution defaults, membership, access logs, retention, deletion, export, incident response, and breach-notification terms.
  8. Validate the format. Use the platform’s schema; use STIX and TAXII where supported. Confirm that automated enrichment will not expose data to an unintended audience.
  9. Record the decision. Keep an internal record of what was shared, why, with whom, under which marking, and when it should be reviewed or withdrawn.

How to evaluate a threat-intelligence platform or community

There is no universal “safe” sharing configuration. Compare the controls below against your organization’s threat model and legal obligations.

Evaluation area Questions to ask
Data types and interoperability Which indicators, behaviors, and defensive measures are accepted? Are STIX 2 and TAXII 2 supported, and which versions or object types?
Identity and attribution Is the submitter named, pseudonymous, or anonymized by default? Can attribution be changed later, and who can unmask it?
Access control Who can join, view, search, export, or administer collections? Are roles, multifactor authentication, and audit logs available?
Redistribution and handling How are TLP or community labels enforced? Can recipients forward, republish, or feed data into other systems?
Retention and deletion How long are submissions, backups, and audit logs retained? Can you withdraw or correct an item, and what remains in downstream caches?
Privacy and compliance What privacy impact assessment, data-processing terms, jurisdiction, and breach-notification commitments apply?
Operational usefulness Do recipients return timely context, validation, detections, or mitigation guidance, or only accumulate raw indicators?

Ask for written answers where a control affects a high-impact disclosure. A policy statement that recipients “should not redistribute” is weaker than a system that technically limits export and records violations.

Common mistakes and safer alternatives

  • Uploading the whole incident ticket: extract the indicator and relevant finding; keep personal correspondence internal.
  • Sharing an unqualified blocklist: include timestamps, confidence, and known benign uses to reduce collateral blocking.
  • Assuming anonymity: verify the platform’s default and its exceptions; use an organizational identity when attribution is unnecessary.
  • Applying an outdated label: check the receiving community’s current TLP vocabulary rather than relying on an old template.
  • Publishing once and forgetting it: assign an owner to review expiration, corrections, and withdrawal requests.
  • Treating format compliance as privacy compliance: inspect every free-text field and attachment even when the object validates successfully.

Frequently asked questions

Should I share a victim’s name?

Only when the identity is directly necessary for a defensive action and the recipient is authorized. Otherwise, use a role, organization, or anonymized reference and preserve the identifying record internally.

Can a threat-intelligence platform decide whether disclosure is legal?

No. The sender must assess applicable law, contracts, policy, sector rules, and jurisdiction. Platform terms and privacy reviews inform that assessment but do not replace it.

Is a hash or IP address enough?

Usually not. Add observation time, source, confidence, related behavior, and limitations so recipients can judge whether to block, hunt, or monitor it.

Do STIX and TAXII guarantee secure sharing?

No. They improve structure and automation. Authentication, authorization, transport security, privacy review, retention, and redistribution controls still have to be configured and checked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if a submission contains unnecessary PII?

Follow the platform’s correction and withdrawal process, notify the responsible privacy or incident-response owner, and determine whether recipients or downstream systems received copies. Document the remediation and update your submission procedure.

Frequently Asked Questions

What is the minimum useful data to share?

A threat indicator or observed attacker behavior plus the time, source, confidence, affected technology, and defensive action it supports. Remove unrelated personal and business information.

Does AIS anonymize every submission?

CISA says AIS anonymizes submissions by default during transmission, but that statement is specific to AIS. Verify identity and attribution behavior for any other platform.

Can I use TLP:CLEAR or TLP:AMBER+STRICT anywhere?

Use the current TLP vocabulary recognized by the receiving community. Confirm its implementation and redistribution rules before applying a marking.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should I choose STIX and TAXII?

Use them when both sides support the same versions and object types and you need machine-readable, repeatable exchange. They do not replace privacy or access-control review.
