Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Give an AI customs tool a jurisdiction-labeled, line-by-line data package and the documents that prove it. At minimum, provide the exact goods description, composition and use, quantities, parties, price and currency, invoice terms, origin, route, proposed tariff code and version, transport and entry details, regulatory documents, and the precise task you want performed. Ask the system to cite its sources, preserve an audit trail, and send uncertain results to a qualified customs professional. An invoice alone is rarely enough for a defensible classification, valuation, origin or permit decision.
Start with the customs task and jurisdiction
Customs data is not portable without context. The same product can have different tariff treatments, declaration fields, documentary requirements and deadlines depending on the importing or exporting country, procedure and date. Put this context at the top of every AI request.

State the procedure
- Country or customs territory and whether the movement is import, export, transit, inward processing, temporary admission or another procedure.
- Office of declaration, destination, filing or arrival date, and any entry, transit or pre-arrival number already assigned.
- Tariff and regulatory release to use, including the jurisdiction, nomenclature (HS, HTSUS, CN or national extension), and version or effective date.
- The requested output: classification, valuation, origin, document-completeness check, permit screening, risk flagging, or a draft declaration.
Tell the tool whether the answer is for a binding ruling request, an internal estimate, a broker hand-off or an actual filing. A draft classification for planning is not the same as a code that a declarant can submit.
Build a complete line-item record
AI performs better when each invoice line is a separate, structured record rather than a paragraph copied from an invoice. Keep the original wording and add normalized fields so a reviewer can trace every conclusion back to a document.

Describe what the goods are
- Plain-language commercial description that identifies the article, not just a marketing name.
- Material or chemical composition, including percentages, grade, dimensions and technical characteristics that affect tariff treatment.
- Function and intended end use: for example, whether a component is solely for a particular machine or is suitable for multiple uses.
- Brand, model, stock-keeping unit and manufacturer part number when relevant.
- Quantity, unit of measure, package count, net and gross weight, and dimensions where the tariff or regulator uses them.
Attach drawings, specifications, photographs, manuals and safety data sheets when they clarify a product’s construction or function. State what is included in a kit and whether software, accessories, batteries or spare parts ship in the same line.
Identify every party
Provide legal names, complete addresses and identifiers for the importer of record, exporter, seller, manufacturer, buyer, consignee and broker. Include the foreign invoicing party’s complete address; U.S. Customs and Border Protection (CBP) specifically requires it. Flag related-party relationships, agency arrangements and commissions because they can change valuation analysis.
Supply classification evidence, not just a guessed HS code
Give the proposed code together with its jurisdiction and code-version date. An eight-digit HTSUS subheading may be required for a U.S. entry, while another territory may extend the six-digit Harmonized System differently. Include alternatives considered, the reasoning for rejecting them, confidence level and any explanatory notes, prior rulings or binding decisions.

What the AI should examine
- Section, chapter and heading terms and the applicable legal notes.
- Essential character, principal function, material, degree of processing and whether the article is a part, accessory, set or unfinished good.
- Product-specific controls, statistical suffixes and measures such as quantity, weight or capacity.
- Current validity of the proposed code in the named jurisdiction on the filing date.
Require a source-linked explanation that identifies the exact product fact supporting each classification step. If the description is ambiguous, the tool should list the missing fact rather than silently selecting the most common code.
Give the complete customs-value picture
For a U.S. entry, CBP says invoice value should generally reflect the price the U.S. buyer paid. That figure is only a starting point. Send the unit price, extended line value, currency, payment terms and Incoterms or other invoice terms, then identify additions or deductions that may apply.

Valuation fields to include
- Buyer-paid price and payment method, with the commercial invoice and proof of payment.
- Freight, insurance, assists (such as tooling, materials or design supplied by the buyer), selling commissions, royalties, license fees, packing and proceeds.
- Production costs or other additions required by the applicable valuation method.
- Discounts, rebates, returns, samples, transfers and any amounts paid to a related party.
- Foreign-currency conversion rate, source and date. U.S. entry documents require conversion to U.S. dollars.
Tell the AI whether a price is provisional, estimated or subject to later adjustment. Ask it to show the arithmetic from the invoice through the proposed customs value and to identify every assumption. Related-party transactions, transfer pricing, assists and royalties should be escalated when the evidence does not establish that the declared price is acceptable.
Document origin and the route taken
Origin is a production question, not simply the country from which a shipment departed. Record the country where each item was manufactured or substantially transformed, the export country, every routing or transshipment country and the final destination.
Origin evidence
- Certificate or declaration of origin and the preference program or agreement being claimed.
- Manufacturing records, supplier declarations, bills of materials and processing descriptions supporting the origin rule.
- Separate treatment of non-preferential origin and preferential origin; a claim for reduced duty may require more evidence than the ordinary origin field.
- Country-specific restrictions, sanctions screening and agency filings connected to the origin.
Ask the tool to state the rule it applied, the evidence that satisfies each element and any missing supplier statement. Do not let a shipping label substitute for manufacturing evidence.
Include transport and declaration identifiers
Link logistics data to the relevant goods lines. Give the carrier, conveyance, bill of lading or airway-bill number, ports, arrival and departure dates, destination, package marks and entry number when available. Include the office of declaration and the intended customs procedure in the same record.
These fields let an AI system distinguish duplicate invoices, reconcile quantities with the packing list and detect a mismatch between the declared destination and the requested procedure. If a transport document covers several invoices, record the relationship explicitly instead of uploading an unlabelled PDF bundle.

Upload an evidence bundle with document links
WCO guidance maps a customs declaration or GoodsShipment to transaction documents. Preserve the originals and link each file to the line items it supports.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Commercial invoice, purchase order, sales contract and proof of payment.
- Packing list, weight certificate and transport contract or waybill.
- Certificates of origin, supplier declarations and production records.
- Licenses, permits, certificates, product-safety records, inspection reports and agency or sanctions filings.
- Prior customs rulings, broker advice, correspondence and any previous declaration that is being reused.
Use stable document IDs, page or section references and extraction timestamps. If an OCR result differs from the scanned original, retain both and flag the discrepancy for review.
Use a standard, machine-readable structure
The World Customs Organization (WCO) Data Model is a collection of clearly structured, harmonized, standardized and reusable data definitions and electronic messages for customs and other border agencies. It supports JSON and APIs. Organize your payload around those concepts instead of sending an unstructured prompt.
The European Union Customs Data Model translates EU and national customs requirements into structured data and aligns with the WCO model. Its published version 7.0.11 was released in August 2026. An EU workflow should therefore identify that release, or the national implementation actually used, rather than assuming that a generic HS lookup is sufficient.
{"task":"classification and document check","jurisdiction":"named country and procedure","filing_date":"YYYY-MM-DD","goods_lines":[{"description":"commercial description","material":"composition","function":"end use","quantity":0,"unit":"each","proposed_code":"code and version","value":{"amount":0,"currency":"XXX"}}],"documents":[{"id":"INV-001","type":"commercial invoice","line_refs":[1]}]}
Also retain audit metadata: document owner, correction history, extraction time, model and prompt version, reviewer identity and the final decision. This makes a result reproducible when a tariff schedule or supplier document changes.

Run a controlled AI workflow
- Prepare and label files. Name each invoice, packing list, waybill and certificate with a unique ID; record the lines and pages to which it applies.
- Normalize the data. Separate quantities, units, currencies, addresses and dates into fields. Keep the original text alongside the normalized value.
- Declare the task and ruleset. Specify jurisdiction, procedure, entry office, filing date, tariff release and the desired output.
- Ask for evidence-linked reasoning. Require the proposed code, value, origin or permit conclusion to cite the document ID, page or field and the legal or tariff rule used.
- Validate independently. Check code validity, arithmetic, currency conversion, origin evidence, permit requirements and required data elements against current official systems.
- Route exceptions. Send low-confidence results, missing facts, novel products, related-party valuation, preference claims, sanctions questions and conflicting documents to a qualified customs professional.
- Lock the record. Preserve the submitted documents, AI output, corrections, reviewer decision and final declaration together.
The WCO guidance states: “The declarant shall be held responsible to the Customs for the accuracy of the particulars given in the Goods declaration and the payment of the duties and taxes.” AI can organize evidence and propose an answer, but it does not transfer that legal responsibility.
Know what an invoice-only upload cannot establish
An invoice may show a seller, price, quantity and a short description, but it often omits composition, technical function, manufacturing steps, origin proof, assists, royalties, transport routing and permit data. An AI tool can suggest questions or a provisional code from that invoice; it should not present the result as a filing-ready determination without the missing evidence.
Likewise, a model cannot infer a preferential origin claim merely from an export country, or decide that a related-party price is acceptable without the relationship and valuation facts. A confidence score is useful only when the underlying evidence and uncertainty are visible.
Checklist for choosing an AI customs tool
Evaluate the system against the work you actually perform, not just its ability to read invoices.

Data volume explains the need for structure
The WCO has reported that the Korea Customs Service handled 45 GB of structured data plus 30 GB of unstructured data per day in 2018, exceeding 25 TB annually. The examples included import and export declarations, tariff classifications, transaction records and valuation data. The figures illustrate why document naming, standardized fields and retention rules matter when an organization processes customs data at scale; they are not a promise that every AI system can safely absorb an equivalent volume.
Practical answer to the common questions
What information should I upload to an AI customs tool?
Upload the jurisdiction and procedure first, then line-level goods, parties, value, origin, route, transport and entry details, plus the documents that prove each field. State the task and the tariff or regulatory version.
What documents does AI need to classify my product?
Provide the invoice and packing list, then add specifications, composition, manuals, drawings, photographs, end-use information, prior rulings and any document that distinguishes competing headings. Classification should remain provisional when those facts are missing.
Recommended Free Tools
Can AI determine an HS code from an invoice?
It can generate a candidate and explain which invoice facts it used. A defensible code requires jurisdiction, current code version, legal notes and enough technical detail to resolve alternatives, followed by human validation.
What data is needed for customs valuation and origin?
Valuation needs the buyer-paid price, currency, terms, payment evidence and potential additions such as freight, assists, commissions, royalties, packing and proceeds. Origin needs manufacturing country, route, the applicable preference rule and production or supplier evidence. Both should be tied to specific documents.
