That program should document data provenance and permitted use, protect sensitive information, control access and suppliers, test AI before release, monitor it in production, and assign named owners for decisions and incidents. The NIST AI Risk Management Framework (AI RMF) 1.0, NIST Cybersecurity Framework (CSF) 2.0, and ISO/IEC 42001:2023 can provide complementary structure, but none automatically determines your legal duties or a universal control checklist.
The enterprise outcome: governed AI, not an isolated model review
AI governance is the system of policies, roles, controls, evidence, and decisions that makes an AI use accountable throughout its life. It applies to internally developed models, fine-tuned systems, applications that call an external model, and automated decisions made with AI-generated outputs.

The lifecycle starts before a model is selected. It includes defining the purpose, identifying affected people, deciding which data may be used, designing controls, developing or configuring the system, evaluating it, deploying it, operating it, changing it, and eventually retiring it. NIST describes trustworthiness considerations across pre-design, design and development, deployment, use, and test and evaluation in its AI Risks and Trustworthiness material.

The level of control should rise with the sensitivity of the data, the potential impact on people, the autonomy of the system, and the difficulty of detecting or reversing an error.

1. Establish ownership and an AI inventory
Assign decision rights
Every system needs a business owner who is accountable for its purpose and outcomes. A data owner should approve sources, permissions, retention, and sharing. Security and privacy specialists should assess threats and personal-data implications. A technical owner should maintain the model, prompts, integrations, evaluation pipeline, and logging. Legal, compliance, procurement, and affected business teams should be involved when the use case warrants it.
Do not assign responsibility only to the data-science team. The business that deploys an AI-assisted hiring, lending, medical, customer-service, or operations workflow remains responsible for deciding whether the result may be used and what human review is required.
Keep a system register
Maintain a current inventory of every material AI system, including experimental deployments that can access production data. At minimum, record:
Quick wins for a faster PC:

- Model, version, provider, fine-tuning method, connected tools, and dependencies.
- Training, retrieval, prompt, and output data sources, with ownership and permission status.
- People and groups affected, decision authority, human-review points, and escalation contacts.
- Security, privacy, reliability, fairness, and safety risks, together with approved mitigations.
- Suppliers, subprocessors, update practices, retention terms, and incident-notification commitments.
- Approval date, evaluation evidence, operating metrics, changes, incidents, and retirement plan.
Inventory information should be versioned so an auditor or incident team can reconstruct what system and data were in use at a particular time.
2. Govern data before it reaches an AI system
Document provenance and permitted use
For each dataset, record where it came from, how it was collected, who owns it, what license or contract permits its use, and whether that permission covers training, retrieval, evaluation, monitoring, or model improvement. Separate data that may be stored from data that may be sent to an external model endpoint. A supplier’s permission to process data for service delivery does not necessarily authorize reuse for training.
NIST’s Joint Frameworks Data Governance and Management Profile Concept Paper, dated June 18, 2024, connects data processing with privacy, cybersecurity, and AI-risk assessment. It is a concept paper, not a finalized mandatory control catalogue, so use it to shape questions and evidence rather than treating it as a universal compliance standard.

Classify sensitivity and control data flows
Apply the enterprise’s data-classification scheme to prompts, embeddings, vector indexes, training files, model weights, logs, and generated outputs. Map where each category travels: employee devices, development environments, cloud storage, model providers, monitoring tools, and downstream applications. Identify cross-border transfers and retention at every hop.
Use minimization by default. Remove unnecessary identifiers, redact secrets, tokenize or pseudonymize personal data where feasible, and define deletion procedures for source records, derived features, indexes, caches, and logs. A redacted prompt can still reveal identity when combined with context, so evaluate re-identification risk rather than relying on labels alone.
Test quality, representativeness, and lineage
Set acceptance criteria for accuracy, completeness, freshness, duplication, labeling consistency, and coverage of relevant populations or operating conditions. Record known gaps and decide whether they make the intended use unacceptable. Preserve dataset versions and transformation steps so a problematic output can be traced back to the source and processing pipeline.
For retrieval-augmented systems, govern the document corpus and access filters separately from the language model. A model may be well behaved while the retrieval layer exposes confidential material to a user who should not see it.
3. Assess risk and approve use cases
Perform a pre-deployment assessment
Before production access, document the intended benefit, foreseeable misuse, affected parties, operating context, and residual risk. Consider privacy, cybersecurity, reliability, validity, fairness, transparency, safety, intellectual-property exposure, and the consequences of an incorrect or unavailable result. NIST’s AI RMF treats these as trustworthiness concerns, while the OECD AI Principles call for ongoing lifecycle risk management covering issues such as human rights, safety, security, privacy, labour, bias, and intellectual property.
Define prohibited uses and conditions that require a new review. Triggers can include a new purpose, materially different data, a model or provider change, a new country, a new affected population, expanded autonomy, or an incident that changes the risk picture.

Use proportional approval tiers
A low-impact drafting assistant may need basic data restrictions, testing, and a named owner. A system that influences employment, credit, health, safety, legal rights, or access to essential services needs stronger evidence, independent review, documented human authority, and continuous monitoring. Do not let a “pilot” bypass controls if it uses real personal or confidential information.
4. Secure the AI attack surface
AI security includes ordinary cybersecurity plus threats created by model behavior and data pipelines. NIST identifies adversarial examples, data poisoning, and exfiltration of models, training data, or intellectual property through AI endpoints as common concerns in its AI Risks and Trustworthiness resources.
Control identities, privileges, and secrets
- Use role-based or attribute-based access for datasets, model artifacts, prompts, tools, indexes, and administrative functions.
- Separate development, testing, and production credentials and environments.
- Store API keys and connection secrets in managed secret stores; never place them in prompts, notebooks, source code, or training files.
- Require strong authentication, short-lived credentials, approval for privileged actions, and prompt or tool logs that are protected from unauthorized access.
- Review service accounts and dormant integrations regularly, and revoke access when a person, supplier, or project changes.
Defend models and data pipelines
Validate and scan incoming data, restrict who can modify training and retrieval sources, and maintain immutable or otherwise protected versions for rollback. Test for poisoned records, malicious instructions embedded in documents, prompt injection, insecure tool calls, data leakage, model extraction, and denial-of-service conditions. The exact tests depend on architecture; an application with no external tools has a different exposure from an agent that can send messages, alter records, or execute code.

Apply network segmentation, egress controls, encryption in transit and at rest, dependency management, vulnerability scanning, and secure software-development practices. Extend threat modeling to model providers, hosting platforms, plugins, connectors, and subprocessors.
Use the existing cybersecurity program
Map AI assets and risks into the organization’s security governance rather than creating an unconnected control universe. The NIST CSF 2.0 Quick-Start Guides provide voluntary guidance for managing, reducing, and communicating cybersecurity risk, including profiles that can be tailored to enterprise priorities. Applying a CSF profile to an AI service can clarify which controls are inherited from central security teams and which remain with the product owner.
5. Evaluate before release and monitor after deployment
Define release gates
Pre-release evaluation should reflect the actual use, users, languages, data, and failure costs. Establish measurable thresholds for task quality and reliability, then add abuse and security tests. Depending on the system, evaluate hallucination or unsupported claims, refusal behavior, privacy leakage, disparate performance, adversarial prompts, tool authorization, latency, availability, and safe fallback behavior.

Keep test sets separate from tuning data where possible. Record model, prompt, retrieval, and configuration versions with the results. A passing score is not a permanent approval: it is evidence for a particular context and version.
Monitor real operation
Production monitoring should detect quality degradation, drift in input data, unusual access, prompt attacks, sensitive-data exposure, harmful outputs, latency or outage patterns, and control failures. Use sampling and human review when fully automated measurement cannot capture the harm. Protect monitoring data because prompts and outputs may contain confidential or personal information.
Set alert thresholds, an owner for each alert, and a documented action. Actions may include blocking a request, routing to a human, disabling a tool, rolling back a model, restricting a dataset, or suspending the system while an investigation proceeds.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Prepare incident response and change management
Make AI incidents actionable
Define what counts as an incident: unauthorized disclosure, poisoned data, compromised credentials, unsafe or discriminatory output, prohibited use, material service failure, or a supplier breach. The response plan should specify detection, triage, containment, evidence preservation, notification, remediation, restoration, and post-incident review. Include technical, privacy, legal, communications, security, and business contacts.
Preserve the relevant prompt, output, model and retrieval versions, user or service identity, tool actions, data lineage, and timestamps, subject to privacy and retention rules. Without this context, it is difficult to determine whether the cause was the model, data, configuration, user, integration, or provider.
Recommended Free Tools
Control changes
Treat model updates, new system prompts, altered retrieval indexes, changed safety filters, new tools, provider migrations, and expanded user groups as governed changes. Re-run the risk assessment and proportionate tests before approval. Maintain rollback capability and communicate material changes to operators and affected users.
Best Value
7. Manage suppliers and shared responsibility
Procurement should establish what the provider does with prompts, files, outputs, telemetry, and feedback; whether data is retained or used for training; where processing occurs; which subprocessors are involved; how models are updated; and how quickly security or privacy incidents will be reported. Require evidence appropriate to the risk, such as independent assurance, penetration-test summaries, security architecture, access controls, deletion procedures, and continuity arrangements.
Contracts should identify responsibilities for vulnerability handling, legal requests, model changes, audit cooperation, data return or deletion, service termination, and customer notification. OECD’s principles emphasize cooperation among relevant AI actors, but the practical allocation of duties must be verified in the contract and operating procedures.
8. Choose a framework combination
| Approach | What it establishes | Best use in an enterprise program |
|---|---|---|
| NIST AI RMF 1.0 | Voluntary guidance for managing AI risks and incorporating trustworthiness across design, development, use, and evaluation. NIST’s page says the framework is being revised. | Structure AI risk identification, measurement, management, and communication; verify the current revision status before implementation. |
| ISO/IEC 42001:2023 | Requirements and guidance for establishing, implementing, maintaining, and continually improving an organizational AI management system. | Provide a management-system structure, documented processes, leadership accountability, and continual improvement. |
| NIST CSF 2.0 | Voluntary guidance to manage, reduce, and communicate cybersecurity risk, supported by profiles and enterprise resources. | Integrate AI security with the existing cybersecurity program and clarify inherited controls. |
| OECD AI Principles | International principles covering lifecycle risk management and risks involving bias, human rights, safety, security, privacy, labour, and intellectual property. | Frame responsible-business expectations and stakeholder impacts across jurisdictions. |
These approaches are complementary, not interchangeable. The comparison does not establish certification equivalence, legal sufficiency, or that one framework is always preferable. Geography, sector, buyer requirements, organizational maturity, data types, and use-case impact determine the appropriate combination. NIST also published a Generative AI Profile on July 26, 2024, for risks specific to generative systems.
9. A practical implementation sequence
- Set scope and risk appetite. Define which AI systems, business units, countries, data classes, and impact levels are covered, and identify prohibited or review-required uses.
- Build the inventory. Collect system, model, data, supplier, owner, user, and decision-purpose information; mark unknowns for remediation.
- Map data flows. Document collection, transformation, storage, prompts, retrieval, provider transfers, logs, outputs, retention, and deletion.
- Adopt approval criteria. Create proportional intake, privacy, security, and impact assessments with named approvers and required evidence.
- Implement baseline controls. Apply least privilege, environment separation, encryption, secret management, supplier controls, secure development, and protected logging.
- Test and release. Evaluate quality, security, misuse, privacy, and affected-group outcomes against documented thresholds; record exceptions and residual risk.
- Operate and monitor. Assign alert owners, review metrics, sample outputs, track drift and incidents, and report material risk to leadership.
- Improve or retire. Reassess after changes, incidents, or new evidence; preserve required records and securely remove data, credentials, indexes, and model artifacts at retirement.
10. Common gaps that undermine otherwise strong programs
- Only reviewing the launch: A model can become unsafe after a provider update, data change, or new use. Lifecycle reviews and monitoring are essential.
- Confusing a provider’s terms with permission: Contractual access to a service does not settle whether a dataset may be used for training or a particular decision.
- Protecting the model but not the surrounding system: Retrieval indexes, prompts, logs, connectors, and tool permissions often hold the most sensitive information.
- Relying on a score without context: Aggregate accuracy can hide failures for a subgroup, language, edge case, or high-impact decision.
- Leaving ownership ambiguous: When no one can approve a use, stop a system, or notify affected parties, controls fail during the event that matters most.
- Claiming compliance from a framework: Voluntary frameworks and a standard description help organize work, but they do not by themselves answer jurisdiction-specific legal requirements.
What this means for legal and regulatory compliance
The required controls depend on jurisdiction, industry, data categories, deployment model, and the system’s effect on people. The frameworks above are not a legal opinion and cannot establish that an enterprise complies with a particular statute, regulation, contract, or sector rule. Obtain a jurisdiction- and use-case-specific assessment before making compliance claims, especially for personal data, employment, health, finance, safety, public services, or rights-affecting decisions.
The durable answer is an evidence-based operating system for AI: know what exists, know what data and authority it uses, evaluate foreseeable harm, restrict and monitor access, involve accountable people, respond to incidents, and revisit every decision when the system or context changes.
