Data-center growth can create a very large new electricity load and a significant local water demand, but the effect on household bills, reliability and water security is not automatic. It depends on the project’s size and schedule, the utility territory, required grid upgrades, rate terms, cooling design, water source and the capacity of local systems.

National figures show the scale of the trend. They cannot determine what a particular community will experience. That requires the project’s interconnection documents, utility plans, tariff or special agreement, cooling and water disclosures, and current local capacity data.

What the national numbers actually show

The latest Lawrence Berkeley National Laboratory and U.S. Department of Energy assessment estimates that U.S. data centers consumed 192 terawatt-hours (TWh) in 2024, about 4.7% of total U.S. electricity use. Its modeled 2030 Reference Case reaches 649 TWh, or 11.8% of forecast U.S. electricity consumption.

That 2030 figure is a scenario, not a guaranteed outcome. The report’s compounded uncertainty range is 521 to 843 TWh, equivalent to 9.5% to 15.3% of forecast U.S. electricity use. The range reflects uncertainty in future equipment shipments, energy efficiency, facility types, locations and cooling performance.

Measure Estimated or modeled value How to interpret it
U.S. data-center electricity use, 2024 192 TWh (4.7% of U.S. electricity use) National estimate for the year, not a measurement for any one utility territory
2030 Reference Case 649 TWh (11.8% of forecast U.S. electricity use) Modeled central scenario, subject to assumptions and revision
2030 lower uncertainty case 521 TWh (9.5%) Modeled lower outcome
2030 upper uncertainty case 843 TWh (15.3%) Modeled higher outcome

The assessment uses a bottom-up method. It combines information about planned IT-equipment shipments with modeled device energy use, cooling-system simulations, and the characteristics and locations of different facility types. Cryptocurrency mining is outside its scope. Updated shipment data or changed assumptions can alter the estimate, so no single national forecast should be presented as settled fact.

Why a national forecast does not predict your local grid

Electricity-system effects are regional and sometimes highly concentrated. A new campus may connect to one utility territory or transmission-planning region while having little direct effect on another. The relevant question is not simply how much electricity data centers use nationally, but whether the local system can serve the project when it needs power.

Load size, timing and ramp-up

Ask for the project’s requested electric load, the date each phase is expected to come online, and how quickly demand can increase. A phased development gives a utility more time to add supply and network equipment than a project that seeks its full load immediately. The project’s operating profile also matters: a steady load, a load that follows system peaks, and a load that can be curtailed create different planning requirements.

Generation, transmission and distribution work

Serving a large customer can require new generation capacity, transmission lines, substations, transformers, distribution circuits or protection equipment. Some work may be needed at the project’s point of interconnection; other work may be required elsewhere to maintain transfer capability and reserve margins. Utility interconnection studies and transmission or distribution plans should identify the equipment, schedule, estimated cost and party responsible for each upgrade.

Reliability and resource adequacy

A utility can have enough annual energy on paper and still face a reliability problem during a constrained hour. Regulators and utilities therefore examine resource adequacy, peak demand, fuel and transmission availability, weather risk and the timing of committed projects. A data center does not automatically cause blackouts, but an unexpectedly large or delayed load can expose a planning gap if replacement capacity is not ready.

Will a data center raise household electricity bills?

There is no universal yes-or-no answer. The outcome depends on the utility’s tariff, regulatory decisions, cost-allocation rules and any contract or special agreement with the large-load customer.

How costs can be assigned

Utilities may require a large customer to pay some connection or network costs directly, recover costs through demand or energy charges, or use a negotiated arrangement approved by a regulator. The details determine whether existing customers bear any portion of new infrastructure, reserve capacity or administrative costs.

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
  • Fair cost allocation: customers should be charged in a way that reflects the costs they cause and the services they receive.
  • Stranded investment: a utility could build capacity for a project that later scales back, cancels or leaves before the investment is recovered.
  • Resource-adequacy risk: planners may commit to additional supply that is unavailable or uneconomic when the large load arrives.

What to examine in a local proceeding

Look for the approved tariff, commission filings, special contracts, minimum-demand commitments, security or credit requirements, exit provisions and rules for assigning network upgrades. Utility supply plans should show how new generation or purchased power is expected to meet the added demand. Without those documents, claims that a project will either lower or raise everyone’s bills are speculation.

How data-center cooling uses water

Water consumption varies widely because cooling systems and operating conditions vary. In a conventional cooling tower, heat is rejected partly by evaporating water. The tower also drains some water as blowdown to control dissolved minerals; that discharge must be managed separately from evaporative consumption.

The main drivers of demand

  • IT heat load: more servers and higher utilization generally create more heat to remove.
  • Cooling method: cooling towers, air-side systems, direct or indirect liquid cooling and hybrid designs have different water profiles.
  • Climate: temperature and humidity affect how often evaporative cooling or mechanical refrigeration is needed.
  • Operating choices: temperature and humidity set points, maintenance practices and tower cycles of concentration change consumption.
  • Facility boundaries: a reported number may include only on-site water or may use a different accounting boundary.

Water usage effectiveness (WUE)

DOE’s Federal Energy Management Program defines WUE as annual site water use divided by annual IT-equipment energy use, expressed in liters per kilowatt-hour. WUE is a facility-level metric, not a universal value for every data center. A comparison is meaningful only when the sites use the same boundary, time period and measurement method, and when the underlying IT workload is comparable.

Water-saving measures and their trade-offs

Potential measures include adjusting temperature and humidity controls, improving hot-aisle and cold-aisle separation, using outside-air economizing when weather allows, and increasing cooling-tower cycles of concentration. Treated-water reuse can reduce demand for potable supplies. Reverse-osmosis treatment may make lower-quality sources usable, but it adds energy use, equipment and operating complexity. A measure that saves water at one site can therefore increase energy consumption or cost at another.

What local water impacts depend on

A project’s effect on a community depends on both its demand and the condition of the water system serving it. A municipal provider needs to assess treatment capacity, transmission and storage, seasonal demand, drought rules and the reliability of the proposed source.

Questions for the operator

  • What cooling configuration will be installed, and can it change as the campus expands?
  • What are expected annual and peak-day water withdrawals?
  • Will the source be potable, reclaimed, industrial, groundwater or another supply?
  • How much water is evaporated, and how much blowdown is discharged?
  • Where will wastewater go, and can the treatment plant handle its quantity and chemistry?
  • What WUE value is expected, and what boundary and weather assumptions produce it?
  • What drought, heat-wave or supply-interruption plan applies?

Questions for the water provider

Ask whether the project fits current treatment and delivery capacity, what capital improvements are required, how peak demand is modeled, and whether the source is covered by current water plans. Request information about drought stages, conservation requirements and the conditions under which non-potable supplies could be interrupted.

Federal guidance explains cooling mechanisms and metrics, but it does not establish the effect of an unnamed project on a particular aquifer, river, municipal system or household water bill. Those conclusions require current local records.

A practical way to evaluate a proposed project

  1. Collect the project record. Obtain the requested electric load, phase schedule, interconnection application, cooling description, water-demand estimate, source and discharge plan.
  2. Check the electrical baseline. Compare the requested load with existing peak demand, available capacity, planned retirements, committed generation and transmission constraints in the utility’s published plans.
  3. Separate connection work from system work. Identify which upgrades serve only the project and which are justified for broader reliability or growth. Note the estimated completion date for each.
  4. Read the rate terms. Determine who pays for dedicated facilities, shared network upgrades, standby capacity and any stranded-cost protection. Check whether minimum-use or take-or-pay provisions exist.
  5. Test reliability assumptions. Ask what happens if the project arrives early, late or at a smaller size, and whether the utility can serve it during extreme-weather peaks.
  6. Audit the water estimate. Verify annual and peak withdrawals, WUE boundary, source quality, consumptive use, blowdown and wastewater treatment requirements.
  7. Review drought contingencies. Identify whether the facility can switch cooling modes, use stored or reclaimed water, reduce load or temporarily curtail operations.
  8. Compare commitments with permits. A public announcement is not the same as an enforceable interconnection agreement, water-right authorization, tariff or permit condition.
  9. Track performance after approval. Look for metered electricity demand, actual water withdrawals, WUE reporting and compliance with upgrade and conservation commitments.

How to compare two or more proposals

Use identical definitions and time periods for every proposal. A side-by-side matrix prevents an attractive headline number from hiding a different load schedule or accounting boundary.

Comparison axis Information to record Why it matters
Electric load Requested maximum load, expected average load and phase-by-phase ramp schedule Determines the scale and timing of grid work
Grid location Utility and planning region; interconnection point; identified upgrades Shows which system may face constraints
Supply and reliability Firm supply plan, reserve assumptions, curtailment or backup arrangements Tests whether capacity will be available when needed
Rate terms Demand charges, minimum commitments, security, exit terms and upgrade-cost allocation Indicates who carries financial risk
Cooling design Cooling technology, operating conditions and expansion flexibility Links IT heat to water and energy demand
Water demand Annual and peak withdrawals, consumptive use and WUE definition Reveals pressure on treatment, delivery and source supplies
Water source and discharge Potable or reclaimed source, wastewater destination and discharge limits Shows effects on drinking-water systems and treatment capacity
Contingencies Drought, equipment failure, delayed grid work and reduced project size Exposes how the plan performs outside its central assumptions
Disclosure quality Whether assumptions, meters, reporting dates and enforcement mechanisms are public Makes later verification possible

Common mistakes when interpreting data-center impacts

  • Applying a national percentage to a town. The 4.7% and 11.8% figures describe U.S. totals, not a local utility’s share.
  • Treating the 2030 Reference Case as a promise. It is a modeled scenario with a stated uncertainty range.
  • Equating water withdrawal with consumption. Evaporation, blowdown, returned wastewater and source-specific accounting are different quantities.
  • Comparing WUE values without checking boundaries. A site-only metric cannot be compared fairly with a figure that includes additional water uses.
  • Assuming every upgrade is caused by one customer. Some projects address broader reliability or growth needs; the allocation should be documented.
  • Ignoring timing. A project that is approved but delayed may not create the load or water demand shown in an early announcement.
  • Assuming reclaimed water eliminates all impacts. Reuse can protect potable supplies but still requires treatment, pumping, storage and a dependable source.

What residents and local officials should request

For electricity, request the interconnection study, load forecast, transmission and distribution upgrade list, supply plan, reliability analysis, proposed tariff or special contract, and regulatory filings on cost allocation. For water, request the cooling design, annual and peak demand, WUE methodology, source agreement, wastewater plan, drought response and water-provider capacity analysis.

Ask each agency to distinguish confirmed commitments from forecasts, and to identify the date and conditions attached to every number. A useful record states who measured or modeled the figure, which facility phase it covers, what assumptions were used and what happens if those assumptions change.

The bottom line

Data-center expansion is large enough to influence national electricity planning and, in some regions, local generation and network decisions. The same project can also create material water demand if it relies on evaporative cooling. Neither outcome automatically means higher household bills, unreliable service or a depleted water supply. Those results turn on local capacity, project timing, cooling design, utility rates, cost-allocation rules and enforceable contingency plans.

The most reliable assessment combines the national LBNL/DOE outlook with local utility, regulator, water-provider and project documents. Until those records are available, treat broad claims about a community’s bills, reliability or water security as unproven.
