Security teams can share fraud-relevant information when the disclosure has a defined purpose, a documented lawful basis, and controls proportionate to the sensitivity and risk. That does not mean exporting a security data lake to fraud operations. The useful set is usually a small group of verified signals—such as a scam-exposure alert, a fraud report or outcome, or limited identity attributes—sent to a named recipient for a specific decision.
The right design is use-case specific. Before recurring sharing, map the data flow, decide which organization is a controller or processor for each activity, record why every field is necessary, and protect transfer, access, retention, partner oversight, and individual redress. UK organizations should treat Information Commissioner’s Office (ICO) fraud-sharing guidance as UK GDPR and Data Protection Act 2018 guidance that is under review following the Data (Use and Access) Act. U.S. federal and financial-sector guidance applies in its own contexts, not as a universal rule.

What the security-to-fraud handoff is supposed to achieve
A security event becomes useful to a fraud team only when it improves a defined fraud decision. Examples include deciding whether a bank payment deserves an additional check, whether an account-recovery request should be held for review, or whether a customer should receive a scam warning. The handoff should answer four questions:
- What fraud decision is being made?
- Which signal can improve that decision?
- Who is authorized to receive and use the signal?
- When does the signal stop being necessary?
The ICO’s guidance gives a practical example: a telecom provider or digital platform may share information suggesting that a person was exposed to a scam with a bank, allowing the bank to assess risk and consider extra checks. That example does not create a standard field list. It illustrates a purpose-and-necessity test.

The ICO summarizes the legal principle this way: “When you approach data sharing in a responsible, fair and proportionate way, data protection law enables you to share personal information for mitigating scams and fraud.” The statement is regulator guidance, not blanket permission to disclose all security telemetry.
Decide whether sharing is justified before selecting fields
Define the fraud purpose and outcome
Write the intended outcome in operational language, such as “pause a high-risk payee change for manual verification” or “send a warning when a customer’s device appears to be controlled by a scammer.” Avoid a purpose such as “improve fraud intelligence,” which is too broad to test for necessity or proportionality.
Map the data flow
Document where the signal originates, how it is transformed, where it is transmitted, where it is stored, who can view it, and where it is deleted. Include intermediaries such as a case-management system, managed file-transfer service, data broker, or cloud analytics platform. An intermediary must not be treated as invisible simply because the security and fraud teams are in the same corporate group.

For each processing step, identify whether the parties act as controllers, joint controllers, or processors under the applicable law. A recipient must independently determine its lawful basis and safeguards for its own processing; the sender’s assessment does not automatically cover the recipient.
Select and document a lawful basis
In the UK, possible private-sector bases for a fraud-prevention disclosure can include legitimate interests, consent, or contract performance, depending on the facts. If relying on legitimate interests, record the three-part assessment: the purpose, why the processing is necessary, and why the organization’s interest does not override people’s rights, expectations, and freedoms. Criminal-offence information and special-category information require additional analysis and a relevant condition; do not assume that an ordinary legitimate-interests assessment is enough.
Run a proportionate impact assessment
The ICO recommends a data protection impact assessment (DPIA) when processing is likely to be high risk and considers one good practice for major disclosure projects and routine sharing even when high risk is not specifically indicated. Record foreseeable harms, false positives, discrimination risks, access threats, retention, and how a person can challenge an incorrect fraud outcome.

What information can be shared?
There is no universal “security-to-fraud” schema. Share the minimum information that is adequate, relevant, and reliable for the documented decision. A field belongs in the feed only when the team can explain its decision value, source, freshness, confidence, recipient, and retention.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
| Information category | Potential fraud use | Conditions to check before sharing |
|---|---|---|
| Scam-exposure or compromise signal | Trigger a warning, step-up verification, or payment review. | Define what generated the signal, its confidence, timestamp, expiry, and whether it identifies a person or only an account or device. |
| Fraud report, case status, or confirmed outcome | Prevent repeat losses or connect related cases. | Separate allegation, investigation, and confirmed outcome; include status and source so an unproven report is not treated as fact. |
| Limited identity attributes | Match a person or account to a fraud-control workflow. | Use only attributes needed for matching. Consider a token, pseudonymous identifier, or one-time lookup instead of transmitting a full identity record. |
| Device, session, or network risk signal | Detect account takeover, automated abuse, or unusual access. | Explain reliability, collection method, geographic limits, retention, and whether the signal can disadvantage people using shared devices, privacy tools, or changing networks. |
| Authentication or recovery event | Hold a suspicious password reset, enrollment, or payee change. | Share the event and risk context rather than credentials, secrets, session tokens, or unnecessary content. |
| Investigation context | Help analysts connect a current alert to an active case. | Limit free-text notes, redact unrelated personal details, and distinguish facts from analyst opinions. |
These categories are examples, not an authorization list. NIST Special Publication 800-63A allows a relying party to request additional attributes informed by a privacy risk assessment in digital-identity proofing. That is context-specific and does not justify collecting more information by default.
Use a field-level necessity record
For every proposed field, maintain a short record containing:
- the exact fraud decision it supports;
- the source system and collection method;
- why the field is necessary rather than merely convenient;
- accuracy, confidence, and last-updated information;
- the least intrusive alternative considered;
- the recipient, permitted users, and permitted purposes;
- the retention and deletion trigger; and
- the effect of an error and the correction route.
Where possible, send a derived risk signal, range, or yes/no result instead of raw logs. Privacy-enhancing technology can reduce the personal information disclosed; examples include tokenization, pseudonymous joins, selective disclosure, or querying a controlled service without moving the underlying record. The technique must still be assessed for re-identification and linkage risk.
Choose an architecture that limits exposure
Internal access, a direct partner transfer, and a shared platform create different control points. Compare them against the same criteria rather than assuming one is always safer.
Recommended Free Tools
| Option | When it fits | Controls and trade-offs |
|---|---|---|
| Internal controlled workflow | Security and fraud functions are within one organization and can use a common case system. | Usually fewer transfer boundaries, but still requires purpose-based access, audit logs, retention, role separation, and a documented lawful basis. Shared corporate ownership does not remove privacy obligations. |
| Direct partner transfer | A bank, platform, telecom provider, or other independent organization needs a defined signal. | Use a data-sharing agreement, clear controller/processor terms, an approved encrypted channel, named contacts, recipient access limits, deletion rules, incident notification, and periodic assurance. The recipient’s independent lawful basis must be documented. |
| Shared platform or intermediary | Several teams need controlled matching, workflow, or analytics without exchanging full datasets repeatedly. | Assess the platform operator, tenant isolation, administrator access, logging, encryption, export paths, sub-processors, retention, and deletion. A convenient dashboard can increase the number of people and systems that can see the data. |
For each option, record data granularity, reuse limits, controller and processor roles, access controls and logs, transfer and storage security, retention and deletion, partner or platform assurance, incident notification, and individual correction or redress.

Protect the transfer and the receiving environment
Approve the channel in writing
Classify the information before transmission and specify approved channels and standards in procedures or the agreement. The ICO’s security-audit examples include encrypted email and SFTP; the correct choice depends on sensitivity, authentication, key management, monitoring, and the recipient’s environment. Do not send personal fraud data through ordinary email attachments, consumer messaging, or an unreviewed upload service merely because it is fast.
Authenticate the parties and protect secrets
Use mutually authenticated accounts or certificates where appropriate, strong administrator authentication, separate credentials for service accounts, and a managed process for key rotation and revocation. Never include passwords, API keys, session cookies, recovery codes, or private cryptographic material in a fraud feed. A risk-based design may use encryption in transit and at rest, but guidance from the Federal Reserve’s interagency security material does not impose one universal encryption or authentication standard.
Minimize and segment access
Give access only to agreed employee categories or named contacts who need it for the specified decision. Separate investigators from administrators, restrict bulk export, and apply time-limited access for exceptional cases. Log reads, searches, downloads, edits, and onward disclosures. Review the logs for unusual volume or access outside working patterns, and test controls rather than relying on policy text.
Secure copies and derived data
Fraud teams often create spreadsheets, case notes, dashboards, model features, and training extracts from the original feed. Apply the same purpose, access, retention, and deletion rules to those copies. A de-identified dataset is not automatically anonymous if it can be linked back through a stable identifier or rare event.
Keep data accurate, current, and short-lived
Incorrect or stale fraud information can block legitimate payments, deny account access, or expose an innocent person to investigation. Take reasonable steps to prevent inaccurate or misleading records, label confidence and status, and preserve the source and timestamp needed to check a decision.
Separate allegations from findings
Use explicit states such as “reported,” “under investigation,” “confirmed,” “dismissed,” and “withdrawn.” Do not let a report made by a third party silently become a confirmed fraud fact. When a case changes, propagate the correction to recipients and derived systems.

Set a retention trigger, not an indefinite period
Choose retention based on the fraud purpose, legal obligations, investigation lifecycle, and the time needed to resolve disputes. Define deletion or secure disposal for the source feed, exports, backups where feasible, and derived records. The FTC’s business guide puts the principle plainly: “Effective data security starts with assessing what information you have and identifying who has access to it.” Inventorying copies is a prerequisite to deleting them.
Handle quality failures safely
If a feed is delayed, duplicated, malformed, or below its confidence threshold, fail closed for high-impact actions or route the case to manual review. Do not silently convert missing data into a high-risk value. Version the schema and notify recipients before changing field meaning.
Govern partners and prepare for incidents
Use a data-sharing agreement for recurring exchanges
Set out the purpose, fields, frequency, format, permitted uses, onward-sharing rules, controller or processor responsibilities, security requirements, retention, deletion confirmation, audit rights, contact points, and correction process. Require the recipient to tell you about material system changes, subprocessors, and incidents that could affect the data.
Assure the recipient and platform
Review security assurance before launch and periodically afterward, with an additional review when systems, suppliers, or threat conditions change. Evidence may include access-control testing, penetration-test summaries, vulnerability management, incident history, staff training, encryption and key-management practices, and deletion procedures. Assurance should be proportionate; a questionnaire alone is not proof that controls work.
Plan notification, containment, and evidence preservation
Name incident contacts and define prompt reporting, triage, investigation, containment, and recovery. Decide in advance how to disable a feed, revoke credentials, quarantine an exposed export, preserve relevant logs, and determine whether individuals or regulators must be notified. The Federal Reserve’s guidance emphasizes response planning and service-provider contracts and oversight for financial institutions.
Give people transparency and a way to challenge mistakes
Privacy notices should explain the categories of information used for fraud prevention, the purposes, relevant recipients or recipient categories, retention approach, and how a person can exercise applicable rights. A fraud control should not become an unreviewable automated penalty.
Best Value
Provide a practical route for a person or authorized representative to report an error, supply contrary evidence, and obtain a timely human review. NIST SP 800-63A calls for documented practices for fraud-check failures and redress in its digital-identity context. Record the outcome, correct the source and downstream copies when appropriate, and tell the person what can be explained without revealing detection methods that would enable evasion.
A practical implementation sequence
- State the decision. Write the precise fraud action the receiving team may take and what it may not do with the signal.
- Map the flow. Diagram source, transformations, transfer channel, recipient systems, users, backups, and deletion points.
- Classify the data. Identify personal, special-category, criminal-offence, authentication, financial, and security-sensitive elements.
- Set roles and lawful bases. Document controller or processor status, the sender’s basis, the recipient’s basis, and any additional conditions.
- Test necessity. Remove fields that do not change the decision; evaluate a less intrusive signal or privacy-enhancing method.
- Assess risk. Complete a DPIA where required and consider false positives, discrimination, re-identification, insider misuse, and breach impact.
- Agree controls. Define the channel, encryption, authentication, access groups, logging, retention, deletion, incident contacts, and assurance evidence.
- Pilot with bounded data. Use a short time window, synthetic or pseudonymous identifiers where feasible, and manual review for high-impact outcomes.
- Test and measure. Check delivery, schema validation, access logs, deletion, correction propagation, and false-positive handling before expanding.
- Review or stop. Set a review date and stop the exchange when the purpose, risk, legal basis, system, or recipient changes materially.
Worked examples
Scam warning before a payment
A platform detects a high-confidence pattern that a customer may be communicating with a known scam operation. Instead of sharing conversation content, it can send a time-stamped, confidence-rated exposure signal tied to a controlled identifier. The bank decides whether to display a warning or perform an additional check. The agreement should prohibit unrelated marketing use, specify expiry, and provide a correction route if the signal is wrong.
Suspicious account recovery
Security records an unusual recovery attempt: a new device, a failed authentication sequence, and a rapid change of contact details. Fraud may need the event and risk score to hold the request, but not the user’s password, session token, full device history, or unrelated security logs. Retain the event only for the period needed to resolve the case and associated disputes.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Cross-organization identity matching
Two organizations want to detect repeat fraud without exchanging full customer files. A controlled matching service or pseudonymous token may reduce disclosure, but the parties must still assess linkage, collision, re-identification, platform administrators, and permitted reuse. A token that can be reversed or joined with another dataset remains personal information in many legal contexts.
Jurisdiction and guidance boundaries
United Kingdom
Apply UK GDPR and the Data Protection Act 2018 requirements relevant to the processing, including lawful basis, transparency, security, rights, and any special rules for criminal-offence or special-category information. The ICO fraud-sharing guidance and its data-sharing security audit framework are flagged for review following the Data (Use and Access) Act, so confirm the current wording and legal context when approving a live arrangement.
United States federal and financial-sector settings
NIST SP 800-63A addresses digital identity proofing and related fraud checks, including privacy risk assessment, partner review, and redress. Federal Reserve interagency security guidance addresses customer-information safeguards and service-provider oversight for financial institutions. The FTC business guide provides practical inventory, minimization, protection, disposal, and incident-planning principles. These materials do not establish one rule for every U.S. company or every type of data.
Federal identity programs
The GSA Identity Fraud Detection Playbook, version 1.0.1 dated March 2026, is foundational guidance for federal identity program managers on fraud techniques, detection, and mitigation. It is not a vendor-specific solution and does not replace the legal and risk analysis required for a particular sharing arrangement.

Common failure modes and fixes
- “Send the whole log.” Replace the export with a field-level necessity record and a derived signal where possible.
- “The other team is internal, so no agreement is needed.” Document purpose, roles, access, retention, and accountability even inside one organization.
- “A fraud report is proof.” Carry status, source, confidence, and review state; separate allegation from finding.
- “Encryption solves it.” Add recipient authentication, least privilege, logging, partner assurance, deletion, and incident response.
- “Keep it forever in case it helps later.” Tie retention to the decision and legal obligations, then delete or securely dispose of unnecessary copies.
- “The model rejected the customer, so the case is closed.” Provide human review, correction, and redress for fraud-check failures.
- “A platform’s dashboard is automatically safe.” Assess administrators, exports, subprocessors, tenant isolation, logs, and lifecycle controls.
Pre-launch checklist
- Purpose and permitted decisions are written in plain language.
- Every field has a necessity, accuracy, recipient, and retention justification.
- Lawful bases, special conditions, and controller or processor roles are documented for each party.
- A DPIA or equivalent risk assessment covers false positives, rights, discrimination, linkage, and breach impact.
- The agreement names approved channels, authentication, encryption, access groups, logs, deletion, and incident contacts.
- Recipient and platform assurance has been reviewed and will be revisited after material changes.
- Quality states distinguish reports, investigations, confirmations, dismissals, and corrections.
- People receive understandable transparency and can challenge an erroneous result.
- Copies, exports, backups, and derived features have owners and deletion rules.
- A pilot, rollback, and stop condition are defined before routine sharing begins.
