U.S. federal rules generally require covered brokers that take possession of digital assets to report gross proceeds on Form 1099-DA for transactions from January 1, 2025. For certain covered assets, basis reporting begins with transactions from January 1, 2026. You still must report taxable income, gains, and losses even if no form arrives. Meanwhile, public-blockchain activity remains visible in a separate data system, and brokers must retain certain wallet and transaction identifiers for seven years even though those identifiers are not printed on the 1099-DA.
What Form 1099-DA actually reports
Form 1099-DA is an information statement from a reporting broker. It helps you prepare your federal return; it does not calculate your complete tax liability and it is not a substitute for filing your return.

The final federal regulations focus on brokers that take possession of the digital assets being sold. That category can include custodial trading platforms, certain hosted wallet providers, kiosks, and some payment processors. A decentralized or non-custodial broker that does not take possession is outside these final rules. Treasury and the IRS said separate rules were intended for that category, so you should not assume every wallet interface or decentralized protocol will issue a 1099-DA.
The form generally reports proceeds from covered sales, along with broker and recipient information. It may include basis in cases where the basis-reporting rules apply, but a 1099-DA is not a complete history of every wallet movement, transfer, income event, or transaction you made elsewhere.

When reporting starts: 2025 versus 2026
| Transaction period | What covered brokers generally report | What you must do |
|---|---|---|
| On or after January 1, 2025 | Gross proceeds for transactions subject to the final broker rules. Statements generally do not include basis. | Reconstruct and calculate your own basis, then report the resulting income, gain, or loss on your federal return. |
| On or after January 1, 2026 | Basis reporting begins for certain covered digital assets, subject to the applicable rules and exceptions. | Review the reported basis against your records; correct omissions or inaccuracies rather than assuming the form is complete. |
The 2025 transition is especially important. A proceeds figure without basis cannot tell you whether a transaction produced a gain or loss. Your acquisition records, transfer history, fees, and basis-identification method remain necessary even when a broker sends a statement.
Specified stablecoin and non-fungible-token transactions have separate exceptions, and certain digital-asset payment processors may have a separate de minimis threshold. Those details can change with the relevant form instructions, so check the instructions for the tax year you are filing instead of applying a broad rule to every token or payment.
Does the IRS know about your crypto wallet?
There is no single answer because “know” can mean several different things. A covered broker can send transaction information to the IRS, the broker can retain additional identifiers, and a public blockchain can display on-chain activity to anyone who examines the ledger. Those are separate channels.
Information filed with the IRS
A 1099-DA generally carries the broker’s information, your recipient information, and reportable proceeds; basis appears when required for the covered transaction. Information on a filed information return is tax information held in IRS custody and is subject to the protections that apply to tax records.
Information retained by the broker
For covered sales, the final regulations require brokers to collect and retain transaction IDs and digital-asset address information for seven years from the due date of the related information return, subject to specified exceptions. The regulation preamble says those identifiers are not required to be reported on Form 1099-DA itself. They can nevertheless be relevant if an audit or other enforcement action requests supporting information.
Activity recorded on a public blockchain
On-chain transactions are recorded on a distributed ledger. Off-chain transactions are not recorded there. Public-ledger visibility is not the same as the IRS receiving every blockchain record, and tax-information protections do not make a public ledger private.

A wallet address is not automatically a legal name. If an address becomes associated with you through a broker account, a disclosure, a payment trail, or other information, observers may be able to examine the history associated with that address. The possibility is conditional: the available rules do not establish that every address can always be tied to an individual.

| Arrangement | Likely treatment under the final rules | Privacy and record implication |
|---|---|---|
| Custodial broker that takes possession of assets sold | Generally within the broker reporting framework for covered transactions. | Expect proceeds reporting when the transaction is reportable; retain your own complete history because the form may not contain every event. |
| Hosted wallet provider that takes possession in the sale | May fall within the covered-broker category. | The provider may have collection and retention duties for transaction IDs and addresses. |
| Non-custodial or decentralized broker that does not take possession | Excluded from these final regulations; separate rules were contemplated. | No 1099-DA should be assumed, but your federal tax obligation does not disappear. |
| Foreign broker | A U.S. taxpayer may not receive a 1099-DA from the foreign broker. | Keep records and report taxable activity even without a U.S. information statement. |
| Self-transfer between wallets you control | Generally not a sale or exchange by itself. | Document the transfer so you can connect the original acquisition to the destination wallet; account for any digital assets used or withheld to pay transaction services. |
The table describes the federal final-rule framework, not a guarantee about a particular provider’s forms. A service can have multiple functions, and the possession question depends on how the transaction is structured.
Why a 1099-DA cannot replace your tax records
The IRS states: “Whether or not you receive a Form 1099-DA, you must report all income, gains and losses from digital asset transactions on your federal income tax return.” That rule covers both situations in which a broker sends an information statement and situations in which no statement is furnished.
A statement can be incomplete for several reasons:
- For 2025, brokers generally report proceeds but not basis.
- A foreign broker may not furnish a U.S. 1099-DA.
- Non-custodial or decentralized activity is outside these final broker rules.
- Transactions across several exchanges and wallets may not be visible to one broker.
- Transfers, fees, and income events may require context that does not fit the proceeds total.
Do not copy a proceeds number into your return as though it were a gain or loss. Reconcile the statement to your own transaction history, determine the basis for each disposition using a documented method, and classify income events correctly.
A practical recordkeeping workflow
The IRS preparer guidance emphasizes reconciliation across exchanges, wallets, and accounts; applying and documenting an appropriate basis method; and categorizing income events accurately. The following workflow turns those requirements into a repeatable file system.

2. Export original transaction data
Save exchange statements and downloadable transaction histories in their original formats, along with any available wallet activity exports. Keep the date range, time zone, asset quantity, transaction type, fees, and dollar value used for the tax calculation. Screenshots alone can be difficult to reconcile later, so preserve machine-readable files when available.
3. Match transfers between accounts
Compare withdrawals from one account with deposits into another. A self-transfer can otherwise look like a sale followed by a new purchase. Keep transaction IDs and addresses that let you explain the movement, including network fees or amounts withheld to pay transaction services.
4. Establish acquisition lots and basis
For each asset disposition, identify the corresponding acquisition date, quantity, and cost. Include fees that belong in your calculation under the method you use. Write down the basis-identification method and apply it consistently enough that another preparer could follow your work.

5. Separate dispositions from income events
Do not place every incoming transaction in a single “purchase” category. Review events that may represent income, a sale, an exchange, a payment, a transfer, or another category under the tax rules. The purpose of categorization is to connect the event to the correct reporting treatment rather than to rely on a broker’s label.
6. Reconcile forms to the ledger
When a 1099-DA arrives, compare its proceeds, dates, quantities, and asset descriptions with your consolidated records. Investigate duplicates, missing transactions, and proceeds that belong to a different wallet or tax year. Keep a written explanation for adjustments made on the return.
7. Preserve an audit-ready archive
Retain the exported files, basis calculations, reconciliation notes, filed forms, and explanations for unusual transactions. Organize them by tax year and account, and maintain a backup that is protected from unauthorized access. The exact retention period for your tax records can depend on the item and the applicable limitation period; broker retention of address and transaction-ID information is a separate seven-year regulatory requirement.

Are wallet transactions private?
Privacy depends on the layer being discussed.
| Layer | What can exist | What it does not mean |
|---|---|---|
| Tax return and 1099-DA data | Broker and recipient details, proceeds, and basis where applicable are furnished to the IRS. | It is not a public blockchain feed; it is tax information held by the IRS. |
| Broker records | Covered brokers collect and retain transaction IDs and digital-asset addresses for the required period, subject to exceptions. | Those identifiers are not automatically printed on the 1099-DA. |
| Public ledger | On-chain transfers and other ledger entries can be viewed and analyzed by observers. | Public visibility does not prove that every address belongs to a known person. |
| Off-chain activity | Transactions not recorded on a distributed ledger may exist in broker or private account records. | Absence from a public ledger does not eliminate a tax or recordkeeping duty. |
A sensible privacy expectation is conditional identifiability, not guaranteed anonymity. Avoid publishing an address unnecessarily, separate personal and operational records where lawful and practical, and understand that linking one address to your identity can make its visible history easier to associate with you. These precautions do not change what must be reported on a federal return.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteForeign brokers and decentralized activity
The 2025 reporting requirements generally apply to U.S. brokers. A foreign platform may not issue a 1099-DA, but a missing statement is not evidence that a transaction is exempt. You remain responsible for reconstructing U.S. tax records and reporting income, gains, and losses that the federal rules require.
Likewise, using a decentralized or non-custodial interface does not turn a taxable disposition into a non-event. The final regulations exclude brokers that do not take possession from this particular information-reporting framework, while the underlying tax treatment of your transaction is a separate question. Keep wallet records, transaction IDs, quantities, dates, values, and fees even when no intermediary sends a form.
What changed on March 5, 2026?
On March 5, 2026, the IRS announced proposed regulations concerning optional electronic furnishing of 1099-DA statements. The announcement describes a proposal, not a final rule. Treat electronic-delivery details as unsettled unless a later official release confirms that the rules were finalized and states the effective dates and consent requirements.
Common mistakes and how to correct them
Assuming no form means no reporting
Correct the assumption by starting with your transaction records, not your mailbox. Include activity from foreign platforms, self-custody wallets, and non-custodial services.
Using proceeds as the gain
Correct it by calculating basis and accounting for the relevant fees and transaction details. A proceeds total is an input, not the final tax result.
Best Value
Treating a wallet as a container of coins
The IRS describes a wallet as a means of storing private keys. The assets are represented on the relevant ledger; the wallet controls the keys used to authorize activity. This distinction helps explain why a wallet-to-wallet move can be a self-transfer rather than a new purchase.
Calling every address anonymous
An address is not itself a legal name, but it can become associated with one. Avoid both extremes: do not claim universal attribution, and do not promise permanent anonymity.
Ignoring internal transfers
Unmatched withdrawals and deposits can create artificial sales or missing acquisitions. Pair the records, preserve transaction IDs, and note when a fee was paid in digital assets.

Relying on an old form instruction
Annual instructions can change thresholds, exceptions, and reporting fields. Before filing, check the current Form 1099-DA instructions and any later IRS or Treasury rulemaking, particularly for stablecoins, NFTs, payment processors, basis reporting, and electronic delivery.
When professional help is justified
Self-preparation may be manageable when you have a small number of transactions and complete exports. Consider a qualified tax professional when records span many wallets or years, you cannot determine acquisition basis, you have substantial income events, or the broker statement conflicts with your ledger. A professional can help reconcile data and document a defensible basis method, but you remain responsible for providing complete records and reviewing the filed return.
The practical answer
The IRS will receive information about covered broker transactions, not necessarily a complete map of every wallet you use. A 1099-DA is a reporting clue, not a finished tax calculation. Public blockchains add a separate visibility layer, while brokers may retain transaction IDs and addresses for seven years even though those details are not required on the form. The safest approach is to preserve a consolidated history, reconcile every statement, calculate basis independently, and report required activity whether or not a form arrives.
