Crypto political action committees (PACs) are campaign-finance organizations backed by cryptocurrency companies, executives, investors or other supporters of the industry. They raise money and spend it to support candidates they view as favorable to blockchain policy, oppose candidates they consider hostile, and signal that the sector can organize substantial political resources.
The clearest documented example is Fairshake and its affiliated super PACs. Federal filings show where the money went; they do not, by themselves, show how many votes the spending changed or whether it caused a candidate to win or lose.

What a crypto PAC is
“Crypto PAC” is an informal description, not a separate legal category in federal election law. It generally refers to a political committee aligned with cryptocurrency or blockchain interests. The committee may be funded by companies, founders, executives, investors, employees or other donors who want elected officials to adopt policies they believe will help the sector.
The committee can use its money for contributions, transfers to other committees, advertising and other communications. Its stated political goals might include clearer rules for digital assets, limits on enforcement actions, favorable tax treatment or candidates who are publicly supportive of blockchain development. Those goals vary by committee and election.

Super PACs versus direct candidate committees
Most of the large crypto organizations discussed in federal elections are super PACs, formally known as independent-expenditure-only committees. A super PAC can accept unlimited contributions, including very large corporate or individual contributions, and it must periodically disclose donors and spending in reports filed with the Federal Election Commission (FEC).
That permission does not make a super PAC the same as a candidate campaign. A candidate committee operates under contribution limits and can coordinate its campaign activity with the candidate. A super PAC’s spending must be independent of the candidate and campaign. A super PAC can support or oppose a candidate through its own advertising and other communications, but its expenditures are reported as independent expenditures rather than as direct contributions to that candidate.
This distinction matters when reading totals. Money raised by a committee, money transferred to an affiliated committee, direct contributions and independent expenditures are different transaction categories. Adding them together without checking the underlying filings can count the same dollars more than once.

Why the label matters politically
A crypto PAC gives a diffuse industry a shared political vehicle. Instead of each company lobbying or donating separately, aligned donors can pool resources, choose a set of races and present a recognizable message to candidates and parties. The organization’s existence can also tell officeholders that cryptocurrency supporters are prepared to spend in both primaries and general elections.
Fairshake and its affiliated committees
Fairshake is the central documented example of a crypto-aligned super PAC network. Fairshake says its mission is to support “pro-innovation and pro-crypto leadership.” In its own statement, the committee says: “Providing blockchain innovators the ability to develop their networks under a clearer regulatory and legal framework is vital if the broader open blockchain economy is to grow to its full potential here in the United States.” That is Fairshake’s position, not an independent finding about the effects of its spending.

Fairshake operates alongside affiliated super PACs, including Defend American Jobs and Protect Progress. Transfers between these committees allow the network to direct resources toward different races or messages. A transfer is a movement of money inside the political network; it is not automatically a new expenditure on an advertisement or a payment to a candidate.
How much crypto PAC money was spent
Several published totals describe Fairshake or the wider crypto sector. They should not be treated as interchangeable because the sources use different dates, thresholds, spenders and transaction types.

|---|---|---|
| $195.8 million | Fairshake’s total spending in the 2024 election cycle | FactCheck.org, reporting in 2026; this is a Fairshake total, not a sector-wide figure. |
| More than $86 million | Transfers from Fairshake to Defend American Jobs and Protect Progress | FactCheck.org’s 2026 account of the 2024 cycle; transfers are a separate category from independent expenditures. |
| Nearly $40.7 million | Fairshake independent expenditures | FactCheck.org, 2026, for the 2024 cycle. |
| $119 million | Crypto corporate election spending | Public Citizen, 2024, using OpenSecrets data; counts for-profit corporate contributions of at least $5,000 to super PACs and hybrid PACs through June 30, 2024. |
| Nearly $114 million | Direct corporate backing to Fairshake and its affiliates | Public Citizen, 2024, using the same $5,000 threshold and June 30, 2024 cutoff. |
| Almost $137 million received; about $127 million on hand | Fairshake’s receipts and cash balance in the 2026 cycle | FactCheck.org, based on Fairshake’s July FEC filing and covering activity through June 30, 2026; later filings can change the totals. |
The $195.8 million figure includes Fairshake’s reported activity for the 2024 elections. The more than $86 million in transfers and nearly $40.7 million in independent expenditures describe parts of that activity in different categories; they are not additive components that produce a new net total. Public Citizen’s $119 million estimate covers a broader set of crypto corporate spending under its stated methodology and cutoff, so it should not be compared with Fairshake’s cycle total as if both measured the same population.
How crypto PACs can influence an election
Buying independent advertising
The most visible channel is paid communication. A super PAC can purchase television, digital, radio, mail and other advertising that praises a candidate or criticizes an opponent. The FEC classifies these as independent expenditures when the committee reports them as spending to expressly advocate the election or defeat of a candidate.
Advertising can increase a candidate’s name recognition, define an opponent before the opponent’s campaign responds, or reinforce an issue that the committee wants voters to associate with the race. A filing establishes that the ad was purchased and identifies its target and amount. It does not establish how many people saw it or how they voted afterward.

Choosing which candidates receive help
Committees can concentrate resources where they believe money will matter most: a competitive general election, a primary in which a favored candidate is vulnerable, or a race involving a lawmaker who will shape financial or technology policy. Support may come through positive ads, mail and voter-contact programs. Opposition spending can seek to weaken a candidate without giving money directly to that candidate’s opponent.

Large receipts and expenditures can affect the expectations of candidates, parties and donors. A lawmaker may infer that a policy position could attract industry support or provoke a well-funded challenge. Other donors may decide that a race has become strategically important. This signaling effect is real as a political message even when it cannot be translated into a precise number of votes.
Framing the issue indirectly
Campaign communications do not always mention cryptocurrency. The Associated Press reported that some Fairshake-backed advertisements and fliers in the 2026 Illinois Democratic Senate primary emphasized broader political issues rather than explicitly naming the sponsoring industries. That is evidence of message strategy, not proof that voters were misled or that the framing determined their choices.
What happened in the 2024 Moreno–Brown race
The Associated Press reported that Fairshake spent roughly $40 million supporting Republican Bernie Moreno in his 2024 U.S. Senate race against Democratic incumbent Sherrod Brown. Moreno defeated Brown. The spending and the result are documented facts, but they do not provide a causal estimate.
The race also involved the candidates’ own campaigns, national party organizations, other outside groups, news coverage, economic conditions and voters’ prior views. Without a credible counterfactual showing how the contest would have ended if Fairshake had not spent that money, it is not possible to say that the spending caused Moreno’s victory or to assign it a specific number of votes.

After the 2024 election, Coinbase CEO Brian Armstrong wrote, as quoted by the Associated Press: “DC received a clear message that being anti-crypto is a good way to end your career, as it doesn’t represent the will of the voters.” That sentence is Armstrong’s interpretation of the result. It should not be presented as a measured finding about voter opinion.
What the 2026 Illinois primary shows
The 2026 Illinois Democratic Senate primary illustrates why spending and outcome must be separated. The Associated Press reported that Fairshake spent more than $10 million opposing Juliana Stratton. Stratton won the primary on March 17, 2026, according to the AP’s March 18 report.
This is a documented intervention followed by an unfavorable result for the spender’s preferred outcome. It does not prove that the spending had no effect: the ads could have changed some opinions while failing to change the final ranking, or other factors could have outweighed them. It does show that a large expenditure is not a guaranteed vote-producing mechanism.

Fairshake’s donors are disclosed through FEC reports, subject to the reporting schedule and itemization rules. Public Citizen reported nearly $114 million in direct corporate backing to Fairshake and its affiliates through June 30, 2024, using a dataset that counted for-profit corporate contributions of $5,000 or more to super PACs and hybrid PACs. That figure identifies the scale and type of support in that analysis; it is not a complete lifetime donor total and does not include every possible source or later filing.

To identify individual donors, open the committee’s FEC receipts and review the donor name, date, amount and donor type for each reporting period. Large contributions may come from corporations or individuals, and a committee can receive additional money after the period covered by a published analysis. A donor list is therefore a time-stamped record, not a permanent answer to who funds the committee today.

How to read Fairshake’s FEC filings without double-counting
- Confirm the committee and election cycle. Use the FEC campaign-finance data and filing search to select Fairshake or the relevant affiliated committee, then set the cycle you are analyzing.
- Check the reporting coverage period. Note the beginning and ending dates on the filing. A report filed after an election can contain transactions that occurred earlier, while a current cycle total may be incomplete.
- Separate receipts from disbursements. Receipts show money coming into the committee; disbursements show money going out. Cash on hand is a balance at a particular date, not a measure of total spending.
- Identify transfers. A transfer from Fairshake to an affiliate should be recorded as a transfer by the sending committee and as a receipt by the recipient. Do not count it as a new outside contribution and a new advertisement unless a later expenditure record shows that use.
- Review independent expenditures. These reports identify spending to support or oppose candidates and often include the date, amount, candidate and purpose of the communication.
- Compare timing with the race. Match each expenditure to the primary or general election and ask whether it occurred before voting, during early voting or after the outcome was effectively decided.
- Read the communication description. Note whether the filing describes a television ad, digital communication, mailer, polling or another activity. The description documents the transaction, not its persuasive effect.
For a fair comparison, keep five columns separate: money raised, transfers to affiliates, direct candidate contributions, independent expenditures and the timing of each filing. Then examine the race’s competitiveness, the candidates targeted and the election result. Correlation between a large expenditure and a result is not proof of causation.
What the evidence cannot establish
Available filings and reporting establish that crypto-aligned committees raised and spent substantial sums, selected particular candidates and used advertising or other independent expenditures. They do not quantify how many votes those communications changed, whether a race would have ended differently without them, or how much influence came from PAC spending rather than candidates, parties, other interest groups, news coverage and voters’ existing views.
Voter research would require information that campaign-finance filings do not provide, such as exposure to a specific message, whether a voter noticed its sponsor, changes in attitudes and the counterfactual choice that voter would have made without the communication. No such causal estimate is established by the figures cited here.
How to interpret changing 2026 totals
Fairshake’s almost $137 million in receipts and approximately $127 million in cash on hand as of June 30, 2026, are a point-in-time snapshot from the committee’s July FEC filing as reported by FactCheck.org. Additional receipts, expenditures, refunds, transfers and amended reports can change those numbers. Any article or analysis using them should retain the June 30 cutoff and the filing date.
The same discipline applies to historical totals. A number calculated through June 30, 2024, cannot be silently compared with a full-year total, and a Fairshake-only figure cannot be described as all crypto election spending. The most reliable statement always names the committee or universe counted, transaction type, election cycle and cutoff date.
The practical takeaway
Crypto PACs matter because they turn industry-aligned political support into organized, potentially unlimited super-PAC spending. Fairshake’s 2024 activity, its affiliated committees and its continuing 2026 fundraising demonstrate the scale of that effort. The strongest conclusion supported by the public record is narrower than “money decided the election”: filings show where resources were raised, transferred and spent, while the effect on voters and outcomes remains difficult to isolate.
