For U.S. federal income tax, most money, property, goods, or services you receive count as income unless a specific law excludes them. A W-2 or 1099 can help document a payment, but receiving no form does not automatically make it nontaxable. The important distinction is that gross income is only the starting point: adjustments produce adjusted gross income (AGI), and deductions are then used to calculate taxable income.
This overview follows the IRS’s Publication 525 (2025), intended for preparing 2025 returns. State and local rules differ, and later law changes may affect subsequent tax years.

How to decide whether a receipt counts as income
The Internal Revenue Service’s general rule is: “Most income is taxable unless it’s specifically exempted by law.” Apply that rule to the receipt itself, not just to the form it arrives on. For each payment or other value, identify what it was, why and when you received it, and whether a specific exclusion or special rule applies.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Identify what you received. Income can be cash, property, goods, or services. Noncash compensation is generally valued at fair market value.
- Identify why you received it. Wages, business receipts, investment returns, benefits, prizes, and canceled debts may follow different rules.
- Determine when it was received. Cash-method taxpayers generally include income when actually or constructively received. For example, a check made available before year-end can count in that year even if it is cashed later; a payment made to someone else on your behalf can also count.
- Check for a specific rule. A category may be fully excluded, partly taxable, or taxable only under certain conditions. Use the rule for that type of receipt rather than assuming that similar-sounding payments are treated alike.
- Place it in the calculation. Distinguish gross income from AGI and from taxable income, which is calculated later.
An information return is evidence of a payment, not the definition of income. Wages or other taxable receipts may still need to be reported when a form is missing or incomplete. The IRS’s overview, Topic No. 400, Taxable and Nontaxable Income, explains the general categories.

Common income categories
Employment and services
Wages, salaries, commissions, fees, tips, bonuses, and severance are generally included. Many fringe benefits are taxable too, although some qualify for exclusions or limits. Compensation need not be paid in cash: property or digital assets received for work can be taxable, generally based on fair market value.
Self-employment, side work, and property activity
Freelance and independent-contractor work, gig work, business income, childcare services, royalties, and bartering may produce taxable income. Renting personal property and online sales can also have tax consequences depending on the activity and facts. A W-2 or 1099 is not a prerequisite to reporting income.

Investments and assets
Interest, dividends, capital gains, and income connected to digital assets are among the common categories that may be taxable. How a gain or payment is treated depends on the asset and transaction; the broad income rule does not settle every calculation.
Retirement and public benefits
Retirement-plan distributions, pensions, annuities, unemployment compensation, and some survivor benefits can be taxable. Social Security benefits require a separate calculation: some taxpayers may owe tax on part of their benefits, so do not assume either that all benefits are taxable or that none are.

Other receipts
Other potentially taxable items include canceled debts, some tax refunds or reimbursements, alimony under applicable older instruments, court awards and damages, some scholarships, gambling winnings, and prizes or awards. Each has its own conditions and exceptions; the category name alone is not enough to determine treatment.
Foreign-source income
U.S. citizens and resident aliens generally report foreign-source income unless an exclusion or other rule applies. Cross-border situations can involve specialized rules, so a general overview may not resolve them.

Important exclusions and conditional rules
Some receipts are commonly excluded, but the exclusion may not cover later income or every related payment. For example, most gifts and inheritances are not included as income to the recipient, while income later produced by inherited property is generally taxable. Life-insurance death proceeds received by a beneficiary are generally excluded, but interest paid on those proceeds is taxable; a policy transferred for valuable consideration can also limit the exclusion.

Employer benefits, insurance payments, reimbursements, and damages do not all share one treatment: the result can depend on statutory limits, who paid premiums, whether a payment is compensation for services, and other facts. Consult the relevant entry in IRS Publication 525 for the particular item.

Some thresholds are narrowly tied to a specific benefit, not to income generally. For example, Publication 525 states that certain qualified employee achievement awards may be excluded up to $1,600, with a $400 limit for awards under a nonqualified plan. The IRS also says dependent-care benefits above $5,000 are included in W-2 box 1; Form 2441 determines whether any exclusion applies. Neither amount is a general taxable-income threshold.
How gross income becomes taxable income
Income does not move straight from “received” to “taxable income.” The federal calculation has stages:
- Gross income: Add income from taxable sources, applying category-specific rules and exclusions.
- Adjusted gross income (AGI): Subtract eligible adjustments to income. The IRS describes these as certain adjustments listed on Schedule 1.
- Taxable income: Apply the standard deduction or itemized deductions, as appropriate, after AGI.
The IRS’s AGI illustration uses $50,000 in wages, $12,000 in rental income, $8,500 in part-time Uber-driver wages, and $500 in bond interest: $71,000 in gross income. After $2,750 in adjustments, the example produces $68,250 in AGI. Those figures illustrate the stages; they are not population statistics or a formula for every taxpayer. When to get advice for a particular receipt
The general rule is a useful starting point, but it cannot resolve every unusual payment, filing status, tax year, state tax question, nonresident situation, or cross-border issue. Check the IRS guidance for the category and return year involved, including later developments for years after 2025. If the treatment remains unclear or the amount is significant, consult a qualified tax professional.
