A token is a unit created by a language model’s tokenizer. It may be a whole word, part of a word, a space, punctuation, a character, or a model-specific control symbol. API billing normally multiplies the number of tokens in each usage category by that model’s rate. The billable request can include more than the text you can see: role markers, message boundaries, tool definitions, schemas, files, images, cached context, and hidden reasoning may all affect usage.
What a token actually is
Tokenization is the preprocessing step that turns your request into the symbols a model can consume. OpenAI describes tokens as “the units that OpenAI models use to process text.” A tokenizer chooses boundaries according to its vocabulary and encoding rules; it does not simply count words or characters.

A token can be a single character, a sequence of characters, a complete short word, punctuation, or a structural unit inserted by an API. For example, OpenAI’s tokenization example splits the string “ tokenization” into “ token” and “ization.” A common short word may be represented by one token. The leading space in a word can also be part of a token. Changing capitalization, spelling, whitespace, or punctuation can therefore change the count even when the meaning is unchanged.
Token vocabularies are model-specific. The same sentence sent to two models, or even to two versions from the same provider, can produce different token counts. Languages that use fewer spaces, uncommon scripts, emoji, source code, long numbers, and unusual names often produce different ratios from ordinary English prose. There is no universal conversion such as “one word equals one token.”

Why word and character rules are only estimates
For rough English planning, provider guidance is sometimes useful. OpenAI gives approximations of about four characters per token and roughly three-quarters of an English word per token. Google gives a similar estimate of about four characters per token and about 60–80 English words per 100 tokens. These are orientation points, not billing formulas. They vary with the model, language, formatting, and the actual text.
Use a ratio to decide whether a prompt is likely to be small or large. Do not multiply a word count by that ratio and treat the result as an invoice. A tokenizer run with the exact model and request structure is more reliable.
What part of an API request is counted
The visible prompt is only one part of a modern LLM request. The service serializes your input into a structured representation before tokenizing it. That representation can contain:
Recommended Free Tools
- System, developer, user, and assistant roles.
- Message separators and other boundary markers.
- Tool or function definitions, parameter descriptions, and JSON schemas.
- Conversation history that your application resends on every turn.
- Text extracted from uploaded files or documents.
- Images, audio, or other multimodal content, represented according to the provider’s rules.
- Control information required by the endpoint or model.
A local tokenizer applied to copied plain text cannot see most of those elements. It can still be useful for a simple text-only prompt, but it is not a complete estimate for a tool-using, multimodal, or file-based call.

Roles and boundaries
Two messages containing identical words can have different usage when one is a system instruction and the other is user content. Role labels and message boundaries help the model interpret the conversation and may consume tokens. The exact overhead depends on the API and model, so do not apply a fixed “messages cost N extra tokens” rule across providers.
Tools and schemas
Tool declarations are input. A detailed function name, description, parameter list, enum, and validation schema is sent to the model and can be billed as input usage. Large schemas repeated on every request can cost more than the user’s question. If the endpoint supports cached input, a reused tool definition may be reported as cached rather than ordinary input, but the category and price are provider-specific.
Images, files, and other modalities
Multimodal requests are not necessarily converted into ordinary text tokens. Providers can report image, audio, document, or other usage details separately, or include them in broader input accounting. The safe assumption is that an attachment can affect usage even when it has little visible text. Use the provider’s counting endpoint for the exact structured payload.
Token categories that can appear on a bill
Providers separate usage into categories because different kinds of processing can have different rates. The names and availability vary by model and endpoint.

| Category | What it represents | What to check |
|---|---|---|
| Input or prompt tokens | Content supplied to the model, including conversation messages and potentially roles, tools, schemas, files, and multimodal content. | Whether the endpoint reports structural and non-text elements inside this total. |
| Output or completion tokens | Tokens generated while producing the model response. | Whether hidden reasoning or other internal generation is included. |
| Cached input tokens | Previously supplied input recognized and reused by a caching mechanism. | Eligibility rules, cache lifetime, separate rate, and the usage field used by the endpoint. |
| Cache-write tokens | Input tokens written into a provider’s prompt-cache store, where that category exists. | Whether writes have a separate charge from ordinary or cached reads. |
| Reasoning tokens | Internal model work that may not appear in the displayed answer. | How the model reports them and whether they are counted within output usage. |
| Non-text modality units | Audio, image, or other modality usage that a provider exposes separately. | Whether the endpoint prices these units independently of text tokens. |
OpenAI states that reasoning tokens are not visible in the answer but count toward output usage and billing. Consequently, a response that displays only a few sentences can have substantially more reported output usage than a simple visible-text count suggests.
How the billing calculation works
A useful planning model is:
estimated charge = (uncached input tokens × input rate) + (cached input tokens × cached-input rate) + (cache-write tokens × cache-write rate, if applicable) + (output tokens × output rate) + separately priced non-token services
This is a category model, not a universal invoice formula. Some endpoints omit categories, combine them, or charge other units for tools and modalities. Rates can differ by model, service tier, region, endpoint, and date, and providers can change them. Always use the live pricing page and usage documentation for the exact model and deployment you operate.

Suppose one call reports 12,000 uncached input tokens, 8,000 cached input tokens, 500 cache-write tokens, and 2,000 output tokens. The calculation is four separate multiplications using the applicable rates for those categories. You cannot replace the four counts with a single 22,500-token figure if cached input or cache writes have different prices. If the same call also uses an audio or image service with its own unit, add that charge separately.

Why a short answer can still use many output tokens
The displayed answer is a presentation layer, not necessarily the complete generation record. Reasoning-capable models may perform internal steps that are hidden from the returned text. Those reasoning tokens can be included in output usage even when the user sees a short response. Other control or format requirements may also affect generation.
For cost analysis, trust the endpoint’s usage object rather than counting characters in the returned answer. A visible-text counter is useful for editorial length, not for reconciliation.
How to estimate usage before sending a request
- Define the exact payload. Include every system and developer instruction, conversation turn, tool declaration, schema, file, and modality that the production call will send. Do not estimate from a shortened prompt if the real request contains history or tools.
- Select the exact model and endpoint. Tokenizers and accounting rules are model- and endpoint-specific. A count made for one model is not a dependable count for another.
- Use the provider’s structured counting feature. OpenAI’s input-token-count endpoint accepts the Responses API input structure and accounts for formatting tokens. Anthropic documents a Message Token Count API that covers tools, images, and documents. Use the equivalent feature offered by your provider when your request is not plain text.
- Use a local tokenizer only for simple preflight checks. It is convenient for comparing prompt revisions, but it will miss structure, schemas, attachments, and provider-specific overhead unless it is given the same representation used by the API.
- Record the estimate with its assumptions. Save the model name, endpoint, request shape, cache state, and date. A token count without those details is difficult to reproduce after a model or pricing change.
How to verify the amount after the call
Read the usage object returned by the API and store it with your application logs. Field names differ:
| API style | Common usage fields | Interpretation |
|---|---|---|
| OpenAI Chat Completions | prompt_tokens, completion_tokens, total_tokens |
Input, output, and their reported total for that call. |
| OpenAI Responses | input_tokens, output_tokens, total_tokens |
Input, output, and total usage for the Responses request; additional details may identify cached or reasoning usage. |
| Other providers and endpoints | Provider-specific usage fields | Read the endpoint’s schema because category names and nested details are not interchangeable. |
For financial reconciliation, compare those records with the provider’s usage and billing tools. OpenAI identifies its Costs endpoint and Usage Dashboard as reconciliation sources. Match the model, endpoint, region or service tier, billing period, and token categories used in the invoice. Do not infer spend from a dashboard total by dividing it by an average token count.

Provider differences you should expect
Different tokenizers
Each provider or model can segment the same string differently. A prompt that costs 1,000 tokens on one model may cost more or fewer tokens on another. This is why cross-provider comparisons must run the same representative payload through each model’s own counting tool.
Different request accounting
One API may expose tool definitions, cached input, reasoning, or modality details as separate usage fields, while another may combine some of them. Similar field names do not guarantee identical meanings. Check the endpoint documentation before building a cost dashboard that assumes all “input tokens” are comparable.
Different pricing dimensions
Rates can vary by model and service tier, and cache treatment can add read or write categories. Availability of counting APIs and the precision of post-call details also differ. A fair comparison therefore needs both the token counts and the prices for the same category, tier, and date.

- Counting words instead of tokens: Use the model’s tokenizer or structured count; word ratios are only rough planning aids.
- Counting only the visible prompt: Include roles, history, tools, schemas, files, and modalities.
- Assuming every provider uses the same tokenizer: Run the identical payload through each provider’s counter.
- Ignoring hidden reasoning: Use reported output usage, not displayed-character length.
- Treating cached input as free: Check whether cached reads or cache writes have their own rates.
- Using an old rate card: Verify the current pricing page immediately before budgeting or publishing a cost estimate.
- Relying on a single average: Log per-request usage so long conversations, retries, and tool-heavy calls are visible.
Practical ways to control token spend
- Trim or summarize conversation history before resending it, while preserving instructions the model still needs.
- Keep tool descriptions and schemas precise; remove redundant prose and unused fields.
- Separate stable instructions from changing user data so a supported cache can reuse the stable prefix.
- Set output limits appropriate to the task and monitor actual output usage, especially for reasoning-capable models.
- Route simple tasks to a model whose tokenizer and rates fit the workload, after testing quality on representative requests.
- Track input, cached input, cache writes, output, reasoning details, and modality usage separately in logs.
- Review retries and parallel tool calls: each additional request can add its own input and output usage.
A reliable workflow for budgeting an LLM feature
- Capture a production-like sample of prompts, conversation lengths, tool schemas, files, and expected outputs.
- Count each sample with the exact model’s official structured counter.
- Measure the distribution, not just the average: record low, typical, and high input and output usage.
- Apply the current per-category rates for the intended endpoint and service tier.
- Add separately priced audio, image, storage, or tool services where applicable.
- Deploy usage logging and compare estimates with actual response fields.
- Recheck the calculation whenever you change the model, prompt format, caching strategy, endpoint, region, or provider pricing.
The key distinction is simple: tokens are tokenizer units, while billing is category-based usage. Count the complete structured request with the model you will run, inspect the returned usage fields, and reconcile those categories against the current rate card. That process is more dependable than converting words to tokens or counting only the text a user can see.
