What Copper-Resistant Bacteria Mean for Ship Maintenance and Marine Ecosystems

Copper-resistant bacteria are particular strains that can tolerate copper concentrations that inhibit many other microbes. Their presence on a copper antifouling coating means the surface is not sterile, not that every bacterium is resistant or that the coating has stopped working. The clearest ship-relevant evidence concerns two laboratory strains of Alteromonas macleodii, which grew robustly at 3 mM copper and carried several candidate resistance systems. That finding helps explain how early biofilms can form on treated hulls, but no study in the evidence reviewed shows that copper-resistant bacteria have caused a fleet-wide increase in cleaning, repainting or maintenance costs.

What “copper-resistant bacteria” means

Copper resistance is a biological trait, not a label for an entire marine environment. A resistant cell may keep growing, repair copper-related damage, export copper ions, bind or transform the metal, or use several of these mechanisms at once. Resistance also depends on the strain, the copper compound, exposure time, temperature, nutrients and other stresses. A result from a controlled culture assay therefore cannot be read as a guarantee that the same organism will thrive on every ship.

Copper is used as a biocide in many marine antifouling coatings. The coating slowly releases copper compounds at the water–hull interface, where they are intended to inhibit organisms that attach and build fouling. A resistant bacterium can survive that chemical challenge and become part of an initial biofilm. Biofilm is a thin microbial community, not the same thing as the heavy accumulation of algae, shellfish and other macrofoulers that creates major drag.

The best-documented example: Alteromonas macleodii

A 2021 peer-reviewed study examined two A. macleodii strains, CUKW and KCC02. In the reported laboratory assay, both showed robust growth at 3 mM copper, a concentration at which several comparison marine bacteria did not grow robustly. The researchers identified copper-resistance genes linked to several systems, including multiple copies of plasmid-associated copA variants.

KCC02 was produced by continuously transferring cells through copper-supplemented medium for one year. That history matters: it demonstrates that a population can be selected for strong tolerance under sustained laboratory pressure, but it does not make KCC02 a representative sample of a naturally occurring ship-hull population. CUKW and KCC02 also contained multiple megaplasmids and other mobile genetic elements. Plasmids can carry genes between cells, yet the available evidence does not establish how often copper-resistance genes transfer in wild ship biofilms or what consequences such transfer has.

What the result does not prove

  • It does not show that all marine bacteria resist copper.
  • It does not show that copper paint has no antifouling value.
  • It does not show that resistant bacteria alone create vessel-scale fouling.
  • It does not establish a measurable increase in commercial-fleet maintenance costs.

Can bacteria survive on copper antifouling paint?

Yes. Early-biofilm research on copper antifouling paint found diverse communities during the first two weeks. Genera reported in the first week included Roseobacter, Natella, Alteromonas and Marinobacter; the community composition changed during the following week. The result shows that microorganisms can colonize a copper-treated surface and that the community is dynamic. It does not identify one species as the driver of hull fouling or demonstrate that a biofilm has defeated the coating.

Antifouling performance is a surface and operating outcome, not a simple count of surviving cells. A coating can suppress larger fouling organisms while allowing a thin microbial film. Conversely, a film can alter the surface chemistry and provide attachment sites for later colonizers without immediately causing a large drag penalty. Whether that progression occurs depends on coating condition, water chemistry, vessel speed, idle time, route and local fouling pressure.

How resistant bacteria could affect ship maintenance

The plausible chain is: copper-tolerant cells survive, a biofilm develops, larger organisms find a more suitable attachment surface, and cleaning or recoating is needed sooner. That chain is biologically reasonable, but the reviewed studies do not quantify it for commercial fleets. Maintenance decisions should therefore be based on measured hull condition and vessel performance rather than on the detection of a resistant species alone.

Why hull fouling matters operationally

The International Maritime Organization (IMO) describes biofouling as the accumulation of aquatic organisms on a ship’s hull and niche areas. Roughness and attached organisms increase hydrodynamic resistance. The vessel then needs more power for a given speed, increasing fuel consumption and associated emissions. Fouling in niche areas such as sea chests, thruster tunnels, rudders and intake gratings can also create inspection and cleaning problems even when the main hull appears acceptable.

Cleaning can create its own liabilities

In-water cleaning can remove fouling from the hull and niche areas, but the IMO warns that it may physically damage antifouling coatings, shorten coating service life and release harmful waste substances and invasive aquatic species. A cleaning operation can therefore trade an immediate resistance benefit for coating wear, copper or paint-particle release and a higher future repair burden. Capture systems, local discharge rules and the timing of cleaning are important controls.

What is not yet demonstrated

The evidence reviewed contains no defensible fleet-wide cost figure and no causal estimate linking copper-resistant bacteria to increased maintenance across commercial vessels. A ship operator may observe earlier slime, greater roughness or more frequent cleaning, but those observations cannot by themselves identify copper resistance as the cause. Coating age, application defects, mechanical damage, route changes, idle periods, water temperature, nutrient levels and cleaning technique can all produce similar symptoms.

Environmental implications of copper antifouling

Copper coatings work by releasing a biocidal substance, so environmental exposure is part of their design trade-off. Copper and paint residues can affect non-target organisms near marinas, shipyards and frequently cleaned hulls. The European Maritime Safety Agency (EMSA) notes that leaching from antifouling paints can harm marine habitats. It also explains that copper compounds with booster biocides became more widely used after international controls on organotin systems.

Regulation is jurisdiction- and product-specific. EMSA summarizes the international restriction on applying or reapplying cybutryne-containing systems from 1 January 2023, with requirements for affected existing systems. Owners must check the current rules that apply to the vessel’s flag, ports, coating system and waste-handling arrangements before specifying work; a rule that applies in one jurisdiction may not apply in another.

Biofouling and invasive species

Hull fouling is also an ecological transport pathway. Organisms attached in one port can survive a voyage and be released in another region. This is why the IMO treats biofouling management as an invasive-species control measure, not only a fuel-efficiency project. A coating that reduces macrofouling can lower transport risk, while poorly controlled cleaning can release viable organisms. The relevant question is the net result of the coating, operating profile, inspection and cleaning plan.

What field measurements say about copper release

A three-site, six-month study

A 2025 study in Progress in Organic Coatings tested commercial copper coatings at Arcachon in France, Hundested in Denmark and Tjärnö in Sweden. Under the study’s static conditions, a copper-release rate of 7 μg/cm²/day was sufficient to inhibit macrofoulers at all three sites during the six-month field trial. This is an observed result for those locations, coatings and conditions—not a universal regulatory limit, a guaranteed operating threshold for moving ships or a target that applies to every formulation.

The same work found that coating performance was not determined by copper-release rate alone. Film formulation, surface condition, local fouling pressure and other environmental variables matter. A rate that controls macrofoulers on a static test panel may not predict performance on a fast vessel that spends long periods at berth, or on a ship operating in a different salinity and temperature regime.

Leaching after deployment and cleaning

A 2014 vessel-maintenance study measured copper associated with initial exposure, passive leaching and cleaning events. In the tested paints and cleaning protocols, measured passive leach rates peaked three days after initial deployment and again after cleaning, declined rapidly over about 15 days, and approached asymptotic levels around day 30. Those time points describe the systems studied; they are not a universal curve for every coating, substrate, water body or cleaning method.

Copper coatings versus silicone foul-release coatings

Silicone foul-release systems are being assessed as an alternative category. They generally aim to create a low-adhesion surface so that organisms are more readily removed by vessel movement or controlled cleaning, rather than relying on continuous copper biocide release. “Alternative” does not mean automatically safer or better: a silicone system can perform differently on a slow vessel, during long idle periods or in waters with intense fouling.

Decision factor Copper-based biocidal coating Silicone foul-release approach
Primary control mechanism Releases copper compounds to inhibit fouling organisms. Uses a low-adhesion surface to make attached fouling easier to shed or clean.
Route and speed sensitivity Performance depends on release behavior and local conditions; the evidence does not establish one rate for all ships. Usually requires evaluation of vessel speed, sailing frequency and idle periods in the actual route.
Maintenance questions Inspect for depletion, damage and roughness; cleaning can remove fouling but may abrade the coating. Assess cleaning compatibility and repair procedures because surface damage can reduce foul-release performance.
Environmental release Copper, booster biocides and paint residues may enter surrounding water. May reduce routine copper release, but material durability, particles and cleaning waste still require assessment.
Invasive-species risk Risk depends on how well the system prevents attachment and how cleaning is managed. Risk depends on attachment during low-speed or idle periods and on whether cleaning captures organisms.
Regulatory position Subject to biocide, discharge, antifouling and waste rules that vary by jurisdiction. Still subject to coating, discharge, waste and biofouling-management requirements; local approval must be checked.

No universal product ranking follows from the available studies. A defensible selection compares fouling control on the vessel’s route, expected cleaning frequency, coating durability, release of copper or other substances, local rules and invasive-species controls.

How operators should investigate a fouling problem

When a hull fouls faster than expected, treat it as a coating-and-operations diagnosis rather than assuming bacterial resistance.

  1. Document the operating profile. Record speed distribution, days underway versus idle, berth locations, season, salinity and temperature. Long stationary periods can change fouling pressure and the benefit a foul-release surface can deliver.
  2. Inspect the whole system. Map slime, algae and macrofouling separately on flat hull areas and niche areas. Photograph coating damage, blisters, exposed substrate, welds and mechanical abrasion.
  3. Check coating records. Verify product type, application thickness, curing conditions, repair history and the date of the last dockyard job. A thin or damaged film can fail regardless of which bacteria are present.
  4. Measure performance. Compare speed, shaft power, fuel use or resistance against a suitable clean-hull baseline, correcting for loading, weather and sea state. Do not infer a fleet-wide penalty from a single visual inspection.
  5. Plan cleaning with containment. Confirm whether in-water cleaning is legal at the location, whether waste capture is required and whether the method is approved for the coating. Account for potential copper, paint particles and viable organisms in the discharge.
  6. Use microbiology for a specific question. If sampling is warranted, define whether the goal is community profiling, copper-tolerance testing or gene detection. A positive result for a resistance gene indicates potential, not proof of coating failure or gene transfer in the environment.
  7. Reassess the coating choice at the next docking. Compare copper and foul-release options against the vessel’s actual speed, idle pattern, route, cleaning access, durability needs and regulatory constraints.

How to interpret resistance results responsibly

  • Separate strain from species. The demonstrated 3 mM result applies to the tested A. macleodii strains under the reported assay conditions, not to every member of the species.
  • Separate laboratory exposure from the hull environment. A controlled copper concentration is not the same as the concentration at a real coating surface, where gradients, aging, biofilm chemistry and water movement vary.
  • Separate biofilm from macrofouling. Detecting bacteria on paint does not measure drag, fuel use or the weight of attached organisms.
  • Separate association from causation. Plasmids and resistance genes make mobility biologically plausible, but the evidence does not show how often transfer occurs in ship biofilms or what ecological effect it has.

The practical bottom line for owners and regulators

Copper-resistant bacteria matter because they demonstrate that a copper-treated hull can still host living microbial communities. They are one possible contributor to biofilm development, not a proven explanation for fleet-wide coating failure. The immediate operational priorities remain hull-condition monitoring, route-appropriate coating selection, careful cleaning and control of discharge and invasive-species pathways.

For environmental decisions, compare the complete life cycle of each system: biocide or material release, durability, cleaning waste, vessel speed and idle time, local fouling pressure, regulatory obligations and the chance of transporting organisms between ports. Current evidence supports a measured, vessel-specific choice rather than a blanket conclusion that copper coatings are either harmless or unusable, or that silicone foul-release coatings are universally superior.
