Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteUse a risk-based control framework, not a generic “crypto payments” checklist. First define the countries, legal entities, customers, stablecoin, blockchain network, wallet arrangement and service providers involved. Then test the token’s legal redemption rights, reserve and governance disclosures; control payment addresses, keys, settlement and reconciliation; map anti-money-laundering (AML), counter-terrorist-financing (CFT) and sanctions duties to the company’s actual role; and prepare for outages, fraud and third-party failure.
Law depends on jurisdiction and function. Accepting a payment is not automatically the same as issuing a stablecoin, providing custody, operating a transfer service or exchanging cryptoassets. A merchant may have one set of obligations, while its processor, custodian or token issuer has another. The controls below are a decision framework for scoping and managing those risks, not a universal legal opinion.

1. Establish the perimeter before choosing a provider
Write a one-page scope statement before integrating an API, wallet or point-of-sale flow. It should identify:
Recommended Free Tools
- Every country and legal entity that will accept, hold, convert or refund stablecoins.
- The customer groups served, including business customers, consumers and higher-risk industries.
- The exact token contract or asset, blockchain network and accepted payment address format.
- Whether the company only receives tokens, temporarily holds them, converts them to fiat, sends refunds, or lets customers withdraw them.
- Any processor, exchange, custodian, wallet provider, issuer, banking partner or settlement operator on which the flow depends.
Assign an executive owner and a control owner in compliance or risk. Require a documented review whenever a new token, chain, country, customer segment or service provider is added. The President’s Working Group on Financial Markets said compliance measures should be based on risk assessment and applicable obligations; the Committee on Payments and Market Infrastructures (CPMI) has also described materially different approaches across jurisdictions.

Separate the legal roles
Ask counsel to classify each activity separately. Receiving a customer’s token into a provider-controlled account may involve less direct custody risk than controlling the private keys yourself, but the answer depends on the facts and local law. Converting tokens, transmitting them for another person, matching buyers and sellers, or offering redemption can create additional regulated activities. Do not assume that outsourcing a task transfers every obligation; document which party performs screening, recordkeeping, transaction monitoring, safeguarding and reporting.
2. Perform token and issuer due diligence
A stablecoin label or a market price near one fiat unit does not prove that a holder can redeem at that value. Obtain and retain the issuer’s current legal terms, reserve disclosures, governance information and operational contacts. Have legal and treasury teams answer the following questions before enabling the asset:
- Who may redeem? Determine whether redemption is limited to verified customers, institutions, residents of particular jurisdictions or approved intermediaries.
- What is the enforceable right? Identify the legal entity that owes the obligation, the governing law, insolvency treatment and any limits, suspension rights or minimum amounts.
- How and when is redemption paid? Record the process, expected timing, cut-off times, fees, banking rails and the value used to calculate the payout.
- What backs the token? Review reserve composition, custody of reserve assets, valuation practices, attestations or audits, liquidity and permitted investments. Treat disclosures as information to verify, not as a guarantee.
- How is the issuer governed? Check management accountability, conflicts, change-control procedures, incident communications and the ability to freeze, blacklist or upgrade tokens.
- What happens on a chain event? Establish how the issuer handles a fork, contract upgrade, compromised keys, a network halt or a disputed transaction.
The Basel Framework identifies documented rights, redemption characteristics and settlement finality as important features in its cryptoasset classification tests for banks. That framework is not a merchant’s direct legal duty, but it provides useful diligence questions. It says qualifying arrangements in that context must permit redemption “within 5 calendar days of the redemption request at all times”; do not present that banking criterion as a promise made by every token.

The President’s Working Group wrote: “Strong reserve management practices include ensuring a 1:1 reserve ratio and adequate financial resources to absorb losses and meet liquidity needs.” This is policy guidance about stablecoin arrangements, not a universal rule that every merchant can rely on.
3. Design acceptance, settlement and reconciliation controls
Define exactly when an invoice is paid and when the company may release goods or services. The policy should name the token and network, the destination address, the exchange-rate source and the treatment of underpayments, overpayments and unsupported assets.
- Create a payment request. Generate a unique invoice or payment reference tied to the customer, amount, token, network and expiration time. Display the destination address through a controlled system rather than copying it from an unverified message.
- Validate transaction details. Check the network, token contract, amount, sender information available to the business and any memo or tag requirement. Reject transactions sent on the wrong chain or to an address that cannot be credited safely.
- Set a finality rule. Document the confirmations, block-finality signal or provider status required for each risk tier. The sources do not prescribe one confirmation count for merchants. A low-value digital delivery and a high-value physical shipment may justify different release thresholds.
- Reconcile independently. Match the on-chain transaction hash and credited amount to the invoice, customer record, processor statement and accounting entry. Investigate duplicates, partial payments, unexpected sender addresses and manual adjustments.
- Define completion. State whether “settled” means a transaction is included in a block, has reached the provider’s finality status, has been converted to fiat or has arrived in the company’s bank account. Staff and automated systems must use the same definition.
- Retain evidence. Keep the invoice, address, network, transaction hash, timestamps, exchange-rate source, approvals, exceptions and refund decision for the period required by applicable law and company policy.
CPMI-IOSCO guidance discusses settlement finality and money settlement for systemically important arrangements. A merchant should use that concept to make its own release and reconciliation rules explicit, not to claim that a particular blockchain is legally final in every jurisdiction.

4. Control wallets, keys and transfer authority
Choose deliberately between provider custody and a company-controlled wallet. Provider custody may reduce direct key-handling work but creates dependency on the provider’s solvency, access controls, outage procedures and legal permissions. Self-custody gives the company direct control while making it responsible for key protection, recovery and transaction approval.

- Use separate addresses or accounts for operational receipts, reserves and test transactions where practical.
- Require role-based access, multi-person approval for outbound transfers and a documented emergency break-glass process.
- Protect signing credentials with hardware-backed or otherwise segregated controls; never store seed phrases in ordinary email, chat or shared documents.
- Verify destination addresses through an independent channel and apply address allowlists, transaction limits and velocity alerts.
- Reconcile every transfer to an approved business purpose and retain an immutable audit trail.
- Test recovery procedures without exposing production keys, and document who can act if an approver is unavailable.
Evaluate a custodian or processor’s custody model, key control, cybersecurity, operational-risk program, insurance or loss arrangements where applicable, business continuity and incident-notification commitments. Official prudential material treats wallets and custody providers as risk-bearing parts of a stablecoin arrangement; it does not endorse a particular wallet architecture.
5. Map AML, CFT and sanctions obligations to the real activity
Obtain jurisdiction-specific advice from qualified counsel and compliance professionals. Determine whether the company is a merchant, money-services business, virtual-asset service provider, custodian, broker, issuer or another category in each location. The same payment flow can be classified differently when the company holds customer funds, converts assets, transmits value or serves residents of another country.

Build a control matrix
- Customer risk: define onboarding, beneficial-owner checks and enhanced due diligence for higher-risk customers or geographies.
- Transaction monitoring: establish rules for unusual amounts, rapid movement, layering indicators, sanctioned exposure, mixer or darknet exposure where relevant, and activity inconsistent with the customer’s profile.
- Sanctions screening: screen customers, counterparties and available wallet information using current lists and an escalation process for potential matches. Record disposition and approvals.
- Reporting: identify suspicious-activity, threshold, travel-rule or other reports that may apply, the filing owner and deadlines.
- Records: specify the data retained for customers, transfers, alerts, investigations and decisions, with access controls and legal holds.
- Intermediaries: document what a processor screens, what data it provides, how alerts are shared and who makes the final decision to reject, hold or report.
The U.S. Treasury’s stablecoin policy materials describe customer risk assessment, transaction monitoring, records, reporting and sanctions screening for entities subject to those obligations. On April 8, 2026, the Financial Crimes Enforcement Network (FinCEN) and the Office of Foreign Assets Control announced a joint proposed rule to implement AML/CFT and sanctions-program provisions of the GENIUS Act for permitted payment stablecoin issuers. It is proposed issuer-specific rulemaking, not a final rule and not a blanket merchant requirement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.6. Make resilience and third-party failure testable
Inventory every dependency: issuer, blockchain or transfer operator, wallet, custodian, processor, bank, exchange-rate feed and compliance-data provider. For each one, record an owner, service-level expectation, concentration risk, data location, subcontractors and exit plan.
Scenarios to rehearse
- The network is congested, halted or reorganized while a customer needs immediate confirmation.
- The issuer freezes an address, suspends redemption or announces a contract upgrade.
- The processor is unavailable, miscredits a transaction or suffers a security incident.
- A signing key, administrator account or recovery phrase is suspected to be compromised.
- Screening data is delayed or unavailable during a high-value payment.
- The company must stop accepting a token and communicate refunds or alternative payment methods.
For each scenario, specify who can pause acceptance, how pending orders are handled, how customers are notified, which records are preserved and when regulators, banks, insurers or law enforcement are contacted. Basel materials identify operational, fraud, cyber, data-integrity, resilience, third-party and AML/CFT risks. Treasury materials also emphasize security, capacity, business continuity and data safeguards.
Best Value
7. Compare operating models using the same criteria
When assessing processors, custodians or an in-house design, score the arrangement against consistent axes rather than headline fees.
| Comparison area | Questions to document |
|---|---|
| Legal role and coverage | Which entity performs acceptance, custody, conversion, transmission and screening? In which jurisdictions is the service available and authorized? |
| Token and network support | Which exact contracts and chains are supported? How are upgrades, forks, freezes and unsupported transfers handled? |
| Redemption and settlement | Who can redeem, on what terms, through which rail and on what timetable? What event is treated as final? |
| Custody and keys | Who controls keys, how are transfers approved, and how are recovery, segregation and loss events handled? |
| Monitoring and escalation | What customer and wallet screening is performed, what data is returned, and who investigates and reports alerts? |
| Resilience and incidents | What capacity, continuity, recovery-time targets, incident notices and tested procedures exist? Which subcontractors matter? |
| Data and records | Can the company export transaction histories, hashes, audit logs and compliance records? Where is data stored and how is privacy protected? |
| Economics | List processing, custody, conversion, withdrawal, network and foreign-exchange costs, plus spread methodology and any minimums. |
These criteria support a defensible comparison; they do not establish that one vendor or product is suitable. Obtain current service terms and independently verify capabilities before signing.
8. Keep accounting, tax and customer remedies as separate workstreams
The control framework does not determine a company’s accounting or tax treatment. Obtain advice for revenue recognition, valuation, foreign-exchange gains and losses, reporting, sales or value-added taxes, and local digital-asset rules. Separately write customer terms covering pricing currency, rate-lock timing, refunds, failed or duplicated payments, wrong-network transfers, goods returned after conversion, privacy notices and dispute handling. Do not assume that a blockchain transfer provides the same error, cancellation or chargeback protections as a card payment.
Quick Recap
9. A practical implementation sequence
- Approve the scope statement and risk appetite.
- Obtain legal classification for each role, country and customer type.
- Complete issuer, token and network diligence; approve only named contract addresses.
- Select custody and settlement architecture, then document key, approval and recovery controls.
- Configure payment requests, finality thresholds, screening, monitoring, reconciliation and records.
- Test wrong-network, underpayment, outage, freeze, compromised-key and refund scenarios.
- Train support, finance, treasury, security and compliance staff on escalation paths.
- Launch with transaction and exposure limits, review metrics regularly, and reapprove material changes.
10. Common control failures to avoid
- Accepting any asset described as a stablecoin without reading redemption terms.
- Using a single shared wallet, administrator account or unreviewed address book.
- Releasing goods when a transaction is merely broadcast rather than meeting the documented finality rule.
- Assuming a processor’s screening makes the company’s own legal analysis unnecessary.
- Treating the proposed 2026 issuer rule as a final rule or applying issuer requirements automatically to merchants.
- Failing to plan for a token freeze, issuer suspension, chain outage or provider insolvency.
- Promising accounting, tax, refund or consumer outcomes that have not been confirmed for the company’s jurisdiction.
