Apartment landlords can compete with a temporary free-rent period, waived fees, included utilities, an amenity, or a smaller deposit while keeping the advertised base rent unchanged. That preserves the face number, not the economics: every concession is a discount. Calculate the concession in dollars, compare net effective rent with a straight monthly reduction, and test the offer against the vacancy and turnover cost it may avoid. Then document the exact terms and check local rent, disclosure, and housing-program rules.
What a concession really changes
A concession is anything of economic value given to secure or retain a resident instead of reducing the stated contractual rent. The lease may still show $2,400 per month, but one free month, free parking, a utility credit, or a waived fee lowers the amount the owner actually collects. For decision-making, separate three numbers:
As an Amazon Associate I earn from qualifying purchases.
- Face rent: the stated monthly base rent in the advertisement or lease.
- Collected rent: base rent and other charges actually received after credits, free periods, and waivers.
- Net effective rent: the total value collected over the lease divided by its rent-paying months.
Keeping face rent high can make future advertisements and comparisons easier, but it does not guarantee that residents will accept the same number at renewal. Renewal pricing depends on local demand, competing supply, resident experience, and applicable rules. A concession that fills a vacant apartment quickly may be rational; a perpetual discount that hides weak demand can damage forecasting and renewal credibility.

Concessions landlords can use
Free-rent periods
The most visible structure is a free week or month at move-in, at the end of the term, or as a credit spread across several invoices. A 12-month lease at $2,400 with one free month produces $26,400 in base-rent collections, equivalent to $2,200 per month over the full term before utilities, fees, vacancy, or other costs. State whether the free period is an actual zero-rent month or a credit applied to specified installments; the accounting, lease language, and required advertising disclosure may differ by jurisdiction.

Fee waivers and credits
Owners can waive an application, administrative, amenity, storage, parking, or move-in fee, or provide a one-time credit. A $500 fee waiver costs less than a full month of rent but may feel meaningful to a renter facing high move-in cash requirements. List the exact fee, dollar value, date, and eligibility rather than describing the offer as “special savings.”
Included utilities or services
Paying water, trash, internet, or another recurring service can substitute for a rent cut. The owner should model the expected cost and its volatility: a utility concession is not equivalent to a fixed dollar credit when usage varies. Specify which services are included, any caps, the billing period, and what happens if the provider changes its rate.
Amenities and tangible upgrades
Free parking, storage, a furnished package, upgraded appliances, a pet-amenity package, or access to a building facility can be offered for a defined period. These may have high perceived value and limited marginal cost when capacity is available, but the value is not universal. A resident without a car will not value parking as much as a fee waiver or lower move-in cost.
Reduced deposits and payment timing
A smaller security deposit, a deposit installment plan, or delayed payment of a documented move-in charge reduces the resident’s upfront cash requirement without changing monthly rent. The concession still has a cost: lower deposits can increase the owner’s exposure if a resident leaves damage or unpaid charges. Apply screening, deposit, and escrow rules consistently and disclose repayment obligations clearly.
How to calculate net effective rent
For a fixed term, use:
Net effective rent = (scheduled base rent for the term − dollar value of concessions) ÷ number of months in the term

Example: a 12-month lease at $2,400 has scheduled base rent of $28,800. One free month is worth $2,400, so the effective base rent is ($28,800 − $2,400) ÷ 12 = $2,200. If the same apartment is advertised at $2,200 for all 12 months, the base-rent economics are identical for that term. The free-month structure may nevertheless change cash flow, advertising presentation, renewal expectations, and legal disclosure duties.
Use the same calculation for a $1,200 fee waiver, six weeks of free parking valued at $300, or a $75 monthly utility credit for 12 months. Add every concession that the owner funds, and do not subtract an uncertain benefit at its retail list price. If a parking space could otherwise sit empty, its economic cost may be lower than its posted fee; if utilities are usage-based, model a reasonable range rather than one unsupported point estimate.

The right choice depends on the owner’s objective and the resident’s likely response. Compare the alternatives over the same lease term, not by looking only at the advertised number.
| Decision measure | One-time free month or credit | Lower monthly rent |
|---|---|---|
| Owner’s dollar cost over a fixed term | Easy to quantify as the stated credit or free-rent value. | Equals the monthly reduction multiplied by every rent-paying month. |
| Effective rent | Calculate total scheduled rent less the concession, divided by the term. | The reduced monthly amount is generally the effective base rent. |
| Advertised face rent | Can remain at the higher stated rent if disclosures permit. | Advertised and contractual base rent are lower. |
| Resident cash flow | May provide substantial relief in a specific month or at move-in. | Provides predictable relief every month. |
| Renewal conversation | Requires explaining why the concession ends and whether the resident can afford face rent. | Starts from a lower reference rent, which can constrain a future increase. |
| Administration and compliance | Requires precise credit timing, eligibility, and lease or advertising language. | Usually simpler arithmetic, but local rent and disclosure rules still apply. |
Neither structure is inherently more profitable. A one-time concession can be preferable when the owner needs to fill a vacancy quickly but expects market rent to recover. A lower monthly rent may be more credible to a resident who cannot manage a high invoice followed by a later increase. Test both structures against the same expected lease duration, collection risk, and renewal probability.
Compare the concession with vacancy and turnover cost
The concession should buy something measurable: a faster lease, a better-qualified applicant, a renewal, or lower turnover. Build a property-level comparison that includes:

- Utility carrying costs while vacant.
- Any difference in screening, bad-debt, or collection risk.
- The expected value of a renewal and the cost of another move-out if the offer is not made.
For a simple break-even test, divide the concession’s dollar cost by the monthly face rent. A $2,400 free month costs one month of face rent; if it prevents more than one month of otherwise avoidable vacancy, it may cover the lost rent alone. That is not a guarantee of profit: turnover costs, resident quality, financing, taxes, and legal constraints can change the result. Use several vacancy scenarios instead of assuming the concession caused the lease.
Worked comparison
Suppose an apartment is listed at $2,400. Option A gives one free month on a 12-month term, producing $26,400 in scheduled collections. Option B charges $2,200 each month, also producing $26,400. If Option A leases 20 days sooner, the avoided vacancy may justify the temporary structure. If residents routinely cannot renew at $2,400 after the free month, Option A may create a turnover expense that Option B would have avoided. The decision should use observed leasing and renewal outcomes, not face rent alone.
What current market figures do—and do not—tell you
National statistics indicate that concessions are common in softer conditions, but they are not a local pricing rule. The measures below come from different datasets and dates.
| Measure | Reported figure | How to interpret it |
|---|---|---|
| Units offering concessions, 2024 Q4 | 19.7% of Class A, 20.7% of Class B, and 24.0% of Class C units | RealPage figures reported by Fannie Mae in its January 2025 commentary; Fannie Mae said levels remained below one month of free rent, or 8.3% of asking rent. |
| Estimated concession value, October 2024 | 8.2% of asking rent, versus 7.3% in October 2023 | Fannie Mae’s December 2024 commentary; this is a concession-value estimate, not the share of units offering a concession. |
| U.S. rental listings with a concession, January 2026 | 38.8% | Zillow’s national table; it was just below the January 2025 record of 41.1% and measures listings, not units or concession dollars. |
| National apartment vacancy, 2023 | 7.5%, with 1% average effective-rent growth | HUD’s report as of January 1, 2024; HUD linked softness partly to completions outpacing absorption. |
Because these figures use different populations, definitions, and observation dates, they should not be combined into one “current national concession rate.” Local vacancy, new supply, competing buildings, and resident demand matter more for an individual property. Zillow senior economist Orphe Divounguy summarized the mechanism this way: “When supply expands and vacancies rise, property managers have to adjust on both price and terms.”

Before granting a concession, estimate what the resident would need to pay at renewal and whether that amount is credible. A resident who can afford $2,400 only because the first year includes a $2,400 credit may reject a renewal at the full face rent. Consider a staged approach—such as a smaller credit, a defined amenity, or a renewal offer based on current market evidence—rather than assuming the concession disappears without consequence.
Track these figures separately for each property and floor plan:
- Advertised face rent and signed face rent.
- Concession dollars and net effective rent.
- Days from availability to signed lease.
- Days vacant between residents.
- Renewal offers, acceptance rates, and resulting effective rent.
- Turnover and make-ready cost.
- Concession type, lease term, and resident segment.
Review cohorts over comparable periods. A building may show higher face rent while collected rent and renewal rates deteriorate. Conversely, a modest concession may improve occupancy and reduce turnover enough to raise total annual property income.

Best Value
- Rent-control, rent-stabilization, or other limits on increases and the rent base used for future calculations.
- Required disclosure of net effective rent, free periods, fees, or advertised prices.
- Security-deposit caps, escrow, return deadlines, and restrictions on deposit alternatives.
- Lease language governing credits, early termination, default, and repayment.
- Affordable-housing, tax-credit, public-housing, or voucher-contract rules that may limit rent, utility allowances, or incentives.
- Fair-housing requirements for consistent eligibility and marketing.
- Tax and accounting treatment of waived charges, credits, and owner-paid utilities.
Because the property’s jurisdiction and program status are unspecified, no single legal treatment applies universally. Have local counsel or a qualified housing compliance professional review the offer where a rule is unclear.
A practical decision process
- Diagnose the problem. Confirm whether slow leasing, high turnover, poor amenities, or a cash-at-move-in barrier is causing the loss.
- Set the objective. Choose a target such as reducing vacancy days, improving qualified applications, or increasing renewals.
- Price alternatives. Calculate the dollar cost and net effective rent for a free period, monthly reduction, fee waiver, utility credit, and amenity package.
- Run vacancy scenarios. Compare each cost with one, two, and three additional vacant weeks plus realistic turnover expenses.
- Check compliance. Verify local rent, disclosure, deposit, fair-housing, and program requirements.
- Publish bounded terms. State unit, lease-start date, term, value, eligibility, and expiration consistently.
- Document and monitor. Record signed effective rent, vacancy days, concessions, renewals, and turnover costs.
- Adjust deliberately. End, narrow, or redesign the offer when data show it is no longer buying occupancy or retention.
Common mistakes and fixes
Calling a discount “free” without valuing it
Problem: Free parking, utilities, or an upgrade is treated as costless. Fix: assign an owner-dollar estimate and record the assumptions.
Comparing face rent instead of effective rent
Problem: A $2,400 lease with one free month is compared with a $2,200 lease as if the first collects more. Fix: calculate total collections over the identical term.

Using a national statistic as a local target
Problem: A national listing or vacancy figure is used to set one building’s price. Fix: use local signed leases, competing availability, and property-level vacancy data.
Surprising the resident at renewal
Problem: The first-year concession masks a payment level the resident cannot sustain. Fix: discuss the post-concession economics early and make renewal assumptions explicit.
Leaving the concession vague
Problem: Staff describe different values or apply credits inconsistently. Fix: use a written addendum with a fixed amount, timing, eligibility, and repayment language where lawful.
