El Niño changes the odds of heat, heavy rain and drought; it does not predict the weather in every town. As of 13 October 2026, the World Meteorological Organization (WMO) expected the established 2026–27 El Niño to strengthen and persist through February 2027, with a forecast likelihood near 100 percent. That is a persistence forecast, not a probability that your community will experience a particular disaster.
Use the El Niño outlook as lead time, not as a local forecast
El Niño is a shift in the tropical Pacific that changes the odds of rainfall and temperature patterns around the world. The resulting hazards differ by region: one place may face dangerous heat and drought, while another faces floods, crop losses or disease outbreaks. Other climate patterns also influence local weather. WMO therefore advises communities to combine seasonal outlooks with information from their national meteorological and hydrological service, regional climate outlooks, health authorities and emergency managers.

WMO’s September 2026 update said El Niño was established and likely to become very strong. It projected an exceptionally high likelihood—nearly 100 percent—that the event would continue through February 2027. The figure describes how likely the El Niño state is to persist; it does not say that a flood, heatwave or drought is nearly certain in a particular city.
Celeste Saulo, WMO Secretary-General, summarized the planning principle: “El Niño changes the odds; it does not determine the weather in every city or cause every heatwave.” Use the seasonal signal to prepare capacity and supplies, then use local impact-based warnings to decide when to act.

Build one coordinated warning-to-action system before the season
A warning saves lives only when people understand the expected impact, know what to do, and can realistically do it. Before hazardous weather arrives, agencies should agree on the decision chain instead of improvising during a crisis.
Bring the essential organizations together
Convene the meteorological and hydrological service, public-health department, hospitals and clinics, emergency management, water and power utilities, schools, employers of outdoor workers, transport operators, social-care providers and trusted community organizations. Include representatives of groups that are often missed by official plans, such as older adults living alone, people with disabilities, migrants, people without stable housing and residents of informal settlements.
Assign a named decision authority for each alert level. Specify who can issue a public message, who opens cooling or shelter sites, who requests ambulances, who checks on isolated residents and who communicates service interruptions. Give every role a primary and backup contact.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsMap exposure, vulnerability and essential services
Combine hazard maps with population and service maps. Identify neighborhoods exposed to urban heat, floodwater, landslides or water shortages; homes without reliable cooling; people dependent on electricity-powered medical equipment; care facilities; schools; high-risk workplaces; and locations where transport or mobile coverage fails. Record which clinics, pharmacies, water points, shelters and evacuation routes remain usable during each hazard.
Do not assume that a single citywide message reaches everyone. Document preferred languages, sign-language or captioning needs, literacy constraints, trusted messengers, accessible transport and households that require a phone call or in-person visit.

Set local thresholds and an action matrix
Use local forecasts and health evidence to define thresholds. A threshold might combine a forecast temperature, consecutive hot nights, river level, rainfall total, reservoir status or disease signal. The number itself must be set locally; there is no universal El Niño threshold that works for every community.
| Alert element | Decision to record in advance | Example of the resulting action |
|---|---|---|
| Expected impact | What harm is plausible in this location? | Heat illness, flash flooding, unsafe water, crop failure or interrupted care |
| Trigger | Which forecast, observation or health indicator activates the level? | Locally approved heat, rainfall, river, drought or disease threshold |
| Authority | Who declares the alert and who can escalate it? | Named emergency, health or municipal official with a backup |
| Priority audience | Who must hear first because exposure or vulnerability is highest? | Care facilities, outdoor workers, isolated residents, schools or flood-zone households |
| Protective action | What must agencies and residents do now? | Open cooling space, move people, secure water, change work hours or deploy outreach |
| Delivery and backup | Which channels work if power, internet or roads fail? | SMS, radio, sirens, accessible web posts, faith groups, door-to-door teams and vehicle loudspeakers |
| Stand-down | Who confirms that the danger has passed and services can normalize? | Official clearance based on updated forecasts and field reports |
Write messages in plain language: state what is expected, when and where, who is most at risk, the action to take, where help is available and when the next update will arrive. Avoid a technical “El Niño alert” that leaves residents to infer the consequence.

Make extreme heat a health operation, not only a weather bulletin
Heat can cause severe illness or death by worsening cardiovascular, respiratory, renal, metabolic and mental-health conditions. A heat plan must therefore join meteorological monitoring with clinical readiness and social outreach.
Issue targeted advice and open safe cooling
When the locally defined heat threshold is reached, publish advice tailored to the people and places at risk. Explain how to reduce heat exposure, recognize dangerous symptoms and obtain urgent care. List cooling centers, their hours, accessibility, transport options and whether drinking water, seating, toilets and charging are available. Keep sites open for the period of risk, including dangerous overnight heat when required by local conditions.
Coordinate with clinics, ambulance services and hospitals to anticipate increased demand. Ensure health workers know the alert level, referral route and outreach schedule. Public messages should tell residents how to reach emergency services and what to do if a person becomes confused, collapses or cannot drink.

Check on isolated and medically vulnerable people
Use social-care registers, community health workers, building managers and voluntary organizations to create a privacy-respecting contact list. Prioritize people living alone, older adults, people with chronic illness or disabilities, pregnant people, infants and anyone dependent on powered medical devices. Arrange phone, text or in-person checks before the peak and repeat them during prolonged heat. A failed contact should trigger an agreed escalation, not simply a note that nobody answered.
Protect outdoor and high-heat workers
Employers and labor authorities should adjust work timing and workload using the official heat alert, provide shaded or cooled rest areas and drinking water, train supervisors to recognize heat illness, and establish a rapid route to medical care. Include agricultural, construction, delivery, waste, transport and emergency workers. Contract and informal workers need the same protection as permanent staff.
Keep electricity, water and health services running
Heat increases electricity demand while storms or drought can threaten supply. Utilities should inspect vulnerable equipment, plan for peak loads, communicate outages, protect water treatment and pumping, and coordinate backup power for hospitals, care homes, cooling sites and communications. Health and emergency agencies should maintain medicines, refrigeration, oxygen, dialysis and other critical services through outages. Tell the public where water is safe and how distribution will work if normal networks fail.
Prepare separately for floods, drought and cascading health risks
El Niño-related rainfall shifts can create different emergencies in neighboring regions. Activate the plan that matches local forecasts and observations rather than treating every place as a heat event.
Floods and extreme rainfall
Use river, rainfall and flash-flood warnings to activate evacuation, shelter and road-closure protocols. Pre-identify safe routes and accessible transport for people who cannot self-evacuate. Place rescue, medical and communications resources where access is likely to be cut off, while keeping responders out of dangerous water. After flooding, test drinking-water safety, manage sanitation and monitor injuries, mold and disease. A warning should state which areas are affected, the time available, the route or place of refuge and what residents must not do, such as driving through floodwater.

Drought, water security and food
Use seasonal drought information to assess reservoirs, groundwater, household water access, agriculture and food prices. Agree on minimum service levels and fair allocation before shortages become acute. Monitor water quality when sources change or supplies are trucked. Health and social agencies should identify households at risk of dehydration, poor nutrition or inability to afford food, and coordinate assistance with schools, clinics and food providers.
Cholera and mosquito-borne disease
Rainfall, flooding, standing water and shortages of safe water can alter cholera and mosquito-borne disease risks. Local health authorities should use their surveillance and outbreak protocols: strengthen case reporting, laboratory capacity, vector monitoring, sanitation inspections and public guidance appropriate to the disease. Do not assume that a global El Niño signal predicts one specific pathogen or outbreak; the local epidemiological picture determines the response.
Protect continuity of care
For every hazard, list which clinics, pharmacies, laboratories, vaccination sites and referral hospitals may be inaccessible. Arrange alternate sites, transport and communications. Maintain records and medication access for people displaced by evacuation or unable to travel. Coordinate with schools and care facilities because they may be both service providers and places where vulnerable people gather.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Reach people when normal communications fail
Use several independent channels rather than relying on a smartphone notification. Combine official web and social channels with broadcast radio and television, SMS or cell broadcast where available, sirens, public-address systems, community leaders, schools, faith organizations, health workers and door-to-door teams. Keep printed instructions at clinics, water points and transport hubs.
Recommended Free Tools
Test messages with residents before the season. Translate them into the languages used locally; provide sign-language interpretation, captions, large print, audio and pictograms as needed. State the time zone and validity period, identify the issuing authority and explain how to verify rumors. Maintain a backup channel for power or network failure and a way for residents to report blocked roads, missing people, unsafe water or failed cooling sites.
Best Value
Use seasonal lead time to stage people, supplies and decisions
Seasonal outlooks can support emergency protocols and humanitarian supply pre-positioning, but they do not replace short-range warnings. Before the risk period, check fuel, water-treatment materials, medical supplies, generators, communications equipment, transport and shelter capacity. Pre-positioning should follow the hazards most plausible for the locality, not a generic El Niño kit.
Run a tabletop exercise with the action matrix. Test a compound scenario—for example, a heatwave during a power outage, or flooding that cuts access to a clinic. Record how long it takes to issue a message, open a safe site, reach an isolated person and restore an essential service. Fix gaps while there is still time.
Choose interventions by impact and feasibility
When resources are limited, compare proposed actions using the same questions. The best intervention is not necessarily the most visible one; it is the one that reaches exposed people in time and can be sustained.

Review every alert and event
After each warning or hazard, conduct a short, non-punitive review with agencies and affected residents. Record whether the alert was issued early enough, which channels reached people, which groups were missed, whether the promised action was available, and whether essential services continued. Compare forecast timing with observed conditions and update thresholds only through the responsible technical authority. Feed the findings into contact lists, translations, staffing, transport and supply plans.
This learning cycle is a practical implementation of the WMO Early Warnings for All emphasis on risk knowledge, monitoring, communication and preparedness. WMO’s framework supports the value of early warning systems qualitatively, but the sources used here do not provide a single number for deaths prevented by any one community intervention.
A practical community checklist
- Name the agencies and community organizations responsible for each hazard.
- Map exposed neighborhoods, isolated people, critical facilities and service dependencies.
- Approve local forecast and observation thresholds with an action for every level.
- Prepare accessible messages that name the impact, protective action, location, timing and help route.
- Test redundant communications and backup power before the season.
- Pre-arrange cooling, evacuation, shelter, water, healthcare and transport capacity.
- Protect outdoor workers and people dependent on electricity or regular treatment.
- Monitor water quality, food access, disease signals and clinic capacity as conditions change.
- Exercise a compound emergency and correct failures before an alert.
- Review every event with affected residents and revise the plan.
In June 2026, WMO Secretary-General Celeste Saulo reported that 128 countries had reported multi-hazard early-warning systems. That statistic does not mean every resident is reached or protected. Coverage becomes lifesaving only when a locally trusted warning reliably triggers an action that vulnerable people can access.
As Armel Castellan of the WHO–WMO Climate and Health Joint Programme put it, “The WMO seasonal outlooks buy us much needed lead time, and that lead time is what lets health authorities look ahead and prepare, rather than repair.” The community task is to use that lead time before the forecast becomes an emergency.
