Startup cloud credits can offset eligible compute, storage, databases, networking and some AI services, but they are conditional usage allowances—not cash for every research expense. Whether a model run is covered depends on the provider, service or SKU, billing route, program rules and remaining balance. The programs compared here target startups; they should not be assumed to cover an independent lab, university, nonprofit or unaffiliated research team.
What cloud credits pay for—and what they do not
Cloud credits reduce charges for specified services when usage is billed through an eligible account or subscription. They are not a general grant, reimbursement or payment card. A team can have a large advertised credit ceiling and still receive a bill if a charge is outside the program’s eligible services, comes through an excluded billing route, exceeds the available balance or occurs after the applicable credit period.

For an AI team, eligible consumption may include the infrastructure around a workload—such as compute, storage, databases and networking—as well as certain provider AI or machine-learning services. Some programs also allow particular hosted models. That does not mean every GPU instance, model API, support charge or third-party tool is covered. The exact service and billing line matter more than the broad label “cloud.”

AWS describes Activate credits as promotional credits that offset costs on eligible AWS services and products. Its examples include compute, storage, databases, analytics, machine learning and networking; its guidance also says eligible third-party foundation models offered through Amazon Bedrock and eligible AWS Support Plans can be covered. Google’s FAQ identifies services such as BigQuery and Gemini as eligible Google Cloud services. Microsoft lists Azure AI capabilities, including models through Microsoft Foundry, among possible uses of its startup credits. These are provider-specific statements, not a universal promise about every configuration or usage type. See the current guidance from AWS Activate, Google Cloud and Microsoft Learn.

Credits are applied to eligible bills, not to the research project as a whole
Cloud credits can help pay for consumption on an eligible cloud account. They do not, based on the programs described here, reimburse salaries, contractor time, data licensing or acquisition, annotation, hardware purchased outside the eligible service, or other research-team operating expenses. Those costs should be budgeted separately unless a team has another funding source that explicitly covers them.
This distinction matters when forecasting a project. An experiment might use covered cloud compute but still require a paid external dataset, a separately billed API, or staff time that is not cloud consumption. A credit balance can lower one part of the project’s bill without making the full experiment free.
Why model access and billing route change the answer
“Can startup cloud credits pay for AI model usage?” has no single yes-or-no answer. First determine where the model is offered and how the charge is billed. A model accessed as an eligible service inside the cloud provider’s own environment may be treated differently from the same model or a similar service purchased from an outside vendor.

- Provider-hosted AI service: Some are named as eligible. AWS says eligible foundation models offered through Bedrock can be covered; Google names Gemini; Microsoft lists Azure AI capabilities including Microsoft Foundry models. Verify the exact model, service, region if relevant, SKU and account arrangement before relying on credits.
- Marketplace purchase: The billing route may put the charge outside credit coverage. Google expressly says credits cannot be applied to third-party services or offerings, including Google Cloud Marketplace offerings. Microsoft says Azure Marketplace purchases might not be covered.
- External model API or other third-party service: Do not assume a cloud credit covers an invoice from a separate provider merely because the API is used by an application hosted on that cloud. Ask whether the exact charge is eligible and which account must be billed.
- Mixed workloads: One project can create both eligible and non-eligible line items. For example, cloud-hosted storage and compute may qualify while a separately billed tool or data service may not.
Google’s FAQ states the third-party boundary explicitly: credits cannot be applied to third-party offerings, including Marketplace offerings. Microsoft’s guide is more conditional, saying non-Azure products, support plans and Marketplace purchases might not be covered. AWS frames coverage around eligible services and products and directs customers to its terms for eligible and ineligible items. These differences make it unsafe to infer coverage from a vendor name alone. Review the relevant program terms and confirm a material line item with the provider or startup-program team before committing a workload.
How the current startup programs compare
The figures below are ceilings described on official program pages accessed October 13, 2026, not guaranteed awards or equivalent offers. Eligibility, progression, covered services, duration and billing rules differ, so the largest number is not necessarily the best fit.
| Program | Published credit structure | Relevant AI and cloud coverage | Important limits |
|---|---|---|---|
| AWS Activate | No single award ceiling is stated here; the program guide describes credits for eligible services and support charges. | Examples include compute, storage, databases, analytics, machine learning and networking. The guide says credits can cover eligible third-party foundation models through Amazon Bedrock and eligible AWS Support Plans. | Eligibility depends on startup funding stage and affiliation with an Activate Provider. Coverage is limited to eligible services and products; consult the program terms for exclusions. AWS Activate guide |
| Microsoft for Startups | Up to $200 in credits immediately, with the ability to unlock up to $150,000 over time. | Azure services, including Azure AI capabilities and models through Microsoft Foundry, are listed as uses. | The higher amount depends on verified progress, service adoption and sustained usage; it is not an automatic grant. Non-Azure products, Support Plans and Marketplace purchases might not be covered. Some GitHub usage requires an Azure subscription connected as a payment method. Microsoft for Startups and Microsoft credit-use guide |
| Google for Startups Cloud Program | The FAQ describes up to $200,000 for Scale startups or up to $350,000 for Scale-tier AI startups. The Scale page describes up to $200,000 over two years, plus an additional $150,000 for qualifying AI-first startups. | Eligible Google Cloud services include BigQuery and Gemini. | Google says credits do not apply to third-party services or Marketplace offerings. Scale is selective and has funding, company-age and prior-credit conditions; educational institutions and nonprofits cannot be accepted to that tier. The FAQ and Scale page describe the figures in different contexts, so check the tier terms that apply to the applicant. Google program FAQ and Scale tier page |
For Microsoft, the distinction between immediate credits and the higher amount available to unlock is material: reaching the advertised maximum depends on verified milestones and ongoing use. Google’s FAQ and Scale page also describe the headline amounts in tier-specific terms; neither number is an assurance that a particular applicant will receive it. AWS’s guide emphasizes eligibility and eligible charges rather than a comparable fixed ceiling in the cited material. Treat the program structure, not the largest headline figure, as the basis for a budget.

What AI research teams may still have to pay
Even after a startup is accepted, the credit does not necessarily offset every cost associated with its work. The following categories deserve explicit review in a project budget.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Third-party services and Marketplace charges
Google excludes third-party offerings, including Marketplace offerings, from credit use. Microsoft says Marketplace purchases might not be covered. AWS coverage likewise depends on eligibility under its terms. A research workflow that combines cloud-hosted compute with an externally billed API, data tool or software subscription can therefore generate charges that credits do not absorb.
Non-cloud research expenses
Labor and data acquisition are not described as covered by the startup cloud-credit sources reviewed for these programs. A model-training budget should distinguish infrastructure consumption from data licensing, collection, labeling, researcher time and other project costs. Do not count a cloud award as support for these expenses unless the award terms separately say so.

Ineligible services, subscriptions or account paths
Microsoft’s credit-use guidance limits credit use to eligible Azure services through a sponsored subscription and warns that non-Azure products and support plans might not be covered. AWS similarly limits coverage to eligible services and products. If a team deploys into a different subscription, uses a non-eligible SKU, or routes an invoice through a separate account or marketplace, the bill may not draw down the credit balance.
Consumption after the balance or applicable period
Credits can only offset eligible charges while a usable allowance remains and the relevant terms permit their use. Once the balance is exhausted or the applicable credit period ends, later usage is not paid by that allowance. The sources cited here do not establish one expiration date or billing mechanism that applies to all three programs; check the award and account terms rather than assuming a universal duration.
Support, egress and other ambiguous line items
Do not assume that a category is always included or always excluded. AWS says eligible Support Plans may be covered, while Microsoft says Support Plans might not be covered under its Azure credit guide. The evidence here does not support a blanket claim about all data egress or all GPU usage. Ask the provider to confirm the exact line item, SKU and billing route rather than making a costly inference from a generic service category.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check fit before applying or moving a workload
Eligibility is often the first constraint. These are startup programs, not general research grants, and an AI research team’s technical needs do not by themselves establish that its organization can apply. Confirm that the applicant entity fits the program definition before comparing award sizes.
Best Value
- NEARLY 2X FASTER THAN OUR PREVIOUS GENERATION(8) – move 1,000 high-res photos in under 60 seconds(6) with up to 2000MB/s transfer speeds(2).
- IP65 RATING AND UP TO 3M DROP PROTECTION(3) – protects against spills and drops.
- POCKET-SIZED – fits easily in pockets and small bags.
- SPACE TO OWN YOUR AI CONTENT – speed and capacity to download your high-res clips and photo edits.
- 256-BIT AES ENCRYPTION(4) – helps keep private files secure with password protection.
- Check organization and eligibility conditions. Identify the legal organization applying, startup status, funding source and date, company age, prior cloud credits, and any accelerator, investor or Activate Provider relationship. AWS ties eligibility to funding stage and Activate Provider affiliation. Google Scale has recent qualifying-funding, age and prior-credit conditions and excludes educational institutions and nonprofits. Confirm current criteria directly with AWS or Google before assuming eligibility.
- Map the workload to exact services. List the intended compute, storage, database, network, AI/model and support services. Where a model is central to the project, record its specific service and SKU, not just the model family or provider brand.
- Trace who bills each item. For every component, establish whether it is billed natively by the cloud provider, through its Marketplace, on a separate subscription, or directly by a third party. This is especially important for model APIs and software used alongside cloud infrastructure.
- Read the award structure as a schedule, not a headline. Compare any immediate amount with the maximum that might be unlocked, the milestones required, the covered subscription and service rules, duration, and what happens to unused credits. Do not include a conditional ceiling as guaranteed funding.
- Ask for confirmation on uncertain charges. Send the program or billing team the service name, SKU, billing account or subscription, and intended use. Keep the written answer with the project budget, particularly when a model endpoint or Marketplace listing could decide whether a large workload is covered.
- Budget the uncovered scenario. Estimate what the team will owe if an uncertain item is not eligible, credits are delayed, or usage runs beyond the allowance. Decide whether to cap, pause or move a workload before any balance is exhausted.
Make credit consumption visible while the team works
Credits can obscure the cash cost of a workload if a team watches only the amount charged to a payment method. Track consumption and projected usage against the allowance, and assign an owner for reviewing the bill. Microsoft’s credit-use guidance recommends Azure Cost Management budgets, alerts, exports and tags; it also recommends reviewing service-level spending monthly to identify concentration in AI, databases, storage or idle compute. These are Microsoft-specific recommendations, not identical controls across every cloud provider.
A practical monthly review
- Compare actual service-level consumption with the forecast and note which experiments or environments drove changes.
- Check whether long-running or idle compute, storage growth, database use or networking changed the run rate.
- Verify that charges are appearing under the expected sponsored account or subscription and that eligible usage is drawing down credits as expected.
- Review alerts and projected exhaustion dates, then decide whether to reduce usage, obtain budget approval or prepare to pay the continuing bill.
- Retain exports and tags that let finance and technical leads connect consumption to projects, experiments or teams.
Microsoft specifically says sponsored Azure Kubernetes Service use—including associated compute, storage and networking for clusters—is automatically covered while credits are available. That statement applies to Microsoft’s sponsored subscription guidance; it is not a general rule for Kubernetes on other providers or for costs that exceed the remaining credit balance.
AWS says eligible AWS Support Plans may be covered and connects support with architecture and cost-optimization help. That can matter when a team needs guidance to shape a cloud workload, but the word “eligible” remains important: check the plan and account terms rather than assuming support is free for every Activate participant.
What the program comparison means for academic and independent teams
The offers above principally address startups. They should not be presented as generally available to all researchers. Google explicitly says educational institutions and nonprofits cannot be accepted into its Scale tier; that statement does not establish the eligibility rules for every other Google tier or every other program. The sources cited here do not establish a current credit offer for an independent academic lab, nonprofit or unaffiliated research team.
If a team is part of a university, nonprofit or public research organization, it should verify eligibility with the program before planning around a startup award. If it is a startup conducting research, it should apply as the eligible company and confirm the relevant entity, subscription and service conditions. In either case, a research purpose alone is not proof of eligibility.
A decision rule for founders and research leads
Choose a program only after three checks align: the organization qualifies, the high-cost parts of the workload are eligible on the intended billing route, and the team has a plan for usage after credits run down or expire. Then compare the amount and timeline against a realistic forecast, including non-cloud research expenses. A nominally larger offer can be a poor fit if it excludes the model path the team needs or requires milestones the company cannot meet.
For each major experiment, create a simple coverage map with one row per material charge: provider service, model or SKU, billing path, expected consumption, credit eligibility confirmed or unresolved, and fallback payer. This turns “we have cloud credits” into a testable budget assumption. Keep unresolved line items out of the guaranteed-coverage total until the provider confirms them.
