It then synchronizes account and consumption data with Cisco Smart Software Manager (CSSM), either through a network connection or by exchanging files when the licensing environment is offline.
It is therefore a local management and reporting intermediary, not a device license, a Smart Account, or a replacement for CSSM. The devices, SSM On-Prem, CSSM, the Smart Licensing Using Policy workflow, and the exact software release all have separate roles.

What SSM On-Prem is
SSM On-Prem is Cisco’s on-premises version of the Smart Software Manager experience. You deploy it as software in your data center or another controlled environment, then point supported Cisco products at that local server instead of requiring every product to communicate directly with Cisco’s cloud service.
Recommended Free Tools
The application provides a local place to register devices, receive license reports, display consumption, administer local accounts, and coordinate synchronization with CSSM. Cisco also documents license activation and transfers between company entities as functions of the on-premises application. The precise screens, registration sequence, and supported products vary by edition and platform; the SSM On-Prem Installation Guide should be treated as the authority for the edition you install.

SSM On-Prem works with Cisco Smart Accounts and Virtual Accounts. Those accounts contain the organization’s entitlements. A device consumes or reports licenses through the local server, while CSSM remains the Cisco service in which account and entitlement information is ultimately synchronized.
How it fits into the Smart Licensing architecture
There are three separate roles in a typical deployment:
- Managed Cisco product instances. Routers, switches, and other supported products measure or report their license use according to the licensing model and release they run.
- SSM On-Prem. The local server receives those reports, provides a local management view, and handles the connection or file exchange with CSSM.
- CSSM. Cisco’s licensing service holds the organization’s Smart Accounts and Virtual Accounts and exchanges entitlement and usage information with the local installation.
This arrangement lets an organization keep device-to-licensing traffic inside its own network while still reconciling information with Cisco. SSM On-Prem is not the same thing as a cloud-hosted CSSM portal: Cisco describes it as an on-premises component that supplies a subset of CSSM functionality.
What happens to a license report
The workflow is easier to understand as a sequence rather than as a single registration action:

- A supported Cisco device is assigned to the relevant Smart Account and Virtual Account context and configured for the licensing workflow supported by its software.
- The device sends its license state and consumption information to the SSM On-Prem endpoint on the local network.
- SSM On-Prem records the report and exposes the local usage information to administrators. It can also apply the account and registration operations supported by the installed edition.
- In a connected deployment, SSM On-Prem synchronizes the local account and usage data with CSSM over the network. Cisco’s IOS XR explanation describes synchronization intervals such as daily, weekly, or monthly, as well as on-demand synchronization.
- In a disconnected deployment, an operator exports the required information to a file, transfers it through the approved offline process, and imports the resulting file back into the on-premises environment. The exchange becomes a scheduled operational task rather than an automatic network transaction.
The device therefore does not become independent of Cisco licensing merely because SSM On-Prem is local. The local server changes the communication path and where operators view information; account ownership, entitlements, product support, and policy compliance still depend on the Cisco licensing services and the device’s own release.
Connected and disconnected SSM On-Prem
| Characteristic | Connected SSM On-Prem | Disconnected SSM On-Prem |
|---|---|---|
| Device connection | Supported devices register and report to the local SSM On-Prem server. | Supported devices register and report to the local SSM On-Prem server. |
| Path from SSM On-Prem to CSSM | Network synchronization, on demand or on a schedule such as daily, weekly, or monthly as described for IOS XR. | No network connection to CSSM; information moves through a manual download and upload file-transfer process. |
| Local usage view | Local reports are collected by SSM On-Prem. | Cisco’s NX-OS topology guide describes local consumption visibility for disconnected SSM On-Prem. |
| Account combinations | Exact combinations depend on the product and deployment guide. | The NX-OS comparison describes support for multiple Smart Account and Virtual Account combinations. |
| Operational consideration | Connectivity, certificates or authentication, scheduling, and synchronization status must be maintained. | Operators must run the file export, transfer, import, and verification cycle and protect the transferred files. |
The local-visibility and account-combination distinctions in the table come from Cisco’s NX-OS documentation and should not be generalized to every Cisco platform. Cisco contrasts disconnected SSM On-Prem with a switch-only offline topology in which consumption is not viewable locally and only one Virtual Account can be used.
How Smart Accounts and Virtual Accounts are involved
A Smart Account is the organization’s Cisco licensing container, while Virtual Accounts provide internal separation for business units, locations, or other administrative boundaries. SSM On-Prem uses those account structures rather than creating a separate entitlement universe.

During setup, administrators associate the local installation with the appropriate account context, approve or register the local account as required by the edition, and then place supported devices in the matching reporting path. A device’s report is meaningful only when the product, account, entitlement, and licensing policy are compatible. Moving licenses between company entities is also listed among the on-premises application’s account-management functions, but the exact workflow is edition-specific.

Where SSM On-Prem sits among Smart Licensing Using Policy options
Smart Licensing Using Policy is the broader Cisco workflow. SSM On-Prem is one deployment model within it, alongside direct CSSM access, Cisco’s CSLU on-premises option, and offline procedures. Choosing SSM On-Prem does not automatically determine the policy running on a device; the product guide for that device does.
| Deployment choice | Where device reporting is handled | How CSSM is reached | When it is considered |
|---|---|---|---|
| Direct CSSM | The Cisco product communicates with CSSM according to its supported workflow. | Direct network access from the managed environment. | Use when product-to-cloud connectivity is permitted and the platform supports it. |
| Connected SSM On-Prem | Local SSM On-Prem server. | SSM On-Prem synchronizes over the network. | Use when devices need a local endpoint but the licensing server can reach CSSM. |
| Disconnected SSM On-Prem | Local SSM On-Prem server. | Manual file download and upload. | Use when the licensing environment cannot connect to CSSM and a local usage view is required. |
| CSLU | CSLU provides another on-premises collection option. | The supported CSLU workflow determines the exchange path. | Evaluate it when the platform documentation and operating model favor CSLU. |
| Device-only offline topology | The device’s own offline process. | Offline exchange defined by the product workflow. | In the NX-OS comparison, consumption is not locally viewable and only one Virtual Account is used. |
The table is a deployment comparison, not a universal feature matrix. Cisco’s IOS XR and NX-OS guides describe different support boundaries, so the product family, licensing mode, and software release must be checked before selecting an option.
How to choose a deployment model
Use these questions in order:
- Can the managed products reach CSSM directly? If policy or network design forbids that path, a local intermediary or an offline process is required.
- Can the local licensing server reach CSSM? If yes, connected SSM On-Prem can synchronize automatically or on a schedule. If no, plan for disconnected file handling.
- Do operators need a central local usage view? Cisco’s NX-OS documentation distinguishes disconnected SSM On-Prem from a switch-only offline topology on this point.
- How many account combinations must be administered? The cited NX-OS topology guide records multiple Smart Account and Virtual Account combinations for disconnected SSM On-Prem, compared with one Virtual Account in its device-only offline comparison.
- Which platform and release are involved? Support is product-specific. Confirm the topology, device configuration, and transport requirements in the current Cisco guide before committing to an architecture.
Installation and version considerations
Enhanced versus Classic editions
Cisco’s installation guide separates Enhanced Edition 6.x and later from Classic Edition through 5.x. Enhanced Edition introduces a different architecture, interface, registration and synchronization procedures, roles, and role-based access control. Instructions written for Classic Edition should not be copied into an Enhanced Edition deployment without checking the current guide.

- A dedicated network address for the SSM On-Prem instance.
- Working network configuration and DNS resolution.
- Accurate NTP time synchronization.
- Local-account registration and the required approval process.
- A defined route for connected synchronization or a controlled file-transfer procedure for disconnected operation.
These are deployment prerequisites, not a universal hardware-sizing statement. The reviewed current guides do not establish one capacity limit that applies to every edition and platform.
Platform-specific release requirements
For one documented IOS XR workflow, Cisco calls for SSM On-Prem release 9-202407 or later. That is an IOS XR example, not a minimum for every Cisco product. Always match the SSM On-Prem release to the device family and Smart Licensing Using Policy instructions you are following.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical deployment runbook
The following sequence keeps architecture and release checks ahead of device changes:
- Inventory the environment. Record each Cisco product family, software release, licensing mode, Smart Account, Virtual Account, and whether the device can reach CSSM.
- Select the topology. Decide between direct CSSM, connected SSM On-Prem, disconnected SSM On-Prem, CSLU, or the platform’s offline process using the connectivity and visibility questions above.
- Validate version support. Read the current platform guide and the SSM On-Prem Installation Guide. Confirm that the chosen SSM On-Prem edition and release are supported for the device workflow.
- Prepare the virtual machine and network. Deploy the ISO-based VM, assign its dedicated address, configure DNS, and verify NTP before attempting account registration.
- Register and approve the local account. Complete the edition-specific registration and approval process, then verify that the intended Smart Account and Virtual Accounts are available.
- Configure a pilot device. Point one supported product at SSM On-Prem using the exact device-side procedure for its platform and release. Confirm that the local server receives the expected report.
- Synchronize with CSSM. In connected mode, test an on-demand synchronization before enabling the desired schedule. In disconnected mode, perform a complete export, transfer, import, and result-verification cycle with a documented custodian.
- Expand gradually. Add devices in groups, checking account assignment, consumption visibility, synchronization status, and policy behavior after each group.
- Document ownership. Record who performs synchronization, who approves account changes, where offline files are stored, and how failed or overdue exchanges are escalated.
Operations and common failure points
Devices report locally but CSSM is stale
First separate collection from synchronization. If SSM On-Prem shows recent device reports but CSSM does not, inspect the synchronization status, network path, DNS, time, and account authorization. In disconnected mode, confirm that the latest export was created, transferred, imported, and accepted; a local report alone does not complete the CSSM update.
Best Value
The installation cannot register
Check the dedicated address, DNS resolution, NTP accuracy, edition-specific registration procedure, and approval state. Enhanced Edition and Classic Edition use different procedures, so an old runbook can be the cause even when the VM itself is healthy.
A device is unsupported or reports unexpected usage
Verify the product family, software release, licensing model, and topology against the current Cisco guide. SSM On-Prem cannot add support that the device release does not provide, and account placement cannot correct an incompatible platform workflow.
Offline exchanges are becoming unreliable
Treat file synchronization as a controlled process: assign an owner, record export and import dates, protect files during transfer, verify the resulting account state, and set an escalation point for missed cycles. Disconnected operation removes the network dependency but adds this recurring operational responsibility.
IOS XR transport behavior changed after an upgrade
Cisco states that beginning with IOS XR release 25.3.1, Call Home transport mode is no longer supported for Smart Licensing Using Policy and directs users to configure CSLU or Smart Transport instead. This is an IOS XR release-specific change, not a blanket rule for all Cisco platforms. Review the current IOS XR Smart Licensing Using Policy guidance during an upgrade.
What SSM On-Prem does not replace
- It does not replace CSSM as Cisco’s licensing service or eliminate Smart Account and Virtual Account administration.
- It does not turn every Cisco product into a supported managed device; support remains release- and platform-specific.
- It does not make licensing entirely offline in connected mode; the local server still synchronizes with CSSM.
- It does not make disconnected operation automatic; operators must perform the file exchange.
- It does not define every Smart Licensing Using Policy topology; direct CSSM, CSLU, and other offline workflows remain separate choices.
For platform details, consult Cisco’s NX-OS Smart Licensing Using Policy deployment guide and the NX-OS Licensing Options Guide alongside the IOS XR and SSM On-Prem installation documentation.
