What China’s Social Credit System Is—and What It Isn’t

China’s social credit system is a broad framework for collecting and sharing credit-related information, evaluating different kinds of entities, disclosing records, and applying incentives or sanctions. It is not one score assigned to every Chinese citizen. National policy sets shared rules and infrastructure, while particular evaluations and consequences vary by sector and locality.

What does “social credit system” mean?

The term refers to a policy and administrative framework in China that uses credit-related records to support market regulation and public administration. It reaches beyond consumer borrowing: the records and processes described in official policy include matters such as lending, taxes, contract performance, and product quality, as well as information about businesses, organizations, government bodies, and individuals.

The central government’s 2025 policy opinion describes social credit as a basic system of the market economy (translation from the Chinese text, not an official English version). It frames the system as combining public and market credit information to improve market order, administration, and governance. Read the 2025 policy opinion published by Xinhua. Earlier State Council guidance from 2007 likewise focused on credit records across lending, tax, contracts, and product quality. Read the 2007 State Council guidance.

How does the framework work?

It is more useful to think of the system as linked processes than as a single rating. Public bodies and other actors maintain records; information-sharing infrastructure makes some records available across agencies; departments or localities may conduct evaluations; public disclosure can make certain information visible; and rules may connect records to incentives or sanctions.

  • Records: Credit-related information can concern different subjects and areas of activity.
  • Sharing: National policy calls for an information-sharing platform and public-credit information directories.
  • Disclosure: Official rules call for consistent disclosure through Credit China, subject to rules on access and use.
  • Evaluations and consequences: Particular authorities may assess records or apply measures under relevant rules; there is no single method that governs every subject everywhere.

A 2024 national notice establishes a baseline catalogue of public-credit information and a list of dishonesty sanctions. These catalogues help define what information may be collected and what measures may be used; they do not turn the framework into one universal score. Read the 2024 national notice.

Does China give every citizen a social credit score?

No. The popular image of a single national score assigned to every citizen is an inaccurate shorthand. MERICS describes the system as fragmented, with local and sectoral variation, and says a unified behavioral score for individuals was not part of the plan it examined. The Congressional Research Service (CRS) likewise describes multiple connected initiatives and nonstandardized ratings, particularly for businesses. These findings do not rule out local or sector-specific point-based evaluations; they do rule out treating them as one uniform nationwide citizen score.

The 2025 policy includes natural-person credit records and allows eligible localities and departments to use evaluations as a reference for incentives. It also says non-credit information and private personal information must not be included. That policy does not establish one identical scoring method for every person or region. See MERICS’s 2021 analysis and the CRS overview, updated January 17, 2020.

How are business ratings different from individual records?

Business ratings are one part of the broader framework, not evidence of a universal citizen score. CRS reported that China’s National Development and Reform Commission announced in 2019 that it had evaluated 33 million domestic firms and assigned them a Comprehensive Public Credit Rating. In CRS’s 2020 account, that rating served as a baseline and did not replace local or sectoral ratings. The figure is a historical report of the 2019 announcement, not a current count.

It is also important to distinguish credit-information systems from court-enforcement lists and from consumer credit ratings. They concern different records and purposes; describing all of them as a person’s “social credit score” obscures those differences.

What safeguards and limits do the rules describe?

The 2025 policy says that inclusion on serious-dishonesty lists and related sanctions must have an authorized legal or policy basis. A measure that reduces rights or adds obligations requires a basis in law or regulation. The policy also describes conditions and procedures for entering and leaving lists, a unified credit-repair process, and removal of public notices and sanctions after repair.

Separate 2020 State Council guidance calls for defined scopes, proportional penalties, notice, and procedures for objections. These are official requirements; the policy texts alone do not establish that implementation is consistent in every locality or sector. Read the 2020 State Council guidance.

How to evaluate claims about the system

When a claim says that a person or company has been “scored” or sanctioned, check what mechanism it actually describes:

  • National policy or local practice? A national rule does not show that every locality applies an identical process.
  • Business or individual? Corporate monitoring and ratings should not be presented as evidence of a universal individual score.
  • Information sharing or scoring? A shared record or directory is not itself a rating.
  • Which list or measure? A court-enforcement list, a sectoral evaluation, and a consumer credit rating serve different functions.
  • What legal basis and remedy? Identify the authority, applicable rule, proportionality requirements, notice, objection process, and any route to credit repair.

For current claims about a particular locality, catalogue item, or sanction, check the applicable rule and its date. The national catalogue notice cited here is from 2024, and local implementation can differ.
