Twitter did not simply change its name. After Elon Musk acquired the company in 2022, it underwent major staffing, product, moderation, and business changes. In July 2023, it became X as the company pursued a broader service strategy. That explains the direction of the changes, but it does not establish that the strategy has succeeded or that every change has worked as intended.
What changed after Musk acquired Twitter?
The acquisition in 2022 marked the start of a rapid organizational shift. Reuters’ timeline describes mass layoffs that affected, among others, teams responsible for communications, content curation, human rights, and machine-learning ethics. The changes took place alongside Musk’s stated emphasis on free expression.

Those events help explain why Twitter’s approach and public identity changed, but they do not support the simple claim that content moderation ended. Staffing and enforcement strategy changed; the available figures and company statements do not, by themselves, provide a complete independent measure of moderation quality or its effects on users.

Why did Twitter become X?
The rebrand and the company’s stated goal
In July 2023, Twitter adopted the name X and retired its familiar bird identity. The company presented the rebrand as part of a move beyond its legacy as a social network toward a broader service for consuming and interacting with content, watching video, and eventually transacting. This is X’s stated rationale, not evidence that the broader vision has been achieved.

New features and product direction
X’s August 2023 retrospective described features introduced or developed after the acquisition, including creator subscriptions, changes to direct messages, and creator payouts. In an October 2023 anniversary post, X said it had shipped more than 200 products and features since the acquisition. That count is the company’s own; it was not presented as an independently audited measure of product development.
How did the platform’s moderation approach change?
X described its revised direction this way in its 2023 acquisition-anniversary retrospective: “We made free expression a core platform value and evolved our content moderation strategy to support that.” The company also dates its “Freedom of Speech, Not Freedom of Reach” enforcement philosophy to April 2023. These statements describe X’s policy framing; they are not an independent assessment of how consistently or effectively policies were applied.

Why account-suspension figures need context
X said it suspended 12.4 million accounts in 2023 for violating its child sexual exploitation policies, compared with 2.3 million accounts removed by Twitter in 2022 for those violations. The Associated Press reported that X’s first post-takeover transparency report counted nearly 5.3 million account suspensions in the first half of 2024, compared with 1.6 million in the first half of 2022.
These are company-reported figures, and the periods and reporting practices differ. The counts alone do not show whether the prevalence of harmful content changed or whether enforcement became more effective. They should not be treated as like-for-like measurements of platform safety.

What happened to Twitter’s advertising business and ownership?
The business faced advertiser pressure after the acquisition, and Reuters reported on efforts to bring advertisers back. X’s October 2023 retrospective claimed a 22% increase in total ad engagements. That is a company-reported engagement figure: it does not establish advertising revenue, the number of advertisers, or advertiser confidence, and it can coexist with reports of advertiser departures.
In March 2025, Musk announced that xAI had acquired X in an all-stock deal. The Associated Press reported Musk’s stated valuation of $33 billion for X. That figure was an announced valuation, not an independent market assessment. Because the companies are private, they are not required to disclose their finances as public companies do; the available information does not establish a dependable current revenue or financial-performance figure.

What is the status of European regulatory scrutiny?
The December 2025 transparency fine
On 5 December 2025, the European Commission fined X €120 million for breaches of transparency obligations under the Digital Services Act. The Commission identified concerns involving paid verification, the advertising repository, and researcher access to public data. This was the Commission’s decision, which X challenged.

On 26 January 2026, the Commission opened a separate formal investigation under the Digital Services Act. It said it would assess whether X had properly assessed and mitigated risks associated with Grok’s deployment on the platform and with its recommender systems. The announcement opened an investigation; it was not a final finding that X had breached the law.

The July action-plan acceptance and later court dispute
On 16 July 2026, the Commission said it had accepted X’s action plan concerning transparency obligations and researcher access. Acceptance of that plan did not amount to a declaration that every dispute involving X had ended.
In September 2026, the Associated Press reported that the Commission would defend the €120 million fine after the U.S. government backed X’s court challenge. The fine and the challenge therefore remained part of a contested legal process in that reporting; the available account does not establish a final court outcome.
What can—and cannot—be concluded about the platform now?
The evidence supports a clear account of a platform transformed in ownership, staffing, brand, product direction, moderation philosophy, and regulatory exposure. It does not establish a reliable current user total, precise advertising revenue, or a dependable ranking of X against other platforms for reach or safety. Company-reported feature, engagement, and enforcement figures are useful descriptions of what X says it did, but they are not substitutes for independent measures of performance.
