Private channel balances can force the wallet onto a more expensive route or make a cheap-looking route fail. Wallet-service charges and on-chain fees for opening, closing, or managing channels are separate costs.
Lightning has no single universal fee
A Lightning payment is forwarded through a sequence of channels. Every forwarding node publishes a policy for what it wants to be paid when it relays an HTLC (hash-time-locked contract). The sender’s wallet uses those policies, together with timelock and liquidity information, to choose a route. Two payments of the same value can therefore have different costs.
As an Amazon Associate I earn from qualifying purchases.
Lightning Labs describes a forwarding fee as the difference between the HTLC a node receives and the HTLC it sends onward. In its one-hop illustration, a 1,000-satoshi payment through a node charging 1 satoshi arrives at that node as a 1,001-satoshi HTLC and is forwarded as 1,000 satoshis. That is an arithmetic example, not a claim about a typical current fee. See Lightning Labs’ channel-fee guide.
The practical question is therefore not “What is the Lightning fee?” but “Which forwarding policies, on which route and for how many parts, were applied to this payment?”

How a forwarding fee is calculated
A useful simplified model for one forwarding hop is:
per-hop fee = base fee + (forwarded amount × proportional rate)
The total forwarding cost is the sum of the applicable fees over the forwarding hops and payment parts. Wallets do not all display the components in the same way, so treat this as a way to understand the policy rather than a promise about a particular interface.

Base fee: a fixed charge per forwarded HTLC
The base fee is charged once for each HTLC a node forwards. It does not change when the forwarded amount changes. A 1-satoshi base fee costs 1 satoshi for a single HTLC whether that HTLC carries 1,000 satoshis or a larger amount. If a payment is split into several HTLCs, the base component can be charged on each part.
Proportional fee: a rate applied to the amount
The proportional component grows with the amount forwarded. It is commonly expressed in parts per million (ppm). Core Lightning documents the proportional setting as feeppm and the fixed setting as feebase, measured in millisatoshis, in its setchannel reference: https://docs.corelightning.org/reference/setchannel.
For example, 1,000 ppm means 1,000 parts per million, or 0.1% of the forwarded amount. Core Lightning’s worked example shows that applying 1,000 ppm to 1,000,000 satoshis adds 1,000 satoshis. This is a worked calculation, not a network-wide average.

Why a small payment can look expensive
On a small payment, a fixed base fee can represent a large percentage of the amount. Suppose a route applies a 10-satoshi base fee and a very small proportional charge: the 10 satoshis remain the same for a 100-satoshi payment and a 10,000-satoshi payment. The absolute fee is small, but its percentage of the 100-satoshi payment is high. Conversely, on a large payment, the proportional rate usually contributes more than the fixed charge.
The route determines which policies you pay
Channel policies are specific to individual channels. Pathfinding evaluates the available channels, their fee policies, and timelock information rather than applying one network tariff. Lightning Labs explains this route selection in its payment documentation: https://docs.lightning.engineering/lightning-network-tools/lnd/payments.
A route with fewer hops can still cost more if one of its channels has a high base fee or proportional rate. A longer route can be cheaper when its individual policies are lower. The wallet’s route estimator, fee limit, and current knowledge of the graph influence which option it tries.
| Factor | How it changes the sender’s cost or outcome |
|---|---|
| Base fee | Fixed amount charged for each forwarded HTLC. |
| Proportional rate | Amount-dependent charge, commonly expressed in ppm. |
| Hop count | More forwarding channels create more opportunities for fees to accumulate. |
| Payment parts | Splitting a payment creates multiple HTLCs and can repeat base fees across parts. |
| Channel liquidity | A route that appears possible from public capacity may lack balance in the required direction, forcing another route or a retry. |
| Timelock policy | Pathfinding weighs timelock requirements along with fees; the cheapest nominal route is not always selected. |
Long routes and multipart payments add up
More hops mean more forwarding decisions
Every intermediate node on a successful route can apply its own base and proportional policy. If a payment crosses several forwarding channels, the sender pays the sum of those per-hop charges. The recipient does not need to know which individual node charged what; the wallet normally presents a single estimated or final routing-fee amount.
Longer routes can be necessary when the sender and recipient do not share a well-funded direct channel. They are not automatically worse: a longer path with low policies may beat a short path with expensive policies. What matters is the combination of hop count, each channel’s policy, the amount carried through each hop, and whether the route has usable liquidity.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsMultipart payments can repeat fixed fees
A multipart payment divides the amount into separate HTLCs sent over two or more paths. Each part can encounter its own forwarding nodes and base fees. Even when the total amount is unchanged, adding parts can increase the fixed-fee portion because the base fee is applied per forwarded HTLC, not once for the entire invoice.

Multipart routing can improve the chance of success when no single path can carry the full amount. It can also produce a higher fee estimate than a single-path attempt. Lightning Labs’ payment guide discusses route selection and multipart behavior at https://docs.lightning.engineering/lightning-network-tools/lnd/payments.
Public capacity does not reveal usable balance
Lightning channel capacity is public, but the distribution of that capacity between the two sides is generally private. A channel may advertise enough total capacity for your payment while having too little balance on the side needed to send funds toward the recipient. The route can then fail or be rejected even though a block explorer or graph view appears to show sufficient capacity.
Pathfinding software records the results of prior attempts and can adjust later choices. A failed attempt may cause the wallet to avoid a channel temporarily, choose a different route, or alter the way it splits the payment. Lightning Labs’ node-scoring and pathfinding guide, published on November 7, 2019, explains this learning process: https://lightning.engineering/posts/2019-11-07-routing-guide-2/. The guide is historical documentation; do not treat its examples or any implementation behavior described there as a current default for every wallet.
Liquidity constraints explain two apparently contradictory experiences: a payment can fail despite a low theoretical fee, or succeed after a retry with a higher fee because the wallet found a route with usable balances.
Do not confuse routing fees with other charges
A wallet’s total deduction can combine categories that have different causes. Identify the category before deciding that Lightning routing is expensive.
- Routing fee: the forwarding charges paid to nodes that relay the payment. This is the base-plus-proportional amount described above.
- Wallet or service charge: an additional amount imposed by the wallet or custodial service. Whether and how this is labeled depends on that provider; the cited technical documentation does not establish one universal policy.
- On-chain channel cost: a Bitcoin transaction fee for opening, closing, or otherwise managing a channel. It is paid to miners on the Bitcoin blockchain, not to forwarding nodes for an ordinary Lightning payment.
- Liquidity-management cost: an operator’s expense for moving funds between on-chain Bitcoin and Lightning or for rebalancing channels. It is not automatically added to a user’s payment.
Lightning Labs’ liquidity overview describes the difference between channel liquidity and on-chain funds at https://docs.lightning.engineering/the-lightning-network/liquidity/understanding-liquidity. Its liquidity-management guide covers operational costs and techniques at https://docs.lightning.engineering/the-lightning-network/liquidity/manage-liquidity.

How to diagnose a surprisingly high payment fee
Wallet menus differ, so the exact labels and taps depend on the application. Use the following sequence with any wallet that exposes route or fee details.
- Open the payment’s fee or route breakdown. Look for a routing-fee line, a service-fee line, and any on-chain fee notice. Save the amount before retrying so you can compare attempts.
- Record the payment amount and fee cap. Some wallets let you set a maximum fee or fee percentage. A high estimate may reflect the wallet’s permitted ceiling rather than the amount ultimately paid.
- Check hop count and payment parts. More hops can add more policies; multiple parts can repeat base fees. If the interface reports a route, note both values.
- Compare the fee with the amount. A fixed base fee can dominate a small payment, while a proportional rate becomes more significant as the amount rises.
- Separate a failed attempt from a completed charge. A route failure may alter the next estimate without creating a completed forwarding fee. Confirm the final transaction status and final amount deducted.
- Check for channel-management activity. If the wallet is opening, closing, or swapping channel liquidity, its on-chain transaction fee belongs to that operation, not to the forwarding path for a normal invoice.
Without wallet-specific documentation, it is not safe to assume that a displayed “fee” includes every component or uses the same terminology as another wallet.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What node operators should measure
For an operator, routing revenue and liquidity expenses are separate lines. Traffic can move a channel’s balance toward one side, leaving insufficient outbound or inbound capacity for the payments the node wants to handle. Rebalancing can restore a useful distribution, but the operation itself costs money. The operator should compare that cost with the routing fees earned since the previous rebalance and with the expected value of keeping the channel available.
Liquidity is directional. A node can have ample total channel capacity and still lack outbound liquidity for a particular destination, or lack inbound capacity to receive the payments it wants. Lightning Labs’ liquidity-management documentation explains these operational trade-offs at https://docs.lightning.engineering/the-lightning-network/liquidity/manage-liquidity.
Lightning Labs documents Loop as a method for moving funds between on-chain Bitcoin and Lightning channels, and Pool as a marketplace for acquiring inbound capacity. These are context-dependent tools for operators, not required fixes for an ordinary user who sees a high invoice fee.

LND
On an LND node, lncli feereport lists channel fee policies. lncli fwdinghistory shows successfully forwarded payments, which helps an operator compare earned fees with traffic. LND also documents getchaninfo and describegraph for inspecting channel and graph information. Commands and available fields can vary with the LND version and configuration, so check the documentation installed with the version you run.
Best Value
Lightning Labs’ channel-fee guide describes base-fee and fee-rate settings at https://docs.lightning.engineering/lightning-network-tools/lnd/channel-fees. A historical Lightning Labs guide may show defaults for the particular LND release discussed in that 2019 article; those values must not be presented as current defaults for all releases.
Core Lightning
Core Lightning exposes channel-specific routing controls through setchannel. Its reference documents feebase and feeppm, and notes that public policy changes are broadcast to the network: https://docs.corelightning.org/reference/setchannel. Do not assume that command flags, validation rules, or policy-update limits are identical between Core Lightning and LND.
Worked comparisons
Same amount, different route
Imagine two candidate paths for the same invoice. Path A has fewer hops but one channel with a high proportional rate. Path B has more hops, each with low rates and low base fees. The wallet can choose Path B if its summed policy cost and timelock conditions are preferable. There is no contradiction in a longer path producing the lower final routing fee.
Recommended Free Tools
One path versus split parts
A single-path payment pays the base component once at each forwarding hop on that path. If the wallet splits the amount into three parts, each part can incur a base fee at the nodes it crosses. The split may be necessary because no single channel path has enough directional liquidity, but the fixed component can be higher even when the proportional rate is unchanged.
Cheap route that fails
A graph view may show a route with enough advertised channel capacity and a low policy fee. If the needed balance is on the opposite side of one channel, the HTLC cannot advance. The wallet retries, learns from the failure, and may settle on a route with a higher displayed fee that has sufficient liquidity. The higher final fee reflects the usable route, not necessarily a sudden change in a universal network price.
Common misconceptions
- “Lightning should always cost almost nothing.” Small fees are possible, but they depend on the policies and liquidity of the route actually used.
- “The shortest route is always cheapest.” Each channel sets its own policy, so hop count alone cannot determine the total.
- “Public capacity proves the payment should work.” Capacity does not disclose the directional balance needed for your payment.
- “A rebalance charge is an extra user fee.” Rebalancing is normally an operator liquidity expense; it is not automatically attached to every forwarded payment.
- “An on-chain fee is a Lightning routing fee.” Channel-opening, closing, and liquidity-management transactions belong to the Bitcoin blockchain cost category.
- “A fee setting from an old guide is today’s default.” Defaults and command behavior vary by implementation version and configuration.
Bottom line for senders
When a Lightning fee looks high, inspect the route before blaming the network. Identify the base fee and proportional rate, count the forwarding hops and payment parts, and check whether the wallet added a service charge or an on-chain transaction cost. Liquidity can rule out an apparently cheap path, making a costlier route—or a retry with different parts—the one that succeeds. That route-specific explanation is more accurate than treating Lightning as if it had one fixed fee schedule.
