These gases can survive in the lower atmosphere, drift into the stratosphere, and break apart under intense ultraviolet (UV) light. The released chlorine and bromine atoms then participate in catalytic reactions that destroy ozone (O3), allowing one atom to damage many ozone molecules before it is removed from the cycle.
The principal ozone-depleting substance (ODS) families being controlled are chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, methyl bromide, carbon tetrachloride, methyl chloroform, hydrobromofluorocarbons and chlorobromomethane. Their phaseout is governed internationally by the Montreal Protocol, but the exact deadline, exemptions and rules for existing equipment depend on the substance and the country. In the United States, Class I ODS production and import are largely phased out, while the HCFC schedule reaches zero production and import in 2030.

What ozone depletion means
Ozone is a form of oxygen made of three oxygen atoms. In the stratosphere, UV radiation continually creates ozone from ordinary oxygen and also breaks ozone apart. Under normal conditions, those production and destruction processes remain broadly balanced. Ozone depletion occurs when chlorine- or bromine-driven chemistry shifts that balance toward destruction.
The important distinction is between a chemical being present somewhere in the atmosphere and being able to deliver reactive halogen to the stratosphere. Many natural chlorine compounds from the ocean or volcanic activity are readily removed by water and rain. By contrast, CFCs and related industrial gases are persistent in the lower atmosphere and are not removed in the same way. Their stability lets them remain long enough to reach high altitudes.

How chlorine and bromine destroy ozone
UV light releases reactive atoms
Once a persistent ODS reaches the stratosphere, stronger UV radiation can break its molecular bonds. That photolysis releases reactive chlorine or bromine atoms. The original industrial molecule may disappear, but its halogen atoms can continue reacting in the ozone layer.
The reaction is catalytic
Chlorine and bromine are especially damaging because they can be regenerated during the reaction cycle rather than consumed in a single encounter. EPA summarizes the scale this way: “A single chlorine atom can break apart more than 100,000 ozone molecules.” The exact number varies with atmospheric conditions, but the central point is that a small release of a long-lived source gas can have an effect far larger than a one-for-one chemical reaction.
Ozone depletion is therefore driven by both persistence and reactivity: the source gas must last long enough to reach the stratosphere, and its chlorine or bromine must then enter reactions that repeatedly remove ozone.

| Chemical family | Chlorine or bromine | Historic or relevant uses | Regulatory status and phaseout context |
|---|---|---|---|
| Chlorofluorocarbons (CFCs) | Chlorine | Refrigeration and air conditioning, foam blowing, solvents and aerosol propellants | Class I ODS. U.S. production and import are phased out, subject to exceptions. |
| Hydrochlorofluorocarbons (HCFCs) | Chlorine | Refrigeration and air conditioning, foam blowing, solvents, aerosols and some fire-suppression applications; HCFC-22 was a common refrigerant | Transitional ODS substitutes. In the United States, most new production and import ended in 2020; no production or import of any HCFCs is scheduled after 2030. Existing equipment can still contain HCFC-22. |
| Halons | Bromine | Fire extinguishing and fire suppression | Class I ODS subject to phaseout. Bromine chemistry makes halons particularly potent ozone-depleters. |
| Methyl bromide | Bromine | Agricultural fumigation | U.S. production was phased out in 2004, except for allowable exemptions. |
| Carbon tetrachloride | Chlorine | Industrial and cleaning solvent applications | Controlled ODS group under the Montreal Protocol and national implementing rules. |
| Methyl chloroform (1,1,1-trichloroethane) | Chlorine | Industrial and cleaning solvent applications | Controlled ODS group; historic industrial use is the relevant context. |
| Hydrobromofluorocarbons | Bromine and, in many molecules, chlorine | Controlled chemical family listed in ODS regulations | Controlled under ozone-protection rules; individual substances have their own control requirements. |
| Chlorobromomethane | Chlorine and bromine | Controlled chemical family listed in ODS regulations | Controlled under ozone-protection rules. |
This is a family-level overview, not a complete molecule-by-molecule inventory. EPA’s detailed lists assign each substance an ozone-depletion potential (ODP), global-warming potential (GWP) and Chemical Abstracts Service (CAS) number. ODP compares the ozone impact of an equal mass of a substance with CFC-11, whose reference value is defined as 1.0. A chemical’s ODP is not the same thing as its climate impact: a substance can have a low ODP but a high GWP, or vice versa.
What “phased out” means in practice
International treaty controls
The Montreal Protocol was signed in 1987 and entered into force in 1989. It is a legally binding global agreement that controls the production and consumption of ODS. The treaty has been amended and adjusted repeatedly as scientific understanding improved and alternatives became available. The UNEP Ozone Secretariat reports 198 parties to the Protocol.
UNEP describes production and consumption of controlled ODS by developed and developing countries as almost completely phased out by 2030. “Almost” is important: the statement does not mean that every bank of old chemicals, every permitted use or every exemption ends everywhere on that date. Recovery and disposal of chemicals already contained in equipment are separate issues from stopping new production.

In U.S. terminology, CFCs, halons, methyl bromide, carbon tetrachloride and methyl chloroform are among the Class I ODS. EPA says production and import of Class I substances have been phased out, with limited exceptions allowed under the rules. A phaseout generally restricts manufacture and import; it does not automatically require every existing product to be scrapped immediately.

United States HCFC schedule
HCFCs are Class II substances because they were introduced as transitional substitutes for more damaging CFCs. Their chlorine content still gives them ozone-depletion potential, so the United States uses a step-down schedule. Most new production and import of HCFCs ended in 2020. The schedule reaches zero production and import of any HCFCs in 2030.
That deadline does not mean every HCFC appliance is already gone. Existing equipment, including systems charged with HCFC-22, may remain in service. Servicing, recovery, recycling and replacement requirements can apply to those systems, and the precise rule depends on the equipment and the applicable U.S. regulation.
Methyl bromide exemptions
EPA’s ozone FAQ identifies 2004 as the U.S. phaseout date for methyl bromide production, while noting allowable exemptions. Agricultural uses that qualify for an exemption should not be described as unrestricted production; an exemption is a narrow regulatory allowance, not a reversal of the phaseout.

Hydrofluorocarbons (HFCs) are often mentioned alongside CFCs and HCFCs because they replaced some of them in refrigeration and air-conditioning equipment. However, HFCs do not significantly deplete stratospheric ozone and have zero ODP in EPA’s overview. They are therefore not ozone-depleting chemicals in the same sense as CFCs, HCFCs or halons.

Some HFCs have high global-warming potential. The 2016 Kigali Amendment to the Montreal Protocol controls HFCs through a climate-focused phase-down. Calling Kigali an HFC “ozone phaseout” is inaccurate: the environmental target for HFCs is greenhouse-gas emissions, while the original Montreal Protocol controls targeted ozone-damaging chlorine and bromine compounds.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is the Antarctic ozone hole the same as all ozone depletion?
The Antarctic ozone hole is a seasonal region of extremely low stratospheric ozone. It is not a literal opening through the atmosphere, and ozone depletion is not confined to Antarctica. The Antarctic event is a highly visible example of severe regional depletion, while changes in ozone occur over broader areas and involve different atmospheric conditions.
Using the phrase “ozone hole” for every reduction can therefore mislead. The scientific question is whether the concentration and distribution of stratospheric ozone have changed, where the change occurs and which chemical processes are responsible.
Why recovery takes decades
Stopping new emissions does not remove ODS from the atmosphere immediately. Many of these gases are long-lived, and chemicals already stored in equipment, cylinders, foams and other “banks” can leak or be released during servicing and disposal. The chlorine and bromine released in the stratosphere also do not vanish as soon as production controls begin.
Best Value
EPA reports that atmospheric concentrations of ODS have fallen substantially and expects the ozone layer to nearly completely recover to pre-1980 levels around the middle of the 21st century. An EPA FAQ gives about 2050 as a shorthand projection. That is a conditional forecast, not a guaranteed date: it assumes continued compliance with controls and no major increase in emissions from existing stocks or unauthorized production.
How to interpret a phaseout claim
When a label, policy or news report says a chemical is “phased out,” check four details before drawing a conclusion:
- Which substance? A family name can cover molecules with different ODPs, GWPs and control dates.
- Which activity? Production, import, export, sale, use in new equipment and servicing of existing equipment can have different rules.
- Which jurisdiction? Montreal Protocol obligations are international, but domestic schedules and exemptions are implemented country by country.
- Which date and exception? A milestone may be a production cutoff, a ban on new equipment, or an allowance for essential or permitted uses.
For a household or facility owner, the practical clue is often the equipment label or service record. A system that still contains an older refrigerant is evidence of a legacy bank, not proof that new production of that substance remains legal. Handling, recovery and replacement should follow the applicable environmental and safety rules rather than venting a refrigerant.

Key takeaways
- Persistent human-made chlorine- and bromine-containing gases are the main cause of stratospheric ozone depletion.
- UV light breaks those gases apart at high altitude, releasing reactive atoms that can destroy ozone catalytically.
- CFCs, HCFCs, halons, methyl bromide, carbon tetrachloride, methyl chloroform, hydrobromofluorocarbons and chlorobromomethane are the principal controlled families.
- International treaty controls and national deadlines are related but not identical; the United States reaches zero HCFC production and import in 2030.
- HFCs have zero ODP but may have high GWP, so Kigali controls them for climate reasons rather than because they destroy ozone.
- Recovery toward pre-1980 ozone levels is expected around the middle of this century if compliance continues.
