Land subsidence is the downward movement of the ground; sea-level rise is an increase in ocean height. They are different physical processes, but a coastal community can experience both at once. When the ground sinks, the sea appears to rise faster relative to buildings, roads and tide gauges fixed to that land. Global mean sea-level rise, by contrast, is driven mainly by warming seawater expanding and land-based ice melting into the ocean.
The distinction matters for diagnosing damage, planning drainage and flood defenses, and deciding which measurements describe a problem. A tide gauge records water height relative to land, not ocean height in isolation. Separating land motion from water movement requires both coastal water-level observations and measurements of vertical ground movement.

What land subsidence means
The U.S. Geological Survey defines land subsidence as “a gradual settling or sudden sinking of the Earth’s surface due to removal or displacement of subsurface earth materials.” NOAA uses a similar definition: “a gradual settling or sudden sinking of the Earth’s surface.” The movement may affect a small site, an entire basin or a broad coastal plain. It can develop over decades or happen abruptly in a collapse.
Subsidence is not synonymous with a sinkhole. A sinkhole is one possible, usually localized and sometimes sudden, form of subsidence. Regional lowering caused by aquifer compaction can occur without any visible hole opening at the surface.

Subsidence can occur inland as well as at the coast. Its direct cause is a change in the support, pressure, volume or structure of material beneath the surface. The result is lower ground elevation, whether or not the change is obvious to residents.
Why the ground sinks
Groundwater pumping and aquifer compaction
In many susceptible aquifer systems, pumping lowers groundwater levels. Fine-grained layers such as clay and silt can then compact under the weight of overlying sediments. The surface settles as pore space is reduced. This is not an underground cavity where water used to be; it is compression of the aquifer system itself.
Some of the lost pore volume and aquifer storage may be effectively permanent. Groundwater levels can recover after pumping is reduced, while compacted fine sediments and the elevation they supported do not fully rebound. The amount of settlement depends on the geology, the thickness and distribution of compressible layers, the depth and duration of withdrawal, and the history of previous pumping.

A USGS estimate from 1999 says more than 80 percent of identified subsidence in the United States was a consequence of human impact on underground water. That figure is national, applies to identified U.S. subsidence, and should not be treated as a worldwide share or a rule for every location.
Drainage and oxidation of organic soils
Peat and other organic-rich soils can settle after drainage lowers the water table. Once exposed to air, organic material oxidizes and decomposes, reducing the soil’s volume. The surface can continue to lower as drainage and decomposition proceed. This mechanism is different from compaction of a mineral aquifer, although both can affect the same agricultural or coastal landscape.

Mining and extraction of underground resources
Underground mining removes material that helped support the ground. Collapse of mine workings can produce localized or broad settlement. Removing oil, natural gas or other fluids also changes underground pressure and support. NOAA and USGS identify extraction of water, oil, gas and minerals as contributors in different settings.
Natural compaction, sediment loading and tectonic movement
Newly deposited sediment can compact under its own weight and the weight of later deposits. Natural compaction is common in deltas, river basins and coastal plains. Tectonic movement can lower or raise the land, and earthquakes can trigger sudden vertical changes. Erosion can remove supporting material, while sediment loading can press a basin downward.

Some regions also respond to the slow redistribution of Earth’s mass after ice sheets melt, a process known as glacial isostatic adjustment. Depending on location, it can produce uplift or subsidence. These natural processes may operate alongside pumping or extraction, making attribution a measurement problem rather than a single-cause assumption.
Sinkholes, thawing permafrost and collapse
In karst terrain, groundwater can dissolve soluble rock. If the roof of an underground void fails, the surface may collapse into a sinkhole. Thawing permafrost can similarly remove frozen support and cause ground settlement. These events can be abrupt, while other subsidence mechanisms progress so slowly that only instruments detect them at first.
How groundwater-related subsidence develops
- Withdrawal changes pressure. Wells remove water from an aquifer, lowering hydraulic head and changing the pressure carried by groundwater.
- Fine layers bear more load. As water pressure falls, part of the weight of overlying sediments is transferred to the mineral framework of clay and silt layers.
- Compressible sediments compact. Grains rearrange and pore spaces shrink. The thickness of the affected layers decreases.
- The surface elevation falls. Settlement accumulates across the area above the compacting layers, sometimes unevenly enough to damage canals, roads, pipelines and building foundations.
- Storage may be lost. If compaction passes a geologic threshold, the aquifer may not regain its former pore volume even when water levels rise.
This sequence explains why the popular phrase “the land sinks because the water was removed” is incomplete. The critical change is compaction of subsurface materials after pressure conditions change.

What causes global sea-level rise
Global mean sea level describes the average height of the ocean surface around the world. NOAA identifies two principal warming-related causes:
- Thermal expansion: seawater occupies more volume as it warms.
- Land-ice melt: glaciers and ice sheets lose mass, adding water to the ocean.
These mechanisms change the ocean and the amount of water in it; they do not require the coastal ground to move. Global mean sea level is an average, however, not a uniform waterline. Ocean circulation, regional winds, gravity changes associated with ice loss and vertical land movement make sea-level trends differ from place to place. As NOAA puts it, the ocean is not like a bathtub in which water rises and falls identically everywhere.
Subsidence versus sea-level rise
| Question | Land subsidence | Global sea-level rise | Local relative sea-level change |
|---|---|---|---|
| What moves? | The land surface moves downward. | The average ocean surface rises. | Water height changes relative to a local point on land. |
| Main mechanisms | Compaction, drainage, extraction, collapse and other vertical land motion. | Warming expands seawater; melting land ice adds water. | Global ocean change combined with local land elevation, gravity, circulation and other regional factors. |
| Where can it occur? | Inland or coastal areas. | Globally, with regional differences. | At a specific shoreline, harbor or tide-gauge site. |
| Useful measurements | GPS or CORS, satellite InSAR, repeat leveling and ground or water sensors. | Satellite altimetry and ocean observations. | Tide gauges interpreted with land-motion measurements. |
| Typical interpretation | Lower ground elevation can increase flood depth even if ocean height is unchanged. | A long-term change in the ocean-water component. | The water level experienced by people and infrastructure at that location. |
“Relative sea level” is the key coastal concept. A tide gauge is attached to land, so its trend combines changes in water height with movement of the benchmark. If the land sinks, relative sea level rises faster than the global ocean signal. If the land uplifts, relative sea-level rise can be slowed or, in some places, temporarily offset.
Why coastal flooding can worsen rapidly
A coastal city does not experience global mean sea level in isolation. Suppose the ocean rises while the ground beneath the city also settles. The water starts from a higher baseline relative to streets, drainage outlets and seawalls, so ordinary high tides, storm surges and rainfall can reach farther inland. The two contributions compound exposure even though they have different causes.
The reverse is possible. Uplift raises the land relative to the water and can reduce local relative sea-level rise. Regional ocean circulation and gravity effects can also make a nearby shoreline’s trend differ from a global average. Therefore, a global rate cannot be substituted for a site-specific flood analysis, and a tide-gauge trend cannot be labeled “ocean rise” without accounting for land motion.

How scientists separate the two processes
Measure vertical land motion
- Continuously Operating Reference Stations (CORS): NOAA’s National Geodetic Survey maintains GPS reference stations that can detect changes in ground height.
- Satellite InSAR: radar images collected repeatedly can map millimeter-scale changes across wide areas when surface conditions and processing support that precision.
- Repeat geodetic leveling: survey teams compare precisely measured elevations along established routes.
- Temporary GPS, ground sensors and water-level sensors: these fill gaps where a permanent reference station is unavailable or where the relation between pumping and settlement must be examined.
Measure ocean and coastal water height
- Tide stations record local water height relative to a fixed benchmark on land. NOAA’s explainer says 142 long-term coastal stations with at least 30 years of observations are used to calculate mean sea-level trends relative to land; the station inventory is time-sensitive and should be checked against the current NOAA page when used as a live count.
- Satellite radar altimetry estimates the height of the ocean surface over broad regions, helping calculate global and regional ocean trends.
Combine records before assigning a cause
- Establish a stable height reference with CORS, leveling or another geodetic method.
- Compare the measured land-motion trend with the tide-gauge trend at the same site or a defensible nearby reference.
- Use altimetry and ocean observations to place the local record in a regional and global context.
- Check groundwater levels, pumping history, soil and sediment records, extraction activity, earthquakes and other known drivers.
- Report the result as separate components where possible: vertical land motion, ocean change and the combined relative sea-level trend.
This combined approach avoids a common error: interpreting every upward tide-gauge trend as ocean-only rise.
How large can subsidence be?
The scale varies enormously. A USGS publication reports that more than 123,000 square kilometers of land and waterways in over 50 areas of the conterminous United States have been permanently lowered by withdrawal of subsurface fluids. This is a U.S. affected-area estimate, not a global total.
In the San Joaquin Valley, the land surface subsided roughly 9 meters between 1925 and 1977 because of groundwater withdrawals. That is a historical local example, not a typical rate or a forecast for every farming region.
A 2021 review in Nature Reviews Earth & Environment reports that some coastal subsidence rates associated with sediment loading and fluid extraction can be up to two orders of magnitude higher than the present-day rate of global sea-level rise. The comparison is highly dependent on geology, process and location; it does not mean that every coast sinks at that rate.

“Sea-level rise is just land sinking.”
No. Global sea-level rise is an ocean-and-ice signal. Land subsidence is vertical movement of the ground. At a coast, the experienced or relative change is the combination.
Best Value
“All subsidence comes from groundwater pumping.”
No. Pumping is a major human cause in susceptible aquifers, but drainage of organic soils, mining, oil and gas extraction, natural sediment compaction, earthquakes, erosion, sinkholes, permafrost thaw and tectonic processes can also lower the surface.
“Every subsidence event makes a sinkhole.”
No. Sinkholes are collapse features. Broad, gradual aquifer compaction may lower an entire basin without producing a discrete hole.
“If groundwater returns, the land always rises back.”
No. Water levels can recover while compacted fine sediments retain less pore space and the lost elevation and storage remain largely unrecovered.

It tells us how water height is changing relative to its land benchmark. Vertical movement of that land is part of the reading, which is why tide-gauge data must be paired with geodetic observations.
What the distinction means for decisions
Different causes point to different responses. Managing groundwater withdrawals, improving recharge and avoiding continued drainage can reduce pressure-related settlement in vulnerable basins, although prevention cannot instantly restore compacted layers. Engineering for a sinking surface may require updated grades, flexible utility connections, drainage redesign and foundation assessments. Coastal planning must use relative sea-level projections that include local land motion rather than applying a global average alone.
For a suspected local problem, the most useful first questions are: Is the movement broad or localized? Is it gradual or abrupt? Does it correlate with pumping, drainage, mining or an earthquake? Is there an independent land-height record? And is the reported water trend from a tide gauge, satellite altimetry or both? Those questions keep a land-motion diagnosis separate from an ocean-height diagnosis while recognizing that both can operate together.
The Bottom Line
Land subsidence lowers the ground through compaction, drainage, extraction, collapse or natural vertical movement. Global sea-level rise raises the ocean mainly through thermal expansion and melting land ice. Coastal relative sea level is the combination, so a sinking shoreline can experience faster apparent rise and greater flooding than either process alone would suggest.
