What Causes Land Carbon Storage to Fall, and How Can It Recover?

Land carbon storage falls when vegetation is removed or damaged, soils lose organic matter, or carbon-rich ecosystems such as peatlands are drained, burned, or thawed. The first recovery step is therefore to stop the loss. Protection and better management can prevent further emissions, while carefully matched restoration rebuilds carbon in vegetation, soil, litter, dead wood, and peat. Recovery is usually measured in decades, not months, and must be verified across all relevant carbon pools rather than inferred from tree cover alone.

What “land carbon storage” means

Land carbon storage is the amount of carbon held in an ecosystem at a given time. It includes living vegetation above and below ground, soil organic carbon, litter, dead wood, and, in some landscapes, peat. A carbon stock is the stored amount; a carbon sink rate is the rate at which an ecosystem removes more carbon from the atmosphere than it releases. They are related but not interchangeable. A young forest can contain less carbon than an old forest while growing faster, and a short-term drop in aboveground biomass does not by itself prove that an ecosystem has suffered long-term degradation.

Land carbon storage falls when land conversion, management, or disturbance removes carbon faster than plants and soils can replace it. The same pressure can affect several pools at once: clearing a forest removes trunks and roots, exposes soil to erosion, changes moisture and temperature, and can increase the risk of later fire. A credible assessment therefore defines the land unit, baseline, time period, and pools being counted before declaring a gain or loss.

The main causes of falling land carbon storage

Deforestation and conversion to other uses

Clearing forests for crops, pasture, settlements, roads, or other infrastructure immediately removes living biomass. Carbon can also be lost later as roots die, residues decompose, soil is disturbed, and newly exposed land becomes more vulnerable to drought and fire. Regrowth may eventually increase storage, but a recovering forest usually holds less carbon than the original ecosystem for a long time.

The IPCC’s global modeling illustrates the scale without pretending to describe every site. It estimates current global vegetation stocks at about 450 Gt C, compared with 916 Gt C in a hypothetical condition without land use. In that modeled comparison, 42–47% of the reduction was attributed to land-management effects without land-use change and 53–58% to deforestation and other land-use changes. This is a modeled counterfactual, not a direct measurement of an untouched historical baseline.

Agricultural management that removes soil inputs

Cultivation can deplete soil organic carbon through repeated tillage, residue removal or burning, bare fallowing, low returns of plant material, and erosion. When soil aggregates are disturbed, previously protected organic matter is exposed to oxygen and decomposes more readily. Erosion then exports carbon-rich particles and leaves a less productive surface that receives fewer organic inputs.

The IPCC assesses that cropland soils have lost 20–60% of their organic carbon content prior to cultivation. That range describes an assessed global pattern, not a prediction for every field. Climate, soil type, crop, drainage, yield, and management determine the actual change. Conventional agriculture can remain a net greenhouse-gas source even where some carbon is added back, because emissions from soil disturbance, fertilizer, fuel, and land-use change may outweigh gains in one pool.

Forest degradation, logging, and excessive grazing

Selective logging, repeated harvests, fuelwood removal, road building, and management that keeps a forest below its previous carbon density can reduce biomass and disturb soil. Excessive grazing removes plant cover, compacts soil, suppresses regeneration, and can accelerate erosion. The outcome depends on intensity and context: a managed harvest or temporary biomass decline is not automatically degradation, and a younger stand may have a higher growth rate than an older one with a larger stock.

Grazing lands respond especially unevenly. Pressure that exceeds vegetation recovery can lower both plant biomass and soil carbon, while carefully managed use may maintain production without the same losses. Because rainfall, soils, species, and stocking patterns vary, rehabilitation has to be designed for the particular landscape rather than copied as a universal prescription.

Wildfire, drought, pests, and other disturbances

Wildfire can transfer carbon from vegetation and litter to the atmosphere, leave dead wood that decomposes over time, and expose soil to erosion. Severe or repeated fires can prevent forests or shrublands from returning to their former structure. Drought reduces plant growth and can increase fire and mortality; pests can kill trees and alter decomposition and regeneration. Climate pressures often amplify damage caused by existing land-management problems.

Peatland drainage and burning

Peatlands store carbon in waterlogged organic soils that accumulated over centuries or millennia. Drainage introduces oxygen, allowing peat to decompose and release carbon dioxide; burning can release stored carbon quickly and remove the vegetation that helps keep the water table high. Rewetting and preventing fire can protect the remaining stock, but rebuilding deep peat is much slower than stopping its oxidation.

Permafrost thaw

Permafrost contains organic carbon frozen in soil. Warming and ground disturbance can thaw it, allowing microbes to decompose formerly frozen material and release carbon dioxide or methane. Thaw can also destabilize the surface, alter drainage, and damage vegetation, creating feedbacks that make recovery difficult. Protecting intact ground and reducing additional disturbance are therefore more reliable first steps than expecting rapid replacement of thawed carbon.

Why a visible change can mislead

Carbon accounting should separate at least soil, aboveground biomass, belowground biomass, litter, dead wood, and peat where those pools are relevant. A satellite image showing more tree cover may miss declining soil carbon; conversely, a harvest-related drop in tree biomass may be followed by vigorous regrowth and does not automatically indicate a weaker long-term sink. Carbon stock, annual uptake, and greenhouse-gas emissions from management should be reported as different measures.

Set a defensible baseline and state the comparison period. Then use repeated measurements, field sampling, remote sensing, inventories, and transparent calculations to estimate net change. Robust measurement, reporting, and verification (MRV) should disclose uncertainty and distinguish changes caused by management from those caused by weather, fire, pests, or broader climate trends.

How land carbon storage can recover

1. Stop new losses before trying to rebuild

Protecting an existing high-carbon forest, peatland, grassland, or soil profile usually prevents more emissions immediately than waiting for a restoration project to mature. Actions can include ending avoidable conversion, enforcing protection, reducing damaging harvests, preventing drainage or burning, controlling invasive or destructive disturbance where relevant, and maintaining fire regimes that fit the ecosystem. Avoided loss is not the same as new sequestration, but it preserves carbon that restoration might take decades to replace.

2. Restore native vegetation and ecosystem function

Reforestation, assisted natural regeneration, wetland restoration, and other ecosystem-based approaches can rebuild carbon in stems, roots, litter, and soil. The right method depends on the original ecosystem, climate, water availability, seed sources, competing land uses, and local livelihoods. Native ecosystem biomass can take many decades to recover, and a plantation or simplified stand may not reproduce the original soil, biodiversity, water, or disturbance functions.

The IPCC assesses a broad global range of 0.5–10.1 Gt CO₂ per year for sequestration from afforestation, reforestation, and forest restoration. That is a synthesis range across assessments, not a project guarantee or a forecast for a particular country. Actual results depend on survival, growth, permanence, fire and drought risk, and whether gains in one pool are offset by losses elsewhere.

3. Rebuild soil cover and organic inputs

Cover crops keep living roots and residues on the soil between cash crops. Conservation tillage reduces disturbance; crop rotations and diverse plantings spread rooting patterns and residue chemistry; nutrient replenishment can support the plant growth needed to return organic matter. Keeping soil covered also reduces erosion and protects existing carbon.

Benefits are not automatic. Cover crops can require water or additional management, and a change in tillage may alter weeds, fuel use, or yields. Global evidence does not support assuming that no-till will deliver a large carbon gain everywhere; measured effects are more modest and uncertain than early claims suggested. Evaluate the whole system, including soil depth, emissions from inputs, residue fate, and whether carbon remains after the practice ends.

The IPCC cites an estimated potential of 0.12 Gt C per year on global croplands for cover crops, based on Poeplau and Don (2015), with saturation taking more than 150 years in that analysis. The estimate depends on assumptions and should not be treated as a guaranteed annual increase at field scale.

4. Rehabilitate grazing lands to local conditions

Recovery on rangelands may involve adjusting stocking pressure, allowing rest during vulnerable seasons, restoring perennial plant cover, managing water points, and controlling erosion. The objective is to restore functioning vegetation and soil rather than maximize short-term livestock numbers. Because the IPCC finds variable carbon outcomes under grazing pressure, plans should use local baselines and monitor both production and carbon pools.

5. Rewet and protect peatlands

Blocking drainage channels, raising the water table, preventing fire, and allowing wetland vegetation to return can slow oxidation of peat and protect the remaining stock. Rewetting may change methane emissions, access, and land use, so the net greenhouse-gas result must be measured over time rather than inferred from water levels alone. Deep peat accumulation is inherently slow; the near-term climate value often comes from avoiding further decomposition.

6. Reduce disturbance in permafrost regions

Keeping ground surfaces intact, limiting roads and heavy traffic, protecting insulating vegetation, and adapting infrastructure to thaw can reduce additional carbon release. Restoration cannot quickly refreeze all thawed soil, so monitoring ground temperature, hydrology, vegetation, and greenhouse-gas fluxes is essential.

Choosing among recovery approaches

Approach Best fit Main pools affected Time frame indicated by assessments Key uncertainty or risk
Protection and disturbance control Intact forests, peatlands, grasslands, and other high-carbon ecosystems Existing vegetation, soil, peat, litter, and dead wood Emissions can be avoided before rebuilding occurs Enforcement, leakage of land-use pressure, and future fire or climate impacts
Forest restoration or reforestation Previously cleared or degraded forest landscapes where water and native regeneration are feasible Above- and belowground biomass, litter, and soil Native biomass may require many decades Fire, drought, pests, mortality, biodiversity trade-offs, and permanence
Cover crops and conservation agriculture Cropland where year-round cover and added organic inputs are practical Soil organic carbon and living roots Cover-crop potential can take more than 150 years to reach saturation in one global analysis Water demand, implementation quality, uncertain magnitude of no-till gains, and reversal after practice changes
Grazing-land rehabilitation Degraded rangelands where stocking and vegetation can be managed together Plant biomass and soil carbon Site-specific; dryland soil-carbon recovery can take several decades Highly variable rainfall, stocking pressure, erosion, and livelihood constraints
Peatland rewetting Drained or fire-prone peat soils Peat and wetland vegetation Stopping oxidation is faster than rebuilding deep peat Methane trade-offs, access, water management, and fire recurrence

A practical carbon-recovery workflow

  1. Map the land unit. Define boundaries, ecosystem type, ownership or management responsibility, and the period being assessed.
  2. Identify the loss mechanism. Determine whether conversion, tillage, erosion, grazing, logging, fire, drainage, drought, pests, or thaw is responsible. A plan that does not address the cause is unlikely to persist.
  3. Measure all material pools. Include vegetation, roots, soil, litter, dead wood, and peat where present. Record depth, sampling methods, uncertainty, and the timing of disturbances.
  4. Protect what remains. Stop conversion and avoidable disturbance before counting future restoration gains.
  5. Select ecosystem-matched actions. Choose native regeneration, planting, cover crops, rotations, grazing adjustments, rewetting, or other measures according to local water, soil, biodiversity, productivity, and livelihood constraints.
  6. Set a realistic time horizon. Use decades where ecosystem recovery requires them, and do not treat a short-term biomass increase as proof that soil or peat has recovered.
  7. Verify net change repeatedly. Compare measurements with the baseline, report uncertainty, and check whether gains in one pool coincide with losses in another.

What recovery can and cannot promise

Restoration can reverse degradation: the IPCC states that “Land degradation can be reversed through restoration and rehabilitation” (IPCC, Land degradation chapter, published 2022). Reversal does not mean returning every site to its former carbon stock, species composition, or hydrology on a fixed schedule. Some losses are effectively irreversible on human planning horizons, and future warming can disrupt a recovered stock.

Carbon projects should therefore report permanence and disturbance risk alongside estimated sequestration. They should explain whether a number is a stock, an annual sink rate, or an avoided emission; identify the geographic and temporal baseline; and show how uncertainty was handled. Productivity, water, biodiversity, and local livelihoods are part of the decision, not optional additions to a carbon calculation.

Bottom line

Land carbon storage falls when conversion, intensive cultivation, unsustainable forestry or grazing, erosion, fire, peat drainage, and permafrost thaw remove carbon or weaken future uptake. Recovery is most credible when it first protects remaining stocks, then restores vegetation and soil function with practices suited to the ecosystem, and finally verifies net changes across every important carbon pool. The timescale is commonly decades, and no single intervention works everywhere.
