What causes extreme electricity demand during cold and heat waves?

Extreme electricity demand occurs when weather pushes millions of buildings to run temperature-control equipment at the same time. Heat waves mainly drive air conditioners, fans, dehumidifiers and related cooling systems. Cold waves drive electric resistance heaters and heat pumps, while gas- or oil-heated buildings still draw power for furnace blowers, boiler pumps and controls. The resulting peak depends on the equipment installed, the time of day, the event’s geographic size and how much generation and transmission capacity is available.

This explanation uses U.S. evidence. A high-demand hour is not automatically an outage: reliability also depends on supply, transmission limits, plant availability and whether neighboring regions are experiencing the same weather.

How weather becomes an electricity peak

Electricity demand, often called load, is the amount of power customers use over a defined interval. Grid operators track it in megawatts (MW) or megawatt-hours (MWh); an hourly maximum is an average or total for that hour, not an instantaneous measurement at one second.

Weather changes demand through a chain of effects:

  1. Outdoor temperature moves away from the building’s comfortable range. The farther conditions are from that range, the more heating or cooling is required.
  2. Temperature-sensitive equipment starts or runs longer. Compressors, electric heaters, fans and pumps consume power, often across homes, offices and stores simultaneously.
  3. Occupancy and behavior reinforce the weather signal. People remain indoors, change thermostat settings, use more hot water or cooking equipment, and operate ventilation or dehumidification systems.
  4. Coincident operation creates a system peak. The grid must serve many customers at once, even if each individual device is modest.

The peak is therefore a coincidence problem as much as a temperature problem. Two days with the same temperature can produce different loads if one occurs on a weekend, has different humidity, or reaches its hottest or coldest point at a different hour.

Why heat waves produce large summer peaks

Air-conditioning compressors are the main driver

The U.S. Energy Information Administration identifies air conditioning as a major reason national electricity demand usually reaches its highest levels in July or August. A typical air conditioner uses a compressor, indoor blower and outdoor fan. As outdoor air gets hotter, the compressor works harder and runs for longer cycles. When the evening remains hot, equipment cannot fully recover between cycles, keeping demand elevated after the afternoon maximum.

Central systems can create a large coincident load because many units respond to the same outdoor temperature. Window and portable units add separate loads in buildings without central conditioning. Commercial chillers, rooftop units and supermarket refrigeration can be substantial contributors, especially in dense business districts.

Humidity adds work beyond the thermometer reading

Cooling equipment must remove both sensible heat (the temperature people feel) and latent heat (moisture). On muggy days, air conditioners and dedicated dehumidifiers run longer to dry indoor air. Fans and ventilation systems may also operate more to maintain indoor air quality. Consequently, a humid day can produce a higher electrical load than a dry day at the same temperature.

Other hot-weather loads stack up

Heat waves often increase use of circulation fans, refrigeration, ice-making, pool pumps and data-center cooling. Water utilities may run pumps more frequently. These loads are smaller or more localized than air conditioning, but their timing can overlap with the system peak. EIA specifically notes dehumidifiers, fans and other cooling equipment as additions to hot-weather demand.

Why the hottest hour is not always the peak hour

Residential demand can rise after work, when people return home, lower thermostats, cook and use appliances. Commercial demand may peak earlier, during occupied business hours. Grid operators see the combined curve, so the highest hour reflects temperature, solar conditions, occupancy, weekday or weekend status and the thermal lag of buildings rather than the outdoor maximum alone.

Why cold waves can create a different kind of peak

Electric resistance heat produces direct, high demand

Resistance heaters turn electricity into heat with little delay. Baseboard heaters, portable heaters, electric furnaces and some space heaters can switch on across many buildings during a cold spell. Because the equipment responds directly to thermostat settings and outdoor temperature, a large electric-heated building stock can create a sharp increase in load.

Heat pumps draw electricity while moving heat

Heat pumps use electrically powered compressors and fans to move heat from outdoors to indoors. Their electrical demand rises as outdoor conditions become colder and the system has to work harder. Many systems also include supplemental or emergency resistance heat; that backup can add a large load during the coldest hours. Air-source heat pumps may enter defrost cycles, temporarily changing their electrical pattern as they remove ice from the outdoor coil.

Fossil-fuel heating still uses the grid

A home heated by natural gas, propane or oil is not electrically independent. A forced-air furnace needs a blower motor, and a hydronic boiler uses pumps and electronic controls. Central plants, elevators, building automation systems and ventilation equipment also continue to operate. If fuel supply or pressure problems cause electrically powered equipment to run differently, the electrical effect can vary by building and event.

Winter peaks often have two shoulders

Cold-weather demand commonly shows a morning peak as occupants wake, raise thermostats and start showers, cooking and lighting. A second rise can occur in the early evening when people return home while temperatures are still falling. This two-peak shape differs from the single broad summer peak seen in many systems. The exact curve depends on latitude, work schedules, daylight and the share of electric heating.

Which season sets a region’s annual record?

There is no universal answer. Most U.S. regions usually reach their highest loads during summer heat waves because air conditioning is widespread. Some northern areas have relatively little summer cooling but substantial electric space heating; those systems can set annual records during severe cold.

Regional building stock matters as much as climate. A warm region with nearly universal air conditioning can have a higher summer peak than a colder region where most homes burn gas for heat. Conversely, a cold region with many electric resistance heaters or heat pumps can experience a winter record even if its population is smaller.

Weather variables Temperature, humidity, solar gain and duration of heat Temperature, wind, duration of cold and heat-pump operating conditions
Potential geographic effect Large hot areas may peak together Large cold areas may peak together

These are explanatory patterns, not a ranking of which type of event is inherently more severe. A short, intense event can stress a system differently from a longer event with a lower maximum.

Why a broad weather event is harder for the grid

Neighboring systems may need power simultaneously

Utilities often rely on imports and exports to balance normal fluctuations. During a geographically narrow event, an unaffected neighbor may have spare generation and transmission capacity. When heat or cold covers a wide area, neighboring regions experience high demand at the same time. Their exports shrink, and everyone may compete for the same fuel, generation and transmission corridors.

Transmission can become the bottleneck

Power may exist somewhere in the interconnected grid but be unable to reach the load center because a transmission path is full or constrained. Local demand records can therefore matter more than a national total. A countrywide average can look ordinary while one metropolitan area approaches a limit on transformers, lines or substations.

Supply availability changes during extremes

Extreme temperatures can reduce the margin between demand and available supply. Generators may be offline for planned maintenance, forced outages or fuel-delivery problems. Cold can affect gas infrastructure and generator equipment; heat can reduce the efficiency of thermal plants and lower transmission-line ratings. These operational conditions do not create the customer demand, but they determine how much of it the system can serve safely.

Historical U.S. demand figures

The following observations illustrate the scale of recent peaks. They are historical measurements for specified regions and dates, not forecasts or universal thresholds.

Region and measure Observed value Context
Lower 48, hourly demand maximum About 745 GWh EIA report for July 15, 2024; the summer peak was essentially unchanged from 742 GWh in 2023 and 743 GWh in 2022
Eastern Interconnection, one-hour demand peak 502,670 MW June 21, 2024; the June 2023 hourly peak was 467,609 MW
Lower 48, peak hourly demand 741,815 MWh July 27, 2023; EIA described it as the second-highest since its data series began in 2016
ERCOT demand during a July heat wave 70,177 MW July 2019; below the then-current summer forecast of 74,853 MW

GWh and MWh describe energy used over an hour, while MW describes the rate of power demand. Keeping the interval and unit attached to each figure prevents an hourly total from being mistaken for an instantaneous spike.

What determines the exact peak hour?

Temperature and duration

A record temperature does not guarantee a record load. A multi-day event can keep buildings and equipment warm or cold overnight, leaving less opportunity for recovery and producing a larger next-day peak. Conversely, a brief temperature excursion may end before all customers reach their maximum thermostat settings.

Time of day and day of week

Morning routines, school and work schedules, evening occupancy and daylight change the number of active devices. Commercial loads often fall after offices close, while residential loads may rise. Weekends can reduce commercial demand but increase residential occupancy.

Building efficiency and thermal mass

Insulation, window performance, shading, airtightness and building size affect how quickly indoor conditions drift. Well-insulated buildings can delay or flatten demand; poorly insulated buildings require equipment to run sooner and longer. Concrete and other thermal mass can shift cooling demand into the evening.

Equipment age and controls

Older air conditioners, furnaces and pumps may use more electricity for the same service. Thermostat schedules, demand-response controls and variable-speed drives can spread or reduce coincident operation. The effect is local and depends on how many customers have those controls.

Why high demand does not automatically mean an outage

Outages occur when the system cannot safely balance load, generation and the network that connects them, or when equipment fails. A high-demand hour may be served normally if operators have enough reserve, imports and transmission capability. An outage can also occur at a lower demand because of a line fault, storm damage, fuel problem or plant failure.

Operators prepare by forecasting weather-sensitive load, scheduling generators, securing fuel, maintaining reserves and coordinating neighboring systems. If the margin becomes too small, they may ask customers to conserve, reduce voltage, interrupt selected large loads or use controlled rolling outages. These are reliability actions, not evidence that every high-demand event will produce widespread blackouts.

How to interpret a demand chart or headline

  1. Identify the geography. A national total, regional balancing area and local utility peak answer different questions.
  2. Check the interval and unit. Determine whether the number is an instantaneous MW reading, a one-hour MW peak or an hourly energy value in MWh or GWh.
  3. Match the weather to the equipment. Cooling penetration explains summer sensitivity; electric-heating penetration explains winter sensitivity.
  4. Look for coincidence across regions. Simultaneous peaks reduce the ability to import power from neighbors.
  5. Separate demand from reliability. Read the available generation, transmission constraints, reserve margin and outage information before inferring a blackout risk.

What households and building managers can do during an extreme event

Efficiency is not the cause of a peak, but it can reduce the amount of equipment that runs during the critical hours. Practical actions include raising cooling thermostats slightly, lowering heating settings when safe, closing blinds against direct sun, using fans when indoor conditions permit, delaying discretionary laundry or cooking, and keeping filters and coils clean. Building managers can pre-cool or pre-heat within equipment and occupant limits, adjust ventilation schedules where regulations allow, and participate in a utility demand-response program if one is available.

These measures should never compromise medically necessary temperature control, safe indoor air quality or protection of pipes and equipment. Their value is greatest when many customers act during the same forecast peak, because a small reduction per site can lower coincident demand across the system.

Bottom line

Heat waves create extreme electricity demand primarily through simultaneous air-conditioning and moisture-control operation. Cold waves create it through electric heating, heat pumps and the electrical auxiliaries of fuel-fired systems. The severity and timing of the peak depend on building equipment, daily schedules, event duration, regional seasonality and whether neighboring grids are stressed at the same time. Demand records describe what customers used; outage risk depends on whether the entire power system can deliver that load under the conditions of the event.
