A data center can be ready to build while the electric system is not ready to serve its requested load. The mismatch usually comes from local capacity, interconnection studies, permits, substations and feeders, long-lead transformers or cables, and utility planning resources—not from one national “time to power” queue.
Operators reduce schedule risk by engaging the utility during site selection, submitting credible phased load forecasts, verifying the exact delivery path and upgrade scope, reserving equipment early, and designing a staged or flexible operating plan when the utility accepts one.

Why a finished data center can still be waiting for electricity
Data-center construction and grid construction run on different clocks. The International Energy Agency (IEA) estimates that planning, permitting and completing new grid infrastructure can take 5–15 years, while a data-center build may take 1–3 years. Those are broad global ranges, not a promise or forecast for a particular site. A campus can therefore have land, financing, buildings and servers ready before a transmission line, substation, feeder or generation resource is available.

The main causes of power-delivery delays
Local capacity and concentrated demand
Large loads are arriving in locations where generation, transmission, substations or distribution feeders were planned for much smaller demand. The U.S. Department of Energy (DOE) identifies timelines for new demand that are shorter than current infrastructure-development cycles, along with inconsistent planning assumptions and limited planning capacity. A regional market may have enough total generation on paper while the specific substation or feeder serving a proposed campus lacks deliverable capacity.
Retiring firm generation can tighten the margin further. In the Federal Energy Regulatory Commission’s (FERC) March 20, 2025 market-report release, FERC Chairman Mark Christie said: “The combination of rapidly increasing electricity demand, driven by hyperscale customers such as data centers, paired with the alarming rate of base load generation retirements and lack of new dispatchable generation, is not sustainable and must be addressed.” The statement describes a system-level concern; it does not establish a delay length for an individual project.
Customer interconnection studies and agreements
A large customer normally needs technical studies, a defined point of interconnection, equipment specifications, protection and controls, and an agreement that assigns construction and cost responsibilities. A study can be delayed by a queue of requests, incomplete technical information, limited utility engineering staff, or insufficient modeling capacity. It can also identify network upgrades that require separate design, procurement and permits.

FERC reported 2,289 GW of active generation and storage interconnection-queue capacity at the end of 2024, down from 2,368 GW at the end of 2023. Its explainer also described more than 10,000 active U.S. generation and storage requests representing over 2,000 GW at the end of 2022. Those figures describe proposed generation and storage, not data-center load requests, and cannot be used as a data-center waiting-time statistic. FERC Order No. 2023 addresses generator-interconnection reforms; it is not a standard schedule for a large customer connection.
Permits, siting and community decisions
Transmission routes, substations and distribution extensions can require land rights, environmental reviews, local land-use approvals and community processes. The IEA identifies permitting as the primary cause of transmission-project delays in advanced economies. A project’s actual duration depends on its jurisdiction, route, technology, land ownership and the objections or conditions raised during review.

Transformers, cables and other long-lead equipment
Equipment can become the critical path even after studies are complete. In a 2025 industry survey summarized by the IEA, cable procurement commonly took two to three years and large power transformers took up to four years. The IEA also reported that real power-transformer prices were about 75% higher than in 2019 and cable costs had nearly doubled since 2019.
These figures concern transmission-scale equipment and a global industry survey. They are not interchangeable with DOE’s U.S. distribution-transformer data. DOE’s latest data cited on its page, from 2023, put distribution-transformer lead times at 12–30 months, compared with three to six months in 2019. DOE lists inconsistent transformer specifications as one contributor. A campus may need several equipment classes, so the responsible utility and engineering team must identify exactly which transformer, cable, switchgear and protection equipment controls the date.
Planning assumptions, data gaps and utility workload
Utilities plan generation, transmission and distribution from forecasts and engineering models. If a customer presents a speculative maximum demand as an immediate firm requirement, then later changes the ramp, phase size or operating profile, the utility may have to repeat studies or alter procurement. DOE and the Lawrence Berkeley National Laboratory (LBNL) both identify inconsistent assumptions, data gaps and limited staff or modeling resources as barriers. The binding constraint may be administrative or analytical rather than a physical shortage of electrons.
How operators can reduce schedule risk
1. Engage the utility before selecting the site
Start with the serving utility and, where relevant, the regional transmission or system operator during site screening—not after land acquisition. Request a written response that distinguishes what can be delivered at the proposed point of interconnection from broader regional supply.
- Firm capacity available for the first phase and each later phase.
- The earliest dates for temporary, partial and full service, with the conditions attached to each date.
- Required transmission, substation, feeder, protection, metering and communications upgrades.
- The study sequence, information requirements, decision gates and utility assumptions.
- Permits, land rights and third-party approvals that sit outside the utility’s construction schedule.
- Who owns and funds each upgrade and what tariff or contract provisions apply.
Have the utility confirm assumptions in writing, then refresh the record whenever the load forecast or energization plan changes. This improves visibility; it cannot guarantee an earlier connection.

2. Submit a credible, phased load forecast
Provide a schedule that separates construction power, initial IT load, mechanical load, later halls and the campus maximum. Show megawatts, ramp dates, expected load factor, power-quality requirements and any duration or notice limits for curtailment. Identify which quantities are contractually firm and which are optional expansion.
Align the forecast with the utility’s planning and procurement cycles. A credible lower first phase may be serviceable before the ultimate campus demand, while an unqualified maximum can trigger a larger study and more upgrades. Update the forecast through design and commissioning rather than allowing an outdated application to govern the connection.
3. Verify the distribution path and hosting-capacity evidence
Review hosting-capacity maps or other public utility information where available, but treat them as screening evidence, not a service commitment. Trace the physical path from the proposed point of interconnection through the substation, transformers, feeders and protection equipment. Ask what contingencies, fault-duty limits, voltage constraints or thermal limits apply.
A nominal surplus in a regional market does not prove that a particular feeder can deliver the requested load. Conversely, a constrained local circuit may be improved by a defined upgrade whose date and cost are acceptable. Compare the actual deliverable megawatts and date, not a regional headline.
4. Make studies and agreements a managed workstream
Assign an owner for every utility data request and technical decision. Provide one controlled set of electrical models, one load forecast and a change log. Schedule review meetings around study milestones and document open assumptions. Confirm whether a change in transformer size, power factor, backup generation or phased load requires a restudy.

Track the utility’s dependencies separately from the data center’s building schedule. A building permit or equipment-delivery date does not mean the interconnection agreement, protection settings and witness tests are complete.
5. Put grid upgrades and long-lead equipment on the critical path
Identify the controlling equipment class early: for example, a distribution transformer with a 12–30-month DOE-reported lead time, or a transmission-scale transformer that the IEA survey found could take up to four years. Confirm the specification, approved manufacturers, procurement owner, factory-test sequence, shipping assumptions and acceptable substitutes.
Standardizing specifications can improve procurement, but DOE presents standardization as a contributing opportunity, not a guaranteed fix. Keep alternatives technically and contractually real: a substitute that has not passed utility protection, fault-duty or certification review will not shorten the schedule.
6. Plan phased energization where the utility accepts it
Ask whether the campus can be energized in increments tied to verified capacity and reliability conditions. A first building or smaller IT block may come online while later substations, feeders or generation resources are completed. Define the maximum load for each phase, the equipment that must be installed before energization, and the trigger for moving to the next phase.

7. Treat flexibility and onsite resources as engineered options
Load flexibility can reduce grid draw during system stress, but it is not an automatic shortcut to service. Thomas Norris of Duke University’s Nicholas Institute defined it in written testimony to the U.S. House Committee on Energy and Commerce on March 5, 2025: “Load flexibility refers to the ability of end-use customers to temporarily reduce their electricity consumption from the grid during periods of system stress by using on-site generators, shifting workload to other facilities, or scaling back operations.”
Potential measures include shifting non-urgent computing to another facility, temporarily reducing workloads, using storage, or operating onsite generation during constrained periods. For each measure, document:
- How many megawatts can be reduced or supplied, for how long and with what notice.
- Which workloads and service-level commitments are affected.
- Fuel, emissions, noise, air-permit and water requirements for onsite generation.
- Battery duration, recharge limits, fire protection and interconnection controls.
- Who can call an event, how performance is measured and what compensation or tariff applies.
- How backup systems remain available for outages rather than being consumed by routine grid support.
Reliability, cost, emissions, permitting and commercial acceptance must be evaluated for the specific site. Flexibility may ease an immediate constraint, but it does not assure a faster firm connection or remove the need for permanent upgrades.
A practical framework for comparing candidate sites
Use a common scorecard based on the service the utility can actually provide. LBNL’s 2026 report organizes more than 40 potential solutions into five areas—load forecasting; interconnection; resource planning and procurement; markets and operations; and cost allocation and ratemaking—illustrating why one intervention rarely fixes every bottleneck.
| Decision area | Questions to document |
|---|---|
| Power delivery | How many firm megawatts are available at each phase, and on what date at the specific point of interconnection? |
| Network work | Which transmission, substation, transformer, feeder, protection or communications upgrades are required, and what dependencies control them? |
| Process risk | What studies, utility reviews, permits, land rights, local approvals and community processes remain? |
| Supply chain | Which equipment class is schedule-critical, who procures it, what specification is approved, and is the delivery date credible? |
| Operating flexibility | Can the operator shift or curtail load, for what duration and notice, under terms accepted by the utility? |
| Economics and responsibility | Who pays for upgrades, onsite supply, storage and flexibility, and what local tariff or contract governs the allocation? |
Score alternatives using documented dates and obligations rather than a generic regional “available power” label. DOE’s 2026 Speed to Power request-for-information summary listed 238 submissions representing 162.9 GW of proposed in-service capacity by 2030. DOE explicitly described those submissions as planning information, not committed projects or a binding policy commitment, so they should not be treated as guaranteed supply.
What the global queue figures do—and do not—tell you
The IEA reported that more than 2,500 GW of renewable, large-load and storage projects worldwide were stalled in grid queues, using queue indicators described as 2025 data in its 2026 material. This demonstrates the scale of connection bottlenecks across technologies and regions, but it is not a forecast for a U.S. data-center customer.
Likewise, claims that every large load must wait seven to ten years are not supported as a universal benchmark. Norris’s congressional testimony reported that some utilities had quoted delays of that order for large loads, citing earlier references. A quoted delay may reflect a particular utility, location, upgrade package and requested date; it should not be generalized to all projects.

Questions to resolve before committing to a site
- What firm and interruptible capacity can be delivered at the point of interconnection, by phase and date?
- Which upgrades are prerequisites, who controls each permit and who pays?
- What study inputs are still missing, and what event would trigger a restudy?
- Which transformer, cable or other component has the longest credible lead time?
- Can the utility support an interim energization configuration without weakening required reliability?
- What flexibility, storage or onsite generation is technically and legally acceptable?
- What happens if the campus reaches its maximum demand earlier or later than forecast?
Answering these questions with utility-confirmed evidence turns “time to power” from a vague national estimate into a site-specific delivery plan. The strongest projects align the building schedule, load ramp, studies, permits, procurement and operating contingencies before construction begins.
