Crude oil prices generally fall when traders expect more oil to be available than buyers will use. Production can rise, demand can weaken, inventories can fill, or the risk of a supply disruption can recede. Because oil markets price the future, expectations may move benchmark prices before physical barrels change hands. To interpret any quoted “oil price,” identify its benchmark, crude grade, location or delivery basis, date or contract month, unit, and whether it is a spot assessment, a futures trade, or an official settlement.
Why are oil prices falling?
The central mechanism is a change in the expected supply-and-demand balance. If the market anticipates relatively more crude than consumers, refiners and exporters need, sellers must offer lower prices to encourage storage, delay production, or stimulate purchases. The U.S. Energy Information Administration (EIA) describes this balance as the foundation of crude-price movements.

Supply and demand do not adjust instantly. Production projects, refinery operations, vehicle use and industrial activity are slow to change in the short run, so a sudden shock can produce a large price move while the market searches for a new equilibrium. A fall can therefore reflect not only barrels already available, but also what traders think will happen over coming weeks or months.
Supply grows relative to demand
Prices come under pressure when producers add output, compliance with production limits loosens, or oil returns after an outage. At the same demand level, additional barrels compete for buyers. The decline can be especially sharp when several producers increase supply at once or when transport capacity improves and brings previously isolated crude to market.

Lower prices help restore balance in several ways: high-cost production becomes uneconomic, some drilling is deferred, and consumers or refiners have an incentive to buy more. The adjustment is not immediate, however, because existing wells, contracts and cargoes continue to operate.
Demand weakens
Economic slowdowns reduce fuel use in freight, aviation, manufacturing and construction. A sudden event can remove demand much faster than producers can cut output. In its discussion of the April 2020 WTI episode, the Commodity Futures Trading Commission (CFTC) cited the unprecedented COVID-19 demand reduction alongside an already oversupplied market.
Demand expectations matter even before official consumption data arrive. Warnings about slower growth, reduced refinery runs or falling transport activity can lead traders to mark prices down in anticipation of weaker physical purchases.

Inventories build
Storage absorbs temporary differences between supply and consumption. A stock build usually signals that more oil is arriving than buyers currently want at prevailing prices. The additional barrels can be held for later sale, but storage tanks, pipelines and tankers are finite and costly. When available capacity tightens, owners may accept lower prices to clear space.
Inventory data are informative but incomplete. The EIA notes that oil at sea and less timely information from some countries make the global stock picture uncertain. A reported build is therefore evidence of a market tendency, not a perfect count of every barrel. Inventory levels also affect the cost of carrying oil through time: when storage is scarce or expensive, nearby prices can weaken relative to later delivery prices.

Expectations and risk premiums change
Crude is priced forward. Geopolitical conflict, storms, pipeline failures or sanctions can add a risk premium because traders fear future supply losses. If a storm passes, a pipeline restarts or spare production capacity looks more available, that premium can disappear even if current production has not changed.
The EIA explains that spare capacity and inventories shape the market’s estimate of how severely a disruption would affect prices. News that improves either cushion can push prices lower; news that removes a cushion can lift them. This is why a price move may precede a measurable change in output.

Futures-market structure can amplify a decline
Futures contracts are standardized instruments traded for specified delivery months. Near expiry, liquidity can fall, open interest can be concentrated and physical delivery or storage constraints can become unusually important. Those conditions can magnify a move in one contract without representing an equal change in every crude stream worldwide. The CFTC’s account of April 2020 identifies declining liquidity, elevated open interest and storage concerns among the exceptional conditions present.
Market mechanics do not replace the physical balance story. They explain why two related quotations can diverge temporarily and why the expiring contract may move more violently than a later month or a spot assessment.
How is the price of crude oil measured?
There is no single universal “oil price.” A quotation describes a particular crude, place, time and transaction method. Two prices can both be accurate while referring to different barrels or contract obligations.

Spot prices
A spot price is an assessment for crude available in the current or near-term physical market. Actual transactions vary with grade, sulfur content, location, transportation, cargo size, credit terms and delivery timing. Crude streams move in an integrated global market, so their prices tend to track one another, but persistent differentials remain because quality and logistics differ.

Futures prices
A futures price is the traded value of a standardized contract for delivery during a specified future period. It incorporates expectations about supply, demand, inventories, financing, storage and the contract’s delivery terms. A futures quote may be an intraday trade, a last price or an official settlement; those measures are not interchangeable.
NYMEX WTI futures are physically settled and linked closely to the U.S. spot market. The CME Group’s contract overview describes the standardized contract and its delivery connection. As expiry approaches, conditions at the delivery hub can have an outsized effect on the expiring month.
What every quoted number should include
- Benchmark and grade: for example, WTI or Brent, plus the crude specification.
- Location or delivery basis: such as Cushing, Oklahoma, or a North Sea cargo basis.
- Date and, for futures, contract month: a May contract is not the same instrument as a December contract.
- Currency and unit: commonly U.S. dollars per barrel, but the unit must be stated.
- Price type: spot assessment, intraday futures trade, or official settlement.
| Measure | What it represents | Why it can differ from another quote |
|---|---|---|
| Spot assessment | Near-term physical crude available under stated grade and delivery terms | Quality, location, freight, timing and assessment methodology |
| Futures trade | Market price of a standardized contract for a future delivery month | Expectations, financing, storage, liquidity and contract terms |
| Futures settlement | Exchange’s official end-of-session value used for clearing and accounting | Settlement methodology and the specific contract month |
What is the difference between Brent and WTI?
Brent and WTI are related benchmarks, not interchangeable prices. Regional supply, transport constraints, quality differences and local storage conditions can make their spread widen or narrow.

| Feature | WTI | Brent |
|---|---|---|
| Primary role | Key U.S. benchmark associated with NYMEX futures | International reference benchmark |
| Delivery or pricing basis | Physical delivery connection at Cushing, Oklahoma | North Sea cash or forward-market trades and assessments |
| Contract relationship | NYMEX futures are physically settled | ICE Futures Europe uses the Brent Index to cash-settle the expiring front-month futures contract |
| How the reference is formed | Standardized exchange contract linked to the Cushing physical market | ICE Brent Index averages prevailing North Sea cash or forward prices reported and confirmed by industry media, including published full-cargo trades and assessments |
The ICE Brent Index methodology currently specifies a full cargo size of 700,000 barrels (the specification shown on the page accessed October 13, 2026). Exchange methodologies can change, so consult the current page when precision matters. The index is used as the final cash settlement price for the expiring front-month Brent futures contract.
WTI’s physical settlement means conditions around Cushing storage and delivery can matter especially for the expiring month. Brent’s index, by contrast, is derived from the specified North Sea cash or forward market. Neither benchmark is “the” price of all crude; each is a reference for a defined market.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare two oil-price declines correctly
Before calculating a percentage change or declaring that one crude “fell more,” align the measurements:
- Match the benchmark. Compare WTI with WTI or Brent with Brent unless the purpose is specifically to study the spread.
- Match grade and location. A light, sweet crude at one hub is not directly equivalent to a heavier or more distant stream.
- Match the date and contract month. Compare the same observation dates and, for futures, the same delivery month or an explicitly rolled series.
- Match the price type. Do not compare a spot assessment with a futures settlement without labeling the distinction.
- Match currency and unit. State dollars per barrel or the applicable alternative, and convert currencies before comparing.
- Check physical context. Look at production, consumption, inventory changes, available storage and transport constraints.
- Check market timing. Note whether a contract is near expiry, when liquidity may be thinner and delivery conditions more influential.
After those checks, interpret the move rather than assigning a single cause. A fall may combine weaker demand expectations, rising stocks and a disappearing disruption premium.
Why WTI futures briefly traded below zero in April 2020
The negative-price episode concerned a specific contract, not every barrel of crude. On April 20, 2020, the expiring May NYMEX WTI futures contract settled at -$37.63 per barrel, after being priced at $17.73 per barrel at the start of that day. Those figures are reported in the CFTC’s November 23, 2020 interim-report announcement.
Best Value
| Detail | What happened |
|---|---|
| Contract | May 2020 NYMEX WTI futures |
| Date | April 20, 2020, the day before expiry |
| Opening-day reference in the CFTC announcement | $17.73 per barrel |
| Settlement | -$37.63 per barrel |
| Conditions identified by the CFTC | COVID-19 demand collapse, an oversupplied market, storage concerns, elevated open interest, declining liquidity and exceptional price moves |
With fuel demand depressed and storage space near delivery locations highly valuable, holders of a contract requiring imminent delivery could face costs greater than the contract’s nominal price. The CFTC’s interim material did not claim to provide a definitive root-cause analysis of individual price movements. Commissioner Dan M. Berkovitz separately noted that the May contract diverged from physical-market prices in his May 7, 2020 statement.
Accordingly, “oil went negative” is an incomplete description. The accurate statement is that one expiring WTI futures contract settled below zero under extraordinary demand, storage and market-liquidity conditions; it does not mean that every physical crude barrel worldwide had a negative value.
A practical way to read a falling oil-price headline
Use the following sequence when a news report says crude prices are down:
- Identify the exact benchmark, contract month, unit and price type in the report.
- Determine whether the move is intraday, a closing settlement or a change in a spot assessment.
- Look for evidence of a supply change, demand change, inventory build or easing disruption risk.
- Check whether the contract is close to expiry or experiencing unusual liquidity and storage pressure.
- Compare the move with the related benchmark and later delivery months to see whether it is broad or concentrated.
- Treat the explanation as provisional when data are incomplete, especially for global inventories and oil in transit.
This approach separates a genuine change in the physical market from a repricing of expectations or a contract-specific technical event.
Quick Recap
Common mistakes when explaining a decline
- Calling one number “the oil price.” Always name the benchmark and measurement type.
- Assigning one cause without dated evidence. Production, demand, stocks and risk premiums can move together.
- Equating futures with physical barrels. A futures price includes delivery obligations and financial-market conditions.
- Ignoring storage. A surplus matters more when tanks, pipelines and tankers have little spare capacity.
- Comparing unmatched contracts. Different months can reflect different expected balances and expiry risks.
- Treating historical contract specifications as permanent. Exchange methodologies and cargo definitions can change; verify current terms.
Key takeaways
- Crude prices usually fall when expected supply rises relative to expected demand.
- Inventory builds both reveal an imbalance and provide a way to carry oil into the future; limited storage can accelerate declines.
- Prices respond to expectations about disruptions, spare capacity and future consumption, not only to current barrels.
- Spot assessments and futures prices measure different things and must be labeled with their benchmark, location, date, unit and contract status.
- Brent and WTI are distinct regional benchmarks with different settlement mechanisms.
- The April 20, 2020 negative price was a specific expiring WTI futures-contract event, not a universal price for physical crude.
