Copper shortages arise when mine supply and refined output cannot expand as quickly as demand, or when weather, infrastructure failures and trade disruptions interrupt production. The International Energy Agency (IEA) says the mine projects currently announced could leave a potential 30% supply shortfall by 2035. That is a forward-looking scenario, not proof that copper is already unavailable everywhere. Construction, electric grids, industrial equipment and clean-technology supply chains are among the areas most exposed to tighter supply, but the available IEA material does not measure comparable losses well enough to name one industry as the single worst affected.

What a copper “shortage” actually means

Copper markets can be tight in several different ways. A mine may produce less ore than expected; a smelter or refinery may be offline; inventories may fall while buyers compete for available units; or a temporary event may interrupt transport. A longer-term shortage is different: expected demand grows faster than the mines that are likely to be operating.

The IEA’s Global Critical Minerals Outlook 2025 executive summary addresses that last case. Its project-pipeline analysis says the mines already in view point to a potential 30% copper supply shortfall by 2035. The estimate depends on the agency’s assumptions about demand, projects and operating performance. It should therefore be read as a risk signal, not as a statement that every buyer faces a 30% physical shortage today.

Short-term market conditions can look very different from that long-range projection. Monthly inventories, production, use and trade data are tracked in the International Copper Study Group’s Selected Copper Statistics and Copper Bulletin. Those releases are the appropriate place to check whether a current disruption is showing up in measurable market data.

Why analysts expect supply to fall short

Declining ore grades

Many established copper deposits contain less copper in each tonne of ore as they mature. Producers must move and process more rock to obtain the same amount of metal. That raises energy, water, labor and processing requirements, and it can limit how quickly an older mine can increase output. Declining grades are one of the four constraints explicitly cited by the IEA for the projected 2035 gap.

Higher capital costs

New mines, concentrators, smelters and supporting infrastructure require large up-front investments. The IEA identifies rising capital costs as another reason the announced project pipeline may not deliver enough future supply. More expensive financing can delay a final investment decision, reduce a project’s scale or make a marginal deposit uneconomic.

Fewer major discoveries

The IEA also points to a sharp slowdown in new resource discoveries. Exploration does not translate directly into production: a discovery must be evaluated, permitted, financed, built and connected to transport and processing systems. If fewer large deposits are found, the industry has fewer candidates capable of replacing declining mines.

Long project lead times

A mine announced when prices rise cannot normally add metal immediately. Geological studies, environmental reviews, community agreements, engineering, construction and commissioning can take many years. Those lead times make supply slow to respond when electrification or construction demand accelerates. They are the fourth constraint named in the IEA’s 2025 explanation of the potential shortfall.

Floods, droughts and water stress

Weather can interrupt mines, roads, railways, ports and power supplies. In its 2025 outlook, the IEA estimates that 7% of global copper supply was at risk of disruption from floods or droughts in 2024. “At risk” describes exposure, not a measured 7% loss of production. A drought can restrict water available for concentration, while a flood can damage access roads or force a temporary shutdown. The effect depends on the location, duration and ability to use alternative infrastructure.

Demand is rising across several markets

Copper demand is not controlled by one product category. It is used in electrical conductors, motors, transformers, industrial machinery, buildings, vehicles and many clean-energy systems. The IEA’s 2025 overview identifies expanding construction, grid electrification and electrification of industrial equipment as demand drivers, while its copper outlook separately tracks clean-technology demand.

That diversity matters. A slowdown in one market does not necessarily remove pressure elsewhere. For example, weaker building activity could coincide with increased orders for grid equipment or renewable-energy projects. Conversely, a synchronized construction and electrification boom can tighten several parts of the supply chain at once.

What the IEA’s numbers say—and what they do not

The 2024 and 2025 IEA publications use related but distinct scenarios and publication vintages. Their figures should not be combined as if they were one time series.

Measure Figure How to interpret it
Potential supply shortfall by 2035 30% IEA 2025 project-pipeline analysis; a forward-looking estimate under stated assumptions, not an observed global shortage.
Supply exposed to flood or drought disruption in 2024 7% IEA 2025 risk measure; exposure to possible disruption, not confirmed lost output.
Project-pipeline shortfall versus 2035 APS mining requirements 31% IEA 2024 copper outlook; the APS (Announced Pledges Scenario) label and 2024 publication year are essential context.
Clean-technology copper demand in APS, 2023 6,311 kt Scenario value, not a forecast of realized consumption.
Clean-technology copper demand in APS, 2030 12,001 kt Scenario value showing growth in the IEA’s APS pathway.
Clean-technology copper demand in APS, 2040 16,343 kt Scenario value, not a guaranteed market outcome.
Total copper demand in APS, 2023 25,855 kt IEA 2024 scenario value.
Total copper demand in APS, 2040 36,379 kt IEA 2024 scenario value.
Secondary supply and reuse in APS, 2023 4,445 kt Scenario contribution from secondary material and reuse.
Secondary supply and reuse in APS, 2040 10,006 kt Scenario contribution; higher recycling does not by itself eliminate the need for mines.

The IEA summarizes the central concern this way: “Despite strong copper demand from electrification, the current mine project pipeline points to a potential 30% supply shortfall by 2035 due to declining ore grades, rising capital costs, limited resource discoveries and long lead times.” The statement appears in the agency’s 2025 executive summary.

Which industries are most exposed?

The evidence supports identifying demand-linked sectors, not ranking them by economic damage. The cited IEA publications do not provide comparable industry-level loss estimates, so a claim that one sector is definitively “the most affected” would go beyond the data.

Electric grids and power infrastructure

Grid expansion and reinforcement use copper in conductors, transformers, switchgear and other equipment. Electrification increases the amount of wiring and capacity that utilities must install. A constrained supply can therefore show up as higher material costs, longer procurement cycles or redesigns that use different conductor materials where technically acceptable. The IEA specifically names grid electrification as a demand driver.

Construction and buildings

Buildings use copper in power distribution, wiring, plumbing and heating, ventilation and air-conditioning equipment. Large projects buy material through contractors and distributors, so a shortage can affect project budgets and delivery schedules even when consumers do not see empty retail shelves. The IEA identifies expanding construction as another source of demand.

Industrial equipment

Factories and commercial facilities use copper in motors, generators, controls, busbars and other electrical equipment. Electrification of industrial equipment can increase copper use per installation, while manufacturers also need the metal for the machines that make other goods. The IEA lists this electrification as a demand force.

Clean-technology supply chains

The IEA tracks clean-technology copper demand separately because power-generation, storage, electric-vehicle and related equipment are copper-intensive. In its APS scenario, clean-technology demand rises from 6,311 kt in 2023 to 12,001 kt in 2030 and 16,343 kt in 2040. These are modeled pathway values, not a guarantee that those exact quantities will be consumed.

Clean technologies are therefore a major category of exposure, but not the only one. Conventional construction, grid projects and industrial machinery can compete for the same refined copper and sem fabricated products.

How a shortage travels through the supply chain

  1. Disruption or demand surge: a mine outage, weather event, delayed project or new wave of orders reduces the cushion between supply and demand.
  2. Inventory response: manufacturers, traders and fabricators draw down stocks or bid for available cathode, rod, billet and other forms.
  3. Price and premium changes: benchmark prices and regional physical premiums can rise, although they do not move identically in every market.
  4. Production decisions: fabricators may prioritize contracted customers, alter schedules or seek substitutes where specifications allow.
  5. Project effects: higher input costs and uncertain delivery dates can defer construction, grid and equipment projects.

These stages are not automatic or simultaneous. Recycling, substitution, inventory releases and demand reductions can ease a temporary squeeze, while a prolonged mine deficit is harder to resolve quickly.

Recycling and secondary supply: helpful, but not instant

Secondary copper and reuse can reduce pressure on mines. In the IEA’s 2024 APS figures, secondary supply and reuse increase from 4,445 kt in 2023 to 10,006 kt in 2040. Recycling still depends on collecting scrap, sorting it, processing it and returning it in a form manufacturers can use. Copper locked inside long-lived buildings, cables and equipment is not immediately available, and contamination or alloy composition can limit direct reuse.

For that reason, higher recycling rates improve resilience over time but do not automatically cover a sudden shortfall caused by a mine outage or weather event.

How to tell a current shortage from a long-range risk

  • Check the date: a 2035 projection is not a 2026 inventory report.
  • Check the measure: “at risk” means exposed to disruption; it does not equal lost production.
  • Check the scenario: APS and other pathways are conditional models, not observed outcomes.
  • Check the product form: mine output, refined cathode, rod and specialized components can have different availability.
  • Check the geography: a regional premium or outage may coexist with adequate supply elsewhere.

For current conditions, follow the International Copper Study Group’s monthly statistics for stocks, prices, production, usage and trade at icsg.org/selected-copper-statistics/. Use the IEA outlooks to understand structural exposure and project-pipeline risk, not to infer today’s physical inventory.

What could reduce the risk?

Bring viable projects online sooner

Shortening permitting, construction and connection timelines—while maintaining environmental and community safeguards—would allow supply to respond earlier. Better project execution does not remove geological limits, but it can reduce the delay between discovery and production.

Improve mine productivity and processing

Technology that improves recovery, reduces water use or handles lower-grade ore can make existing resources more productive. These measures require investment and may not be economical at every site.

Expand collection and recycling

More effective scrap collection, sorting and refining increases the pool of secondary metal. Designing equipment for repair, disassembly and material recovery can improve future feedstock.

Use substitution carefully

Aluminum and other materials can replace copper in some conductors or components, but substitution changes weight, size, thermal performance, connectors and safety requirements. It is an engineering decision, not a universal remedy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Diversify supply and manage inventories

Utilities and manufacturers can reduce single-source exposure through qualified suppliers, regional stock policies and contracts that specify delivery priorities. Holding inventory has financing and storage costs, so the appropriate level depends on the product and the consequence of an outage.

Bottom line for businesses and buyers

Copper’s shortage risk comes from a structural mismatch—declining ore grades, expensive and slow new projects, fewer major discoveries and rising demand—made more volatile by floods and droughts. The IEA’s 2025 analysis points to a potential 30% supply gap by 2035, while its 2024 APS outlook reports a 31% project-pipeline shortfall against 2035 mining requirements. Neither figure proves a universal shortage now.

Electric grids, construction, industrial equipment and clean-technology supply chains are the clearest demand-linked exposure areas named by the IEA. Because the available sources do not compare their economic losses, the defensible answer is that these sectors are among the most exposed—not that one has been proven to be the single most affected. Current market judgments should combine the long-range IEA scenarios with the latest monthly statistics from the International Copper Study Group.
