Ancient harbors end up below the modern waterline when relative sea level changes: the sea rises, the land sinks, or both happen together. Ocean warming and added meltwater can raise water levels, while tectonic movement, earthquakes, sediment compaction, volcanic subsidence and fluid withdrawal can lower the ground. The balance is different at every coast, so submerged ruins do not have one universal explanation.
A tsunami or volcanic eruption may be part of a site’s history, but neither is required. Some shorelines moved gradually for centuries; others experienced abrupt earthquake-related displacement. Archaeologists and geologists distinguish these histories by combining the original elevation of structures with dated sea-level, sediment and land-motion evidence.

“Below sea level” means relative sea level
Sea level is not measured only against a global ocean average. For a harbor, the meaningful quantity is the height of the water compared with the adjacent land. That relative level rises if the ocean surface moves up, if the ground moves down, or if both processes occur simultaneously.

The National Park Service identifies several contributors to relative sea-level change: expansion of ocean water as it warms, changes in meltwater, glacial crustal rebound, tectonic uplift or subsidence, fluid withdrawal, and the deposition and compaction of sediment. These processes operate at different speeds and over different areas. A global ocean trend can therefore be amplified, offset or overwhelmed by local land movement.

The processes that can submerge a harbor
| Mechanism | How it changes the shoreline | Typical pattern or qualification |
|---|---|---|
| Ocean-volume change | Warm water expands; added meltwater increases ocean volume and raises water relative to land. | Broad regional or global influence, but the local result varies with currents, gravity and vertical land motion. |
| Tectonic subsidence | Crustal blocks slowly move downward, lowering a coast. | Usually gradual and site-specific; the rate must be reconstructed from local evidence. |
| Earthquakes | A fault rupture can shift the coast vertically in a short event. | Can produce an abrupt step in elevation, followed by slower adjustment. |
| Sediment loading and compaction | Thick, young deposits compress under their own weight and as new sediment accumulates. | Especially important on deltas and other soft coastal basins; rates vary through time and space. |
| Fluid withdrawal | Pumping groundwater or hydrocarbons lowers pore pressure, allowing aquifer systems to compact. | Can be rapid near intensive extraction, but modern extremes cannot be assigned to ancient sites without evidence. |
| Glacial-isostatic adjustment | Ice loading depresses the crust; unloading allows rebound, while surrounding areas may move in the opposite direction. | Acts over long periods and can alter regional coastal elevation far from former ice sheets. |
| Volcanic or caldera movement | Magma-related inflation, deflation or collapse changes the height of land around a volcanic system. | May be episodic or gradual and is strongly localized. |
Rising water
As seawater warms, it expands. Changes in the amount and distribution of meltwater also alter ocean volume. These effects are often described as sea-level rise, but a submerged quay records only the combined water-and-land result at that location. Regional ocean dynamics and vertical crustal motion mean that a global average cannot be applied directly to an individual ancient city.
Slow tectonic subsidence
Where the crust gradually bends or moves downward, a harbor can become progressively deeper relative to the sea. A USGS-indexed 2013 study of submerged structures at Kekova, Turkey, estimated at least 1.6 millimetres per year over the last 1,400 years of coastal tectonic subsidence. That figure is an inference based on presumed original elevations of structures and comparisons with relative sea-level history; it is not a general rate for Mediterranean coasts.
Earthquake-driven displacement
Earthquakes can move a shoreline in a single event rather than by a steady annual rate. A fault may lift one block and drop another, and subsequent aftershocks or crustal relaxation can add smaller changes. Repeated earthquakes can therefore create a cumulative submergence pattern that looks gradual in the archaeological record even though some individual steps were abrupt.

Compacting sediment
Deltas, lagoons and reclaimed waterfronts often contain young, water-rich sediments. As those layers are buried, grains rearrange and pore water escapes, reducing the thickness of the deposit and lowering the surface. Sediment loading and compaction can work alongside sea-level rise and tectonics. The USGS distinguishes this variable behavior from the steadier, comparatively low rates often associated with long-term tectonic or glacial-isostatic movement.
Subsidence from fluid withdrawal
Modern pumping of groundwater or hydrocarbons can remove pressure that helps support underground sediments. Compaction then lowers the ground surface. A USGS 2014 research summary reports subsidence of 30 centimetres per year in some instances and more than 13 metres in extreme examples. Those are reported modern extremes, not expected rates for ancient harbors. They demonstrate the mechanism’s potential, but applying them to antiquity would require evidence that comparable extraction occurred and affected the site.
Glacial-isostatic adjustment
Large ice sheets press the crust downward. When ice melts, the formerly loaded area rebounds while adjacent regions can sink relative to the changing load. This adjustment continues for thousands of years and helps explain why coastlines in different regions can move in opposite vertical directions even during the same period of global ocean change.

Volcanic and caldera movement
Volcanic systems can raise or lower land as magma moves underground, pressure changes or a caldera collapses. UNESCO describes Roman shorelines and remains around Campi Flegrei that lie below present sea level, interpreting them as evidence that the caldera generally subsided during the last 2,000 years. This is a localized volcanic-tectonic history, not simply a record of global ocean rise.

What submerged sites show
Alexandria, Egypt
UNESCO’s tentative-list description places submerged archaeological remains along Alexandria’s coast at depths of 6–8 metres. It describes both advancing water and repeated earthquakes as factors affecting the shoreline. The same description reports coastal advance of about 2.6 millimetres per year in the western Nile delta. That number is presented in a site-description context; it should not be treated as a measurement of one isolated cause or as a rate for all of Alexandria.
Kekova, Turkey
At Kekova, archaeological and geophysical work examined coastal structures now below water. The USGS-indexed study estimated at least 1.6 millimetres per year of tectonic subsidence across the last 1,400 years. The calculation depends on identifying the structures’ former elevations and comparing them with reconstructed relative sea levels. Its value is diagnostic for that coast, not a template for every submerged ruin.

Chersonese
UNESCO’s Chersonese description reports sea-level rise affecting ancient harbor installations and other coastal remains, with some areas waterlogged. The description supports a water-level contribution but does not turn every submerged feature into proof of a single mechanism. Local land movement and the original setting of individual structures still matter.
Campi Flegrei
UNESCO notes Roman coastline evidence around 10 metres below present sea level, along with Roman and medieval remains below the modern waterline. It interprets the pattern as evidence of general subsidence around the volcanic caldera over approximately 2,000 years. Because the setting is volcanic, the explanation differs from a simple regional ocean-rise scenario.
Was a tsunami or volcanic eruption responsible?
A tsunami can damage or bury a harbor, but a tsunami is a wave event, not a permanent explanation for why masonry remains below today’s sea level. After the water recedes, a site will stay submerged only if the land was lowered, the long-term sea level rose, sediment or water altered the setting, or a combination of those changes occurred.
Best Value
Volcanic eruptions can produce ash, lava, earthquakes and sudden ground deformation. In a caldera, longer-term collapse or subsidence may continue after an eruption. Yet many submerged Mediterranean sites have no established single eruption or tsunami that accounts for their present elevation. The correct answer is site-specific: gradual relative sea-level rise, tectonic movement, volcanic deformation, catastrophic events, or several of these together.
How scientists distinguish the causes
An underwater wall by itself does not identify the process that put it there. Investigators first establish what the feature was built to do and where it stood relative to the water when it was used. They then compare that position with independent records of sea level and land movement.
- Identify a reliable shoreline marker. A quay, pavement, threshold, mooring feature or other structure must have a function that constrains its original relationship to the water. Ambiguous rubble or redeposited blocks are weaker indicators.
- Date the construction and use. Ceramic material, inscriptions, stratigraphy, mortar, organic remains or other dating evidence sets the time window in which the structure occupied its former elevation.
- Estimate the original elevation. Researchers reconstruct the height of the working surface, foundation or waterline feature, including uncertainty from erosion, rebuilding and later disturbance.
- Compare with local relative sea-level history. Dated shoreline indicators, sediment sequences and other archaeological markers show how the water-to-land relationship changed through time.
- Test vertical land motion. Geological mapping, geophysical measurements, fault evidence and volcanic-deformation records help separate subsidence or uplift from water-level change.
- Check the pattern across space. A broad, coherent signal favors regional water or crustal processes; sharply different elevations over short distances may indicate local faulting, compaction or construction on unstable deposits.
A western Mediterranean synthesis emphasizes the need to establish ruins’ original relationship to sea level and to reject indicators whose original elevation is uncertain. The Kekova work illustrates the approach by comparing presumed harbor-structure elevations with relative sea-level reconstructions. These are core lines of reasoning, not an exhaustive field protocol.

1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesHow to read a reported rate or depth
Numbers from different sites are not interchangeable. A depth of 6–8 metres describes where remains are found now; it does not by itself say how quickly they got there. A rate such as 1.6 millimetres per year is a reconstructed tectonic estimate tied to a particular coast, time span and set of assumptions. The reported 2.6 millimetres per year for the western Nile delta is a UNESCO site-description figure and includes geographic and source-context limits.
Quick Recap
When evaluating a claim, ask four questions:
- Is the number measured directly, reconstructed from dated markers, or inferred from a model?
- What time interval does it cover: one earthquake, centuries, or millennia?
- Does it describe water-level change, land motion, or their combination?
- How secure are the structure’s date and original elevation?
What to remember when comparing ancient coastal cities
- Submergence does not prove that the ocean alone rose; the land may have moved down.
- Global water changes and local land motion can reinforce or counteract one another.
- Earthquakes can create abrupt vertical steps, while tectonic creep, compaction and glacial adjustment work over longer intervals.
- Modern fluid-extraction subsidence shows what the mechanism can do, but its extreme rates cannot be projected into antiquity without archaeological and geological support.
- Each harbor requires its own evidence linking structure elevation, age, sea-level history and vertical land movement.
