Canada’s monthly jobs headline comes mainly from Statistics Canada’s Labour Force Survey (LFS), a household survey that estimates how many people aged 15 and older were employed, unemployed or outside the labour force during a specific reference week. It counts people, not payroll positions. That distinction—and the different denominators behind the unemployment, participation and employment rates—explains why the headline can diverge from payroll data or from what workers experience.
What the monthly report actually is
The Labour Force Survey is conducted every month to produce timely estimates of labour-market conditions. Statistics Canada generally releases results about 10 days after data collection is completed. The estimates describe a designated reference week, not every day of the calendar month.

Every surveyed person aged 15 or older is assigned to one, and only one, of three groups:
- Employed: people who worked during the reference week, or who had a job but were temporarily absent.
- Unemployed: people without work who meet the survey’s job-search or near-term-start and availability conditions.
- Not in the labour force: people who are neither employed nor counted as unemployed.
The LFS also estimates employment and unemployment by industry, occupation, province, age, sex, public or private sector, hours and other demographic characteristics. It is intended to show the supply of labour—people available to work—not every dimension of employer demand or job quality.

Read the three main rates together
The report’s familiar percentages use different denominators. Treating them as interchangeable is the fastest way to misread a month’s result.
| Indicator | Calculation | What it answers |
|---|---|---|
| Unemployment rate | Unemployed people ÷ labour force (employed + unemployed) | Among people participating in the labour market, what share is without work and meets the unemployment definition? |
| Participation rate | Labour force ÷ population aged 15 and older | What share of the working-age population is either working or actively available and looking for work? |
| Employment rate | Employed people ÷ population aged 15 and older | What share of the working-age population is employed? |
Someone who is not working and is not looking for work is outside the labour force. That person is excluded from the unemployment-rate denominator, but remains in the population denominator used for participation and employment rates. As a result, the unemployment rate can fall even when the number of people with jobs does not rise.
Why unemployment can fall when people stop looking
Suppose 100 people are in the labour force: 90 are employed and 10 are unemployed. The unemployment rate is 10%. If two unemployed people stop searching and are no longer available under the LFS rules, the labour force becomes 98, with eight unemployed. The unemployment rate drops to about 8.2%, even though employment remains 90. Participation also falls. Looking at all three indicators shows whether an improved unemployment rate reflects more jobs, fewer job seekers, or both.

Being without a job is necessary but not sufficient. Under the LFS operational definition, an unemployed person generally must have no work in the reference week and must have looked for work during the previous four weeks while being available to start. The classification also includes:
- People on temporary layoff who are available for work.
- People without a job who have one scheduled to start within four weeks and are available.
A person who has no job but has not searched recently, is not available, or does not meet one of the near-term-start or layoff conditions is generally classified as not in the labour force. This is why the unemployment total is not a simple headcount of everyone who says they are not working.

The LFS measures labour supplied to market production. Statistics Canada’s Guide to the Labour Force Survey (2025) states: “For this reason, unpaid housework and volunteer work are not counted as work for purposes of the LFS (Labour Force Survey), although these activities need not differ from paid work either in purpose or in the nature of the tasks involved.” Caring responsibilities, study, health limitations or retirement can all be important reasons for being outside the labour force, but they do not by themselves make someone unemployed.
What the “jobs” number counts—and what it does not
The LFS employment estimate counts employed people. A person with two jobs is still one employed person in that estimate. The report is therefore not a count of every position or payroll relationship in the economy.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →That distinction matters when comparing the LFS with payroll-based programs such as Statistics Canada’s Survey of Employment, Payrolls and Hours (SEPH). A worker holding two payroll jobs can contribute two jobs to a payroll measure, while contributing one employed person to the LFS. The programs also differ in coverage: the LFS includes self-employed workers, whereas payroll employment is based on employer payroll records and has a different population and industry scope.
So a change in the LFS employment estimate and a change in payroll employment are not expected to match one-for-one. They can both be reasonable measurements of related conditions while counting different units.
How full-time, part-time and hours are defined
Full-time and part-time status in the LFS is based on a person’s usual hours at their main or only job:

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
- Full-time: usually 30 or more hours per week.
- Part-time: usually fewer than 30 hours per week.
Total hours worked is a separate measure. It records the actual hours worked at the main job during the reference week, including paid and unpaid hours. A normally full-time worker who was sick, on vacation, affected by a holiday or bad weather, or working overtime may report actual hours that differ sharply from their usual schedule without changing full-time status.
This distinction lets the release show both the customary arrangement of work and a temporary change in labour input. It also means that a rise in employment does not automatically imply a rise of the same size in hours worked.
Why one month is an estimate, not a census
The LFS is a sample survey. Each monthly total is an estimate subject to sampling variability, and small month-to-month movements can be difficult to distinguish from ordinary survey noise. A single increase or decrease should be read with the uncertainty information in that month’s release and alongside a several-month trend.
The sample is designed to support monthly comparisons. Households remain in the survey for six consecutive months, so roughly five-sixths of the sample overlaps between adjacent months. That overlap improves the usefulness of month-to-month comparisons, but it does not make either month’s estimate exact or eliminate sampling error.
For practical reading, ask whether the movement is large relative to the release’s stated uncertainty, whether it persists for more than one month, and whether employment, unemployment, participation and hours point in the same direction. A headline change unsupported by the other indicators deserves caution.

Why the LFS can differ from payroll data
Statistics Canada describes the LFS as a household survey and SEPH as a combination of administrative records and establishment-level survey data. When the totals differ, compare the underlying design before deciding that one series is wrong.
| Comparison point | LFS | Payroll or vacancy source |
|---|---|---|
| Unit counted | Employed people and people’s labour-force status | Payroll jobs, payroll earnings and hours, or job openings, depending on the program |
| Primary source | Household responses | Administrative payroll records and establishment surveys for SEPH; employer reports for vacancy measures |
| Worker coverage | Includes self-employed workers and other people identified through households | Coverage follows payroll or establishment rules and is conceptually different |
| Time represented | A specified reference week | A payroll period, month or vacancy reference period defined by that program |
| Main outcome | Employment, unemployment, participation, hours and worker characteristics | Payroll employment, earnings and hours, or vacancies and offered wages |
Before comparing numbers, match the reference month or week, confirm whether the unit is people or jobs, check self-employment and industry coverage, and identify whether the statistic measures employment status, payroll activity or unfilled demand. Release timing can also differ, so two figures published close together may describe different periods.

It is not a complete measure of job quality
Employment status and hours do not reveal everything about wages, benefits, schedule stability, job security, advancement, involuntary part-time work or whether a household can meet its costs. Those questions require earnings, hours, longitudinal, vacancy and other specialized data.
It is not a direct measure of employer demand
An employment increase does not show how many employers are still trying to hire, which skills are scarce or how many openings remain unfilled. Vacancy and wage statistics provide a different view of unmet labour demand.
Recommended Free Tools
It excludes unpaid housework and volunteering from employment
These activities may involve substantial time and responsibility, but they are outside the LFS employment concept because the survey is designed around labour supplied to market production. Their exclusion is a definition choice, not a claim that the work has no social or economic value.
Best Value
It cannot describe every person’s lived experience
National and provincial averages can hide differences by age, disability, race, immigration status, region, industry, occupation and household circumstances. A person may be employed yet facing reduced hours, unstable scheduling or falling real income; another may be outside the labour force after discouragement but not appear in the unemployment count.
Population aging can change the rates
Rates depend partly on who is in the population. Statistics Canada’s September 2026 release reported that people aged 65 and older made up 23.2% of the working-age population that month, compared with 20.5% in September 2019. The release said that lower participation relative to a year earlier and the pre-pandemic period could largely be attributed to population aging.
This is a reminder that a participation-rate change can reflect demographic composition as well as changes in individual decisions or labour-market conditions. The September figure describes that release’s month and should not be carried forward to later releases without checking the newer population breakdown.
A practical way to read each release
- Identify the reference week and release date. Make sure the period represented matches the comparison you want to make.
- Start with employment in people. Note whether the change is an estimate and whether it is large enough to stand out from the stated uncertainty.
- Read the unemployment rate with participation and employment rates. A lower unemployment rate has a different meaning if participation also fell.
- Check the unemployment details. Look for changes in the number of unemployed people, job-search behaviour and availability, not only the percentage.
- Separate usual from actual hours. Use full-time or part-time status for the normal schedule and total hours for what happened in the reference week.
- Inspect composition. Age, industry, occupation, province, public or private sector and self-employment can reveal which groups drove the change.
- Use a multi-month view. Confirm whether the signal persists rather than treating one small movement as a turning point.
- Choose a complementary source for the question. Use payroll data for payroll jobs and earnings, vacancy data for openings and offered wages, and other surveys for job quality or household impacts.
The bottom line for interpreting the headline
Canada’s monthly jobs report is a timely estimate of people’s labour-market status during one reference week. It tells you how many people are employed or unemployed under precise survey rules, how much of the population is participating, and how usual and actual hours are changing. It does not, by itself, count every job, capture unpaid work, measure all forms of job quality or reveal the full demand for labour. Read the denominators, definitions, sample uncertainty, population composition and source coverage before drawing a conclusion from the headline.
