A lithium project can slip when engineering is not mature, long-lead equipment or materials arrive late, skilled contractors and worker accommodation are unavailable, roads or utility connections are unfinished, or funding and approval gates interrupt the work sequence. After construction, commissioning adds another schedule risk: utilities, process equipment and control systems must be tested together, corrected and gradually ramped to stable commercial output. The length of any delay is project-specific; there is no reliable industry-wide “average” to apply to every mine or processing plant.
Why lithium-project schedules are especially dependent on sequence
A lithium development is a chain of linked work packages rather than one job. Engineering defines what must be bought and built. Procurement and fabrication determine when equipment can be installed. Construction then depends on access, labor, utilities and supporting infrastructure. Commissioning cannot properly begin until the relevant systems are complete, powered, supplied and safe to operate.

That dependency means a project may appear busy on site while its critical path remains exposed elsewhere. A building can rise while a transformer, water line, reagent system or control package is still late. Conversely, a temporary slowdown may reflect deliberate resequencing rather than a permanent change to the promised production date.
Company updates illustrate individual projects and forecasts; they do not establish how often each cause occurs across the lithium industry. No authoritative cross-project dataset gives a typical delay frequency or duration.

Engineering maturity and design changes
Incomplete design holds up purchasing
Construction packages need sufficiently complete drawings, specifications and interfaces. If a process-flow decision, equipment size, foundation detail or electrical requirement is unresolved, the owner may defer a purchase rather than risk ordering the wrong item. That pushes fabrication, delivery, installation and testing later in the sequence.
Late changes create rework
A design revision after steel, piping or concrete work has started can force demolition, modification or a new approval cycle. It can also interrupt trade sequencing: electricians may have to wait for revised cable routes, while commissioning teams lose the chance to test a complete system. The resulting delay is not necessarily caused by one dramatic failure; several small changes can consume float across many work packages.
For Thacker Pass, Lithium Americas has reported engineering completion alongside procurement progress and the transition into major construction workstreams. Those disclosures show what the owner monitors, but they do not prove that a particular design issue caused a date slip.
Long-lead equipment and supply-chain exposure
One late item can block a whole system
Large process vessels, filtration units, kilns, electrical transformers, high-voltage switchgear, pumps and specialized handling equipment may require lengthy design, fabrication, inspection and transport. A plant cannot complete a system merely because most of its components are installed: the missing item may be the one needed to close the loop or pass a safety test.
Delivery is more than factory completion
Fabrication does not equal arrival at site. Oversize loads may require route surveys, permits, escorts, temporary road strengthening, cranes and carefully timed storage. Weather, border procedures, port congestion or a shortage of heavy-haul capacity can add time after an item leaves the factory. Thacker Pass updates track awarded long-lead equipment, fabrication and delivery; later disclosures also identify transport and broader logistics as cost pressures. These are schedule exposures, not evidence that a cited delivery definitely caused a specific slip.

Labor, contractors and accommodation
Skilled trades must arrive in the right sequence
Concrete, structural steel, piping, electrical, instrumentation, insulation and commissioning specialists are needed at different phases. A shortage in one trade can leave completed areas waiting for the next crew, while an under-resourced contractor may stretch a task across more shifts than planned. Competitive demand for skilled workers can make rapid ramp-up difficult even when the owner has funding and materials.
Remote sites need a workforce system
Accommodation, transport, meals, medical services and site access are part of productive capacity. If a remote project cannot house or move the planned workforce, adding more contracts on paper will not produce the expected installation rate.

Project disclosures also describe development of a workforce hub. Those are project-specific headcounts and plans, not an industry benchmark.
Logistics and off-site infrastructure
Connections outside the fence can control the start date
A processing plant needs dependable roads, rail or trucking routes, electrical power, water, communications and reagent deliveries. A mine may also need tailings, evaporation, storage or waste facilities before sustained operation is possible. If a pipeline, substation or access road is late, construction inside the plant may continue but integrated testing or production cannot start.
Separate infrastructure milestones matter
An independent technical report hosted in an HKEX filing illustrates why schedules should be read milestone by milestone. It separately dates completion of a water pipeline and grid connection, trial production, Phase I commercial production and later throughput targets. The sequence demonstrates that “the plant is built” is not one binary event; each enabling system can have its own completion and acceptance date.

Funding, permits and authorization gates
Work cannot accelerate before the gate opens
Financing close, permits, land access, environmental approvals, safety authorizations and formal notices to proceed can determine when major work is legally or financially allowed. Owners may perform early works while waiting for approval to release a larger construction package. A financing change can also force resequencing, defer optional scope or slow contractor mobilization.
Do not treat one historical plan as a current promise
Lithium Americas’ 2024 Thacker Pass plan described early works, an expected start for major construction and a planned commissioning and ramp-up period. Those were expectations published in 2024. The company later advanced the project, so the old dates should be labeled historical rather than presented as the current schedule. The available project evidence does not establish permitting as a universal or dominant cause of lithium delays.
Governance changes and deliberate optimization
A slower work rate can be an execution decision
Owners sometimes pause or resequence activities after reviewing cost, accountability, design readiness, contractor performance or the execution strategy. Such a decision can reduce near-term site activity while the team resolves interfaces and strengthens the plan. It may protect the eventual schedule, or it may reveal a deeper problem; the effect depends on what the review finds.
The Bécancour example
In a March 13, 2026 update, Rio Tinto said it and the Nemaska Lithium board had agreed to slow construction at Bécancour while optimization work was completed. Some activities would continue, others would be paused or deferred, and contractor numbers would temporarily fall. Rio Tinto said it did not foresee a major change to the overall project timeline and explained that the approach would allow the team to complete optimization work needed to strengthen the execution plan and support the project’s long-term success.
That statement is the company’s forecast at that date, not an independently confirmed outcome. It shows why a temporary reduction in workforce or activity should not automatically be reported as a permanent schedule reset.

Why commissioning often takes longer than expected
Construction completion is not operating readiness
Mechanical completion generally means equipment has been installed and construction checks are substantially finished. Commissioning asks a harder question: can utilities and process systems operate safely and together under real conditions? Teams energize electrical systems, flush and pressure-test piping, verify instruments, load software and interlocks, introduce water or other non-process fluids, and correct defects.
Utilities and process systems must be integrated
Power quality, water treatment, compressed air, steam or heat, ventilation, fire protection, laboratories, control systems and waste or tailings facilities may be commissioned in different sequences. A single unavailable utility can prevent testing of otherwise complete process equipment. Control logic and alarms often require repeated tuning as actual flows, temperatures and material properties become known.
Trial production exposes new problems
When ore, brine, concentrate or reagents are introduced, operators can discover issues that dry testing cannot reveal: plugging, scaling, leaks, unstable chemistry, poor separation, off-specification product or bottlenecks between unit operations. Corrective work may require cleaning, redesign, replacement parts or another controlled start-up.
Ramp-up is a separate milestone
First product is not the same as commercial production, and commercial production is not the same as nameplate throughput. Operators normally increase feed and operating hours in stages while monitoring recovery, quality, equipment reliability and environmental performance. Keliber’s operator has described staged ramp-up as a way to manage commissioning risk.

| Milestone | What it generally indicates | What it does not prove |
|---|---|---|
| Construction progress | Work is advancing on selected buildings, utilities or equipment. | That every critical system is installed or ready to test. |
| Mechanical completion | Installation and construction checks for a defined system are substantially complete. | Stable operation, product quality or commercial output. |
| Commissioning | Utilities and process systems are being energized, tested, integrated and corrected. | That the plant can sustain design throughput. |
| Trial production | Material is being processed to validate the operating flows and product route. | That production is commercially reliable or profitable. |
| Commercial production | The operator declares production against its project definition and reporting rules. | Immediate nameplate capacity or full ramp-up. |
| Nameplate or targeted throughput | A design or planned operating rate is reached or targeted. | That the rate will be maintained without further debottlenecking. |
The HKEX-hosted technical report gives one project-specific sequence: trial production commenced in November 2024, Phase I commercial production commenced in April 2025, a throughput increase was targeted for the second half of 2026, and Phase II production was targeted from the first quarter of 2027. These dates apply to that report’s project and are not lithium-industry benchmarks.

How to assess whether a project is actually slipping
- Identify the promised milestone. Determine whether the comparison is with mechanical completion, first product, commercial production or a throughput target.
- Check the critical-path work packages. Look for engineering release, long-lead delivery, utility readiness, infrastructure connections, contractor mobilization and commissioning prerequisites.
- Separate actual progress from forecasts. A completed foundation is an observed fact; a statement that the overall timeline is unchanged is a forecast that can change.
- Read the schedule logic, not just the headline date. Ask which activities are paused, which continue, what float remains and whether commissioning time has been re-estimated.
- Check dependencies beyond the plant boundary. Confirm power, water, roads, rail, reagents, waste handling, permits and operating staff.
- Look for a new ramp-up assumption. A project can retain its first-production date while moving the date for stable or nameplate throughput.
Questions project teams should answer before revising a forecast
- Which engineering deliverables remain open, and can any design change affect purchased or installed equipment?
- Which long-lead items have been fabricated, inspected, shipped and accepted on site?
- Are skilled trades, commissioning specialists and accommodation available for the next six months?
- Are power, water, transport, reagent, tailings and communications systems complete and tested?
- Which permits, financing conditions or notices to proceed still restrict work?
- Does the revised date mean mechanical completion, trial production, commercial production or sustained throughput?
- What defects or process limitations were found during cold, wet or hot commissioning, and how will they be closed?
What the available evidence can—and cannot—show
Thacker Pass disclosures show an owner tracking engineering, procurement, long-lead equipment, workforce growth and logistics while construction advances. The Bécancour update shows that an owner can deliberately slow or defer work during an optimization period while still forecasting no major change to the overall timeline. The HKEX technical report and Keliber update show why commissioning and ramp-up are staged milestones rather than a single handover event.
Together, these examples explain the mechanisms that can delay a lithium project. They do not establish a universal ranking of causes, a standard commissioning duration or a typical number of months lost. Any credible assessment must use the project’s own baseline, milestone definitions, dependencies and dated disclosures.
Frequently Asked Questions
Is a construction slowdown always evidence that the final production date will move?
No. A slowdown can be a deliberate optimization or resequencing decision. Its effect depends on the activities paused, the remaining schedule float and whether the owner’s forecast changes.
Why can a project announce first production and still be far from full capacity?
First production may come from a limited or trial operating state. Stable commercial output and nameplate throughput require further tuning, reliability work and staged increases in feed and operating hours.
What is the most useful date to compare between lithium projects?
Compare like-for-like milestones—such as mechanical completion with mechanical completion or commercial production with commercial production—and record the project’s definition for each milestone.
Can adding more workers eliminate a delay?
Only if labor is the binding constraint and the site can house, train, supervise and safely support the additional crews. Equipment, utilities, engineering or permits may remain on the critical path.
Is there a standard six-month commissioning period for lithium plants?
No. Lithium Americas’ 2024 Thacker Pass plan anticipated six to twelve months for Phase 1 commissioning and ramp-up, but that was a dated, project-specific expectation rather than a sector-wide rule.
