A custom AI chip is justified only when a company has a well-defined, durable workload, enough deployment volume to spread substantial engineering and integration costs, and the ability to maintain the surrounding software and hardware system. Start with the operating problem—latency, throughput, power, data movement or cost—not with a preferred process node or a headline TOPS number. For many organizations, a general-purpose accelerator, cloud service, semi-custom design or specialist partner will be the better choice.

What a custom AI chip actually changes

A custom AI chip is an application-specific integrated circuit (ASIC) or related accelerator designed around a particular set of models, operators, data types and deployment conditions. An “XPU” is a broader industry term for a specialized processing unit; the label does not by itself tell you whether the device is optimized for training, inference or another workload.

The benefit of specialization is control. You can tailor arithmetic units, memory hierarchy, data movement, interfaces, power management and physical packaging to the work your company actually performs. That can improve utilization or make a required service level possible within a power, space or latency limit. It can also remove features that a general-purpose device carries for workloads you never run.

Those potential benefits come with a large commitment. The OECD’s 2025 overview of the AI supply chain, citing Semiconductor Industry Association material, describes chip design as involving “thousands of engineers,” “years of research and development,” and “hundreds of millions of dollars of investment.” Those phrases describe the industry’s broad scale, not a quote for your program or a guaranteed budget. The total commitment also includes compilers, kernels, memory, networking, packaging, manufacturing, test, systems integration and ongoing updates.

Start with the workload, not the chip

Define the production job precisely

Write a workload specification before selecting an architecture. Identify whether the priority is model training, online inference, batch inference or a mixture. Record the models and versions, operator mix, tensor shapes, sequence lengths, precision requirements, sparsity, batch sizes and the percentage of time spent moving data rather than computing. A model that looks efficient in a laboratory may have poor utilization when production requests arrive with variable shapes or strict tail-latency requirements.

Set measurable service targets: requests per second, latency at a stated percentile, time to train or fine-tune, model-memory capacity, availability, and watts per rack or per request. Include preprocessing, postprocessing, host CPU work, storage and network transfers. A chip that accelerates one kernel but leaves the rest of the pipeline waiting may not improve the service.

Establish a baseline and a credible scale

Measure the same workload on the best practical alternative: rented cloud accelerators, purchased general-purpose hardware or an existing internal platform. Capture utilization, memory stalls, power, software effort, rental or depreciation cost and operational constraints. The comparison should use the complete system, not an isolated silicon specification.

Then forecast deployment volume and utilization by quarter, including low-demand periods, model changes and regional expansion. A specialized design has a chance to amortize its fixed costs only when enough devices run a sufficiently stable workload. The available industry sources do not provide a universal break-even formula; your model must include design engineering, verification, software, wafers, advanced packaging, high-bandwidth memory where required, boards, racks, facilities, operations, support and the cost of schedule delays.

Test whether the workload is stable enough

  • Stable operators and precision: Frequent changes in model architecture or numerical format reduce the value of hard-wired specialization.
  • Predictable demand: Low or uncertain utilization makes fixed development costs harder to recover.
  • Differentiated constraints: A need for unusual latency, power, privacy or data locality can justify custom work even when raw throughput is not the goal.
  • Enough runway: You need time to complete design, validation, manufacturing, software enablement and production qualification before the workload changes materially.

Design the whole system before freezing interfaces

Compute, memory, die boundaries, package architecture, connectivity and rack integration interact. Marvell’s description of custom accelerator programs emphasizes balancing these dimensions together; treat that as a system-design principle, not as an independent performance claim.

Compute and data movement

Choose the arithmetic formats and execution engines that match measured kernels. Consider how tensors enter and leave each engine, how operators are fused, and what happens when a model uses an unsupported operation. On-chip SRAM can reduce external traffic but consumes valuable die area. A larger array is not automatically faster if memory or interconnect cannot keep it fed.

Memory capacity and bandwidth

Capacity determines which models and batch sizes fit; bandwidth determines whether the compute units remain busy. Specify on-chip memory, external memory, high-bandwidth memory where appropriate, controllers, error protection and expansion behavior. Account for model weights, activations, key-value caches, checkpoints and fragmentation. Memory choice also affects package layout, power delivery, thermal design and supplier risk.

Scale-up and rack integration

Decide how accelerators communicate with one another, with host processors and with storage. Define topology, protocol, switching, synchronization, failure handling and serviceability. At rack level, check power conversion, cooling, airflow or liquid loops, cabling, physical dimensions and the limits of the facility. A device that meets a board-level target may fail the rack’s power or cooling envelope.

Set physical boundaries deliberately

Partitioning a design across dies can improve yield or let you combine different process technologies, but every boundary introduces communication, packaging and test requirements. Freeze those boundaries only after workload traces, memory traffic and system topology have been modeled together.

Choose monolithic, chiplet or semi-custom construction

Intel Foundry frames the industry shift this way: “To stay ahead of performance, power, and production demands, the industry is shifting from ‘system on a chip’ designs to ‘systems of chips’—multi-die packages that mix and match IP, architectures, memory, and I/O.” This is a vendor perspective, not a universal rule that every project should use chiplets.

Monolithic die

A single die can simplify communication paths and physical design. As die size grows, however, yield, reticle limits, design complexity and cost become more difficult. A monolithic approach may still be appropriate when tight coupling and a stable process outweigh the benefits of modularity.

Chiplets and multi-die packages

Google Cloud’s technical discussion explains that chiplets can address rising costs of increasingly large monolithic chips. It also identifies tradeoffs: advanced packaging and test complexity, possible power, area or performance overhead from die-to-die links, and a more complicated supply chain. Reusable chiplets are valuable only if interfaces, standards, validation and supply remain dependable.

Semi-custom options

A semi-custom accelerator can adapt an established architecture, interconnect or package while limiting new logic. It may shorten the schedule and reduce software risk, but it can leave performance or power on the table for an unusual workload. Compare the time saved with the value of the constraints you would accept.

Budget for software as a first-class product

Silicon does not deliver value until developers can use it reliably. The program needs a compiler or graph lowering path, kernel libraries, runtime, profilers, debuggers, monitoring, model conversion and documentation. Estimate the engineering required to cover current and expected operators, dynamic shapes, quantization and distributed execution.

Make adoption and fallback explicit

Define how models move from training to production, how unsupported operations run, and how a workload falls back to another accelerator during capacity shortages or software regressions. Standards can reduce migration friction, but support must be tested against the frameworks and models your teams actually use.

Meta’s MTIA program is a useful case example. Meta describes an inference-first strategy, rapid iteration and adoption of industry standards, with system and rack solutions aligned to Open Compute Project standards. That is Meta’s strategy, not a universal prescription. Your own choice should follow measured workload needs, organizational skills and the hardware already deployed.

Plan developer workflow and operations

  • Provide a supported path from model export to optimized binaries.
  • Expose performance counters that explain memory, compute and communication bottlenecks.
  • Version drivers, compilers and firmware together and test rollback.
  • Keep a reference implementation on fallback hardware for correctness and incident recovery.
  • Train application teams before the first production migration, not after silicon arrives.

Make manufacturing, partners and supply part of the architecture

Partner scope varies widely. Intel Foundry describes a service covering IP, electronic-design-automation tools, process nodes, advanced packaging, assembly and test. Marvell describes co-design and implementation extending through production. These are descriptions of vendor capabilities; they are not proof of capacity, commercial terms, yield or schedule for your project.

During diligence, document who owns the architecture, RTL, physical design, verification collateral, firmware, compiler and test limits. Identify every external dependency: processor cores, memory, substrate, interposer, package assembly, mask data, EDA licenses and board components. Ask what happens if a foundry node, memory supplier, packaging line or test house is constrained, and whether a qualified alternative exists.

Require a qualification plan covering electrical margins, thermal cycling, reliability, firmware updates, manufacturing test coverage, field returns and security. A second source may not be practical for every advanced component, so record that exposure rather than assuming it away.

Build an honest economic model

Separate recurring unit cost from non-recurring engineering. The model should include:

Cost or risk area Questions to answer
Architecture and design How many engineers, verification cycles and design revisions are required?
Software What compiler, kernel, runtime, tooling and model-porting work is needed?
Silicon and package What are wafer, mask, memory, substrate, assembly, test and yield assumptions?
Systems What do boards, networking, racks, power delivery, cooling and facilities add?
Operations What staffing, monitoring, spares, support and upgrade work continues after launch?
Opportunity cost What revenue, capacity or product improvements are delayed while the program runs?

Use sensitivity cases for volume, utilization, yield, schedule, memory pricing, cloud prices and model longevity. Do not treat a performance-per-watt statement from a vendor as an independently tested result for your workload.

For market context, Intel’s 2025 fact sheet reports 3 trillion semiconductor units shipped globally in 2024, including 1.4 billion AI chips, and $626 billion in total semiconductor revenue in 2024. Those are Intel-reported figures, not an independent market audit, but they illustrate the scale of the surrounding industry.

Plan for generations, portability and obsolescence

AI workloads change faster than many custom silicon programs. The OECD notes regular accelerator design cycles and short replacement cycles for leading chips, while the available evidence does not establish a reliable lifetime prediction for any individual design. Assume that a successful first generation still needs a successor strategy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep model code, graph representations and kernels as portable as practical. Isolate hardware-specific optimizations behind tested interfaces. Define an upgrade path for memory capacity, interconnect and precision, and decide which software versions must remain supported. Calculate the cost of maintaining two generations during migration and the cost of retiring hardware that no longer meets model requirements.

Compare the alternatives before committing

Route When it can fit Main exposure
General-purpose accelerator or cloud service Workloads or models change quickly, demand is uncertain, or speed to deployment dominates. Less architectural control and potential exposure to rental prices, availability or platform changes.
Semi-custom accelerator A company needs differentiated behavior but can reuse an established architecture or software stack. Some workload-specific opportunities remain unavailable.
Fully custom ASIC A stable, high-volume workload justifies dedicated silicon and the organization can operate the complete stack. Large fixed investment, long schedule, supply dependencies and faster obsolescence risk.
Partnership or co-design Internal teams need outside IP, implementation, packaging or production expertise. Dependency, ownership, qualification and capacity terms must be negotiated explicitly.

A practical decision and execution sequence

  1. Characterize the workload: collect production traces, model roadmaps, latency and throughput targets, precision, memory and utilization data.
  2. Benchmark alternatives: measure complete systems and software effort on available hardware, including failure and fallback behavior.
  3. Set the business case: model volume, utilization, total cost of ownership, schedule risk and opportunity cost with sensitivity ranges.
  4. Explore architectures: compare compute, memory, interconnect, package, rack and cooling choices before fixing die boundaries.
  5. Prototype the software: port representative models, measure operator coverage and identify unsupported paths before RTL is final.
  6. Qualify partners and supply: review IP rights, EDA access, foundry and packaging capacity, memory sourcing, test, security and second-source options.
  7. Run staged validation: use emulation or FPGA prototypes where useful, then silicon bring-up, system qualification and production pilots with rollback plans.
  8. Fund the lifecycle: staff compiler and operations teams, publish support policies and reserve resources for the next generation.

Common failure modes and how to correct them

Starting from a process node

Symptom: the project has a node and a TOPS target but no trace-backed workload specification. Correction: return to model operators, memory traffic, service levels and facility limits; let those determine the architecture.

Counting only silicon cost

Symptom: the business case excludes compiler work, packaging, racks, cooling, qualification and support. Correction: use a whole-system TCO model and include schedule and utilization sensitivity.

Underfunding software

Symptom: a benchmark kernel works, but production models require unsupported operators or manual rewrites. Correction: make operator coverage, tooling, fallback and release ownership launch criteria.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring supply and lifecycle risk

Symptom: one packaging line or memory source is assumed to remain available and the design has no successor path. Correction: document alternatives, qualification lead times, portability and a generation roadmap before committing.
