AI providers’ training policies and their retention policies answer different questions. A provider may exclude your prompts and outputs from model training while still keeping them for inference, abuse monitoring, security, troubleshooting, account history, audit, or an enabled feature. The practical answer depends on the exact product, plan, processing route, organization settings, region, contract, and features you turn on.
OpenAI says business and API content is not used to train or improve models by default, while qualifying organizations can configure retention controls. Anthropic and Google publish similarly qualified commitments with product-specific exceptions. Treat “no training” and “zero retention” as separate controls, inventory every data flow, and confirm the current terms and settings for the deployment you intend to run.

Training and retention are separate controls
Training or model improvement concerns whether a provider may use your inputs, outputs, feedback, or related content to develop, fine-tune, or otherwise improve a model. A “not used for training” commitment limits that particular purpose; it does not necessarily govern every operational copy of the data.

Those stores can have different owners, purposes, and deletion processes. A business therefore needs a data-flow map rather than a single vendor label. “Business,” “enterprise,” and “API” are not universal data policies; each provider distinguishes products and routes.
What the major provider documents say
The following comparison keeps each product surface separate. Time periods are operational terms or settings described by the provider, not cross-vendor performance statistics.

These statements are current product documentation snapshots, not permanent guarantees. Plan, geography, contract language, administrator settings, and later feature changes can alter the result.

Why “no training” does not mean “no retention”
Service operation
A provider may need a transient copy to generate a response, balance load, diagnose failures, or enforce rate limits. Excluding that copy from model improvement does not make it disappear instantly.

Safety and abuse monitoring
Providers can route content through automated classifiers, abuse-monitoring systems, or security investigations. These systems can have their own logs and time-to-live, even when prompts and outputs are excluded from training.
Optional features
Grounding, caching, conversation continuity, feedback, connected applications, and request-response logging deliberately create additional data paths. A ZDR setting may cover the core inference request while excluding a feature with a separate storage model.
Account and administrator history
Workspace chat history, audit records, compliance exports, and administrator access are governance functions rather than model training. They may be retained under a workspace policy until a user or administrator deletes them or a configured period expires.

No. ZDR is conditional and scoped. First identify the organization, product surface, endpoint, and processor. Then list every feature that receives or derives data from the request. Anthropic’s ZDR, for example, must be enabled per organization and excludes separately documented surfaces such as Compliance API data, claude.ai content, and session transcripts. Google’s documentation describes grounding and interaction settings that can retain data independently; OpenAI limits its ZDR statement to qualifying organizations and applicable API routes.

Ask the provider to state, in writing, whether ZDR covers:
- prompt and response bodies;
- attachments, images, files, and tool arguments;
- system prompts and retrieved documents;
- abuse, security, and diagnostic logs;
- caches and conversation or session state;
- feedback, ratings, and human-review queues;
- connected applications and downstream processors;
- backups, legal holds, and administrator exports; and
- data sent to a cloud marketplace or platform whose processor terms differ.
A practical governance process for businesses
1. Map every data route
Record what employees, applications, agents, and integrations submit; whether it contains personal, confidential, regulated, or proprietary information; which service and endpoint process it; and where copies are stored. Include retrieval indexes, uploaded files, browser or desktop connectors, logs, ticketing systems, and downstream processors. The UK Information Commissioner’s Office (ICO) recommends documenting the movement and storage of personal data because AI workflows can pass through multiple places.
2. Name the purpose for each stage
Separate foundation-model training, fine-tuning or adaptation, inference, safety monitoring, analytics, debugging, legal records, and customer support. The ICO says lifecycle stages can have different purposes and should be specified and documented. A purpose statement such as “improve customer service” is too broad to determine what should be collected or deleted.
3. Minimise before submission
Remove fields, identifiers, attachments, and historical records that the task does not need. Use a narrow extract instead of an entire database, redact direct identifiers where they are unnecessary, and avoid sending a full conversation when the current turn is sufficient. The ICO says organisations must not collect personal data on the off-chance that it might be useful in the future.

4. Set a retention schedule by data class
For each purpose, document the business need, the responsible owner, the deletion trigger, the system that performs deletion, and an exception process. Retention should be proportionate to the purpose and privacy impact, not copied blindly from a provider default. The ICO’s fairness guidance describes storage limitation as keeping personal data only as long as needed for the purpose and balancing operational need against privacy impact.
For model-development data, the ICO gives a rolling-window example: if a model is designed to use only the latest 12 months, the policy should specify deletion of data older than 12 months. That is an illustration of a documented rule, not a universal legal limit.
5. Test feature-level exceptions
Run a controlled request through every feature you plan to enable. Verify whether grounding stores the prompt and retrieved context, whether a cache has a separate TTL, whether a session handle preserves state, whether request-response logging is on by default, and whether an administrator can export the conversation. Capture the observed settings and the expected deletion event in your deployment record.
6. Update privacy information and sharing notices
The ICO says privacy information should explain purposes, retention periods, and who data is shared with. When data is collected directly from people, provide that information at collection; when it comes from another source, information is generally required within a reasonable period and no later than one month, subject to applicable exceptions. Your notice should identify AI processors and the categories of data sent to them.
7. Recheck before launch and after changes
Confirm the current data-processing agreement, service terms, region, subprocessor route, eligibility for retention controls, and exact console settings. Repeat the review after a plan change, new endpoint, connected-app installation, model upgrade, or vendor policy update. Keep screenshots or exported configuration with the date and the person who approved it.

Use this sequence for each proposed AI workflow:
- Define the task. State the output required and the minimum input needed to produce it.
- Classify the data. Mark personal, confidential, regulated, security-sensitive, and public fields separately.
- Choose the route. Compare the exact API, workspace, cloud platform, and feature combination rather than a generic “enterprise AI” category.
- Set controls. Disable unnecessary history, caching, grounding, feedback, or request-response logging; enable ZDR where the scope matches the data.
- Validate deletion. Determine how users, administrators, and the provider delete each store, including exports and backups.
- Monitor exceptions. Log legal holds, incident investigations, support tickets, and any temporary extension with an owner and expiry date.
This process lets a business choose a longer period where a documented operational or legal purpose exists and a shorter period where the risk outweighs the benefit. It also prevents a vendor default from silently becoming the company’s policy.
Questions to put in a vendor review
- Is the statement about training limited to prompts and outputs, or does it also cover feedback, files, embeddings, tool calls, and retrieved context?
- Which legal entity is the processor for this route, and do marketplace or cloud-platform terms replace the provider’s terms?
- What is the ordinary retention period for each store, and what event starts the clock?
- Which logs are retained for abuse, security, diagnostics, billing, or audit?
- Do grounding, caching, session state, connected apps, and human review have separate retention?
- Is ZDR available for this organization, region, endpoint, and plan? Must it be requested or enabled separately?
- What happens when a user deletes a chat, an administrator deletes a workspace, or the contract ends?
- Are backups, legal holds, and support exports covered by the same deletion process?
- Can the provider notify us before a material change to training use, retention, processors, or feature behavior?
What this means for UK privacy governance
The ICO guidance is UK-specific and some material is under review following legislative changes, so obtain jurisdiction-specific legal advice for your situation. Its principles are nevertheless useful for any organization designing controls: define a purpose, limit collection, document storage, balance need against privacy impact, and delete data when the purpose ends.
A provider’s training exclusion does not by itself make a deployment lawful or compliant. Your business remains responsible for choosing an appropriate legal basis, giving required notices, honoring individual rights, controlling access, managing international transfers where relevant, and proving that retention is necessary and proportionate.
Bottom line for an AI rollout
Start with the data, not the marketing label. Document every route and purpose, minimize what enters the system, configure feature-level controls, assign a retention period that your organization can defend, and test deletion. Then verify the exact provider terms and settings for the product, plan, region, processor, and enabled features. A no-training default is valuable, but it is only one part of a complete retention and privacy design.
