When a new tariff increases your import cost, do not react to the headline percentage alone. First identify the exact products, country of origin, customs classification, customs value and entry date covered by the measure. Then recalculate landed cost, test sourcing and pricing alternatives, verify any lawful relief and document the decision.
Tariff exposure is specific to the importing jurisdiction and transaction. There is no universal rate for “imported goods,” and a supplier’s tariff code or a different shipping route does not automatically establish the correct destination-country treatment.

Start with a product-level exposure register
Within the first day, create one record for every affected stock-keeping unit (SKU), component and finished good. Ask procurement, finance, suppliers and your customs broker for the same fields so that everyone models the same shipment and product assumptions.
| Field | What to record | Why it matters |
|---|---|---|
| Product identity | SKU, detailed description, composition, intended use and bill of materials | Classification and origin can depend on technical details that a short product name omits. |
| Supply chain | Supplier, manufacturer, factory country, intermediate processing locations and current route | Origin is a legal determination, not simply the country from which a shipment departs. |
| Shipment timing | Order date, production date, departure, arrival and customs-entry date | A measure may apply according to an explicit effective date or entry rule. Goods already ordered or in transit are not automatically exempt. |
| Trade data | Tariff classification, origin evidence, customs value, quantity, currency and Incoterms | These inputs drive duty, tax, brokerage and cash-flow calculations. |
| Financial impact | Current unit cost, freight, insurance, brokerage, duties, taxes and selling price | You need a delivered-cost baseline before deciding whether to raise prices, change suppliers or absorb the increase. |
Freeze the assumptions used in the first model with a date and owner. If the tariff notice changes, you can identify which calculations and customer quotes must be updated rather than rebuilding the entire analysis.

Verify classification before calculating the new duty
Do not copy a supplier’s code into your import entry without checking it. The first six digits of the Harmonized System (HS) are internationally harmonized, but each country can add digits, descriptions and legal subdivisions. An export-country code may therefore be wrong for the importing country. The U.S. International Trade Commission explains this distinction in its Harmonized Tariff Information FAQ.
For U.S. imports
Look up the current U.S. Harmonized Tariff Schedule (HTS), apply the classification rules and legal notes, and compare the result with relevant Customs and Border Protection (CBP) rulings. Give CBP a “full and complete description” of the article, including its origin, manufacturer, composition, intended use and pricing or payment information, as requested in CBP importer guidance. When a classification difference could materially change duty or create enforcement risk, request a written CBP ruling or obtain advice from a licensed customs broker or trade-compliance adviser before entry.
For other importing countries
Use the destination customs authority’s live tariff schedule and ruling process. Do not assume that a U.S. HTS result, an EU code or an exporter’s national code transfers unchanged. Canada’s importer guide, for example, ties duties and taxes to classification, origin and value and describes advance rulings for classification, origin and value: Canada Border Services Agency import guide.

Establish the legal origin of the goods
Origin affects ordinary most-favoured-nation treatment, preferential agreements and trade remedies such as anti-dumping, countervailing duties, safeguards and tariff quotas. It is not automatically changed by shipping through a third country, relabelling a carton or performing minor processing. The European Commission describes how non-preferential origin determines the application of commercial-policy measures in its origin guidance.

Collect manufacturing records, bills of materials, production steps, supplier declarations and certificates required by the relevant rule. If production spans several countries, ask counsel or a broker to analyze the applicable substantial-transformation or other origin test. Never declare a more favorable origin merely because a different route would reduce duty; the facts and the importing country’s legal rules must support the declaration.
Calculate the complete landed-cost change
Model the tariff as one part of delivered cost, not as a percentage applied to your retail price. A practical structure is:
New landed cost per unit = customs value per unit + ordinary duty + additional tariff or trade remedy + freight + insurance + brokerage and border fees + applicable import taxes and compliance costs
The customs value and the duty base depend on local law and the transaction. Some charges may be included or excluded under valuation rules; an additional measure may be collected alongside an ordinary duty rather than replacing it. Confirm the treatment for the actual product and entry.

Run scenarios before committing to a response
Prepare at least three cases: the pre-change baseline, the tariff case using the verified measure, and alternatives that change sourcing, product design, inventory, price or customer allocation. Deloitte’s tariff advisory recommends combining cost-structure analysis and scenario planning with supply-chain, customs and tax considerations.
| Response | Potential benefit | Costs and risks to test |
|---|---|---|
| Absorb the increase | Preserves price and may protect volume. | Lower gross margin, weaker cash flow and no protection if rates rise again. |
| Raise customer prices | Restores some or all margin. | Demand elasticity, contract limits, competitor pricing and customer communication. |
| Change supplier or factory | May reduce duty or improve resilience. | Qualification time, tooling, capacity, quality, minimum orders, lead time and a new origin analysis. |
| Redesign or localize a product | Could alter classification, value or origin and reduce long-term exposure. | Engineering work, regulatory approvals, intellectual-property protection, capital expenditure and uncertain eligibility. |
| Build inventory before an effective date | May provide short-term supply continuity if legally entered before the measure applies. | Working capital, storage, obsolescence and the risk that the date or scope changes. |
| Use a duty-management program | Deferral or recovery may improve cash flow or reduce net duty. | Eligibility, approvals, recordkeeping, controls and transaction-specific limitations. |
Rank every option against the same six tests: delivered cost, implementation time and transition expense, capacity and quality risk, certainty of origin and classification, cash-flow and inventory effect, and customer-price or demand effect. A lower nominal tariff can be a worse business decision if relocation takes a year or causes late deliveries.
Check lawful relief and duty-management options
Relief is conditional. Verify the precise measure, product, origin, dates and filing procedure before treating any program as savings.
- Exclusions: Some measures publish product-specific exclusions or application procedures. For U.S. Section 301 questions, CBP says a prospective importer may seek advisory guidance from an Import Specialist about whether goods fit an existing exclusion; see the CBP Section 301 FAQ.
- Preferential trade treatment: A free-trade agreement helps only when the goods satisfy its origin and documentation rules. Buying from a partner-country distributor is not enough.
- Drawback: In qualifying cases, duties may be recovered when imported goods or their products are exported or destroyed. Confirm the specific drawback provision and proof requirements.
- Bonded storage: A bonded facility may defer duty while goods remain under customs control. It does not erase duty when goods are later released for domestic consumption.
- Foreign-trade zones or similar regimes: These may defer or alter duty treatment in some jurisdictions, but authorization, inventory controls and product-specific rules apply.
Ask your broker or adviser to document the legal basis, application date, required records and expected approval time for each proposed relief. Do not book an assumed saving until eligibility is confirmed.

Decide how to handle customers, contracts and inventory
Review commercial terms
Check whether customer contracts contain tariff pass-through, change-in-law, price-adjustment or force-majeure language. If they do not, prepare a written explanation based on the affected SKU and documented landed-cost change. Give sales a controlled price list and an effective date so different customers do not receive contradictory quotes.
Protect cash and service levels
Model the working capital required for higher duty at entry and for any precautionary inventory. Compare that cash requirement with the cost of stockouts, expedited freight and customer penalties. A small safety stock can be sensible for a critical component, while speculative purchasing of slow-moving finished goods can create obsolescence if the tariff is removed or the product changes.
Use contracts to improve future flexibility
For new supplier agreements, define responsibility for classification data, origin records, duty changes, audits and customs corrections. Include lead-time, quality and capacity commitments, but avoid language that asks a supplier to declare an unsupported origin or code.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDocument the decision and assign monitoring
Maintain an audit file for each affected product containing:
Best Value
- Technical specifications, composition, bill of materials and manufacturing flow.
- Supplier statements, factory details, origin certificates and supporting production records.
- Classification analysis, ruling requests, customs responses and the exact tariff schedule used.
- Invoices, valuation calculations, freight and insurance records, entries and broker instructions.
- Scenario spreadsheets showing assumptions, effective dates, approvals and the chosen response.
- Evidence supporting any exclusion, preference, drawback, bonded or zone treatment.
Name one owner to monitor official customs and trade-remedy notices. Set a review trigger for every rate change, new product, supplier move, engineering change and route change. The owner should notify finance, procurement, sales and operations, update the landed-cost model and preserve the prior version for auditability.
Account for volatile measures and effective dates
Tariff programs can have explicit start and end dates, product exceptions and later amendments. A CBP operational message described a temporary U.S. Section 122 surcharge of 10% from February 24 through July 24, 2026. That period had elapsed by October 13, 2026, so it is not a current-rate claim; it illustrates why the live HTS, customs messages and entry date must be checked for every shipment. See the CBP CSMS notice.
Keep separate fields in your system for announcement date, effective date, entry date, expiration date and any retroactive or in-transit rule. When a notice is ambiguous, hold the affected entry for a documented customs determination rather than relying on a news summary or an old spreadsheet.

Common mistakes and how to correct them
- Using the supplier’s code unchanged: Reclassify under the importing country’s rules and seek a ruling when the financial or compliance risk is material.
- Assuming one tariff replaces all others: Recalculate ordinary duty, additional measures, taxes and fees together.
- Treating a route change as an origin change: Analyze manufacturing and legal origin rules; retain evidence.
- Comparing factory prices instead of delivered costs: Include freight, lead time, qualification, inventory and compliance costs.
- Buying inventory without checking the entry rule: Confirm whether the measure turns on entry, release, shipment or another legally defined event.
- Claiming relief without records: Verify eligibility before quoting a saving and maintain the required declarations and transaction evidence.
- Failing to update internal teams: Use one dated tariff assumption and notify finance, procurement, sales and operations when it changes.
A practical decision sequence
- Map exposure: List products, suppliers, factories, routes, quantities, values and shipment dates.
- Validate trade data: Confirm classification, origin and valuation with official schedules and evidence.
- Rebuild landed cost: Add ordinary duty, new measures, freight, insurance, brokerage, taxes and internal transition costs.
- Model alternatives: Compare pricing, sourcing, redesign, inventory and duty-management scenarios using the same assumptions.
- Verify relief: Check exclusions, preferences, drawback, bonded storage or zone treatment for the exact product and transaction.
- Choose and communicate: Approve the response, update prices and contracts, and give operations a clear effective date.
- Monitor and recheck: Assign ownership for official notices, rate changes, supplier changes and periodic classification review.
This sequence lets a business respond quickly without making an unsupported origin declaration, missing a filing requirement or mistaking a temporary measure for a permanent cost.
