Brazil’s trade relationships can affect where a company sources, what it pays to move goods across borders, and which regional markets are practical to serve—but an agreement or bloc-level trade figure does not prove that a particular shipment qualifies for a tariff preference. For a business, the key questions are the product’s tariff classification and origin, the destination, and whether the relevant agreement is in force and implemented for the transaction date.
Brazil’s trade ties matter at two levels: Mercosur and the wider world
Mercosur is central to Brazil’s regional trade, but it is not the whole picture. Brazil also trades extensively with partners beyond Latin America, so a company evaluating a Brazilian supply chain should compare regional routes with global sourcing and customer markets rather than assume that geographic proximity determines the best option.

Brazil’s Ministry of Development, Industry, Trade and Services reported preliminary August 2026 exports of US$33.2 billion, imports of US$25.8 billion, total trade turnover of US$58.9 billion, and a US$7.4 billion surplus. These are preliminary figures for that month, not final annual totals; the ministry distinguishes recent preliminary data from consolidated monthly reports and historical series.
How large is Brazil’s trade with Mercosur?
Brazil’s Ministry of Foreign Affairs reported the following 2024 trade figures for Mercosur, excluding Bolivia from the bloc totals on that page. They show the bloc’s importance to Brazil without implying that a particular company will find demand, a supplier, or a tariff saving.
#1 Best Overall
| Measure | Reported value | Period and qualification |
|---|---|---|
| Brazilian exports to Mercosur | US$20.2 billion; 6% of Brazil’s exports | 2024; Bolivia excluded from the bloc totals on the ministry page |
| Brazilian imports from Mercosur | US$19.4 billion; 7.4% of Brazil’s imports | 2024; Bolivia excluded from the bloc totals on the ministry page |
| Brazil’s share of Mercosur intrazone trade | 41.6% | 2024 data through September, as reported by the ministry |
The ministry notes that vehicles, soy, and electricity featured in trade within the bloc. These examples indicate the variety of goods involved; they do not establish the tariff or origin treatment for any specific product.
What Mercosur’s tariff treatment does—and does not—mean
Brazil’s Ministry of Foreign Affairs says Mercosur’s tariff-liberalization program reduced import duties to zero for most goods traded within the bloc. The treatment is not universal: the ministry identifies sugar and automobiles as outside this free-trade treatment. It also describes Mercosur’s common external tariff as generally lower for inputs and higher for products with more value added.
For a business, this creates a reason to investigate regional sourcing or sales, not a basis for assuming a zero duty. The product, its origin, the destination, and the applicable agreement and implementation rules determine whether a shipment receives preferential treatment. The cited overview does not resolve the tariff or origin requirements for an individual product.

The Ministry of Foreign Affairs reported that Mercosur’s trade with the world totaled US$684.5 billion in 2023, including US$379 billion in exports. In that bloc-wide 2023 snapshot, China accounted for 29% of export destinations, the European Union 14%, and the United States 12%. These are not current Brazil-only partner rankings.

The same ministry page lists soybeans (13%), petroleum (12%), and iron ore (6%) as the bloc’s leading export products in 2023. Leading imports included petroleum oils, petroleum, and potassium chloride. For companies, the practical context is that commerce among neighboring economies sits alongside major extra-regional commodity and input relationships. A regional operating plan may therefore need to account for both Mercosur trade and links to suppliers or customers elsewhere.
Agreement status is a transaction question, not just a country list
Siscomex, Brazil’s trade portal, separates agreements in force from negotiations and other process stages. Its table lists Brazil-Argentina and Mercosur arrangements, including agreements involving Bolivia, Chile, and Colombia, among those in force; Mercosur-Canada and Mercosur-South Korea are shown as under negotiation. The table is a useful starting point, but its live status should be checked when planning a transaction because entries can change.

Brazil completed its own ratification steps for the Mercosur agreements with EFTA and Singapore by depositing instruments on June 30, 2026, according to Agência Brasil’s July 3, 2026 report. That fact alone does not establish that all parties completed their steps or that either arrangement was in force for a particular shipment. The report also says a Mercosur-Japan public consultation on a possible agreement had been launched; a consultation is not a tariff preference.

What the agreement-network estimates can tell a business
Brazil’s Ministry of Finance reported in its March 2026 monitor that countries with agreements or advanced negotiations were related to approximately 56% of Brazil’s inward foreign direct investment stock in 2024 and 33% of exports in 2025. The chart combines countries connected through ratified agreements, agreements in ratification, and advanced negotiations. It is a broad measure of network reach, not a measure of tariff savings, eligible shipments, or guaranteed market access.
That distinction matters when using agreement coverage to choose an expansion market or build a landed-cost forecast. A broad network statistic can signal that Brazil has commercial connections across a substantial set of economies; it cannot replace checking the particular agreement, product schedule, origin rule, and effective date that apply to a shipment.
How to assess a Brazil-related trade decision
- Define the shipment. Identify the product, its tariff classification, where it was made or substantially transformed, the importing country, and the planned transaction date. Without these details, an agreement-level overview cannot establish eligibility.
- Check the agreement’s stage. Use the Siscomex agreement table to distinguish arrangements in force from those being negotiated or going through another process. Confirm the status again for the date the goods will cross the border.
- Verify product coverage and origin requirements. Consult the relevant agreement text, tariff schedule, and customs authority for the destination. Confirm any required origin documentation and national implementation. Do not rely on a bloc-wide statement of tariff liberalization to price an individual SKU.
- Build costs with the right data period. Label preliminary monthly figures as preliminary and keep them separate from consolidated series. Do not mix the 2023 bloc-wide trade profile, 2024 Brazil-Mercosur values, 2025 export and investment-coverage measures, and 2026 preliminary monthly data as if they described the same period.
- Compare the commercial route, not just the headline duty. Assess the market and partner context alongside the verified tariff treatment. Mercosur is meaningful, but the bloc’s own trade with China, the EU, and the United States demonstrates that extra-regional flows are also material.
Where to check Brazil trade data
Comex Stat is the Brazilian government’s online starting point for goods-trade research by product and partner. The government describes the service as free, requiring no registration, updated monthly, and providing detailed export and import data from 1997. Use it to examine trade flows; it is not a substitute for legal confirmation of customs treatment, origin rules, or current agreement status.
