On phones, this is the CRS Registration Mark, not the ISI mark. It does not rate a handset’s camera, speed, durability, software support or value, and a category listing alone does not prove that a particular model or variant has a current registration.
What is BIS certification in a mobile phone?
“BIS certification” is the phrase most buyers use, but the electronics route relevant to smartphones is normally BIS registration under the Compulsory Registration Scheme (CRS), also called Scheme II. The Bureau of Indian Standards (BIS) records that a covered electronic product meets the requirements applicable to its product category and permits the required Registration Mark to be used.

BIS’s consumer guidance draws an important distinction: electronic products covered by CRS carry a Registration Mark, while products certified through Scheme I use the ISI Mark. Calling a phone’s CRS symbol an “ISI mark” is therefore inaccurate, even though both are associated with BIS.
The registration is about conformity with specified requirements. It is not a broad endorsement of the handset or its manufacturer. A registered phone can still have mediocre battery life, a poor camera, limited repair support or software bugs. Those issues are outside what the CRS registration mark establishes.

Is BIS certification mandatory for smartphones in India?
BIS says its certification system is generally voluntary. The legal position changes when the government issues an order making a product category compulsory. Once the relevant order takes effect, products in that category must meet the applicable requirement and carry the required mark for the commercial activities covered by the order.
For a covered smartphone, that means the product cannot lawfully be manufactured, imported, distributed, sold, hired, leased, stored or exhibited for sale in India without the required registration and marking after the order’s commencement. The obligation is attached to the listed product category and the exact product being offered, not merely to a company’s claim that it follows good manufacturing practice.
Whether a specific handset is covered depends on the current government order and BIS list. BIS updates those materials, so a statement that “all phones are BIS certified” is too broad. The safer question is whether the exact phone variant being sold is registered under the currently applicable CRS requirements.

“Certification” is common shorthand in product listings and conversation. In the CRS context, however, the formal concept is registration against an applicable standard. This terminology matters when you check records: a search for an ISI licence may not be the right way to verify a phone, and the symbol you should expect on a covered electronic product is the Registration Mark.

What current BIS requirements list for mobile phones?
BIS’s current Scheme II product list, accessed on October 13, 2026, expressly includes Mobile Phones under IS/IEC 62368: Part 1: 2023, titled “Audio/Video, Information and Communication Technology Equipment – Part 1 Safety Requirements.” The list also references the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021 and a March 10, 2026 amendment. Because the list can change, check the live BIS material when making a purchase or publishing a compliance claim.

The safety standard is not a performance score
IS/IEC 62368 Part 1 is a safety standard for audio, video, information and communication technology equipment. Seeing it associated with “Mobile Phones” tells you which requirement under the CRS list applies to that category. It does not create a ranking among phones or guarantee a particular level of speed, display quality, water resistance, battery endurance or long-term reliability.
Indian-language support is a separate entry
The same BIS list separately identifies IS 16333 (Part-3) for Indian-language support in mobile-phone handsets. Do not merge that row with the IS/IEC 62368 safety requirement. A reference to one does not automatically prove compliance with the other, and neither row alone tells you that a particular retail listing has an active registration.

On a covered handset, the mark indicates that BIS registration has been granted for the applicable product and requirement. It is evidence of regulatory conformity within that defined scope. It is not a universal quality seal.

- It indicates: the phone is in a product category subject to the applicable CRS requirement and has a registration associated with the registered product details.
- It helps with: identifying products that are intended to meet India’s mandatory conformity framework before they are supplied through the covered commercial channels.
- It does not indicate: superior camera output, processor performance, battery life, durability, repairability, privacy practices, update policy, resale value or overall suitability.
- It does not replace: checks of warranty terms, charger compatibility, network bands, return rights, seller reliability or the handset’s condition.
BIS also warns that using a BIS Standard Mark without a valid licence, or using a colourable imitation, is misuse. A printed symbol on a box is therefore not conclusive by itself; the model details and registration record must match.
How do I check whether my phone is BIS certified?
Check the exact handset, not just the product family or the category page. The following process reduces the most common errors.
- Record the precise model identifier. Read the model number in the phone’s Settings page (usually under About phone), on the retail box, and on the invoice. Note every suffix, regional code, storage/RAM variant and dual-SIM designation. Two phones with similar marketing names can be different registered products.
- Ask for the BIS registration details. Request the registration number and the registered manufacturer or brand name from the seller or manufacturer. A vague statement such as “BIS approved” is not a substitute for an identifiable record.
- Use BIS’s official CRS information or registration search facilities. Search the exact model identifier and manufacturer details in the current BIS records. Use the live record rather than relying on an old screenshot, an unverified marketplace description or a category-level list.
- Match the record character for character. Confirm that the model, brand, manufacturer and product description correspond to the handset in your possession. Check the registration’s status and dates where BIS displays them.
- Check the physical marking. Look at the handset, packaging and supplied documentation for the CRS Registration Mark and any associated registration information. A mark that is blurred, altered or inconsistent with the record is a warning sign.
- Check regional and variant details. A registration for one memory configuration, radio variant or manufacturing entity should not automatically be treated as covering another. Ask the seller to explain any mismatch before paying.
- Keep evidence. Save the invoice, photographs of the label, the model page and the BIS record you checked. This helps if the item is misrepresented or a complaint is needed later.
What a category listing can and cannot prove
The Scheme II list establishes that mobile phones are a covered category and identifies the applicable standards. It does not list every currently registered handset in a way that proves your particular marketplace listing is compliant. Treat category scope and model-level registration as two separate checks.

Do screen protectors and batteries have the same BIS status as the phone?
No. BIS’s list places some accessories and components in separate product categories. A glass screen protector is listed under IS 19348:2025, “Glass Screen Protector– Specification.” Portable sealed cells and batteries appear under IS 16046. Those entries concern the products named in those rows; they are not evidence that a complete smartphone has been registered.

This distinction matters when a seller displays a BIS document for an accessory beside a phone listing. Ask what product name, model and manufacturer appear on the document. A compliant protector or battery cannot be used as a substitute for the handset’s own registration check.

Imported phones
An overseas model may have approvals in its home market and still need to meet India’s applicable CRS requirements before it can be commercially imported or sold here. Check the India-specific model and registration details, not just a foreign safety logo or a global product page. Network compatibility and warranty coverage are separate issues.
Grey-market listings
Be cautious when a listing omits the exact model number, uses stock photographs, or claims that marketplace availability itself proves compliance. Presence on a shopping site is not a BIS verification. Ask for the registration details and compare them with the device label before ordering.

Refurbished and used phones
A previously registered model does not make every used unit safe or genuine. Inspect the device for a replaced battery, damaged charging port, altered label or counterfeit housing. BIS registration addresses the product’s conformity status; it does not certify the condition of an individual second-hand unit.

What if the BIS mark or seller claim looks suspicious?
Do not remove labels or discard the invoice while you investigate. Photograph the model number, packaging, registration mark and listing description. Ask the seller or manufacturer to reconcile any mismatch in writing.
BIS identifies complaints about the quality of products covered by CRS, misuse of marks, violation of a Quality Control Order and misleading conformity claims. Its consumer guidance describes both online and offline complaint channels. Submit the model details, seller information, purchase documents, photographs and a clear description of the suspected problem through the current BIS complaint route.
If the handset presents an immediate safety risk—such as swelling, smoke or abnormal heating—stop using it, disconnect it from power when safe, and contact the seller or manufacturer for urgent instructions. The BIS complaint process does not replace emergency safety precautions or your consumer-law remedies.
A practical BIS check before buying a smartphone
- Write down the exact model and variant shown on the box and invoice.
- Confirm that mobile phones are covered under the current CRS list and note the applicable standard.
- Obtain a BIS registration number or other identifying record from the seller or manufacturer.
- Check the exact model, brand and manufacturer in BIS’s current records.
- Confirm that the physical Registration Mark is genuine-looking and consistent with the record.
- Keep screenshots, photographs and the invoice.
- Do not treat an ISI mark, an accessory certificate, a foreign approval or a marketplace listing as proof of the phone’s Indian CRS registration.
- Report suspected misuse, misleading claims or quality problems through BIS’s current complaint channels.
The bottom line for Indian smartphone buyers
BIS registration tells you that a covered smartphone is registered under India’s compulsory conformity framework for the applicable requirements. The relevant symbol is the CRS Registration Mark, and mobile phones are currently listed under IS/IEC 62368 Part 1:2023, with separate entries for Indian-language support and certain accessories. The mark is valuable as a regulatory check, but it is not a score for quality or performance. Verify the exact model and variant in current BIS records before relying on a seller’s claim, and recheck the live BIS list because standards and government orders can be amended.
