How is the Flock-Off Act different?
The similarly named Flock-Off Act is a separate measure. GovInfo identifies it as H.R. 10221, introduced on September 2, 2026, and referred to the House Committee on Oversight and Government Reform. That bill number and status do not apply to the Ban Flock Act.
What are ALPRs, and why are they controversial?
Automatic license plate readers capture vehicle license plates and associated information. Networked cameras can make it possible to search where vehicles have been seen, raising concerns about tracking people’s movements and misuse of sensitive data. Sanders’s announcement frames that risk as pervasive surveillance. Sanders said: “Going to the doctor? Flock knows. Dropping your kid off at school? Flock is tracking you. The debate also includes law-enforcement claims that ALPRs can help investigations and public safety. The Associated Press reported on both civil-liberties criticism and law-enforcement support for the technology. The policy question is not only whether cameras operate, but who can search the resulting data, for what reasons, how long it is kept, and what oversight or remedy exists when it is misused.
What figures did Sanders cite?
Sanders’s office said the United States had more than 120,000 cameras and that 20 billion vehicles were scanned and recorded each month. The office also said at least 56 municipalities had deactivated, cancelled or rejected Flock contracts in 2026. These are figures from the sponsor’s October 2 release, not independently verified measurements in the available material.

What changes did Flock announce?
In an August 2026 report, AP said Flock had announced changes intended to address accountability concerns. The company said customers would be required to use an audit tool designed to flag abnormal searches, and that searches would require a records-management case code. AP reported an implementation deadline of January 1 for required audit controls; the report does not establish that every customer deployment had implemented them.
AP also reported Flock’s plan to shorten its standard retention window from 30 days to seven days. Data tied to a case could be retained longer, and customers could choose which offense categories outside agencies may search. These are company-announced policies as reported by AP, not proof of uniform practice across deployments. Civil-liberties critics told AP the changes might still leave room for misuse.
