What arXiv Moderation and Endorsement Mean for Authors and Readers

Endorsement and moderation do different jobs. Endorsement determines whether an author is eligible to submit to a particular arXiv category; moderation assesses the submission’s content and category fit before it is announced. Neither process is peer review, and neither certifies that a paper’s results are correct.

For new submitters, the endorsement rules changed on January 21, 2026: an institutional email address alone is no longer enough for the automatic route. The current route requires both an eligible institutional email and prior authorship on an accepted paper in the relevant endorsement domain, or the author can seek personal endorsement from an established arXiv author in that domain.

Endorsement and moderation answer different questions

Process What it addresses What it does not establish
Endorsement Whether a submitter meets the eligibility requirement for a first arXiv submission or a first submission in a category. Eligibility is tied to an endorsement domain. It does not evaluate the paper’s correctness or constitute peer review. arXiv says, “The endorsement process is not peer review.”
Moderation Whether a submitted work meets arXiv’s content, policy, and category requirements for announcement, and how it should be classified. It does not certify the results or replace journal peer review. arXiv says, “The arXiv moderation process is not a peer-review process.”

Endorsement is about the submitter’s eligibility and connection to a field; moderation is about the submitted work. A paper can meet the endorsement requirement and still be declined or reclassified during moderation.

How to get endorsed on arXiv under the 2026 rules

arXiv requires endorsement before a user submits a first paper or submits to a new category. The January 21, 2026 policy update says that a new submitter’s automatic eligibility route requires both an academic or research institutional email address and prior authorship on an existing paper accepted in the endorsement domain they want to submit to. Institutional email alone no longer qualifies. See arXiv’s January 21, 2026 policy announcement.

Author’s situation What to do
New submitter with an eligible institutional email and prior authorship on an accepted paper in the relevant domain Use the automatic eligibility route described in the 2026 policy. Both conditions are required.
New submitter who cannot meet both conditions Seek personal endorsement from an established arXiv author in the same endorsement domain.
Already endorsed in a category The 2026 update says the author retains endorsement in that category. A new category may require endorsement there.

For personal endorsement, arXiv advises contacting someone who knows you and is knowledgeable about your field. Contact potential endorsers individually rather than sending bulk requests. At least one positive endorsement is required for each endorsement category. The endorser is assessing whether the work is appropriate for the subject area, not whether its findings are correct. Procedural details are on arXiv’s endorsement help page.

What arXiv moderation considers

All submissions are subject to moderation, which primarily takes place after submission and before public announcement. arXiv describes itself as a forum for professional members of the scientific community and expects submissions to be self-contained and of interest, relevance, and value to the disciplines it serves. Its moderation policy describes factors including:

  • Scholarly communication standards and preparation.
  • Scholarly and archival interest, including originality, novelty, significance, and accurate representation.
  • Fit with the selected subject category.
  • Content type, format, rights to submit, and duplicate submissions.

These are policy considerations, not a checklist that guarantees acceptance. arXiv reserves the right to reclassify or decline work, and publication or acceptance by a journal does not guarantee that arXiv will accept a submission.

What can happen to a submission

Reclassification

arXiv may move a paper to a category it considers more appropriate. Classification is a moderation decision; it does not itself imply that the paper’s results have been validated.

Decline before announcement

A submission may be declined if moderators determine that it does not meet arXiv’s policies or expectations. Authors can appeal a decline, subject to the appeal limits below.

Withdrawal or a notice after announcement

Once announced, a paper becomes part of the permanent scholarly record. arXiv distinguishes requests to remove work when the submitter did not have the legal rights to grant the required license from policy violations, which may lead to withdrawal or a concern being added to the paper’s metadata. An announced paper can also be reclassified.

Can an author appeal a moderation decision?

Authors may appeal a declined submission or the classification of an announced article. In some cases, arXiv may require conventional journal acceptance before considering an appeal. Appeal decisions are final, and arXiv says it does not provide feedback with the decision.

For questions or appeals, use arXiv’s user support portal or moderation email rather than contacting moderators directly. Moderators are volunteer subject-matter experts. A section chair may review procedural issues, but arXiv says chairs seldom override moderators’ content judgments.

What an arXiv listing tells readers—and what it does not

An arXiv listing means the work is available in the repository after arXiv’s moderation process. It does not mean that a journal has peer reviewed the paper, that an endorser checked its claims, or that arXiv verified its scientific correctness. Readers should evaluate the paper’s methods and evidence, and check whether a later journal version or correction is available when that matters to their use of the work.

How much moderation capacity is publicly documented?

arXiv’s 2022 annual report recorded 204 volunteer moderators, 650–1,300 new submissions on each announcement day, and approximately 700 moderation-support requests per month. Those are historical figures reported for 2022, not current operating rates. The June 2016 Cornell University Library/arXiv user survey recorded 36,000 responses, with 95% of respondents saying they were satisfied or very satisfied; it also documented requests for more information about moderation and endorsement. These older figures provide context, not a current measure of moderation performance or user sentiment.
