PIA’s published passenger-rights guidance describes specific delay and cancellation remedies, but it should not be treated as a verified statement of current law for every airline or itinerary. Keep your booking, notices and receipts, and confirm which rules apply to your carrier and route.
First, identify the operating airline and what happened
The airline that operates the flight may differ from the company that sold your ticket or whose code appears on it. Check the booking confirmation and ask the ticket seller if necessary; direct your request to the operating airline, and contact the agent as well if you booked through one.

Ask the airline to confirm whether it has recorded the event as a delay, cancellation or schedule change. That distinction matters: PIA’s published guidance describes care and a refund choice after a qualifying long delay, while its cancellation guidance describes a choice between re-routing and refund. The remedy may also depend on the carrier’s conditions of carriage and the itinerary.
What PIA’s published guidance says about a delay
Care while you wait
PIA’s Air Passenger Rights page says that a delay of more than two to four hours, with the threshold proportionate to flight distance, calls for refreshments or meals and communication facilities. It also describes hotel accommodation when an overnight stay is necessary, including for transit or outstation passengers who do not have their own accommodation. The page cites Articles D 12.2.5 and D14 of ANO-001-ATCP-2.0.

The page does not give one single delay threshold for every flight. Ask the operating airline which threshold it applies to your route and what care it will arrange. If you are stranded overnight, request accommodation and ask how meals and transport to the accommodation will be handled before paying out of pocket, if circumstances allow.
Refund after a delay of more than five hours
PIA says: “When the delay is more than 5 hours and the passenger decides to discontinue his journey with the airline, the airline shall offer full refund of the unutilized ticket.” The page cites Articles D 13.4 and D14 of ANO-001-ATCP-2.0. This is PIA’s published guidance; it is not evidence here of a universal rule for every carrier. If you want to stop travelling rather than continue, tell the airline clearly and ask it to confirm the refund amount for the unused portion in writing.
Delay-related liability is not a guaranteed flat payment
PIA’s page describes different passenger-delay liability limits for domestic and international carriage: for domestic travel, it states a limit tied to proven damages or double the sum paid for carriage, whichever is smaller; for international travel, it states 4,150 SDR. It also describes a defense where the airline proves it took all reasonable measures or that taking them was impossible. These are figures and conditions stated on PIA’s page, not confirmed current limits for every passenger or airline. The current official full text of ANO-001-ATCP-2.0 was not located, and a reported Carriage by Air (Amendment) Act, 2026 bill does not by itself establish that proposed changes became law. Do not assume a particular cap applies without checking the current law and the route’s scope.

What PIA’s published guidance says about a cancellation
Ask for re-routing or a refund
PIA’s Air Passenger Rights page says the operating airline should offer a choice of alternative transport or re-routing to the final destination, or a full refund of the unused ticket. It also describes hotel accommodation where an overnight stay is necessary. Ask the airline to set out the available alternatives and the refund calculation for any unused legs, particularly if your booking includes connections.
PIA’s conditions of carriage separately address cancellation, failure to operate reasonably according to schedule, failure to stop at a ticketed destination or stopover, and certain missed connections. They describe a choice among available remedies in those circumstances. The precise options and process depend on the carrier’s contract and the applicable law; do not assume one airline’s wording governs another airline.
Compensation depends on notice and the circumstances
PIA says cancellation compensation may be payable at the denied-boarding level unless the passenger received at least 12 hours’ notice. It also describes an exception where the airline establishes that it took all measures reasonably required to avoid the cancellation, or that those measures were impossible. This is conditional guidance, not a promise that every cancelled flight earns compensation or a universal compensation amount. Keep the notice and ask the airline to identify the rule it relied on, the notice time it recorded, and its reason for the cancellation.

How to make a useful written request
- Record the disruption. Save the booking confirmation and ticket, flight number, original and revised schedules, and the airline’s SMS, email, app message or flight-status notice. Note when you received each notice.
- Contact the operating airline promptly. Use the contact channel on your booking or the airline’s current official site. If an agent sold the ticket, contact the agent too, but make clear which remedy you are requesting from the operating carrier.
- State the outcome you want. For a cancellation, specify whether you want re-routing or a refund. For a delay, say whether you intend to continue or discontinue the journey and ask whether the airline’s stated refund threshold has been reached. If stranded overnight, ask what accommodation and meals it will provide.
- Ask for the basis and the amount. Request the applicable rule or condition of carriage, the refund calculation for unused travel, any available alternatives, and the expected processing time. If compensation is refused, ask for the reason and the notice time or other facts the airline relied on.
- Keep evidence of costs and contact. Retain receipts for expenses, copies of messages and offers, call dates, complaint reference numbers, and the names or identifiers of staff where available. Ask for the response in writing.
The sources reviewed do not establish one universal statutory filing deadline for disruption claims. That is not a reason to wait: make the request promptly and check the applicable carrier terms and current law rather than relying on a deadline from another country.

Notices, complaints and escalation in Pakistan
PIA says schedule and duration information may change and that timetable times are not guaranteed. Its conditions of carriage advise passengers to provide contact details so the airline or agent can try to notify them of schedule changes. Keep your phone number and email current on the booking, and check messages yourself when travel is imminent.
A government response reproduced in a Pakistan Information Commission decision records that, in 2020, the Aviation Division said airline call centers informed passengers of schedule changes by call and SMS; for cancellations, airlines notified passengers of available alternatives under their conditions of carriage, and a full ticket refund was made if requested. The response also described CAA facilitation counters at airports coordinating with airlines to help address grievances. This is a historic official response, not a guarantee that a counter is available at every airport today, or that the same service is currently operating everywhere.

If the airline does not resolve the matter, ask whether a CAA facilitation counter is available at the airport and check current official regulator and carrier contact details. The available material does not establish a current universal online complaint portal. Do not rely on an unverified website or assume that an escalation route used in another country applies in Pakistan.
Keep airline guidance separate from current law
PIA’s passenger-rights page cites ANO-001-ATCP-2.0, but the current official full text of that instrument was not located in the material available for this article. Its published thresholds and remedies are therefore attributed to PIA rather than presented as a fully verified, universally applicable statement of Pakistani law.
The National Assembly document identified as the Carriage by Air (Amendment) Act, 2026 is a reported bill. Its statement of objects and reasons discusses proposed revisions to Montreal Convention liability figures and domestic carriage amounts, but a bill’s publication does not establish passage, assent, commencement or the amounts currently in force. Before relying on a liability cap or a legal filing route, check the current official legislation and the rule applicable to your carrier and itinerary.
For international itineraries involving Pakistan, do not automatically apply compensation schemes from the EU, UK, India or another jurisdiction. The relevant rights can depend on the route, carrier, contract and applicable law; the Pakistan-specific airline guidance described above does not settle every cross-border case.
