What are the risks of large-scale carbon removal for local communities?

Large-scale carbon dioxide removal (CDR) can create local risks, but there is no single risk profile for the whole sector. Afforestation, biochar, bioenergy with carbon capture and storage (BECCS), direct air carbon capture and storage (DACCS), enhanced rock weathering and ocean alkalinity enhancement use different land, water, energy, materials and storage systems. The consequences for a community depend on the method, scale, location, supply chain, environmental controls and who has decision-making power.

The most important concerns are competition for land and water, pressure on food production and biodiversity, industrial or extraction-related pollution pathways, uncertainty about long-term storage, and decisions that overlook local livelihoods or Indigenous rights. These are potential impacts, not proof that every project will cause harm. A project-specific environmental assessment, cumulative-impact analysis and rights-respecting participation process are needed before anyone can judge whether a proposal is safe or fair.

Why scale and technology change the answer

Carbon dioxide removal means taking carbon dioxide from the atmosphere and storing it in land, geological or ocean reservoirs. It is a family of approaches rather than one machine or industry. A small demonstration facility may have a limited footprint, while deployment across a region or supply chain can make land, water, energy, transport and material requirements consequential.

Scale also changes indirect effects. A biomass market that seems manageable for one facility can compete with food, animal feed, timber or habitat when many facilities draw from the same area. A water demand that is acceptable in a wet location may be unacceptable in a drought-prone basin. A mine, port, pipeline or processing plant built for removal can add burdens to communities that do not host the storage site itself. Existing refineries, mines, farms, roads and power plants matter because new CDR facilities can add cumulative impacts rather than operating on an empty landscape.

For those reasons, a national estimate or a technology label cannot answer whether a particular town, farming district, coastal area or Indigenous territory faces unacceptable risk. The relevant question is how a proposed system changes local conditions, who bears those changes and what protections are enforceable.

The main ways large-scale CDR can affect communities

Land competition, food and biodiversity

Afforestation and reforestation can require substantial areas of land. The same is true of growing biomass for BECCS or producing feedstock for biochar. Converting land can affect farms, grazing, customary use, recreation, housing plans and conservation areas. When projects raise land prices or change leasing patterns, people who do not own land may lose access without receiving a formal displacement notice.

Land conversion can also alter food production and ecosystem services such as pollination, flood regulation, soil formation and access to wild foods. Planting a single species over a large area may simplify habitat, while poorly chosen species can change fire risk, water demand or soil conditions. The direction and size of these effects depend on prior land cover, species, climate, management and the scale of deployment; a restored native ecosystem is not equivalent to a plantation established for feedstock.

Large projects can create tenure disputes where ownership records are incomplete or customary rights are not recognized. A legally permitted lease does not by itself show that all users were identified or that compensation, relocation, benefit sharing and grievance procedures are adequate.

Water demand and competition during scarcity

Water needs vary sharply by pathway. The IPCC identifies water use as a concern for DACCS and notes that very large-scale BECCS can require additional water for biomass feedstock as well as land. Afforestation, biochar feedstock production and enhanced rock weathering may also change water demand through cultivation, processing or mineral handling.

Community risk arises when a project draws from the same rivers, aquifers or utility systems used by households, farms, ecosystems and existing industries. The critical issue is not only an annual volume: seasonal timing, drought years, return-flow quality and legal priority can determine who experiences shortages. A proposal should disclose its source, withdrawal schedule, make-up water, discharge quality and contingency plan for dry conditions. Claims that a facility is “water efficient” are not meaningful without a local baseline and competing-use analysis.

Energy use, emissions and industrial exposure

CDR facilities need energy to move air, process biomass, crush or transport minerals, pump fluids, operate ports and store carbon. If that energy comes from fossil fuels, the associated emissions can reduce the net climate benefit and add conventional air-pollution burdens. Even where on-site pollutant emissions are expected to be small, as described in a U.S.-focused analysis by the World Resources Institute for DAC scaling, construction traffic, upstream fuel production, grid effects and nearby industry can still matter.

Enhanced rock weathering and ocean alkalinity enhancement can involve mining, material processing and transport. Those activities may bring dust, noise, truck traffic, habitat disturbance, tailings or water-contamination pathways. Chemical handling in DACCS and processing plants creates its own requirements for storage, worker protection, emergency response and monitoring. The relevant exposure routes include air, surface water, groundwater, soil, noise and visual impacts; a permit review should address each route rather than treating “carbon removal” as a single emission category.

Storage can be reversible

Removing carbon from the air is not the same as storing it permanently. Forest and soil reservoirs can release carbon after wildfire, storms, pests, drought, disease or land-use change. Biomass supply chains can also lose their expected climate benefit if forests are harvested faster than they regrow or if disturbances occur before the carbon is secured. Geological storage is designed for long duration but still requires site characterization, well integrity controls, monitoring and a clear plan for responsibility after a project closes.

Reversal creates a community issue as well as a climate-accounting issue. A fire-control program, water allocation, land-management restriction or liability rule may affect residents for decades. Project documents should state the storage duration being claimed, the events that could cause release, who pays for remediation and monitoring, and who remains responsible if the operator changes ownership or becomes insolvent.

Rights, livelihoods and procedural justice

People can experience harm through the decision process even before construction begins. Technical consultations held after the site, feedstock contracts or permits are effectively fixed do not give residents meaningful influence. Communities may lack independent expertise to evaluate complex life-cycle claims, while project developers have access to specialized consultants and legal teams.

Canada’s Net-Zero Advisory Body identifies possible consequences of CDR scale-up including marginalization of Indigenous communities, threats to food security, biodiversity loss and pressure on water resources. It states: “Consultation must correctly honour Indigenous Peoples as rights holders, not merely stakeholders, to ensure free, prior, and informed consent to prevent actions intended to respond to climate change from perpetuating the disproportionate environmental harm experienced by Indigenous Peoples.” Indigenous rights, title, treaty obligations and free, prior and informed consent therefore cannot be treated as optional public-relations steps.

Fair participation also requires accessible information, translation where needed, time to deliberate, disclosure of uncertainty, independent monitoring and remedies that residents can actually use. A community benefit agreement may provide money or jobs, but it does not substitute for rights protections, safety controls or the ability to reject an unacceptable project.

How risks differ by removal approach

Approach Local pathways to examine What the available evidence establishes
Afforestation, reforestation and other land management Land access and tenure, competing uses, water demand, biodiversity, ecosystem services and carbon reversal after disturbance or land-use change. Effects depend on prior land cover, location, species, scale and management; no universal impact can be assigned to all projects.
BECCS Biomass sourcing, farm and forest land, water for feedstock, food and habitat trade-offs, facility emissions, transport and storage. The IPCC identifies additional land and water pressure at very large scale. Supply-chain effects require location-specific assessment.
DACCS Electricity and heat demand, water use, facility siting, construction and operating noise, visual effects, chemical handling, traffic and fossil-fuel use. A World Resources Institute analysis of U.S. scaling says on-site pollutant emissions are expected to be small, but that finding does not resolve cumulative or site-specific effects.
Biochar Feedstock and land competition, processing emissions, transport, worker exposure and environmental effects when biochar is applied to soil. Effects depend on the feedstock, production process, contaminants and end use; a pathway-specific review by the Environment Agency treats these variables as material.
Enhanced rock weathering Mining, crushing, road and rail transport, land and water use, energy demand, dust and possible soil or water contamination. The Environment Agency identifies resource and environmental pathways, but local magnitude requires project data on minerals, rates, routes and receiving environments.
Ocean alkalinity enhancement Material sourcing, energy and water use, marine ecosystem responses, coastal livelihoods, fisheries, shipping and local water chemistry. An England-focused Environment Agency review treats it as a distinct emerging approach; evidence and coastal context remain important to any decision.

Questions that should be answered before a project is approved

Residents, local governments and rights holders can use the following sequence to test whether a proposal has addressed its most consequential risks.

  1. Define the complete system. Identify the removal process, feedstock or mineral source, energy supply, transport routes, storage site, expected operating life and decommissioning plan. A facility boundary that excludes mines, farms, ports or pipelines hides important impacts.
  2. Map land ownership and use. Ask who owns or controls each parcel, whose customary or treaty rights apply, and whether farming, grazing, hunting, fishing, conservation, housing or cultural uses could be displaced. Require maps and tenure records that residents can inspect.
  3. Establish local baselines. Collect current data on water levels and quality, air pollution, soil, biodiversity, traffic, noise, health indicators and existing industrial burdens. Without a baseline, later monitoring cannot show whether conditions changed.
  4. Model ordinary and stressed conditions. Require scenarios for drought, wildfire, flood, heat, power interruption, equipment failure, feedstock shortage and storage leakage. Seasonal and cumulative effects should be reported, not just annual averages.
  5. Compare alternatives. Examine lower-impact sites, different feedstocks, recycled or renewable materials, smaller capacities, non-CDR climate measures and the option of not proceeding. The comparison should include land, water, energy, food, biodiversity, air and water quality, permanence and transport.
  6. Set enforceable safeguards. Look for limits on withdrawals and emissions, buffer zones, truck routes, emergency procedures, independent inspections, public monitoring data and penalties for non-compliance. Voluntary commitments are weaker than permit conditions with clear enforcement.
  7. Clarify long-term liability. The operator should identify who pays for monitoring, reversal response, contaminated-site cleanup and infrastructure removal after closure. Financial security should remain available if ownership changes.
  8. Protect participation and rights. Indigenous Peoples must be engaged as rights holders where applicable, with processes consistent with free, prior and informed consent. All affected residents need timely information, accessible meetings, independent technical support and a grievance route that can alter the project.

What current evidence can—and cannot—tell a community

The evidence base combines a peer-reviewed synthesis published in 2019, IPCC assessment material, government reviews issued in 2025 and policy analyses focused on particular countries or technologies. These sources identify credible risk pathways, but they do not provide a universal ranking of methods or a numerical impact estimate for an unspecified project.

Geography matters. The Environment Agency review is focused on England. The World Resources Institute analysis addresses concerns associated with scaling DAC in the United States. Canada’s advisory report addresses Canadian policy and Indigenous-rights considerations. None of these documents can establish that a proposed facility elsewhere is safe, unsafe, beneficial or unfair without local evidence.

The U.S. Department of Energy describes a diverse CDR portfolio and includes life-cycle analysis and environmental justice in its approach. That framing is useful because climate benefit should be evaluated across construction, energy, feedstock, transport, operation, storage and end-of-life—not inferred from the capture step alone. It also means that one project’s controls cannot be generalized to every pathway.

When a developer presents a headline removal quantity, ask what has been deducted for energy, fertilizer, land-use change, transport, processing and expected reversals. Ask whether the accounting is measured or modeled, what time horizon is used and which uncertainties are disclosed. A gross amount of carbon processed is not automatically the net amount removed from the atmosphere.

How communities can monitor an operating project

  • Request regular, machine-readable data on water withdrawals, discharges, air pollutants, energy sources, feedstock origin, truck movements, incidents and stored-carbon monitoring.
  • Use independent laboratories or community monitors where regulators permit, and publish methods so results can be compared with the baseline.
  • Track cumulative changes alongside existing mines, farms, power plants, waste sites, ports and industrial facilities rather than attributing every change to the newest project.
  • Ensure monitoring includes ecological indicators such as stream flow, groundwater, soil contaminants, vegetation, fisheries or habitat relevant to the site.
  • Review whether promised jobs, revenue sharing, local procurement and restoration obligations are delivered, and whether benefits reach people bearing the burdens.
  • Maintain a documented complaint and incident process with response deadlines, escalation to regulators and protection against retaliation.

Bottom line

Large-scale carbon removal can affect local communities through land and water competition, food and biodiversity pressures, industrial and extraction impacts, uncertain permanence and unequal decision-making. None of those risks is automatic, and no technology can be judged responsibly without its location, supply chain, storage plan and governance arrangements. A credible proposal makes burdens visible, compares alternatives, protects Indigenous and community rights, funds long-term oversight and gives affected people a meaningful say before commitments become irreversible.
