WCS is an established option for U.S. refiners, and one 2026 industry analysis describes it and Venezuelan Merey as close substitutes for complex refineries. That broad comparison does not establish identical yields or make the grades interchangeable at every refinery.
How to judge whether another crude can substitute
A crude is a potential substitute only if the refinery can process it safely and profitably, and if it can be delivered at competitive cost. “Heavy” describes one important property, not a complete specification. A refinery should assess a current supplier assay and model the feed against its own equipment, product slate, logistics and purchase economics.

Compare the assay, not just the grade label
Review API gravity, sulfur, the distillation curve, metals and other contaminants, and expected yields. Lower API gravity generally indicates heavier crude; sour crude requires adequate sulfur-removal capability. A refinery-specific yield model is needed to estimate what the stream will produce in that facility. CAPP gives a typical WCS range of 19 to 22 degrees API, but a specific cargo’s assay and blend specification should be verified before using that range for procurement decisions. Match the feed to refinery hardware
A simple topping refinery has less ability to upgrade heavy residuum than a complex refinery. Cokers and hydrocrackers can convert more of the heaviest fractions into higher-value products, while hydrotreaters and related sulfur-removal capacity affect how much sour crude the refinery can handle. The presence of one conversion unit does not by itself establish that a particular grade will fit; capacity and operating constraints matter.

Account for blending and transport
Refiners can blend heavy crude with other streams to manage feed properties and unit operation, but blending does not make every crude compatible. Pipeline and marine access, the need for diluent, and the refinery’s location affect whether a technically suitable stream can arrive economically. Canadian supply patterns vary by region: the Canada Energy Regulator reports that 159 thousand barrels per day of heavy crude flowed into central Canada on the Enbridge Mainline system in 2024. That is central Canadian flow context, not a Gulf Coast supply measure. Canada Energy Regulator: Canadian crude oil exports and refinery feedstock
Compare delivered value, not only the crude price
The relevant comparison is the crude’s delivered cost against expected product yields, processing costs, sulfur-compliance requirements and demand for the refinery’s outputs. The lowest posted price is not necessarily the most valuable feed once those factors are included. EIA’s landed-cost series for selected crude imports can provide one reference point, but a procurement decision still needs current grade-level offers and refinery-specific analysis. Main alternatives to Venezuelan heavy crude
| Alternative | Why refiners consider it | What must be checked |
|---|---|---|
| Western Canadian Select (WCS) and other Canadian heavy oil-sands blends | Canadian heavy crude is an established source for U.S. refiners as Venezuelan volumes have declined. WCS is a major Canadian heavy stream; a 2026 industry analysis compares it closely with Venezuelan Merey for complex heavy-sour refineries. | Confirm the specific assay and blend composition, transport cost and fit with refinery unit limits. Broad similarity does not prove identical yields or value; a cited CERI comparison is historical. |
| Mexican Maya | Maya is a heavy, sour grade and a historical competitor in the Gulf Coast heavy-crude market. EIA notes that Mexican production tends toward grades such as Maya that require complex refineries. | Check availability, export policy and price for the purchase period, along with the cargo assay. The cited sources do not establish a current refinery-specific offer. |
| Other Latin American grades, including Colombian or Brazilian streams | Historical market research identifies Colombia and Brazil among exporters to the U.S. Gulf Coast and suggests them as additional sources to assess. | The cited trade evidence describes 2015-era flows; it does not establish current volumes, grade-level fit or delivered economics. Verify current supply and assay details before treating these as available substitutes. |
| Other heavy or sour imports | Selected streams in EIA’s landed-cost data can help broaden an initial economic screen. | A country-level category is not enough to make a refinery choice. Identify the named grade and verify its current assay, availability, transport route and facility fit. |
What the comparisons do—and do not—show
WCS and Maya are the clearest alternatives to evaluate for a refinery equipped for heavy, sour feed. WCS has an established role in U.S. refinery supply, while Maya is a historically relevant Gulf Coast competitor. The comparison is not a current procurement ranking: prices, export volumes, sanctions and licensing conditions can change quickly, and broad grade descriptions cannot replace current assays and delivered offers.

For a particular refinery, the decision requires its configuration and operating constraints, current supplier assays, expected yields and delivered costs. A market-level comparison cannot determine which crude is the best choice for an individual facility.
