What Are the Lower-Carbon Alternatives to Conventional Steel?

Lower-carbon steel is not one substitute for conventional steel. It is a family of production routes and supply-chain choices whose emissions depend on the ironmaking process, scrap content, electricity, reducing gas, hydrogen source, carbon-capture boundary and transport assumptions. The main alternatives are scrap-based electric-arc-furnace (EAF) steel, direct-reduced iron (DRI) melted in an EAF, and conventional or alternative ironmaking equipped with carbon capture, use and storage (CCUS). Material efficiency and recycling reduce demand for new iron, but they do not remove the need for primary ironmaking.

For procurement, the useful question is not whether a product is labelled “green steel.” Ask for a verified emissions boundary, the calculation method, the feedstock and energy mix, and a product-level figure that can be compared with other offers.

What “lower-carbon steel” actually means

Steel is an alloy, not a single climate category. Two coils with the same mechanical specification can have very different production emissions. A scrap-EAF product made with low-emissions electricity is a different pathway from ore reduced with natural gas, while hydrogen-DRI depends on how the hydrogen and electricity were produced.

Emissions figures also change with the accounting boundary. A direct CO2 number may cover only on-site fuel and process emissions. A broader greenhouse-gas indicator can include purchased electricity and upstream activities such as mining. World Steel Association’s expanded 2024 indicator includes scope 1, 2 and 3 components, including upstream mining; its route averages therefore should not be compared with a CO2-only figure as if they measured the same thing. Life-cycle studies can also differ in allocation rules, co-products and system boundaries.

The practical definition is therefore: lower-carbon steel is steel made with a demonstrably lower greenhouse-gas intensity than a stated reference, using a disclosed method and boundary. A supplier should identify the route, charge mix, electricity emissions, hydrogen or natural-gas assumptions, capture rate and storage treatment before a claim can be evaluated.

Why blast-furnace steel is the benchmark

The conventional integrated route is blast furnace–basic oxygen furnace (BF-BOF). Iron ore, coke and other materials enter a blast furnace, where coal-derived carbon both supplies heat and removes oxygen from the ore. The hot metal then goes to a basic oxygen furnace for refining; scrap is commonly added to the charge.

The International Energy Agency’s 2025 Breakthrough Agenda Report says BF-BOF represents about 70% of global steel production. It remains a carbon-intensive ore-based route because the chemical reduction of iron oxide produces CO2 in addition to emissions from fuel and electricity.

What can improve a BF-BOF site

  • Higher furnace and plant efficiency lowers fuel use per tonne.
  • Replacing some fossil fuel, where technically feasible, can reduce combustion emissions.
  • Increasing suitable scrap in the BOF charge reduces the amount of new hot metal required.
  • CCUS can capture emissions from selected process and fuel streams.

These measures reduce the intensity of an existing route; they do not turn every BF-BOF product into zero-emissions steel. Capture performance, residual emissions, energy use and access to permanent storage must be reported for a credible CCUS claim.

Scrap-EAF: the established lower-emissions route

In a scrap-EAF mill, a furnace melts steel scrap with an electric arc. The liquid metal is refined and cast into new products. Some mills also add direct-reduced iron, pig iron or other iron units when scrap chemistry or availability requires them.

Why its footprint can be much lower

The route avoids most ore reduction because the iron in scrap has already been reduced. Electricity, rather than coke combustion and blast-furnace chemistry, supplies most melting energy. If the electricity has a low greenhouse-gas intensity, route emissions can be substantially below BF-BOF.

World Steel Association’s 2024 expanded route indicator reports an average of 0.71 tonnes CO2e per tonne of crude steel for scrap-EAF, compared with 2.66 for BF-BOF. The same organisation’s CO2-only series reports 0.69 tonnes CO2 per tonne for scrap-EAF and 2.34 for BF-BOF. These are different indicators with different boundaries, not interchangeable values.

Constraints that determine the result

  • Electricity: A fossil-intensive grid can erase much of the route’s advantage. Procurement should request the electricity emissions factor and whether it reflects hourly, annual or contractual accounting.
  • Scrap quality: Copper, tin and other residual elements can limit product grades. Sorting, preparation and dilution with cleaner iron units affect both quality and emissions.
  • Supply: Scrap arises only after steel products reach the end of their useful lives. Recycling cannot provide all future steel demand, so ore-based production remains necessary as economies grow.
  • Charge mix: A mill using substantial DRI or pig iron is not equivalent to a 100% scrap furnace. The supplier should state the percentage of each metallic input.

World Steel Association’s life-cycle explanation, About life cycle thinking, treats recycling and primary production as complementary: scrap loops reduce the need for new iron, while primary routes supply the additional metal that a growing stock of steel requires.

DRI-EAF: making new iron with less coal

Direct reduction removes oxygen from iron ore in the solid state, without first melting the ore in a blast furnace. The resulting direct-reduced iron is then melted and refined in an EAF, often alongside scrap. Because this pathway still starts with ore, its emissions depend heavily on the reducing agent and power supply.

Natural-gas DRI-EAF

Natural gas supplies hydrogen and carbon monoxide that reduce the ore. A well-operated gas-based plant can emit less than BF-BOF, especially with efficient equipment and low-emissions electricity. It is not emissions-free: gas extraction and processing can release methane, and the plant still consumes electricity and may use carbon-containing reductants in the EAF.

The World Steel Association overview of breakthrough technologies and its climate guidance stress that gas production, leakage, electricity and the final charge mix all belong in a meaningful comparison. A claim should therefore disclose the gas source or leakage assumptions rather than label all natural-gas DRI as low-carbon by default.

Hydrogen DRI-EAF

Hydrogen can act as the principal reducing agent in DRI. The reaction produces water vapour rather than process CO2, but the climate result depends on how the hydrogen was made and on the electricity used in the DRI plant and EAF. Hydrogen made with fossil energy without effective carbon management can carry substantial upstream emissions; low-emissions hydrogen and power are essential for a low-emissions product.

The IEA identifies hydrogen-DRI-EAF as an emerging preferred pathway in some regions. Its 2025 Breakthrough Agenda Report estimates that early commercial plants using 100% hydrogen blends could cost 50–140% more than BF-BOF today, depending on region. This is an estimate for early deployment, not a universal market price. Hydrogen availability, renewable or other low-emissions power, ore quality, pipelines, storage and EAF capacity all influence the premium.

What a hydrogen claim should specify

  • The percentage of hydrogen in the reducing-gas blend and whether the plant is operating commercially or in a demonstration phase.
  • The hydrogen-production pathway and associated emissions.
  • The electricity source and emissions factor for DRI, EAF and auxiliary equipment.
  • The iron-ore quality and any pelletising emissions included in the boundary.
  • The proportion of scrap and other metallic inputs in the EAF.

CCUS-enabled conventional and alternative routes

CCUS captures CO2 from steelmaking streams, transports it and either uses it in a product or injects it for permanent storage. Capture can be applied to blast-furnace gases, direct-reduction facilities, reheating furnaces or an alternative ironmaking design. It can lower emitted CO2 where capture rates are high and storage is genuinely permanent.

Why “captured” does not mean “zero”

  • Some process and combustion emissions may not be captured.
  • Capture equipment consumes energy, which can increase fuel and electricity demand.
  • Transport and storage have their own construction and operating emissions.
  • Use of CO2 is not automatically permanent; the fate and lifetime of the carbon must be established.
  • Storage depends on suitable geology, permits, pipelines and monitoring infrastructure.

The IEA’s Iron and Steel Technology Roadmap presents CCUS as one part of a portfolio rather than a single answer. A supplier should disclose the capture boundary, capture rate, residual emissions, energy penalty, transport route and storage arrangement before a buyer treats the product as lower-carbon.

What the 2024 route indicators show

The following figures come from World Steel Association’s Sustainability Indicators Report 2025, which added the data in February 2026. They describe route averages for crude steel and should not be treated as a quote for a particular mill.

Route or measure Expanded GHG intensity (t CO2e/t crude steel) CO2-only intensity (t CO2/t crude steel) Route scrap share used in indicator
BF-BOF 2.66 2.34 10%
Scrap-EAF 0.71 0.69 Over 70%
DRI-EAF 1.66 1.47 Under 30%
Global average 2.18

The expanded global average was 2.18 tonnes CO2e per tonne of steel in 2024. World Steel Association reported 1,886 million tonnes of steel production and sector emissions of about 4.1 billion tonnes CO2e for that year. The average combines different routes, regional energy systems, product mixes and reporting boundaries; it is not a specification for any individual product.

How to compare two lower-carbon steel offers

A credible comparison follows the same sequence for every supplier. The IEA and World Steel Association materials support five essential checks.

  1. Fix the boundary. Record whether the number is direct CO2, scope 1–3 greenhouse gases or a full life-cycle result. Ask which stages are included, including mining, pelletising, transport and end-of-life assumptions.
  2. Identify the route. Name BF-BOF, scrap-EAF, natural-gas DRI-EAF, hydrogen DRI-EAF or a CCUS-enabled configuration. “Electric furnace” alone is not enough.
  3. Record the metallic charge. Obtain percentages for scrap, DRI, pig iron and other iron units. Route averages can differ because their scrap shares differ materially.
  4. Check energy inputs. Request the electricity emissions factor and accounting period, the natural-gas and methane assumptions, and the hydrogen-production pathway. For hydrogen, establish whether the figure concerns a blend or 100% hydrogen operation.
  5. Separate operating data from scenarios. Distinguish an operating commercial plant from a pilot, a planned project or a scenario estimate. The IEA’s 2035 hydrogen-DRI cost chart, for example, is a stated-policies scenario with specified production assumptions, not an observed market price: IEA chart.
  6. Check verification and comparability. Use supplier-specific, product-level data calculated with a documented method. Ensure that allocation rules, renewable-electricity accounting and treatment of captured or stored CO2 match across bids.

Availability, cost and readiness by pathway

Pathway Where it is strongest today Main dependencies Principal limitation
Scrap-EAF Commercially established where suitable scrap and reliable electricity are available Scrap collection and sorting, grid emissions, furnace and product-grade capability Cannot supply all future steel demand because scrap depends on the existing steel stock
Natural-gas DRI-EAF Commercial in regions with gas, suitable ore and EAF infrastructure Gas supply and methane performance, pellet quality, electricity and later hydrogen conversion Still ore-based and not emissions-free
Hydrogen DRI-EAF Early commercial and demonstration deployment in regions developing hydrogen and renewable power Low-emissions hydrogen, electricity, pipelines, storage, high-grade ore and financing Early plants face regional cost premiums and infrastructure constraints
CCUS-enabled routes Potentially useful near suitable storage and CO2 transport networks Capture equipment, energy, transport, permanent storage, monitoring and regulation Residual emissions and infrastructure requirements must be disclosed

No pathway wins everywhere. A scrap-EAF mill on a high-emissions grid may compare poorly with a highly efficient plant on cleaner power. A hydrogen project without dependable low-emissions hydrogen may deliver less climate benefit than its label suggests. Regional ore quality, scrap markets and infrastructure determine what is practical.

Material efficiency and recycling are part of the solution

Production changes address emissions per tonne; material efficiency addresses how many tonnes society needs. Longer-lived buildings, lighter designs, reuse of components and better fabrication yields can reduce the amount of new steel required for the same service. Those measures complement, rather than replace, cleaner furnaces.

Recycling keeps steel in circulation and makes scrap-EAF possible, but the timing matters. Steel in a bridge, vehicle or appliance may remain in use for decades before becoming scrap. As a result, even a highly efficient recycling system cannot immediately provide enough metallic input for all new construction and manufacturing. Primary ironmaking through DRI or BF-BOF remains part of a complete supply system while demand grows.

Common mistakes when interpreting “green steel”

  • Equating an EAF with zero carbon: electricity and metallic feedstock determine a large share of EAF emissions.
  • Calling all recycled steel low-carbon: scrap quality, charge mix, electricity and accounting boundary still matter.
  • Calling gas-based DRI emissions-free: gas production, methane leakage and power must be included.
  • Assuming hydrogen is automatically clean: the hydrogen pathway and electricity source are decisive.
  • Treating a capture rate as a product footprint: residual emissions, energy use, transport and storage permanence are also required.
  • Comparing unlike numbers: do not place a scope 1–3 GHG figure beside a direct-CO2 figure without clearly labelling the difference.
  • Using a route average as a mill guarantee: published averages contain different scrap shares, regions and operating conditions.

Choosing a route for a specific application

For a buyer selecting steel rather than designing a national policy, start with technical requirements: grade, strength, surface quality, residual-element limits, dimensions, delivery volume and qualification history. Then filter suppliers by the lowest comparable product-level intensity that meets those requirements.

Where suitable scrap-EAF supply exists, it can offer the largest immediate reduction relative to the BF-BOF average, especially with low-emissions electricity. Where scrap is scarce or grades are demanding, DRI-EAF supplies additional clean iron; natural gas can be a transitional reductant, while hydrogen offers deeper reductions when its energy system is genuinely low-emissions. CCUS can reduce emissions from existing ore-based assets where storage and monitoring are credible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The defensible purchasing record should preserve the supplier’s route description, charge percentages, energy assumptions, boundary, calculation method, verification status, production year and any claim about captured or stored CO2. Without those fields, “green steel” is a marketing category rather than a comparable emissions specification.

Key takeaway

The lower-carbon alternatives to conventional BF-BOF steel are scrap-EAF, natural-gas or hydrogen DRI-EAF, and CCUS-enabled ironmaking, supported by material efficiency and recycling. Scrap-EAF is already established and can have much lower route emissions; hydrogen-DRI-EAF offers deeper potential but depends on low-emissions hydrogen, clean electricity and new infrastructure; CCUS can reduce existing-route emissions but leaves residual and infrastructure-related questions. Compare every offer using the same boundary, feedstock mix and energy assumptions, and require a verified product-level figure instead of relying on an unqualified “green steel” label.
