What are the limits of using drones to monitor wildfires?

Drones are useful wildfire-monitoring tools, not self-sufficient fire-detection or response systems. An authorized crew can use a drone’s ordinary and thermal cameras to inspect a fire’s location, find heat and judge relative intensity at close range. That value is constrained by smoke, vegetation, terrain, weather, short mission windows, equipment life, data links, trained staffing and airspace rules. Near an active fire, an unauthorized drone can also force suppression aircraft to land.

The practical question is therefore not whether a drone can “see a wildfire,” but whether a coordinated program can collect reliable observations without adding an aviation hazard or displacing better-suited systems such as satellites, crewed aircraft and fixed sensors.

What drones do well in wildfire monitoring

A drone puts a sensor close to a fire without placing a pilot in the same aircraft. The U.S. Government Accountability Office says aircraft and drones can collect information about a fire’s location and potential spread. Thermal cameras can help locate fires and assess their intensity. That makes a drone valuable for targeted observation: an incident team can send it to inspect a flank, check a suspected hot spot or look at conditions that are difficult to assess from the ground.

A thermal image is an aid to interpretation, not a complete map of danger. The available evidence does not establish a universal detection accuracy, a minimum heat signature, a sensor-resolution threshold or a guaranteed ability to identify fire through every combination of smoke, canopy and terrain. Results depend on the sensor, altitude, angle, atmospheric conditions and the skill of the person interpreting the feed.

Close-in observation

Drones can be deployed for a specific question: Where is the active edge? Is a reported hot spot still emitting heat? What is happening on the far side of a ridge? These missions can add detail to information from other sources. They do not automatically provide a continuously updated picture of the entire incident.

Thermal and visual data are complementary

A visible-light camera can show flame, smoke columns, roads, structures and terrain features when contrast is adequate. A thermal camera can reveal heat patterns that are not obvious in a normal image. Neither sensor should be treated as infallible, and a thermal spot still requires incident personnel to determine whether it represents active fire, a heated object or a false reading.

Why smoke, canopy and terrain limit what a drone can see

“Can drones see wildfires through smoke?” has no universal yes-or-no answer. Thermal sensing may help locate heat, but the cited government material does not promise penetration through all smoke densities or vegetation. Dense canopy can hide ground fire from an overhead view; ridges and steep slopes can block line of sight; and a smoke plume can obscure visual detail. A flight that produces useful images on one fire may produce ambiguous data on another.

Weather adds another constraint. Wind, turbulence, precipitation, ash and high temperatures can make a small aircraft harder to control and can reduce the quality or reliability of its sensors. The evidence does not provide a standardized wildfire-specific performance comparison for drone models under these conditions, so agencies should avoid translating a manufacturer’s ordinary specification into a guaranteed wildfire capability.

Coverage is inherently selective

A drone normally observes the area its operator chooses to inspect. That is different from an area-wide system designed to watch a broad region or revisit it continuously. A team must decide where to fly, how often to repeat the mission and how to verify what the sensor reports. In remote country, even a good image is of limited operational value if it cannot reach the incident command team quickly or be tied to a map and time.

Endurance is not the same as equipment life

Interior officials told GAO that their drones typically last about three to five years, or less in harsh conditions (GAO-25-108589, published June 26, 2025). That figure describes the expected service life of the equipment, not how many minutes one battery can keep a drone in the air. It should not be presented as a flight-time specification.

For a real operation, endurance is a planning issue separate from service life. A mission plan has to account for battery changes, travel to the observation point, return-to-launch requirements, weather margins, charging or replacement batteries and the possibility that the aircraft must leave quickly for crewed aviation. Agencies also need a maintenance and replacement budget because harsh conditions can shorten the reported three-to-five-year life.

Airspace authority and operating rules

In the United States, the legal path depends on who is operating, what the mission is and where the aircraft will fly. The Federal Aviation Administration’s public-safety guidance describes a Part 107 pathway for qualifying drones that are under 55 pounds, operated at or below 400 feet above ground level and kept within visual line of sight. Government agencies may also operate as public aircraft under a Certificate of Waiver or Authorization. Emergency authorizations may be available to support first responders. The FAA page was last updated June 2, 2022, so it is a description of operating pathways rather than a complete current legal analysis; an agency must verify the rules and its authority for the specific incident (FAA, “Operate a Drone, Start a Drone Program”).

Temporary flight restrictions, fire traffic areas and local procedures can change the answer from one incident to the next. A private pilot, hobbyist or news crew cannot assume that a general drone registration or an open-airspace map authorizes flight near a fire. The public warning against unauthorized flights does not prohibit an authorized response team from conducting a coordinated mission.

What authorization does not solve

Permission to fly is only one control. The operator still needs a qualified crew, a current risk assessment, a communications plan and a way to integrate the feed with the incident organization. The Interagency UAS Program’s policy addresses operating standards, risk management, qualifications, training, equipment and aviation coordination (Interagency UAS Program policy). Those elements are what turn an aircraft and camera into an operational capability.

Why an unauthorized drone can stop aerial firefighting

A drone is difficult for a crewed aircraft to see and avoid, especially against smoke, terrain or a bright sky. A pilot who spots one may have to maneuver, divert attention or abandon a drop. The U.S. Department of the Interior and U.S. Wildland Fire Service warn that a sighting near an active fire can cause fire managers to suspend aerial firefighting until the drone is confirmed clear. Brian Fennessy, Director of the U.S. Wildland Fire Service, said: “Every time a drone is spotted near an active wildfire, fire managers may be forced to suspend aerial firefighting operations until the drone is confirmed to be clear of the area.” The release adds that aircraft supporting firefighters on the ground may then be unable to fly during critical moments (DOI, May 29, 2026).

The agency reported 53 unauthorized drone incursions in 2025, with 44 directly interfering with or threatening aerial firefighting operations. The same May 2026 release documented four incursions in 2026 as of May 2026; that is a year-to-date figure, not a full-year total. These are the agency’s incident counts, not a national estimate of every unauthorized flight.

For this reason, a member of the public should never launch a consumer drone to “help” during an active wildfire. Even a well-intentioned flight can ground aircraft that are carrying crews, retardant or water.

Drones are one part of a larger monitoring system

GAO describes satellites, crewed aircraft, drones, cameras and other sensors as different wildfire technologies. Each addresses a different combination of coverage, persistence, access and interpretation. A comparison should therefore start with the observation target rather than a claim that one technology is universally best.

Approach Best-fit observation question Coverage and persistence considerations Key limits to plan for
Drones Where is a nearby heat source, fire edge or feature that needs close inspection? Deployable, close-in observations; persistence depends on batteries, aircraft availability and operator time. Requires authorization, visual-line-of-sight or an approved alternative, trained staff, aviation coordination and a reliable data path. Smoke, canopy, terrain and weather can reduce usefulness.
Satellites What is happening across a broad region, including areas that are difficult to reach? Area-wide sensing can complement incident-level observation, but revisit timing and available products determine how current the information is. Cloud, smoke, sensor characteristics and the time needed to obtain and interpret data can affect usefulness. The cited material does not establish a universal drone-versus-satellite performance winner.
Crewed aircraft What is the fire’s extent, behavior or operational situation from an aviation platform? Can cover an incident from the air and support suppression missions when safely available. Aircraft must be protected from drone conflicts, smoke, weather and other aviation hazards; availability is finite.
Ground cameras and sensors Is a fixed location showing smoke, heat or another possible fire signal? Can watch a chosen site without launching an aircraft, but remote installation and communications can be difficult. GAO notes challenges with installation, data transmission and verifying whether a signal is actually a fire.

This framework prevents a common mistake: treating a drone’s detailed image of one location as a substitute for regional detection, continuous observation or a verified incident map.

How an authorized agency can use drones responsibly

  1. Define the decision the flight must support. Specify whether the mission is to locate heat, map an edge, inspect a structure or check a suspected spread path. A precise question produces a more useful flight plan than a general instruction to “watch the fire.”
  2. Choose the legal operating pathway. Confirm whether the mission will use Part 107, public-aircraft authority, a Certificate of Waiver or Authorization, or an emergency authorization. Check current FAA requirements, local restrictions and any temporary flight restriction before launch.
  3. Coordinate with the aviation group and incident command. Put the drone on the incident’s airspace plan, establish who can authorize launch and recovery, and define how a crewed-aircraft arrival will be announced. The drone must be immediately identifiable and recoverable if the airspace picture changes.
  4. Assign qualified people. The pilot, visual observer and data interpreter need roles, training and communications. Interagency policy treats qualifications, training and risk management as program requirements, not optional accessories.
  5. Select sensors for the question. Use visible imagery, thermal imagery or both as appropriate. Do not promise that a thermal camera will detect every fire under every smoke or canopy condition, and do not infer wildfire performance from an unrelated specification.
  6. Plan the data route. Decide how imagery and aircraft position will reach incident staff, what happens if the link fails and how observations will be time-stamped and placed on a map. A picture that never reaches the decision-maker cannot improve the response.
  7. Set operating and abort criteria. Establish limits for wind, visibility, precipitation, battery reserve, temperature, lost communications and approaching crewed aircraft. A conservative recovery rule is safer than trying to complete a marginal observation.
  8. Verify and record findings. Compare drone observations with other available sources and have incident personnel confirm what the image means before changing tactics. Record the location, time, sensor used and uncertainty so later teams do not mistake an interpretation for a confirmed fire boundary.
  9. Maintain the fleet and the program. Track batteries, repairs, software and airframes; budget for replacement because Interior’s reported three-to-five-year equipment life can be shorter in harsh conditions. Review missions after each incident and update training and procedures.

Common failure modes and safer alternatives

Launching without a clear question

A long video stream can overwhelm an incident team. Replace open-ended surveillance with a short list of observable decisions and a planned route that answers them.

Assuming a thermal spot is proof of active fire

Heat imagery is evidence to investigate, not an automatic fire declaration. Require a qualified interpreter and confirmation against maps, visual imagery or another sensor.

Flying because the fire looks distant

Smoke, ridges and changing wind can hide crewed aircraft. Treat every active-fire flight as an aviation operation and follow the incident airspace plan, not a personal judgment about distance.

Confusing equipment replacement with flight endurance

The three-to-five-year figure is an expected equipment lifespan reported by Interior officials. It does not tell a team how long a particular battery or aircraft can remain airborne; those values must come from the approved aircraft and mission plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Building a drone-only detection strategy

Use drones to fill an observation gap, then combine their reports with satellites, crewed aircraft, cameras, ground sensors and incident verification. GAO’s overview treats these as complementary technologies because they differ in coverage, persistence and access.

A practical go/no-go checklist

  • Is the mission assigned to an authorized response organization?
  • Has the current FAA pathway, waiver or emergency authorization been verified for this location and operation?
  • Has the flight been coordinated with the incident aviation function and crewed aircraft?
  • Is there a trained pilot, observer and interpreter, with a working communications link?
  • Will the selected sensor answer a defined question under the expected smoke, canopy, terrain and weather conditions?
  • Are battery reserve, recovery location, maintenance status and lost-link procedures documented?
  • Is there a method to verify and deliver the observation to incident command?
  • Can the aircraft be grounded immediately if a crewed aircraft enters the area?

If any answer is no, the drone is not ready to add safe, decision-quality information to the incident.

Bottom line

Drones are most valuable as authorized, close-in observers that add visual and thermal detail to a broader wildfire information system. Their limits are fundamental: imperfect visibility in smoke and canopy, finite endurance and equipment life, difficult weather and terrain, limited staffing and data-flow capacity, and strict airspace coordination. The greatest operational boundary is safety: an unauthorized drone can ground aerial firefighting at the moment crews need it most. Treat the aircraft as one carefully managed sensor—not as a replacement for satellites, crewed aviation, ground verification or incident command.
