Plastics and chemicals do not have to get all their carbon from petroleum. Manufacturers can use biomass and biogenic waste, recover carbon from discarded plastics and other materials, or convert captured carbon dioxide into chemical feedstocks. Each route suits different products and has different demands for energy, processing, infrastructure and end-of-life management; none is automatically the most sustainable choice.
Why petroleum is used—and what an alternative must replace
Petroleum is a source of carbon that manufacturers convert into chemical building blocks and polymers. Replacing it as a feedstock means finding another source of carbon and a practical way to turn that carbon into materials with the required performance. It does not, by itself, replace the energy used to run a plant: the climate impact also depends on the energy and other inputs used in processing.

The scale is substantial. The National Renewable Energy Laboratory (NREL) says nearly 1 trillion pounds of polymers are produced worldwide per year, primarily from petrochemical feedstocks; its page was checked in 2026. The U.S. Department of Energy says up to 16% of U.S. crude oil consumption is used to make petrochemicals and related products; its page was also checked in 2026, but the underlying publication year was not exposed. These are different measures, and neither describes the share of all plastics made from alternatives.

1. Biomass and biogenic waste
Biomass—including crop residues, organic waste and dedicated industrial crops—can be broken down into chemical building blocks. Those intermediates can then be processed through biological, thermal or chemical routes into products. The U.S. Department of Energy lists plastics, fertilizers, lubricants and industrial chemicals among products that can be made from biomass-derived building blocks.

This route can supply building blocks for familiar polymers or produce materials with different properties. The feedstock matters: residues, urban biowaste and purpose-grown crops have different implications for land, competing uses and waste management. The European Commission describes bio-based products as drawing on sources that include urban biowaste, organic residues, dedicated industrial crops and biogenic CO2.
Bio-based describes the origin of some or all of a product’s carbon; it does not mean the product is biodegradable. Biodegradability depends on the material’s composition and the conditions under which it is disposed of. A bio-based polymer may need conventional recycling or disposal, while a product’s end-of-life options depend on local collection and processing systems.

2. Recovered plastics and other material waste
Discarded plastics already contain carbon. Recycling can recover that material as usable polymer or break it down into molecules that serve as inputs for new products. The National Academies identifies recycled plastic or material waste as an alternative carbon feedstock alongside biomass and CO2-derived carbon.

Mechanical recycling processes plastic material without first converting all of it into chemical building blocks; biocatalytic and chemical approaches aim to recover useful molecules from plastics and materials such as textiles and rubber. NREL describes work on these approaches as research and development, alongside efforts to design polymers for better functionality and recyclability. That work does not establish that every plastic waste stream can be recycled into equivalent-quality material or that chemical recycling is a universal replacement for virgin feedstock.

3. Captured carbon dioxide
Captured CO2 can provide carbon for certain chemicals and polymers. One route described by the International Energy Agency (IEA) converts CO2 into methanol, which can then be used to make chemical intermediates such as olefins and aromatics. CO2 can also replace part of the fossil raw material used in polymer production.
Polycarbonate is an existing commercial example cited in the IEA’s 2019 analysis. The report said the Chimei Asai facility had manufactured around 150,000 tonnes of polycarbonates per year using CO2 as a starting material for more than a decade. That is a historical figure reported by the IEA, not a verified measure of the facility’s current output.

Using CO2 as a feedstock does not automatically make a product carbon-neutral. The outcome depends on the CO2 source, the energy and hydrogen used for conversion, what product is displaced and whether the carbon remains stored in the product or is released at its end of life. The IEA’s analysis notes that CO2-derived fuels and chemicals can require substantial energy and hydrogen, and that costs in its analysis were several times those of conventional counterparts. Those are findings from that report, not current price quotes; the IEA also identifies commercial and regulatory challenges for many CO2 uses.

How the routes compare
| Route | Carbon source | What it can supply | Key question when assessing it |
|---|---|---|---|
| Biomass and biogenic waste | Plant material, organic residues, biowaste or other biogenic sources | Building blocks for plastics and other chemicals; potentially familiar polymers or materials with different properties | How was the feedstock produced or collected, and what land, food, waste or other uses might it compete with? |
| Recovered plastics and material waste | Carbon already present in discarded plastics, textiles, rubber or other material waste | Recovered polymer or chemical inputs, depending on the waste stream and recovery process | Does the process suit the actual waste stream, and what quality of material or molecule does it yield? |
| Captured CO2 | Carbon dioxide captured from a source | Selected chemical intermediates and some polymer inputs; polycarbonate is a commercial example cited by the IEA | What is the CO2 source, how much energy and hydrogen are required, and what happens to the carbon at end of life? |
These categories can overlap: for example, the European Commission includes biogenic CO2 among sources for bio-based products. The table describes broad routes, not a ranking. The right comparison is between specific products made with defined processes, not between labels such as “bio-based,” “recycled” and “CO2-derived” in isolation.

How to judge the environmental and practical trade-offs
- Trace the carbon source. Identify whether it comes from a residue, a dedicated crop, a waste stream or captured CO2. Consider competing uses and whether diverting a waste material removes it from a better use.
- Look at the conversion process. Account for process energy, hydrogen where relevant, transport and the maturity of the particular process. A promising feedstock is not enough if conversion requires substantial inputs.
- Check product fit. Establish whether the result is a drop-in building block or polymer compatible with existing manufacturing, or whether it needs different processing equipment or infrastructure. Confirm that performance suits the intended application.
- Compare lifecycle emissions on consistent terms. Results depend on feedstock production, process energy, transport, the product displaced and end-of-life assumptions. A claim about one product or process should not be generalized to every product in its category.
- Confirm a realistic end-of-life route. Check whether the specific material can be collected, recycled, composted or otherwise managed where it will be sold and used. A material’s theoretical recyclability or biodegradability is not the same as access to the necessary local system.
Product-specific assessment matters. EU lifecycle-assessment work has examined examples including bio-based PET, PLA and starch plastics in beverage bottles, single-use cups and cutlery, packaging films, clips, mulch film and carrier bags. Those examples support comparing defined products and uses; they do not establish that all bio-based plastics have the same environmental result. The European Commission has also presented up to 2.5 billion tonnes of CO2-equivalent savings per year by 2030 as a potential for bio-based products. This is a potential, not an observed result or a guarantee for an individual product.
Can plastics be made without petroleum?
Yes. Biomass-derived building blocks, recovered plastic carbon and captured CO2 can each replace some petroleum-derived carbon in plastics or chemical production. Their suitability depends on the feedstock, process, product requirements and available end-of-life system. A useful decision is therefore not simply “petroleum or alternative,” but which carbon source and conversion route work for a specified product under transparent lifecycle assumptions.
