What Are Refrigerants, and Why Are HFCs Being Phased Out?

Refrigerants are heat-moving fluids used in refrigerators, air conditioners, heat pumps and many industrial systems. They absorb heat while evaporating at low pressure, then release that heat when they condense at higher pressure. Hydrofluorocarbons (HFCs) replaced ozone-damaging CFCs and HCFCs, but many HFCs are powerful greenhouse gases. The phase-out is therefore a climate policy, not a new ozone-layer ban: governments are reducing HFC production and use while equipment makers shift to lower-global-warming-potential alternatives.

What a refrigerant does inside a cooling system

A refrigeration or heat-pump system circulates a working fluid through a closed loop. The fluid is selected so it can change between liquid and vapor at useful temperatures and pressures.

As an Amazon Associate I earn from qualifying purchases.

  1. Evaporation: A metering device lowers the refrigerant’s pressure. In the evaporator, the refrigerant boils and absorbs heat from indoor air, food, a process fluid or another load.
  2. Compression: The compressor raises the vapor’s pressure and temperature so the captured heat can be rejected outside the cooled space.
  3. Condensation: In the condenser, the hot vapor releases heat and turns back into a liquid.
  4. Expansion: The liquid passes through a valve or similar restriction, dropping in pressure and preparing it to evaporate again.

The same basic cycle can provide heating when a heat pump reverses the direction of heat flow. Refrigerants are also used outside ordinary cooling, including fire suppression, solvents, foam blowing and aerosols. The U.S. Environmental Protection Agency (EPA) identifies all of these as HFC applications.

A refrigerant is not interchangeable simply because another fluid has a similar name or pressure. Compressors, heat exchangers, valves, seals, controls and safety systems are engineered around a particular fluid’s pressure, temperature, chemistry and hazard profile.

Why HFCs replaced CFCs and HCFCs

Older chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs) can release chlorine in the stratosphere, where it contributes to ozone depletion. International controls under the Montreal Protocol drove those substances out of many uses. HFCs became widely adopted because they do not deplete stratospheric ozone and could perform the required refrigeration and air-conditioning duties.

That solved one environmental problem but exposed another. Many HFCs have global warming potentials (GWPs) hundreds or thousands of times higher than carbon dioxide. GWP compares the climate effect of a gas with the effect of the same mass of CO2 over a specified assessment period. Thus, a gas with a GWP of 700 has, on that comparison, 700 times the climate impact of one kilogram of CO2 if released.

EPA summarizes the issue this way: “HFCs are greenhouse gases with global warming potentials (GWPs) that can be hundreds to thousands of times more potent than carbon dioxide (CO2).” HFC emissions can occur during manufacture, charging, servicing, leaks, equipment disposal and imperfect recovery. Rapid growth in global cooling demand has increased the amount of HFC equipment in service, making leakage control increasingly important.

What the HFC phase-down actually means

The policy is a staged reduction in production and consumption, combined in some jurisdictions with rules governing which refrigerants may be used in new equipment or particular sectors. It is not a single date on which every HFC appliance must be removed.

The Kigali Amendment

In 2016, countries adopted the Kigali Amendment in Kigali, Rwanda, adding a legally binding HFC phase-down to the Montreal Protocol. EPA describes the long-term goal as an 80–85% reduction in HFC production and consumption by 2047. UNEP explains that developed countries began reductions in 2019, while most developing countries were expected to freeze HFC use in 2024 before starting their reductions.

Full implementation is expected by EPA to avoid up to 0.5 °C of global warming by the end of the century. The exact schedule differs by country and by the group of countries to which it belongs, so a U.S. compliance date should not be treated as a universal worldwide deadline.

United States: the AIM Act allowance schedule

The American Innovation and Manufacturing (AIM) Act became law on December 27, 2020. It requires an 85% reduction in U.S. HFC production and consumption from historic baseline levels by 2036. EPA implements that requirement through allowances, technology-transition rules and lifecycle-management requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
U.S. milestone What it means Qualification
2022 Initial 10% reduction from the historic baseline Allowance phase-down; it does not by itself require every existing appliance to be replaced.
2024 Further reduction to 60% of baseline Allowance level for U.S. production and consumption.
2036 85% reduction from the historic baseline Statutory endpoint for the U.S. allowance phase-down.

Separate technology-transition restrictions apply by sector and subsector. EPA lists manufacture and import compliance dates ranging from January 1, 2025, through January 1, 2028. Sale, distribution and export restrictions generally follow three years after the applicable manufacture or import date, allowing a sell-through period. The relevant date depends on the equipment category and the refrigerant’s GWP, so a generic “HFC ban date” is misleading.

U.S. lifecycle management

EPA’s 2024 management rule covers owners and operators, service and repair businesses, recyclers, disposers, installers, and companies that recover, recycle or reclaim HFCs or substitutes. EPA projects that this rule will prevent an estimated 120 million metric tons of CO2-equivalent HFC emissions during 2026–2050.

Which refrigerants can replace high-GWP HFCs?

There is no universal replacement. The correct choice depends on the equipment design, required capacity, operating temperatures, climate, safety controls, local law and the availability of technicians and recovered fluid.

Refrigerant family Why it is considered Design and service issues
Ammonia Non-fluorinated option with very low climate impact compared with high-GWP HFCs. Toxicity and system design requirements demand controlled installations, appropriate detection and trained service.
Carbon dioxide Non-fluorinated refrigerant with very low direct climate impact. Systems operate at high pressures and require components, controls and technicians designed for that pressure range.
Hydrocarbons Non-fluorinated fluids that can offer low GWP and useful efficiency in suitable equipment. Flammability affects charge limits, electrical design, room requirements and service procedures.
Hydrofluoroolefins (HFOs) Newer fluorinated fluids with much lower GWP than many legacy HFCs. Compatibility, performance, safety classification and regulatory approval must be checked for the specific model.
Lower-GWP HFC blends Can reduce climate impact while retaining properties familiar to some equipment designs. They are not automatically legal or compatible; the exact blend, charge procedure and sector rule matter.

Compare candidates on more than GWP:

  • Safety: Flammability and toxicity determine equipment construction, allowable charge, ventilation, detection and technician procedures.
  • Pressure and operating range: The refrigerant must match the compressor, heat exchangers, expansion device, piping and controls.
  • Efficiency under the actual load: A lower-GWP fluid does not automatically deliver better seasonal efficiency in every climate or application.
  • Regulatory timing: Approval and restrictions vary by country, sector, equipment type and manufacture date.
  • Lifecycle support: Recovery cylinders, recycling or reclamation capacity, replacement parts and qualified technicians must be available.

Never retrofit a system based only on a similar product name, pressure reading or internet advice. Use the equipment maker’s specification and have a qualified technician determine whether a conversion is engineered, legal and safe.

Will your refrigerator or air conditioner be affected?

Existing equipment

Transition rules often allow existing equipment to continue operating, provided it can be serviced legally and safely. The phase-down targets production, consumption and specified new-equipment uses; it is not a blanket order to remove every HFC refrigerator, heat pump or air conditioner immediately.

Availability and cost of a particular refrigerant can change as allowances decline. A leak-prone or inefficient unit may become less practical to maintain even when continued operation is permitted. Replacement timing should be based on the model’s condition, repair history, energy performance, refrigerant availability and the rules that apply where the equipment is installed.

New purchases and installations

For new equipment, the applicable sector rule may limit the refrigerant’s GWP or prohibit a particular refrigerant after a specified manufacture or import date. The same product category can have different dates for manufacture, import, sale, distribution or export. Before ordering, record the model number, intended installation date and jurisdiction, then verify the manufacturer’s approved refrigerant and the current regulator requirements.

How to identify what is in an appliance

  1. Read the refrigerant name and charge amount on the equipment data plate or label.
  2. Check the installation and service manual for the approved refrigerant, oil and charging procedure.
  3. Ask the service company which rules apply to that equipment category and date.
  4. Do not infer the refrigerant from the appliance’s age, color, connector or a pressure gauge alone.

How refrigerant should be recovered and disposed of

Refrigerant must not be intentionally vented. Responsible management covers the entire lifecycle, from initial charging through leak repair, recovery, recycling, reclamation and final destruction when reuse is not possible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Stop and diagnose: Have a qualified technician identify the refrigerant, locate leaks and assess whether repair is practical.
  2. Recover the charge: Use an approved recovery machine and correctly rated cylinder. Recovery equipment and hoses must match the refrigerant and the system’s pressure.
  3. Separate and label: Keep different refrigerants and contaminated oils segregated, and label cylinders with contents and status.
  4. Recycle or reclaim: Recycle on site only when the procedure and equipment are suitable. Send refrigerant requiring purification to an authorized reclamation channel.
  5. Dispose of equipment correctly: A recycler, disposer or contractor should verify that refrigerant has been recovered before dismantling or scrapping the appliance.
  6. Document the work: Retain service, recovery and transfer records required by the applicable local and national rules.

An electronic leak detector can help a trained technician find small leaks, while a refrigerant recovery machine enables recovery for recycling or reclamation. These are professional tools, not do-it-yourself equipment. Pressurized, toxic or flammable refrigerants can cause frostbite, fire, asphyxiation or other serious injury when handled incorrectly.

What technicians and building owners should do now

For homeowners and small businesses

  • Keep the model and refrigerant information from every appliance.
  • Arrange prompt leak repair rather than repeatedly “topping off” a system without finding the cause.
  • Use a qualified service company and ask where recovered refrigerant will go.
  • Before replacing equipment, compare the approved refrigerant, expected efficiency, safety requirements and local compliance date.
  • Do not vent, puncture, burn or place a charged appliance in a scrap stream.

For service companies and facility managers

  • Track refrigerants by type and quantity across charging, recovery, recycling, reclamation and disposal.
  • Train personnel on the equipment-specific hazards of ammonia, carbon dioxide, hydrocarbons, HFOs and HFC blends.
  • Verify that recovery machines, cylinders, detectors and personal protective equipment are appropriate for each fluid.
  • Review sector-specific technology-transition dates before installing or stocking new equipment.
  • Use EPA Section 608 certification training and current regulatory guidance when working on covered stationary refrigeration and air-conditioning equipment.

Common mistakes to avoid

  • “HFCs do not harm ozone, so they are harmless.” Ozone safety and climate impact are different properties; many HFCs have very high GWP.
  • “Kigali means every HFC appliance must be replaced now.” Kigali establishes a phased production-and-consumption reduction, while equipment rules use sector-specific dates.
  • “Any low-GWP refrigerant can replace an HFC.” Pressure, flammability, toxicity, efficiency, oil compatibility and controls may all differ.
  • “A leak is harmless because the system is sealed.” Refrigerant escapes through joints, corrosion, vibration and service errors; repeated leaks add climate emissions and reduce performance.
  • “Recovery means venting into a container.” Recovery requires suitable equipment, a rated cylinder, correct identification and compliant handling.

The practical takeaway

HFCs are being phased down because they were effective ozone-safe replacements that carry a significant climate cost. The transition combines global Kigali commitments, U.S. allowance reductions, sector-specific limits on new equipment and stricter lifecycle management. Existing equipment may remain serviceable, but the safest decision for any particular appliance depends on its label, condition, refrigerant, installation date, jurisdiction and technician support. Prevent leaks, recover refrigerant instead of venting it, and select replacements by documented engineering and regulatory requirements rather than by refrigerant name alone.
