What Are Rare Earth Elements, and Why Are They Critical to Modern Technology?

Rare earth elements are a group of 17 metals whose distinctive magnetic and other physical properties make them useful in specialized parts of modern technology. They matter not because they are uniformly scarce, but because some essential applications depend on them and key steps in their supply chains—especially separation, refining, and permanent-magnet production—are concentrated in a small number of places.

What counts as a rare earth element?

The term covers the 15 lanthanides, plus scandium and yttrium. These elements share chemical characteristics, but their physical and magnetic properties differ, so they are not interchangeable. The U.S. Department of Energy describes the group as 17 elements in its Rare Earth Elements overview.

“Rare” is a misleading shorthand if it suggests that all 17 are scarce throughout Earth’s crust. The International Energy Agency (IEA) says they are relatively plentiful in the crust, but economically viable concentrations are uncommon and they are seldom found in pure form. Their chemical similarities also make separating them from one another difficult. (IEA, 2026, executive summary.)

What are rare earths used for?

Rare earths supply particular properties to components and materials—including permanent magnets, batteries, phosphors, and catalysts. Their uses span transportation, power generation, health care, petroleum refining, consumer electronics, and defense. The specific element and component vary by application; a product category does not imply that every device contains the same rare earths.

  • Transport and power: Rare earths are used in some electric-vehicle components, wind turbines, and industrial motors. Their role depends on the technology and component; they are not a single ingredient shared in identical amounts by every vehicle or turbine.
  • Other specialized uses: The IEA also identifies medical, aerospace, defense, and AI data-centre applications, while the DOE notes uses in health care, power generation, and petroleum refining.

Why permanent magnets matter so much

Permanent magnets are the rare-earth application the IEA describes as most strategically important and fastest-growing. High-performance neodymium-iron-boron magnets, usually called NdFeB magnets, are composed primarily of neodymium and praseodymium. Dysprosium and terbium may be added to improve performance. These magnets appear in electric vehicles, wind turbines, industrial motors, and other technologies.

This example helps explain why a material used in a small component can matter across several industries: the component’s magnetic performance is valuable in applications that need it. But “rare earths” remain a group, not a synonym for magnets; other elements and applications have different roles.

Why does China’s role in the supply chain matter?

Criticality is about both the importance of a material to essential uses and the risk of disruption to its supply. The USGS says its 2025 Critical Minerals List assesses economic or national-security importance, supply vulnerability, and essential function in manufacturing. For rare earths, the relevant chain extends well beyond digging ore out of the ground.

  1. Mining and concentration: Ore is extracted and concentrated.
  2. Chemical upgrading and separation: Material is processed and the chemically similar elements are separated into oxides.
  3. Refining and alloying: Oxides are converted into metals and then alloys suited to component production.
  4. Magnet production: Alloys are made into finished magnets, including sintered permanent magnets.

A country can mine rare-earth ore without controlling the later steps that produce usable materials and components. The 2024 figures below apply specifically to magnet rare earths, not every rare-earth product or all mineral production. The mining, refining, and magnet-manufacturing shares describe different stages and should not be conflated.

Supply-chain stage China’s reported share Scope and year
Mined production 60% Global mined production of magnet rare earths, 2024 (IEA, 2026)
Refined output 91% Global refined output of magnet rare earths, 2024 (IEA, 2026)
Sintered permanent magnet production 94% Global production, 2024; China’s share rose from around 50% in 2005 (IEA, 2026)

These concentrations help explain why a disruption at a processing or manufacturing stage can affect industries even when ore is mined elsewhere. The IEA’s 2026 account says China introduced export controls in April 2025 on seven heavy rare earth elements, related compounds, and magnets. Export volumes fell sharply in April and May, and some automakers struggled to source magnets, cutting utilization or temporarily halting production. Broader controls announced in October 2025 were suspended for a year in November 2025. In January 2026, China tightened export controls on dual-use goods destined for Japan. These are time-sensitive policy developments; the IEA report describes the status as of its 2026 publication. (IEA, Rare Earth Elements executive summary.)

Can recycling reduce dependence on new supply?

Yes, but it is a contribution rather than a complete replacement for primary supply. The IEA estimates recycling could reduce reliance on primary supply by up to 35% by 2050. Manufacturing scrap currently provides the majority of secondary rare-earth supply; end-of-life electric-vehicle motors, wind turbines, and electronic waste are potential growing sources.

Recycling can improve resilience, but it does not remove the need for mining, separation, refining, and magnet-manufacturing capacity. The IEA also distinguishes among reducing heavy rare-earth use, substituting one heavy rare earth for another, and adopting alternative technologies; these are different ways of addressing supply exposure, not identical or universal solutions.

What are the environmental tradeoffs?

Environmental effects depend on the deposit, extraction method, processing route, and controls. They should not be treated as identical across all mines or operations. The IEA identifies several risks when management is inadequate:

  • In-situ leaching can produce acidic leachate and radioactive tailings if poorly managed.
  • Chemical processing can create air emissions and toxic sludge, with potential consequences for nearby communities’ health.
  • Some rare-earth ores occur alongside thorium and uranium, which can become concentrated in processing residues and tailings.

These risks make responsible management and oversight part of the supply question alongside production capacity and recycling.

Why are rare earth elements critical?

Rare earths are critical because their specialized properties support important technologies, while the chain that turns ore into refined materials and finished components is technically demanding and highly concentrated at key stages. Their name does not mean they are uniformly scarce, and recycling can help but is not a stand-alone substitute for secure production and processing. Understanding which element, application, and supply-chain stage is involved is essential to making sense of claims about rare-earth dependence.
