Prediction markets are trading venues where people buy and sell contracts tied to a clearly defined future event. The trading price condenses the beliefs of participants who choose to risk money, so a price is often read as a market-implied probability. It is not a guaranteed forecast, a scientific measurement of “true odds,” or a promise that the contract will pay a particular amount.
The contract’s exact wording, settlement source, trading rules and ability to exit before settlement determine what the market actually tells you. Those details matter as much as the headline event.

What a prediction market trades
A prediction market lists an event contract rather than a company share or a traditional commodity. The contract asks whether a specified condition will occur by a stated time, or which of several defined outcomes will be recorded. Participants submit orders to take opposing positions. As those orders meet, the venue displays prices that incorporate the information and expectations of active traders.
The Commodity Futures Trading Commission (CFTC) describes these markets as information-aggregation vehicles: “Prediction markets function as information aggregation vehicles” because contract prices reflect market participants’ aggregate beliefs about whether events will occur. In the CFTC’s description, event contracts are typically binary-payoff derivatives, although the written terms for a particular contract control its outcome and settlement. The CFTC’s 2026 proposed rule explains that event contracts may be swaps or futures and discusses when a venue offering them to the public must register as a Designated Contract Market.

Examples of questions a contract might pose include whether a named economic indicator will be above a threshold on a specified release date, whether a team will win a particular game, or whether a defined public event will happen before a deadline. The question is only meaningful when the contract also states how the result will be verified.
How the trading and settlement process works
- A venue publishes the contract. It sets the event question, eligible outcomes, trading hours, expiration or observation window, settlement authority and any other rules.
- Participants place orders. A trader can offer to buy or sell a position at a stated price. Other traders take the opposing side when their orders are compatible.
- The order book produces a market price. Bids show what buyers currently offer; asks show what sellers currently demand. The most recent trade, midpoint or other displayed figure is a snapshot of trading, not a survey of everyone’s opinion.
- Information changes the price. News, analysis, new data and changing expectations can lead traders to replace, add to or close positions. Prices may move even when the underlying event has not changed because liquidity and order flow change.
- The event is determined under the written rules. When the relevant date or condition arrives, the venue uses the contract’s specified source and definition to decide the outcome.
- Positions settle, or are closed earlier. A position held to settlement is handled according to the contract rules. On regulated venues, customers may often trade out before settlement at then-current market prices, but an exit is possible only if a willing counterparty and sufficient liquidity exist. The CFTC’s consumer overview describes this framework and the monitoring duties of regulated exchanges.
That sequence is similar to other derivatives trading: the contract, rather than the event headline, determines the rights and obligations. A market can be “right” about the broad story yet settle differently if the specified measurement, cutoff time or source says otherwise.
How to interpret a contract price
The CFTC states that “A contract’s price reflects traders’ perceived probability of the event outcome.” If a hypothetical yes-side contract is trading at 40 cents, readers commonly interpret that as roughly a 40% market-implied chance. This is an explanatory example, not a quoted market price, and it is not a promise that the event has a scientifically established 40% probability.
The interpretation can be distorted by the contract’s structure and by trading conditions. Fees, the bid–ask spread, limited liquidity, order size, early-exit value and the behavior of traders can all separate a displayed price from a clean probability estimate. A price is what participants are willing to trade at now; it is not necessarily the venue’s independent forecast.

Why wording and resolution rules are decisive
Two contracts can use nearly identical headlines yet settle differently. Before relying on a price, identify four items:
- The exact proposition: Is the question about an occurrence, a threshold, a count, a winner, a ranking or a specific person’s action?
- The time window: Note the start and end times, time zone, deadline and any rules for postponed or revised events.
- The resolution source: Find the named government release, official scorekeeper, public record, court filing or other source that decides the result.
- Exceptional cases: Read rules for cancellations, corrections, disputed data, ambiguous language, partial fulfillment and events that become impossible to verify.
The CFTC’s September 2026 staff advisory on “mention markets” shows why this scrutiny matters. Contracts tied to whether an individual says or mentions words, appears at an event or interacts with someone can be unusually susceptible to direct influence. The advisory tells venues to consider manipulation risk and provide contract-specific analysis rather than treating every event question alike. See the CFTC advisory.
Order books, liquidity and getting out before settlement
Most order-book markets show live bids and asks. The difference between them is the spread: a wider spread generally means a more expensive or less certain immediate entry or exit, while a narrow spread indicates that buy and sell interest is closer together. An apparently attractive last-traded price may not be available for the size you want.

Liquidity also affects how much your order moves the market. A small market can show a dramatic price change after one order, not because the underlying probability changed by the same amount, but because few opposing orders were available. Check the displayed quantities at several price levels, not only the headline number.
Closing a position before the event can reduce exposure to the final outcome, but it converts the current market price, spread and fees into a realized result. If nobody is willing to take the other side, you may have to wait, accept a worse price or hold through settlement. Regulated-market monitoring and the ability to trade out are safeguards, not guarantees of liquidity or profit. The CFTC outlines these features and limits.
Prediction markets versus polls and forecasts
A poll asks a sampled group what it believes or intends to do. A prediction market records prices from people who voluntarily choose to trade under financial incentives and a particular contract design. The participants, incentives, information and question wording therefore differ. A market price can update continuously, while a poll is a survey conducted at a particular time.

U.S. regulatory framework
In the United States, event contracts offered through registered venues fall within derivatives regulation. The CFTC’s 2026 document on event contracts is a proposed rule, not a final rule already in force. It discusses contracts that may be swaps or futures and says that, under the circumstances described, venues offering such instruments to the general public must register as Designated Contract Markets.
Registered exchanges and intermediaries are subject to examination and rules intended to promote market integrity and address misconduct such as manipulation and insider trading. Exchanges also have market-monitoring responsibilities. These controls can reduce certain risks, but they do not eliminate losses, disputes, outages, bad assumptions or the possibility that a contract’s wording produces an unexpected result. Read the proposed rule and the CFTC consumer overview for the agency’s descriptions.
Availability, customer eligibility, fees, state treatment and tax consequences vary by venue and jurisdiction and can change. The general regulatory description above is not a determination that a particular reader may open an account or trade a particular contract. Check the venue’s current disclosures and the rules that apply where you live.

A practical checklist before treating a price as information
- Open the full rulebook. Do not rely on the short title or a chart label.
- Write the proposition in plain language. Include the exact person, entity, threshold, date and time zone.
- Locate the settlement source. Confirm which publication or authority controls and when its result becomes final.
- Inspect the order book. Compare bid, ask, spread and available quantity at the size you would trade.
- Account for costs. Include commissions or other charges stated in the venue’s current schedule, plus the economic cost of crossing the spread.
- Decide whether you can exit. Identify trading hours, expiration, liquidity and what happens if the event is delayed or disputed.
- Consider influence and manipulation. Ask whether a participant could directly cause, conceal or selectively report the event.
- Separate signal from certainty. Use the price as a conditional market signal, not as a guaranteed forecast.
Illustrative platform and changing details
Kalshi is an example of an event-contract exchange. Its company page says it became a CFTC-designated Designated Contract Market in 2020; that statement is attributed to the company, and readers should verify current registration and product eligibility in official records and disclosures. Kalshi’s company page is not a substitute for the contract rules or current regulatory information.

Common failure modes and how to avoid them
Reading the headline instead of the definition
A contract may use an everyday phrase while defining a narrower technical event. Always read the outcome and source fields before comparing prices.
Assuming cents equal calibrated probabilities
The percentage analogy is useful, but spreads, fees, liquidity and strategic trading can make a price a poor direct probability estimate. Treat unusual prices as prompts to inspect market conditions, not as proof that the crowd is irrational.

The price aggregates the beliefs and actions of participants who choose to trade. It does not represent a random sample of the public or every relevant expert.
Underestimating settlement disputes
An event can be obvious in ordinary language yet ambiguous under a contract’s source, timestamp or correction policy. Keep the resolution procedure alongside the price when making a decision.
Confusing oversight with a guarantee
Registration, examinations and monitoring address market-integrity obligations; they do not guarantee a profit, perfect liquidity, error-free data or a favorable settlement.
Bottom line
A prediction market turns a defined event into a tradable contract. Its price is a live, incentive-linked signal of what participating traders currently perceive, often read as an implied probability. The signal is conditional: it depends on the contract’s wording, settlement source, order-book conditions, costs, participants and rules. Read those terms first, then treat the price as information—not certainty.
