What Are ISM Bands Used For, and Who Can Use Them?

An ISM band is a radio-frequency band designated for industrial, scientific, medical, domestic, or similar equipment that generates and uses radio-frequency energy locally. The term does not mean a band is automatically free to use: international designations have conditions, and national regulations govern authorization and equipment approval.

What does ISM band mean?

In the ITU Radio Regulations, industrial, scientific and medical (ISM) applications are the operation of equipment or appliances designed to generate and use locally radio-frequency energy for industrial, scientific, medical, domestic or similar purposes, excluding applications in the field of telecommunications. “ISM band” is shorthand for a frequency range designated for those applications.

The definition focuses on what equipment does, not simply the frequency it uses or the label printed on it. A communications device does not qualify as an ISM application merely because it operates in an ISM-designated range; telecommunications are expressly excluded.

Which frequencies are designated for ISM applications?

The ITU Radio Regulations identify bands in provisions 5.138 and 5.150. Their conditions differ, and the designations are part of an international allocation framework—not a complete guide to what a person may operate in a particular country.

Radio Regulations provision Designated frequency range(s) Condition
5.138 6.765–6.795 MHz; 433.05–434.79 MHz; 61–61.5 GHz; 122–123 GHz; 244–246 GHz Use for ISM applications is subject to special authorization by the concerned administration, in agreement with other administrations whose radiocommunication services may be affected. The 433.05–434.79 MHz designation applies in Region 1 except for the countries named in No. 5.280.
5.150 13.553–13.567 MHz; 26.957–27.283 MHz; 40.66–40.70 MHz; 902–928 MHz in Region 2; 2.400–2.500 GHz; 5.725–5.875 GHz; 24–24.25 GHz Radiocommunication services operating within these bands must accept harmful interference that may be caused by ISM applications. ISM equipment is subject to No. 15.13.

The ranges and conditions above are reproduced in the ITU-R Terrestrial Services FAQ. For example, 902–928 MHz is identified in No. 5.150 for Region 2, while the 433.05–434.79 MHz range in No. 5.138 is identified for Region 1 subject to its stated exception. These provisions should not be treated as globally identical permissions.

What equipment uses ISM frequencies?

ISM applications include equipment that uses radio-frequency energy as part of a local process rather than as a telecommunications service. ITU materials give examples such as:

Are ISM frequencies unregulated or unlicensed?

No blanket conclusion follows from the term “ISM band.” The ITU says that “unregulated frequencies” is not terminology used in ITU texts. National legislation determines matters including licensing procedures, whether a band is available for a particular use, equipment approval, and use by foreign persons. The ITU FAQ explains this distinction.

Before installing or operating equipment, check the rules of the relevant national regulator for the country and application in question. An international ISM designation alone does not establish that a particular device, transmission, or installation is authorized.

How to read an ISM-band designation

  1. Identify the frequency range. Confirm the exact band rather than relying on the broad label “ISM.”
  2. Check the relevant ITU provision. Determine whether the range appears under No. 5.138 or No. 5.150, because the conditions are not interchangeable.
  3. Check the geographic scope. Note the ITU Region and any country exceptions specified in the regulation.
  4. Confirm national requirements. Consult the applicable regulator for authorization, equipment approval, and permitted use.

The Radio Regulations edition published by the ITU in 2024 was revised through WRC-23. Because international editions and national rules can change, check the current applicable texts when making a compliance decision.
