Custom AI chips are processors designed for particular artificial-intelligence workloads and the data-center systems that run them. Cloud companies build them so they can tune compute, memory, networking, software, power and cooling as one system, add capacity, and reduce dependence on outside chip suppliers. Customers usually use these processors through a cloud service rather than buying the physical chip.
What a custom AI chip is
The phrase AI chip covers several kinds of processor. A CPU handles broad computing tasks. A GPU can run many parallel calculations and is widely used for AI. A custom accelerator is designed around a narrower set of AI operations, model shapes or deployment conditions. Cloud providers’ in-house chips generally fall into that last category, although the exact architecture and software interface differ by provider.

“Custom” does not mean the processor works only with one model. It means the provider selected design priorities for workloads it expects to run at large scale, then built the chip to fit its own servers, networks, compilers and services. The resulting product is closer to a complete accelerator platform than to a retail component you install in a desktop.

Training develops or updates a model by processing large datasets and adjusting its parameters. It normally needs sustained throughput, large memory capacity and fast communication among many chips. Inference uses an already-trained model to generate a prediction or response. Interactive inference can emphasize latency, memory capacity and efficient handling of long sequences; batch inference may favor throughput and utilization. Fine-tuning sits between the two, using a training-style process on a smaller dataset.

An accelerator optimized for one of these jobs may not be the best choice for another. A useful comparison therefore starts with the workload, model architecture, numerical precision and response-time target, not with the word “AI” on a product page.
The chip is only one layer
Real performance comes from a system. High-bandwidth memory (HBM) determines how quickly data can reach the compute units and how much model state can remain close to them. Interconnects determine how efficiently chips exchange activations, gradients and parameters. Servers, racks and larger clusters add networking, storage, scheduling and failure-recovery considerations. Compilers, kernels and framework integrations determine whether a model can use the hardware efficiently. Power delivery and cooling affect how densely the provider can deploy it.
For that reason, a peak-compute number printed for one chip cannot predict the cost or speed of your application by itself.
Why cloud companies design their own silicon
Co-designing the whole infrastructure
A cloud provider controls more of the stack than a typical hardware buyer. It can design an accelerator alongside its server boards, data-center network, compiler, orchestration software and hosted AI services. That co-design can remove bottlenecks that would remain when buying a general-purpose processor and adapting the rest of the system around it.
For example, a provider can choose memory capacity and interconnect topology for the model-serving patterns that consume the most of its capacity. It can expose the resulting hardware through a managed service, hiding low-level deployment work from customers while keeping the same platform in its own services.

Adding capacity and reducing supply dependence
The UK Competition and Markets Authority’s Cloud Infrastructure: Final decision report, published July 31, 2025, describes proprietary accelerators as a potential differentiator and notes that self-supply can reduce reliance on third-party suppliers, particularly when accelerator supply is constrained. This is a strategic reason to build a chip; it is not evidence that every in-house design is cheaper or faster than every alternative.
Owning part of the silicon roadmap can also let a provider plan capacity over several years instead of depending entirely on another company’s release schedule. The trade-off is that the provider must fund chip design, validation, software support and data-center deployment itself.
Improving economics for targeted workloads
When a provider runs the same classes of workload at enormous scale, a design that uses power, memory or networking more efficiently can improve the economics of the complete service. Amazon says it has invested more than a decade in custom silicon and presents Trainium for AI training and inference alongside Graviton for general-purpose cloud workloads. Amazon’s price-performance descriptions are company claims, so they should be tested against the workload and billing model that matter to you.
Efficiency is not a property of the chip alone. A theoretically efficient accelerator can lose its advantage if a model requires unsupported operations, spends time moving data, or runs at low utilization.
How the major cloud programs differ
The following programs have different generations, targets and measurement methods. Their published figures are not a common benchmark and should not be treated as a ranking.

| Program | Published purpose or status | Reported specifications or roadmap | How customers access it |
|---|---|---|---|
| Google TPU / Trillium | Google describes Trillium as its sixth-generation TPU for training and serving models. | Google’s 2024 announcement reports 4.7× higher peak compute per chip than TPU v5e, twice the HBM capacity and bandwidth, twice the inter-chip-interconnect bandwidth, and more than 67% greater energy efficiency than TPU v5e. | Google says TPUs are available through Google Cloud. |
| AWS Trainium and Inferentia | Amazon describes Trainium for AI training and inference. The CMA identifies Trainium and Inferentia as accelerators available to AWS customers. | The reviewed sources do not provide a single cross-vendor performance figure that can be compared directly with the other programs. | They are accessed as AWS cloud resources rather than purchased as standalone retail chips. |
| Meta MTIA | MTIA 300 is in production for ranking and recommendation training. MTIA 400 has completed lab testing and is on the path to data-center deployment. | Meta’s March 12, 2026 roadmap schedules MTIA 450 for mass deployment in early 2027 and MTIA 500 for 2027. Meta reports that MTIA 300 to MTIA 500 increases HBM bandwidth 4.5× and compute FLOPS 25×. | These chips support Meta’s own data-center services; the roadmap is not a retail product catalog. |
| Microsoft Maia | Microsoft describes Maia 300 as the third generation of its Maia program and as inference-first. | The October 12, 2026 announcement targets long-context, memory-intensive, decode-heavy workloads and specifies eight HBM4 stacks, 18.0 TB/s peak memory bandwidth and a 950-watt TDP. | Maia is part of Microsoft’s services and cloud infrastructure. |
Google’s Trillium numbers compare it with an earlier Google generation. Meta’s figures compare two points on its own roadmap. Microsoft’s Maia figures describe memory and power characteristics, not an end-to-end serving benchmark. Different precision formats, model sizes, software versions and cluster configurations can change the result, so none of these figures establishes a universal winner.

Which specifications matter in practice
Workload and precision
Start by identifying whether you need pretraining, fine-tuning, batch inference or interactive serving. Record model architecture, parameter count, sequence length, batch size and latency target. Then check which numerical formats the accelerator supports and whether your model maintains acceptable quality at those formats. Peak operations at a precision your application cannot use are irrelevant.
Memory capacity and bandwidth
Memory capacity determines whether model weights, activations and temporary buffers fit without expensive transfers or partitioning. Bandwidth matters when the workload repeatedly streams data through the compute units. Long-context inference can be especially memory-intensive, which is one reason Microsoft positions Maia 300 around that workload. Compare capacity and bandwidth together; a large capacity with insufficient bandwidth, or high bandwidth with too little capacity, can both become bottlenecks.
Scale-up and networking
Large training jobs distribute work across many chips. Examine the interconnect inside a server, the links between servers and the network used by the cluster. Google’s Trillium announcement, for example, reports doubled inter-chip-interconnect bandwidth versus TPU v5e; that is a system-scaling claim, not a guarantee that every distributed model will run twice as fast.
Software and migration effort
Verify support for your framework, compiler, operators, kernels and serving stack. A model that runs on a GPU may require graph changes, new kernels or different parallelism settings on a custom accelerator. Measure engineering time as part of the decision. Documentation, debugging tools and stable software releases can matter more than a theoretical peak figure for a small team.

Operations and total cost
Check the cloud region, quota, reservation process and expected availability before committing to an architecture. At scale, power and cooling affect how much capacity a provider can place in a facility, while your bill depends on utilization, data movement, storage, networking and idle time. Compare cost per completed training step, fine-tuned model, batch item or generated token under realistic utilization—not only the provider’s peak performance claim.
Are custom AI chips better than GPUs?
There is no workload-independent answer. GPUs generally offer broad software ecosystems and flexibility across many model types. A custom accelerator can offer tighter integration with one provider’s infrastructure and better efficiency for the workloads that guided its design. Those advantages can reverse when your model uses unsupported operations, changes frequently, needs a specialized library, or must run across several clouds.
| Decision question | What a custom accelerator may offer | What a general GPU may offer |
|---|---|---|
| Fit to a stable, high-volume workload | Provider-specific optimization for targeted training or serving patterns. | More general capability when the workload changes. |
| Software compatibility | Potentially efficient support through the provider’s compiler and services, but migration may be required. | Often broad framework and library coverage, depending on the application. |
| Capacity and deployment | Available where the provider has deployed its own accelerator and offers quota. | Availability still depends on cloud region and supply, but multiple providers may offer compatible options. |
| Economics | Can be attractive when utilization is high and the workload matches the design. | Can be preferable when flexibility, portability or existing code reduces engineering cost. |
Use equivalent model versions, precision, batch sizes, software settings and cluster sizes when comparing results. A vendor’s peak number and another vendor’s measured application throughput are not comparable evidence.

The physical processors described by Google, Amazon and Microsoft are generally not sold as components. The CMA’s July 2025 decision says Google TPUs are used internally and offered on Google Cloud, AWS Trainium and Inferentia are available to AWS customers, and Microsoft Maia is part of Microsoft’s services and cloud infrastructure. It also states that the physical custom chips designed by those providers are not available for purchase. Google separately says TPUs are exclusively available through Google Cloud.

For a customer, the buying decision is therefore about a cloud instance, managed training or serving service, quota and region—not about selecting a chip from a parts distributor. Confirm the exact accelerator type behind a service, its software maturity and its billing unit before estimating a migration.
Best Value
A practical evaluation process
- Describe the workload. Document training, fine-tuning or inference; model architecture; sequence length; batch size; precision; throughput and latency targets.
- Confirm availability. Check that the accelerator is offered in the required cloud region, that your account can obtain quota, and that reservations or capacity guarantees match your schedule.
- Port a representative model. Use production-like data and the same preprocessing, tokenization, retrieval and post-processing as the intended service. Record unsupported operators and code changes.
- Measure end-to-end behavior. Track completed training steps, examples per second, tokens per second, tail latency, memory use, communication overhead and utilization. Do not rely on theoretical FLOPS.
- Calculate full cost. Include accelerator time, storage, networking, data transfers, idle capacity and engineering labor. Compare cost for the business output you need, not only hourly instance prices.
- Test operational resilience. Check restart behavior, checkpoint compatibility, monitoring, logging, failure recovery and the process for moving to another accelerator if capacity changes.
- Decide how much portability you need. A provider-specific chip may be worthwhile for a stable, high-volume service; a more portable implementation may be safer for rapidly changing models or multi-cloud requirements.
Common mistakes and how to avoid them
Treating a vendor claim as a universal benchmark
Reported gains such as Google’s 4.7× peak-compute comparison are measured against a stated baseline inside one vendor’s product family. Read the baseline, date and metric, then reproduce the comparison on your model.
Ignoring memory and communication
A model can have enough arithmetic capacity yet run slowly because weights, activations or gradients do not move efficiently. Inspect memory footprint and inter-chip traffic during a pilot.
Counting only rental price
Lower accelerator rates do not guarantee lower project cost if engineers must rewrite kernels, wait for scarce capacity or keep utilization low. Include migration and operations in the calculation.

Meta’s MTIA 450 and MTIA 500 dates are forward-looking statements: mass deployment is scheduled for early 2027 and 2027, respectively. Ask whether the exact generation is available to your account now rather than planning around an announced milestone.
Assuming “custom” means closed or useless outside one model
Custom accelerators normally support families of workloads through compilers and libraries, but compatibility is still provider-specific. Validate the operators and frameworks your application actually uses.
What these programs indicate about cloud infrastructure
The four programs show different optimization choices rather than one standard definition of an AI chip. Google emphasizes a TPU generation for both training and serving. Amazon separates AI-focused Trainium and Inferentia from its general-purpose Graviton line. Meta’s roadmap is built around recommendation and ranking workloads at its own scale. Microsoft’s Maia 300 is aimed first at memory-heavy, decode-dominated inference.
The broader direction is tighter coupling between silicon and cloud services. As models become larger, sequence lengths increase and inference becomes a major share of computing demand, memory systems, interconnects, software and facility power can matter as much as raw arithmetic. That is why cloud companies are investing in complete accelerator platforms instead of treating the chip as an isolated part.
Bottom line
Custom AI chips are workload-focused accelerators integrated with a provider’s hardware, software and data centers. Cloud companies build them to control capacity, optimize important services and reduce dependence on outside suppliers. They are not automatically better than GPUs: the right choice depends on model behavior, memory, networking, software compatibility, availability and total cost. Because the physical chips are generally accessed through cloud services, evaluate the complete service and your measured workload rather than a headline specification.
